VISION STATEMENT Our vision is to co-create a vibrant, caring community in which our environment and everyone in it matters.
MISSION STATEMENT
The Overbrook Community Association is a volunteer group that is supported financially on a small budget from donations, fundraising events, and project grants. We serve the community, working collaboratively to create a safe place where people care about each other and enjoy beautiful surroundings. We encourage community engagement by providing welcoming opportunities for all residents to voice their interests and concerns; organize events; participate in projects related to environment, preserving heritage and parks; fundraising; communication, planning and development; social events; traffic and safety; and arts and culture. We invite all residents to use their gifts and actively promote social inclusion. We collaborate on decision-making; work with other groups and communities; ensure that the voice of Overbrook is heard in municipal government; foster connection through our community newspaper, website and emails; reach out to businesses in the hope of creating a Business Improvement Association.

PRESIDENT’S REPORT – Heather Amys
Safety First: Early in our term, the new OCA Board of Directors recommitted to improving
public safety and reducing violent crime. Volunteers have been working with concerned
residents, police, youth and community partners, as well as other community associations
in Ward 13, and our own Councillor Rawlson King to make a difference in Overbrook,
including Castle Heights.
Grants from United Way SPARK, TD Parks, Arts Network Ottawa and the Community
Development Framework have helped a LOT of volunteers to run or assist with 11 events
in the community and to launch our newspaper “ConneXions” for our community.
We are very thankful to the volunteers who monitor, advance, improve city planning and
development applications, and the volunteers who push for city funded projects in the
Building Better Revitalized Neighbourhoods plan. Lola Park will be finished soon; work on
Four Corners rejuvenation is coming next year; bicycle lanes are improved, and repair
stations recently constructed to mention a few initiatives.
“Action on Community Safety” and “Influence Planning & Development” are two of
four priorities the Board identified for 2018-19. “Community engagement” through
outreach and events was also a big priority. And if that list were not ambitious enough, the
Board also committed to “Strengthening capacity of OCA,” specifically intra-board
communications; structure & governance; volunteer effectiveness and securing financing
for priorities
With these priorities in mind the Board (among other things):
o Held an orientation session (2 meetings) facilitated pro bono by Ken Hoffman of One
World Inc.
o Simplified our committee structure, reducing from eight to three standing committees.
o In lieu of multiple committees, began to track and design distinct projects and events and
identify new volunteers to champion initiatives such as Lola Park development, Four
Corners improvements, the newspaper, and improved social media communications.
o Adopted:
o Privacy Policy and appointed a Privacy Officer.
o Email Policy to enable Board votes to be conducted via email.
o Financial Policy to improve efficiency and transparency of financial management.
o Contributed $4,000 to the Starry Nights project to supplement the Arts Network of
Ottawa (ANO) grant and $100 towards the annual Overbrook Community Centre
Hallowe’en Party.
o Met with and wrote to city officials, our Councillor’s office, community partners on a
range of issues including development, safety and environment.
The incoming 2019-20 board will benefit from new funding to the Rideau-Rockcliffe
Community Resource Centre (Oct) from Crime Prevention Ottawa; continued funding from
the Community Development Framework for the newspaper and from the City and other
partners for Community Day and Family Day events. However, there was no fundraising
done by OCA this year for our day to day expenses. The new Board will need to fundraise.
We have a lot to celebrate: The Overbrook Community Association will celebrate 25 in 2020. And 2022 will be the 100th anniversary of Overbrook’s formal constitution as a police village in 1922. Let’s keep the momentum and make sure everyone knows that #weareoverbrook!

COMMUNICATIONS COMMITTEE – Heather Amys
It was a slow start. This committee had been dormant for a while. The
terms of reference were no longer relevant, we had no budget, the
newspaper had shut down, the webmaster had resigned. A few
volunteers were still managing disparate elements like the survey and our
Facebook page; but we had no committee members, no plans and a
reluctant chair.
This abject status of our communications caught the attention of several
residents, old and new, who stepped forward to volunteer for one thing or
another and voila: momentum was created!
ACTIVITIES in 2018-2019 Between them, the volunteers have:
• improved management of our social media and website posts (Marie-
Caroline Badjeck, Amara Holder, Marilyn Read, Danika Brisson)
• begun designing a brand new website (Kasia Ademiec with support
from Digital Team)
• made plans to create a business directory (Jo Stinson, Heather
Amys, Ismael Awaleh)
• launched #weareoverbrook branding (Digital Team led by
Marjolaine Provost)
• begun to reconsider our branding generally, and to produce
consistent OCA posters (Digital Team)
• offered to revive our resident survey (Rosa Guerrero-Mesia)
• published and inspired first issue of ConneXions (a quarterly
newspaper serving Overbrook including Castle Heights) (Newspaper
Team led by Editor Alex Pope, Joanne Lockyer)
• proposed a communications budget for 2019-2020 (all)
LOOKING AHEAD
• Watch for the launch of a new website and new branding in the
coming months.
• ConneXions will expand from 16 to 24 pages in the next issue,
scheduled for January 2020.

PLANNING & DEVELOPMENT COMMITTEE – Nora Benamra
ACTIVITIES in 2018-2019
• A rejuvenation of the committee occurred, with a clarified mandate and a
successful increase in membership numbers. Members volunteer to act as
leads on projects/applications of interest, providing the committee with
updates and recommended actions/input.
• BBRN (Building Better Revitalized Neighbourhoods) Vanier South/Overbrook
required much on-going effort (multi-year) for its implementation. This involved
work on: the Four Corner initiative at Queen Mary and Lola; pushing for
improved cycling and pedestrian access from Overbrook (Hardy Street)
around the west side of the St. Laurent Centre to the LRT station; and,
ensuring city-funding for medium term BBRN priorities is secured.
• Provided review comments on the draft plan for the new Lola Park, now under
construction, at Lola Street and Presland Road, and lobbied for additional
funding to complete it in one phase, not multiple phases.
• Monitored and provided feedback on city-initiated planning and infrastructure
renewal projects such as the on-going process to create a new city-wide
Official Plan and suggesting cycling improvements in conjunction with the
planned replacement of old pipes on part of Presland Road near the Vanier
Parkway.
• Reviewed and provided comments on Committee of Adjustment applications
and on privately initiated planning applications (site plan control and
rezonings). These often related to proposed infill redevelopment such as the
application for minor variances at 62 Columbus Avenue where the community
and the committee submitted and presented at the hearing for that application.
Also, members have attended pre-consultation meetings with applicants
before applications are formally submitted to the city.
• Liaised with Vanier Community Association and others CAs and with the FCA
(Federation of Citizens’ Associations) on various matters of mutual interest.
LOOKING AHEAD
Continuation of all the above efforts which involve working with city staff, Councillor King and his office staff, the public and developers to have good planning occur in Overbrook.

SAFETY COMMITTEE – Diewke de Haen
The Safety Committee was started in May of this year, or rather: re-
started under auspices of the OCA. An earlier Safety Committee was
formed by the Rideau Rockcliffe Community Resource Centre (RRCRC)
and ran until 2018; it met several times in response to several incidents.
On the initiative of former OCA president Rawlson King, the coordination
for this committee was moved to the OCA, to put the community more
firmly in the lead. The committee meets every second Thursday of the
month, at 7 pm at the Overbrook Community Centre.
ACTIVITIES in 2019
• Between May and August, a group of residents met monthly. During
this exploratory period, we worked to get a firmer grasp on
challenges, risks and opportunities when it comes to safety in
Overbrook. To this end we talked to Ottawa Police Service, City
Councillors and several community partners.
• In June a flyer was designed;
• Over the summer we were present at meetings concerning the
community policing pilot;
• In June and July, committee members were present at 5 public
events to engage residents;
• In September we invited community partners to the table;
• In October we will talk about ways to connect and build community
among those residents that may feel overwhelmed or fearful.
• New Post incident follow up training is slated to happen this fall.
LOOKING AHEAD: Key priorities
• Provide support to the research team to help focus the community
policing pilot to fit our community;
• Work with RRCRC and partners to focus efforts of a new coordination
project;
• Keep working to involve new/more residents and business owners to
become engaged with these promising developments.

COMMMUNITY EVENTS
Neighbours and friends gathered to work, play and reflect at events organized by OCA, often in partnership with the Rideau-Rockcliffe Community Resource Centre (RRCRC), the Overbrook Community Centre (OCC) and Ottawa Community Housing (OCH)…
Remembrance Day, November 11, 2018 (with the Legion). A moment of silence and time to honour fallen soldiers with neighbours in Riverside Memorial Park.
Family Day, February 18, 2019 (with RRCRC and OCC). Over 450 people created a happy buzz as they enjoyed live music, free pancakes and hot dogs and fun activities including face-painting, sleigh rides and pick-up hockey with a team of Ottawa Police Officers.
Candidates’ Forum, March 29, 2019 (with RRCRC). About 160 people filled the hall at the Overbrook Community Centre and heard what 16 of our 17 City Councillor candidates had to say. Emilie Taman was an expert moderator and Rogers TV recorded the event and posted it to YouTube.
Spring Cleanup, April 28, 2019 (with Girl Guides). OCA regularly organizes spring cleanups at Riverside Memorial and Overbrook Parks.
Community Day, August 17, 2019 (with RRCRC, OCC and OCH). The weather didn’t co-operate, but the activities were fun, the hot dogs delicious and the Mayor stopped by!

COMMMUNITY PROJECTS AND EVENTS – Theatre
COMMUNITY-ENGAGED THEATRE funded by Arts Network Ottawa and OCA
Overbrook the Musical / la comédie musicale Following this performance in November 2017, a DVD of the show and a document entitled “Building Community Through Theatre – A Manual” were completed and released this year.
Arts Network Ottawa Two community-engaged theatre productions were the result of a grant awarded by Arts Network Ottawa to Eleanor Crowder for her work in Overbrook, supported by OCA as host. Two productions were the result:
Overbrook Diary / Notes d’Overbrook The concept for this production grew out of the desire of 15 Overbrook the Musical cast members who then chose a meaningful song to sing and dramatize. Two performances took place in late 2018 in the Drama Studio at the Rideau Community Hub under the direction of Eleanor with Megan Carty and Martin Dawagne assisting. Over 80 people came to see the shows.
Starry Nights / Nuits étoilées Starry Nights was conceived and designed to bring neighbours out of their homes to enjoy an evening of food, workshops, songs, poems and dramatizations. Events took place in July 2019 at four venues: Glynn Avenue at Lola, Whitton Crescent at Presland, Overbrook Park, and the Overbrook Community Centre (the
rain location for Lawson Park). Under the mentorship of Eleanor Crowder, Megan Carty and Martin Dawagne took on directing the production.
Volunteer venue hosts spent pre-show weeks delivering flyers and encouraging residents to get involved. During an open mic spot in the program local talent, including faith groups and budding young singers and musicians, jumped at the chance to entertain. We estimate that at least 250 people took part in Starry Nights activities
COMMMUNITY PROJECTS AND EVENTS – Video-making
MAKE A VIDEO / RÉALISEZ UNE VIDÉO funded by United Way spark and OCA
The “Make a Video” project brought 9 youth-adult pairs together to learn to make a video using cell phones as cameras. The purpose was to provide a creative learning opportunity that would foster understanding and appreciation between the young people and their parent or mentor; build skills and confidence; and connect all the participants with each other and the neighbourhood.
Over a six-week period from May 2 to June 6, 2019, video-artists Izabel Barsive and Adrianna Sustar led the group through pre-production (idea generation, scripting, storyboard, scouting), production (filming), and post-production (editing). Each session included snacks and a community meal to give the group a chance to get to know one another and to keep their energy up.
The project’s success was demonstrated on June 8 when 6 pairs shared their videos with family, friends and neighbours. About 3 minutes each, the videos were all different - stories of personal growth, a cooking demonstration, humorous vignettes - and all excellent! Participants lingered after the show, enjoying the connections they’d made. Thanks to participant and youth leader, Melody Rowhani, the young people may have the opportunity to show their videos and talk about their experiences at the Ottawa Film Festival in December! Thanks to United Way spark for making the project possible with a grant of $3,000 and to OCA for $500 to purchase food. Thanks also to Coconut Lagoon for its donation of delicious soup.

COMMMUNITY PROJECTS AND EVENTS – Parks CONNECTING, PLAYING AND CELEBRATING OUR COMMUNITY IN OVERBROOK PARK funded by TD Park People Grant
OCA received a $2000 TD Park People Grant to hold park events in 2019. The proposal was co-developed with the Rideau Rockcliffe Community Centre (RRCRC) and their Youth Advisory Council (YAC). In addition to bringing fun activities to Overbrook Park and raising awareness on environmental issues and mental health, and the importance of green spaces, the events (re)connected residents from all ages as well as community organizations during a period when our neighborhood has been experiencing safety issues. Through beautification and celebration of our youth, it helped residents share their love of Overbrook and plant the seeds for new projects and activities.
Movie in the Park - August 1, 2019 Six volunteers and RRCRC put together a free movie night in Overbrook Park. Around 30 people enjoyed popcorn, juice and a movie for children. It was a great opportunity to enjoy the Park at night and three of the volunteers were primary school children who learn more about OCA and participated in the Fall Clean Up in October.
Party in the Park: Back to School Edition – September 14, 2019 Nearly 100 people participated in the event: 40+ youth participated in a basketball competition and 50+ people enjoyed the BBQ, took part in games on mental health and the environment and enjoyed free yoga.
There were 21 volunteers and the Ottawa Police Hoopstars participated in the event and engaged with the young players. OCA created a new collaboration with the Rideau Sports Center who
sponsored the event with prizes, and the store Decathlon who offered free activities for children on site. The grant helped create a new collaboration between RRCRC and Manock Lual from Prezidential Training that resulted in a fall 2019 free basketball program for youth in Overbrook on Saturdays.
Overbrook Fall Clean Up – October 5, 2019 Three volunteers (OCA and Girl Guides leaders) led 15 participants in a Park and neighborhood cleanup. They collected 10+ garbage bags and 5+ bags of plastic. The morning ended with pizza at the community garden where neighbours chatted and got to
know each other. The participants really enjoyed the opportunity to connect at the end of the event.

FINANCIAL REPORTS – Patrick Venier Balance Sheet OCA finished the 2018-2019 working year with a negative cash-flow result of -$13.961.96.
This year’s project-based expenses amounted to $29,367 of which $16.366 was funded with grants that were already received and booked in the previous working year result. This year’s incoming grants ($15,000) were in contrast almost immediately spent in current working year projects (except for $2,000). The delayed use of grants received last year combined with the immediate grant consumption of this year’s received grants, results in a negative ($2,000-$16,366) $14.366 project cash flow ”. Added with the slightly positive regular cash-flow of - $454, this leads to a total cash-flow of -$13.961.96.
Regular expenses were reduced to a bare minimum (no investments were made) and were covered by non-grant revenues. No specific fundraising was undertaken.
Unlike other working years when newsletter advertisement revenues offset the publication costs and created a positive cash-flow, there were no newsletters produced in the working year. The separate bank account for the Nouvelles d’Overbrook News was closed off and the balance transferred to the general account.
