AUTHORIZING THE ADOPTIOITT OF FROEI{AM ON CHILD ABUSEPREVENTION AND INTERVENTION AND THE E1ORMATION OT' THECHILD ABUSE PREVETTIOIY AflD nYTERVEIITTOII IIETWORK (CAPINIUNDER THE MUITICIPAL COUNCIL FOR THE PROTECTION OFCHILDREN

Whereas, the United Nation's Convention on the Rights of he Childaffirms the vulnerability of children and their need for legal and otherprotective mechanisms before and after birth, and the vital role ofinternational cooperation irt securing child's rights;

Tlhereas, every child has an inherent right to life and the State has anobligation to ensure the children's survival and development;

[Ihereas, the Philippine Constitution guarantees the rights of children toassistance, including, special protection from all forms of neglect, abuse,cruelty, exploitation and other conditions prejudicial to theirdevelopment;

{Ihereas, the Municipal Government of Macabebe is committed touphold children's rights by pursuing programs and mechanisms toensure the survival, development, protection and participation ofchildren as mandated by t}.e Constitution;

fiIhereas, one of these rights is the right of children to be protected fromall forms of abuse and exploitation;

Whereas, there is a need to consolidate one body for the assessment,monitoring and implementation of the aforecited policy on a continuingbasis in accordance with the 1991 Local Government Code of thePhilippines;

NOW TIIEREFORE, I ANNBITE FLORES-BAI,GAN, Mayor, Municipalityof Macabebe, by virtue of the powers vested in my by law, do herebyorder and direct the following:

SECTION 1. Program Concept, Rrrpose and Creation of a

Multidisciptinary Telm. R.A. 7610 mandates government agencies toprovide " Co*pr"hensive program to protect children and youth against

In light of this, the MUNICIPAL GOVERNMENT OF MACABEBE has

undertaken the initiative to spearhead the creation of a CHILD ABUSE

PREVENTION AND INTERVENTION NEIWORK (CAPINI under theMunicipal Council for the Protection of Children.

Network is envisioned to develoP a group of caring governmentt Drofessionals who are conmitted to

of@ eipected to provide services in an integrated andsystematic manner that re-sponds to an abused child's needs in a child-fiiendly way. It aims to esiablish a Multidisciplinary Tea'n (MDT) andprovide an institutionalized mechanism that ensures sustained helping

the helping relationshiP.

SECTIOIT 3. Function of the Network. The Network shalI ensure thatthe Protection Rights of Children are upheld, through the followingfunctions:

Advocate for the passing of local ordinance adopting the CAPINas a special program in managing child abuse cases;Facilitate the inclusion of the programs and services that shallassist child victims of abuse, neglect, exploitation anddiscrimination including children in conflict with the law in theLocal Development Plan of the Municipality through theMunieipal Couneil for the Proteetion of Children to ensuresustainability and institutio nalization;Assists the MDT in handling cases involving children in aprofessional and child-friendly manner to avoid multiple-trauma to the child victim through the establishment of Womenand Children Protection Units;Provide capacity building programs to Network Members inestablishing a system to prevent child abuse and exploitationand give interventions for victims of such cases;Adoption of the Child Case Management Protocol in alltransactions of CAPIN; andInitiate and undertake advoeaey eampaign to promote greaterawareness, understanding, and improvement of services forchild abuse victims

SEICTION 5. Secretariat Support. SBCRETARIAT SUPPORT. Thesecretariatship shall be lodged in the Provincial Social Welfare andDevelopment Office and shall be responsible for the documentation ofproceedings and meetings, preparation of reports and other necessarJrdocuments needed by the committee.
