• Qualified Rigger– a “Qualified Rigger” is a rigger
who meets the criteria for a
“Qualified Person”
• Qualified Person– means a person who, by
possession of a recognized
degree, certificate, or
professional standing, or who by
extensive knowledge, training
and experience, successfully
demonstrated the ability to
solve/resolve problems relating
to the subject matter, the work, or
the project.

• 1419 States that a signal person
must be provided in each of the
following situations:
• The point of operation, meaning
the load travel or the area near or
at load placement, is not in full
view of the operator.
• When the equipment is traveling,
the view in the direction of travel
is obstructed.
• Due to site specific safety
concerns, either the operator or
the person handling the load
determines that it is necessary.

person & lift director must agree on
voice signals to be used.
• Each voice Signal Must Contain The
Following:
– Function (hoist, boom, etc.)
– Direction (up, down, right, etc.)
– Distance and/or Speed
– Function
– Stop Command
• All involved must be able to

This Is The 1st Re-write Of The 1926 Crane Standard For
Construction Cranes Since 1971, And It Is Significant.
This Standard Was Developed Through Negotiated Rule Making
To Reach Consensus On Its Content.
Although This Is Not A Complete Review Of The Requirements
Which Will Become Effective November 8, 2010. It Should At
The Very Least Stir Interest In Reading And Reviewing The
Latest Rules For Cranes And Derricks Used In Construction.
