*NOTE: Any person with a safety concern is expected to bring that concern to their direct supervisor first. The supervisor is responsible forgetting the concern resolved. If the concern is not resolved or not handled to the worker's satisfaction, a committee member should becontacted. It is important to keep the worker informed of the disposition of the matter. Any person may contact the Manitoba WorkplaceSafety and Health Division for additional information and consultation.

Other S&H Committee Information: upcoming events, training, etc.

1) New Business

a) Safework Manitoba Conference, September 27,2017 - This is an opportunity for OSHAC and LASH Co-Chairs to attend workshopswith experts in the field from both worker and managementperspectives. Information about thisconferencewas sent to all the LASH Co-Chairs. Amotion was put forward to send the OSHA Co-Chairs to attend the conference. The motion was made by B. Poluha andseconded by W. Christie. The motion was carried.

b) New Human Resources Employer Representative - Lani Jones was introduced and welcomed as the new Human ResourcesEmployer Representative during opening remarks. She replaced M. Macdonald.

2) Ongoing Business

a) Regular Updates from EHS- J. Bellinoi. SafetyConcernswhich Affect the University as a Whole as Identified by LASH Committees e.g. inspections and investigations

ii. Update on LASH committeesiii. Update on General Reportto LASH Committees on Accidents and Incidents at the University - J. Shieldsiv. Progress Reporton Safe Work Procedures (SWP) Workshops

A written report was submitted by EHSwhich will be attached to the minutes.

b) Update on iAuditor Institutional Account and Fire Extinguisher Signage in iAuditor - There was no further commenton the fireextinguisher signage as it had been dealt with at the previous meeting. C. Gebelat EHS is the contact for setting up the institutionaliAuditor account for LASH committees. The iAuditor institutional account is a paid, fully licensed account that is available to all LASHcommittees.

c) February 14,2017 Attack on Fort Garry Campus - W. Christie- The committee decided to table thisitem for the next meeting. W.Christie plans to submit a revised version of the AESES letter. Committee memberswere asked to provide feedbackon the AESESletterfor the next meeting. Co-Chairs will follow up on the progress of the extension ofthe student death procedure to staffand reportback to the committee.

d) Updateon Noticeto LASH Committees Regarding New Salary Procedure for Hourly/Stipend Employees - The committee wassent a copy ofthe payroll form developed byHuman Resources (HR) in mid-August. HR had revised that form to be more general and itwas distributed to committee members at the meeting. An electroniccopy was sent out the next day.

e) Terms of Reference - Renewalof Term forWorker Co-Chair - Theworker members unanimously chose A. Vialard Hart as theWorker Co-Chair for another term.

f) 2017-2018 Academic Year OSHAC Schedule - the dates have been selectedand were noted in section 4 ofthese minutes.

g) Internal Annual Review of LASH Committees - EHS will conduct the review in December 2017or early2018. J. Bellino will make apresentation to the committee regarding the review process and OSHAC's role will be determined.

h) Update on Health and SafetyTraining for New Employees - HR will be changing the recruiting process by switching to theVIP UMCareers module. The health and safetytraining will be built right into the online onboarding process. CUPE 3909will be pursuingseparately the matter ofinsuring pay for those taking the training. EHS reported that167 people took theonline EHS test between Mayand August 2017.

3) Members Round Table - Safety and Health Concerns and Problems

D. Hamelin reported that the Faculty ofEngineering LASH Committee needed clarification regarding the Fire Wardens for the Engineeringbuildings. He was advised tocontact John Dodd who wasthe Safety Coordinator in charge of Fire and Life Safety and the Fire Warden program.

J. Moorthy reported that UMSU held two events in University Centre overthe weekend: Frosh Fest and the UMSU Block Party. There were noincidents at eitherevent. Security Serviceswas called to remove a person from the HUB.

B. Stonereported that therewas a power outagefor abouttwo hours on September 1 that affected 10 buildings which included the UniversityCollege Residence. The incident triggered questions aboutevacuation protocols for power outages that last longer, occurovernight and during thewinter. B. Stone plannedto consultwith Risk Management and Security Servicesas part of the currentprocess to address these questions.

W. Christie observed that the terrace on University Centrewas being completely redone as the previous repairwas ineffective and had resulted inwater leaking into the building. The metal stripping on the steps going into Fletcher Argue/Tier were still not repaired since last reported. Anothercommittee member advised reporting the problem directly to the Physical Plantwork order desk rather than through the LASH committee. LASHcommittees should be checking the exterior ofentrances as part of theirinspections. EHSwill insure this will be communicated to all LASHcommittees.

B. Poluha reported that certain libraries have longer hours. There is no staffafter8:00 pm. Private security has been hired to monitor theselibraries with extended hours- Elizabeth Dafoe, Science (Machray Hall) and Health Sciences (Neil John Maclean). Faculty, staffand students canenter these libraries with card access. Access is restricted after8:00 pmto the first and second floor of Elizabeth Dafoe and the main floor of theScience library.

UMB-6 Food Services- after the April 19, 2017 meeting, staff was reducedfor

iii) Progress Report on Safe Work Procedures (SWP) work shops

EHS continues to provide consultation on Safe Work Procedures to Departments.

During the summer month, EHS has provided consult to a representative from the

College of Dentistry. EHS has also been working closely Audit Services to determine

where a unit is required to produce a Safe Work Procedure. As Audits are carried out

in these units, more attention to safe work procedures will result. EHS is anticipating

more workshops and consults.
