Welcoming Message

The Asia-Oceania Cadets and Junior Judo Championships is one of the most important events of Judo in Asia and Oceania, which will take place in Macau this year.

The most promising cadets and junior judokas of Asia and Oceania will go to Macau, in July for a four-day competition.

The Macau Judo Association, which has a lot of experiences in organising big events, will work closely to JUA in order to ensure that the event will be sucessful and all teams will enjoy their stay in Macau.

Macau is a world famous city, an international tourist center and culinary capital of the world, I wish you all a wonderful time in Macau at the Asia-Oceania Cadets and Junior Judo Championships and trust that you will exhibit the values of our sport at all times.

Deadlines

PLEASE RESPECT ALL DEADLINES AND RULES SPECIFIED IN THESE OUTLINES.

The local organisers will assist with visas where possible but having the correct visa is the responsibility of each participant.

Hotel reservations made after the deadline may be subject to a price increase.

Note: The organisers will do their best to provide your first choice of accommodation but, as rooms might be limited, this cannot be guaranteed. After the accommodation deadline, the organiser cannot promise rooms in the hotels detailed in these outlines and another official hotel may be added.

All participating delegates must have a valid IJF card and be inscribed in judobase (www.judobase.org) by their National Federation by the event deadline. For assistance please contact [email protected] before the end of the deadline.

Entry Fees and Payment

Entry fee: An inscription fee of US$100 (hundred) per weight category has to be paid to the JUA General Treasurer, at the accreditation, control of nationality and/or entry of participants.

Entry fees (in USD) must be paid to and confirmed by the JUA Treasurer before any competitor may be included in the draw.

Delays and Cancellations

In case of unforeseen delay of arrival or if someone has to be cancelled from the event you must inform both the JUA and the local organisers.

Please make all cancellations before accreditation. If registered athletes are cancelled on the spot during accreditation without previous notification to the JUA, a penalty of 100 USD per athlete will apply. This penalty will be charged by the JUA to the participating National Federation.

If rooms are cancelled the organiser has the right to charge as follows:

• Up to 30 days before the arrival - full refund. • From 30-10 days before the arrival - 50% refund. • From 9 – expected arrival - no refund, 100% of the hotel costs

must be paid.

The person attending accreditation must bring a copy of the bank transfer as proof of payment.

All delegates must stay in one of the official hotels, offered in the outlines by the organiser. Reservations for a minimum of two (2) nights, must be booked through the local organiser contact detailed in the event outlines e.g. Total of 4 people inscribed in judobase = 8 nights or more.

Any damage to hotel property resulting from the stay of a national delegation will be charged to the national federation and must be paid in full.

Eligibility

The Member Federations/Associations of the Judo Union of Asia (JUA) and of the Oceania Judo Union (OJU). Athletes can be entered in ONLY one weight category.

AGE: For Cadets, participating athletes must be born in 2003 to 2005, making them between 15-17 years old (under 18 years) in the calendar year.

For Junior, participating athletes must be born in 2000 to 2005, making them between 15-20 years old (under 21 years) in the calendar year.

The National Federation is responsible for obtaining legal approval and permission for minor athletes to compete in competitions. When travelling with minors the team official/coach must have all the necessary documents in place that authorises them to act on behalf of the parents/guardians “in loco parentis”.

Non-competing athletes or training partners can be inscribed as judoka.

Draw

A maximum of two (2) delegates per National Federation may attend the draw.

Dress code: formal suit (jacket, trousers, shirt and tie for men; jacket, trousers/skirt/dress, blouse for women) and formal shoes.

The top eight (8) athletes from the entered competitors in each weight category will be seeded according to the current World Ranking List.

Weigh-in

The weigh-in will be carried out in accordance with the IJF and JUA SOR. The official weigh-in for athletes will be scheduled the day before the competition:

For Cadets: • Unofficial weigh-in: 18:30 to 19:00 • Official weigh-in: 19:00 to 19:30.

For Junior: • Unofficial weigh-in: 19:30 to 20:00 • Official weigh-in: 20:00 to 20:30.

Judogi Control For further information on judogi rules please refer to the IJF and JUA SOR. Each competitor is obliged to have sewn on the back of his judogi a backnumber bearing their last (family) name and National Olympic Committee abbreviation.

The Education and Coaching Commission will inspect the judogi jacket every evening. The checking process will start half an hour prior to the unofficial weigh-in and will end at the same time as the official weigh-in.

Doping Control

Doping control will include: Seven (7) men and seven (7) women of Junior categories and Seven (7) boys and seven (7) girls of Cadets categories chosen by random selection from the medal winners.

The draw is carried out in accordance with the IJF Anti-doping Rules and the IJF and JUA SOR during the competition before the start of the final block on the first competition day.

Competitors must report to the Doping Control Station immediately after signing the Notification form.

Pursuant to WADA ISTI Art. 5.4.4, prior to doping control, athletes can take part in the awarding ceremony and fulfil their press commitments or receive medical treatment if needed.

The selected competitors will be constantly accompanied by an official chaperone (appointed by the organising committee) from the time of notification until arriving at the Doping Control Station. A person of the athletes’ choice (team doctor, coach, trainer, delegation head etc.) may accompany them.

JUA keep the right to test any participating athlete beyond the above selection during an event. All additional tests are deemed in-competition tests. At its own discretion JUA may allow Testing Authorities to conduct out out-of- competition tests as well.

Fundamental Principles

All National Federations, officials, coaches and athletes participating in the events described in these outlines must respect and accept the authority of the JUA and OJU Officials, the JUA and OJU Statutes, the IJF and JUA Sports and Organisation Rules (SOR), the IJF Refereeing Rules and the IJF Anti-Doping Rules. Individuals deemed to have acted against the JUA and/or OJU, its principles or purposes should be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards.

Insurance

Each National Federation is responsible for its competitors (the control of non- pregnancy and the control of gender). It must assume all responsibility for accident and health insurance as well as civil liabilities during all JUA events for everyone under their charge.

National Federations are also responsible to ensure that athletes who participate in the AOJC have sufficient technical knowledge (know the terminology and can execute all the techniques in the IJF SOR Appendix H and JUA SOR) and understand fully the IJF and JUA sport and refereeing rules.

The organiser of the event and the JUA and OJU will not be responsible for any insurance related to the abovementioned matters. Nevertheless, the National Judo Federation staging the event shall take all necessary actions to provide insurance coverage against civil liability for the entire duration. The organiser of the event and the JUA and OJU have no liability for any claims of injury, illness or death arising from the travelling to and the participation in this event.

Referees

Each team can have one (1) accompanied referee with continental or IJF referee license, with all expenses covered by their own Federation. The meeting of the referees will be held immediate after draw for all referees, the attendance at the referee meeting is strictly compulsory.

Dress code: Jacket suit with tie.

Consent for Photography/Videos/Filming Delegates inscribed by their National Federations for JUA events consent to the JUA and its media partners to use content of them, including data, live results, photographs and/or video recordings (hereafter referred to as Media). This media may be obtained from National Federations and JUA. It will also be acquired by the JUA and its media partners from in and around all JUA event venues. Media could be used in print and digital media formats including print publications, websites, e-marketing, posters banners, advertising, film, broadcast, social media, education purposes and other purposes.

The National Federation must ensure that they have the permission of each delegate or in the case of a minor the permission of the parent/guardian. If a delegate does not give consent, then the National Federation must inform the Judo Union of Asia (JUA) by writing.

Each National Federation will assume all responsibility for accident and health insurance as well as the civil liability for their contestants and officials. The JUA and the Organizing Committee will not be responsible for any claims of illness, injury and death, of any participants/officials whatsoever. Nevertheless the National Federation, of which the club belongs to, shall take all necessary actions to provide insurance coverage against civil liability for the entire duration.

Visa

The local organiser will provide a letter of support for visa applications if required. To request a letter of support, please provide a copy of the persons passport. Visa support letters will only be provided for people who are inscribed for the event or event officials.

Transport

The organiser will provide transportation for competing delegations during the competition. This transportation service (including airport transfers) is only offered on the days when the delegations are booked in an official hotel through the organisers. If the delegation misses the transport deadline the organisers are not obliged to provide airport, train or bus station transfers.
