Trainer Code of Conduct
• Trainers must conduct themselves professionally at all times during training, at meal and/or other break periods, in financial dealings with their students or customers, and during interactions with ATO staff, instructors, and other Program stakeholders. Examples of unprofessional behavior include, but are not limited to:
• Inappropriate Behavior, Activities, or Lack of Professionalism. This includes such inappropriate behavior as:
– Serving alcohol.– Suggesting how to circumvent OSHA regulations.– Discriminatory or defamatory remarks regarding OSHA, or any individual or group of
individuals.– Telling jokes that could be reasonably considered offensive, insulting, humiliating, or
demeaning.

• Improper Class Setting. This includes holding training at a place not conducive to learning. For example, providing training in bars, private residence, or locations with outside distractions.
• Felony Conviction. OSHA Outreach Training Program authorized trainers convicted of a felony may be subject to corrective action including suspension or revocation. Prior felony conviction does not automatically preclude a prospective trainer from attending a trainer course or seeking authorized trainer status.

• Failure to Handle the Payment and Refund of Course Tuition and Fees in a Professional Manner. This includes failing to reimburse full course tuition and fees within five (5) business days of cancelling a class, or, if the trainer reschedules the cancelled class, failing to reimburse full course tuition and fees to each student that does not affirmatively agree, within 10 business days of the class cancellation, to attend the rescheduled class.
• Double Scheduling. OSHA Outreach Training Program authorized trainers may not schedule multiple classes projected to occur concurrently or at the same time.

Outreach Training Program changes:All Industries
• OSHA has eliminated the 90 day grace period for trainers to update their trainer status. Trainers are required to take their update course prior to their expiration date to stay current. (https://www.osha.gov/dte/outreach/index.html)
• Trainers who expire will have to take the trainer course (OSHA 500/501) to renew their trainer status.
• If it has been more than 7 years since the trainer has taken the standards course (OSHA 510/511) they will be required to retake this course as a prerequisite to be eligible to sit for the trainer course.

Outreach Training Program changes
Maritime Worker Procedures:
• Added Certified Marine Chemist (CMC) to the list of qualified safety experience.
• Removed the 5 year card expiration date for Maritime cards to keep consistency across the programs.
• Added “With Industry and stakeholder input, OSHA has designated 10- and 30-hour Outreach courses for three specific components of the maritime industry.”
• V.B.1 Added Applies to all OSHA Maritime courses - Shipyard Employment, Marine Terminals, and Longshoring.

Accessing the Portal
Register on the Georgia Tech Outreach Trainer Portal/Website:
https://outreachtrainer.gatech.edu. The “REGISTER” button is located at the top right next to the Georgia Tech logo.
Fill out the registration page and send an email to: [email protected] to let us know you have registered. It may take 2 – 4 business days to approve your registration and you will NOT be able to log in until your registration is approved. NOTE: You will need to register before teaching your first class in order to submit your advanced notice for your upcoming class.

Advanced Notification & Payments
Advanced Notification is required and can be submitted via the portal as late as the actual day of training before the class starts.
Reminder: Payment is required and due before we can process the course report and issue cards.
Reminder: You cannot submit a course report before the class ends.

Card Replacement Process
1. Complete the replacement card form which can be found on our website under “Help” and “Forms” https://outreachtrainer.gatech.edu/index.php?site=100
2. To pay for the replacement card, visit the Market Place website at https://epay.gatech.edu/C20793_ustores/web/store_main.jsp?STOREID=156.
3. Submit a replacement card request to [email protected] a copy of the original card and the receipt of payment.
4. Replacement Student Cards cost $25 per.

Records Retention
• Outreach trainers must document each class using the official Outreach Training Program Report (OTPR). This form is created when the trainer submits a course report via the Georgia Tech Outreach Trainer Portal, but must be exported for your records after the information is submitted.
• Trainers must retain these forms for 5 years even if an electronic portal is used to request cards from the Authorizing Training Organization (ATO) in this case, Georgia Tech.
• It is the TRAINER’S responsibility to maintain these records even if they are duplicated by their employer or a customer. The TRAINER must be able to produce these documents in the even of an audit.

Outreach Trainer Audits
Why am I getting audited?
Audits may be programed or random. They may be in person, or records audits.
These monitoring activities are designed to ensure that OSHA Outreach trainers are conducting classes and maintaining records in accordance with OSHA Outreach Training Program requirements and industry procedures. The OSHA Directorate of Training and Education requires all authorized Outreach Trainers to maintain prescribed Outreach class records for a period of five years.
Please note that failure to respond to an audit request may lead to probation, suspension or revocation of your authorized trainer status by the OSHA Directorate of Training and Education in accordance with the OSHA Investigation and Review Procedures. https://www.osha.gov/dte/outreach/investigation_procedures.html

Issues with Focus Four in Construction
• Content may be covered in other topics...
• Trainers often cover Focus Four as a part of other topics and this doesn’t necessarily align with data entry requirements into the portal.
• If you cover a portion of the Focus Four in other areas make sure to account for that time on your course schedule. This will help you when you input the data into the outreach trainer portal.
