Initiated by the Directors of State Agricultural Experiment Stations working with the U.S. Department of Agriculture-Cooperative States Research Service.

Regional Leader Laboratories- established to provide regional coordination and analytical services.

USDA-ARS established minor use program

Expanded to cover nursery and floral crops, forest seedlings,turfgrass, Christmas trees, and woody nursery stock

Expanded to cover registration of Biological Pest Control Agents

Established a GLP program
