SIGNIFICANT OPERATIONAL ACCOMPLISHMENTS

EXECUTIVE SUMMARY

The National Capital Region as the center of culture,

economy, education, and government of the

Philippines, has a total area of 636 sq. km which cater

to 11,855,975 residents and categorized as the most

populous region in the country. These are the given

facts that have contributed to the emergent challenges

faced by RO-NCR drug busters through the years.

For the period, this Regional Office delivered 154 intelligence

operations, 49 negation operations and 98 interdiction operations

which resulted to 18 successful negation operations

(2 joint operation with PDEA RO-VI; MPD Station 4; and PNP-SWAT) with 40

arrested drug personalities (2 drug personalities under the custody of PDEA

RO-VI) were accomplished.

The confiscated dangerous drugs such as methamphetamine

hydrochloride with a total weight of 2,952.216 grams;

Cocaine with 131.3810 grams; MDMA with 620.2371 grams

in tablet form; another 20.2 grams of MDMA in powdered form;

Dried Marijuana (MJ) leaves with 3,847.0073 grams; AND MJ seeds

and stalks with 2.7391 grams were forwarded to Laboratory Service for

custody and proper disposition.

Evidently on the recent operations being conducted by this Regional Office, methamphetamine

hydrochloride or “shabu’ remains to be popularly marketable among drug-peddlers thus,

suggest to be the most preferred drug among users vis-a-vis recorded data of arrested drug

personalities for the third quarter period of 2016, with an average street price ranges from

Php1,600.00 to Php3,200.00 per gram. Street price of “shabu” hit the highest ceiling during the

Barangay Drug Affectation

Out of 1,706 barangays in Metro Manila, statistics revealed that 92%

of those barangays are roughly affected by illegal drugs, with 7.7%

or 131 barangays categorized as unaffected, 43.38% or 740 barangays

categorized as slightly affected, 34.35% or 586 barangays categorized

as moderately affected and 14.6% or 249 barangays categorized as

For this period, the Regional Office- National Capital Region based

on the recent operations conducted has established that the most common

transaction methods used for drug trafficking in NCR are as follows:

Use of parking areas in malls/fast food restaurant exchanging keys of

cars between dealers and return; and/or adaptation of comfort rooms

as drop-off;

Use of condo units as drop-off point for paraphernalia, laboratory

equipment and finished product;

High-end drug users prefer highly secured five star hotels, exclusive

condos and high-end subdivisions for house parties;

Use of minors for deliveries;

Use of drug mules in transporting illegal drugs;

International drug syndicates are now build-on to infiltrate Metro Ma-

nila.

Taking advantage to the inherited power and influence as elected

government official to consummate illegal drug trade within the

community;

Illegal drug trade in a crowded area like shopping malls;

Attempt of drug personalities to dispense illegal drug thru different

courier company; and

Typical manner in transporting illegal drugs by infiltrating terminals.

OPERATIONAL ACCOMPLISHMENTS

On 25 January 2016, operatives of Airport Interdiction Unit conducted Interdiction operation

in Pasay City which resulted to the arrest of ONE DRUG PERSONALITY with confiscation and seizure

of 6.5022 grams Marijuana leaves.

On 19 February 2016, RO-NCR SET DELTA and other operatives together with MPD Station 4

headed by PSupt Mannan C Muarip, implemented Search Warrant No. 16-25939 issued by Hon. Judge

Virgilio V. Macaraig in Sampaloc, Manila which resulted to the arrest of FOUR DRUG

PERSONALITIES with confiscation and seizure of 76.9993 grams of “shabu” and 24.5051

grams of Marijuana.

On 22 February 2016, joint operatives of RO-NCR SET BRAVO and SWAT Team headed

by PInsp Carino conducted buy-bust operation in Muntinlupa City which resulted to the arrest of TWO

DRUG PERSONALITIES with confiscation and seizure of 51.9264 grams of “shabu”.

On 29 February 2016, operatives of RO-NCR SET ALPHA conducted Interdiction operation

in Cubao, Quezon City which resulted to the recovery of 4 bricks of dried Marijuana with a total

of 3,816.00 grams.

Highlights of Accomplishments

On 05 January 2016, operatives of Airport Interdiction Unit and PDEA RO-VI

conducted joint operation which resulted to the arrest of ONE DRUG

PERSONALITY and the confiscation and seizure of 150 grams

of “shabu”.

On 12 January 2016, operatives of RO-NCR SET BRAVO conducted buy-bust

operation in Muntinlupa City which resulted to the arrest of THREE DRUG

PERSONALITIES with confiscation and seizure of 149.3463 grams

of “shabu”.

On 23 January 2016, operatives of RO-NCR SET FOXTROT

together with the rest of RO-NCR Special Enforcement Team

simultaneously implemented Search Warrant Nos. 16-25856, 16-25857 &

16-25858 in Quezon City which resulted to the arrest of EIGHTEEN

DRUG PERSONALITIES with confiscation and seizure of 67.7875

grams of “shabu”.

These resulted to 18 successful

were accomplished.

On 03 March 2016, operatives of RO-NCR SET BRAVO conducted buy-bust

operation in Baliuag, Bulacan which resulted to the arrest of ONE DRUG

PERSONALITY with confiscation and seizure of 253.30 grams

of “shabu”.

On 03 March 2016, operatives of RO-NCR SET FOXTROT provided

assistance in the OPLAN GALUGAD conducted by Bureau of Corrections,

Muntinlupa City which resulted to the confiscation of 996.2394 grams

Methamphetamine Hydrochloride or “shabu” which later turned-over

to Laboratory Service for examination and proper disposition.

On 08 March 2016, operatives of RO-NCR SET BRAVO conducted

buy-bust operation in Parañaque City which resulted to the arrest

of ONE PERSONALITY with confiscation and seizure of 1044.4

grams of “shabu”.

On 08 March 2016, operatives of RO-NCR SET CHARLIE

conducted buy-bust operation in Parañaque City which resulted to the

arrest of TWO DRUG PERSONALITIES (1 Nigerian National

with confiscation and seizure of 150.1044 grams of “shabu”.

On 14 March 2016, operatives of NAIA-IADITG and PDEA Region VI conducted joint operation which

resulted to the arrest of ONE PERSONALITY with confiscation and seizure of 50.0184

grams of “shabu”.

On 15 March 2016, operatives of RO-NCR SET ECHO conducted Interdiction operation in

Makati Central Post Office which resulted to the recovery of 507 pieces of Ecstasy with a total

of 261.3 grams.

On 22 March 2016, operatives of NAIA-IADITG conducted Interdiction Operation in NAIA

Terminal 4, Pasay City which resulted to the arrest of ONE PERSONALITY with confiscation

and seizure of 146.1438 grams of “shabu”.

On 22 March 2016, Bureau of Customs after the expiration of the prescribed duration

pertaining to unclaimed package/mail/parcel turned-over to Airport Interdiction Unit, the following:

Figure 4 shows seized drugs by the Regional Office for the 1st Quarter. (not included seized drugs during joint operation with PDEA RO-VI)

The estimated street price of confiscated dangerous drugs such as “SHABU” with a total weight

of 2,952.216 grams is amounting to Php5,313,988.9; Cocaine with 131.3810 grams is amounting

to Php656,905.00; MDMA with 620.2371 grams in tablet form is amounting to Php1,740,000.00;

and Dried Marijuana (MJ) leaves with 3,847.0073 grams is amounting to Php48,000.00.

A total of 254 drug related

information were acted upon for

this period.

To carry-out high impact operations and to seize high

value targets based on the Agency’s MFOs and to meet

the terms of the Director General’s directives

are remains to be the primary objectives of this

Regional Office.
