Even if the steps and application requirements may vary slightly depending on whether or not you have purchased a new or used vehicle, transferred it from outside of the state or received it as a gift, our guide with help you collect the necessary paperwork and fee payments. Have you recently purchased a new vehicle from a dealership or a used vehicle from a private party? Before taking on the open road, you will be required to register your vehicle through the Driver and Motor Vehicle Services Division (DMV) or the Oregon Department of Transportation (DOT). Note that you will not be allowed to register your vehicle until you title it in your name. To alleviate the vehicle registration process, the division allows you to submit both your titling and registration requests with the same application form and during the same office visit. You can easily complete both transactions in a few straightforward steps as long as you are familiar with the requirements that you must meet.

Registration Insurance

Requirements

Operating a motor vehicle without the proper liability vehicle insurance policy is punishable by Oregon law. Therefore, before registering your vehicle or obtaining a driver’s license, you are required to purchase the corresponding liability coverage.

If you are unable to provide proof of insurance to the state DMV, you will be unable to title and register your vehicle. The state mandatory insurance law is designed to cover any damages or medical expenses that may be caused by participants in traffic accidents. By obtaining the required insurance amounts, you will protect yourself and other drivers, passengers or pedestrians.

The minimum amounts of insurance coverage required by law are outlined in the following list:

$20,000 liability insurance for property damages

TipOwners of certain types motor vehicles, such as antique vehicles, farm tractors, scooters or snowmobiles are exempt from the state mandatory insurance law.

$25,000 liability insurance for bodily injuries or death of one individual

$50,000 liability coverage for injuries and/or deaths of all participants in the accident.

$15,000 personal injury protection, which will cover your medical expenses

$25,000 uninsured motorist insurance for one individual, which covers the damages caused to you by an uninsured driver

$50,000 uninsured motorist coverage per crash

Once you obtain your car registration and driving creden-tial, you are required to maintain your liability insurance co-verage and carry your insurance proof in the vehicle at all times. In the event of a lapse of insurance or if you are una-ble to present evidence of insurance when asked to do so, you will be penalized. For example, if you do not furnish an insurance proof, such as an insurance card, during a traffic accident, you risk receiving a driver’s license suspension.

Registering Your

Vehicle in Oregon

During the car title and registration process, you will be required to complete several steps, which will various slightly depending on the circumstance. For example, based on whether you have purchased your vehicle or received it as a gift or whether or not you obtained it brand new, you will be required to follow slightly different rules. The titling and registration procedure is also a little different if you are transferring an out-of-state vehicle into Oregon. The vehicle type and whether or not the title is in the possession of a lienholder are other factors that may affect the titling and registration transaction.

After obtaining a motor vehicle in Oregon, you are required to title and register it with the division. Note that the vehicle titling and registration procedures are closely interconnected. You will not be allowed to purchase license plates until you title the vehicle. Also, you are required to apply for a certificate of title within 30 days of obtaining the vehicle.

After purchasing a brand-new vehicle from an Oregon dealership, the dealer may apply for a title and registration with the state DMV on your behalf. However, if the dealership does not assist you with the titling and registration procedure, you will be responsible for furnishing the corresponding paperwork. To title and register a new vehicle bought from a dealership, you will be required to complete these steps, in most cases:

Registering a New Vehicle

Visit a local DMV office.

Complete the Application for Title and registra-tion (Form 735-226).

Provide the Manufacturer’s Certificate of Origin (MCO) that you have obtained from the dealer-ship.

Submit an Odometer Disclosure form.

Furnish a use tax certificate issued by the state Department of Revenue, if you have purchased a vehicle from an out-of-state dealer subject to this tax.

Pay the titling fee of $93 for regular titles or $90 for heavy vehicle titles.

• A late title transfer fee in the amount of $25 or $50 will also apply if you transfer the title later than 30 days after the vehicle purchase.

Submit proof of compliance with or exemption from the state Low Emissions Vehicle (LEV) requirements.

Present an identification proof and proof of insurance, if required to do so.

Choose your preferred plate type and pay the registration fees, which will vary depending on factors such as:

• The type of vehicle you own.

• Your county of residence.

• The type of plate you obtain:

• Whether or not you choose a custom plate

• The chosen plate design

• Whether or not you are paying a do-nation fee

• Whether or not you are transferring old plates

Once your DMV agent processes your title and registration application, he or she will issue your registration card and license plates over the counter. Your title will be mailed at your address on file within three to five weeks. If you are unable to make an office visit, you can also submit the required items by mail to the following address:

Note that, if you apply by mail, you will receive your plates and your registration card at your address on record within two to three weeks.

If you have purchased or received a used vehicle from a private party, you will be required to title and register it yourself. While the registration process for a used vehicle is similar to the one outlined above, certain differences still apply. The standard steps to title and register a used motor vehicle are outlined below:

Registering a Used Vehicle

Fill out the Application for Title and registration (Form 735-226).

Collect the following documents:

• The old car title, properly reassigned by the vehicle seller

• An odometer disclosure statement, if the old title does not have a dedicated section for this purpose and you are required to submit a mileage statement

• The bills of sale from all previous owners

• Any lien release forms, if applicable

• Proof that your vehicle complies with or is exempted from the Low Emissions Vehicle (LEV) requirements.

• A certificate of a passed emissions test with the Department of Environmental Quality (DEQ)

Arrange payment for the $93 titling fee for regular titles or $90 for heavy vehicle titles.

• If you transfer the title later than 30 days after the vehicle purchase date, you will also have to pay a late titling fee of up to $50.

Choose a plate type and calculate your regis-tration fees, which will differ based on factors such as:

• Your vehicle type.

• Your residential county.

• Your chosen plate type.

• Whether or not you are transferring plates from another vehicle.

Submit the above items and fee payments in person through a DMV office or by mail to the following address:

If you apply for your title and registration in person, you will receive the license plates, stickers and registration certificate during the same office visit. If you apply by mail, on the other hand, your registration items will be mailed to your recorded address within two to three weeks. The state DMV will mail you the vehicle title within three to five weeks, regardless of your chosen application method.

Registering a Vehicle in Oregon as a New State ResidentIf you have recently moved within Oregon with a motor vehicle titled and registered by another state, you will be required to transfer your vehicle documents within 30 days of your move. When applying for your first Oregon title and registration as a new state resident, you will be required to complete certain steps in addition to those that apply for existing residents, as outlined above. To successfully register an out-of-state motor vehicle, follow these steps:

Visit a nearby DMV location.

Complete the Application for Title and registra-tion (Form 735-226).

Surrender your out-of-state title certificate.

• If you do not have your out-of-state title in your possession, you will have to get a replacement before applying for an Oregon title.

Submit an odometer disclosure statement, if required to do so.

Furnish any releases or bills of sale from previous owners.

Submit your vehicle to a $7 vehicle identification number (VIN) inspection at a DMV office.

• If you are also required to meet the DEQ emissions test requirements, you can complete the VIN checkup at a DEQ facility.

Provide any lien release forms, if applicable.

Pay the vehicle use tax to the state Department of Revenue, if required to do so.

Provide payment for the $93 titling cost for regular titles or $90 for heavy vehicle titles.

• Pay a late titling fee of up to $50, if you fail to transfer your title within 30 days after your move.

Meet the state low emissions vehicle require-ments and the state DEQ emissions require-ments, if required to do so.

Choose your preferred plate type and calculate your due registration fees, which will vary based on factors, such as:

• The type of vehicle you own.

• Your county of residence.

• Your chosen plate type.

If you are transferring an out-of-state title that is in the possession of an out-of-state financial institution, you will have to request your lienholder to apply for a new title and registration with the Oregon DMV on your behalf. You will have to send the following documents to your out-of-state security interest holder:

While waiting for your lienholder to process your paperwork, you can obtain a vehicle trip permit in order to operate your vehicle on a temporary basis. Up to several weeks may expire until your out-of-state lienholder applies for a title and a car registration on your behalf. The state DMV will mail your vehicle documents to your Oregon address when it receives and processes the application.

Renewing Your

Vehicle Registration

After obtaining your Oregon vehicle registration, you will be able to legally operate your motor vehicle only for the duration of the paid registration period. Therefore, you will be required to complete the car registration renewal procedure on a regular basis. While the standard registration period is currently set at two years, brand new vehicles are also eligible for four-year registration periods. Note that failure to pay your due renewal fees by the renewal deadline may result in certain fines and penalties.

The state DMV will mail you a renewal reminder well ahead of schedule to ensure that you pay your renewal costs on time. However, even if you fail to receive a renewal letter, you will still be required to complete the renewal transaction in order to continue operating your vehicle legally. If you would like to obtain a replacement renewal postcard, you can either call the division at one of these numbers or fill out the DMV Vehicle Related Request Form. Note that you can also find the expiration date of your registration in your registration certificate or on your plate stickers.

You can renew your Oregon car registration online, by mail and in person. If you are completing the online registration renewal process, however, you will be required to meet certain eligibility requirements. Note that the state DMV does not impose late registration fees, regardless of how long your car registration has been expired. The following sub-sections focus on the available registration renewal methods.

You have your registration renewal form in your possession.

You have a valid debit or credit card for payment purposes.

You have an active liability vehicle insurance coverage.

Renewing Online The most convenient method of renewing your Oregon car registration is submitting your request via the division’s online services section. The advantages of completing the online registration renewal process is that you can pay your renewal costs from the comfort of your own home, and you will avoid making an office visit. However, in order to renew your Oregon vehicle registration, you must ensure you meet the following requirements:

You have completed an emissions test with the Department of Environmental Quality (DEQ), if required to do so.

You are not required to submit a DEQ Declaration of Exemption.

Your car registration has not been expired for longer than 75 days.

Your renewal address is up to date in the DMV database.

Your vehicle is not a tow or a recovery vehicle or subjected to the Heavy Vehicle Use Tax.

After renewing your Oregon vehicle registration online, you will be able to operate your vehicle with the temporary 30-day receipt that you have printed at the end of the transaction. If you failed to print your receipt, you can obtain it once again by accessing this service.

Renewing by Mail or in Person If you do not qualify for the online renewal option outlined above or you prefer to utilize a more conventional renewal method, you can always submit your request in person or by mail. The requirements to renew your car registration by mail and in person are identical and you will not need your renewal notice to pay your registration costs through one of these two methods. To successfully renew your vehicle registration by mail or in person, you will be required to follow these steps:

Pass an emissions test with the state DEQ, if living in a DEQ area.

Fill out the Application for Registration, Renewal, Replacement or Transfer of Plates and/or Stic-kers (Form 735-268) or your renewal reminder.

Complete the Declaration of Exemption: DEQ’s Vehicle Inspection Program, if exempted from the emissions requirements.

Choose your preferred license plate, if changing your plate choice.

Calculate your registration fees by checking out the corresponding license plate section.

Submit your paperwork and fee payments via one of these methods:

• In person through a DMV office

• If applying in person, you may also have to present an identification proof.

• By mail to the following address:

If you are required to pass a DEQ emissions test, you can also renew your car registration at the same time. To complete the renewal process at a DEQ facility, you will be required to bring your renewal reminder and submit it along with the payments for the emissions test and your renewal costs. Note that you cannot renew your plates at a DEQ office if you are making any changes to your registration or plate choice or the renewal reminder shows an outdated address. Once the state DMV receives and processes your renewal request, it will extend your registration period and issue you new license stickers.

Replacing Your

Vehicle Registration

In the event of a lost, stolen or damaged registration certificate, the state DMV offers you a special registration replacement procedure. Note that you must replace your registration card as soon as possible, when needed. Failure to obtain a duplicate registration document may lead to certain detrimental consequences, such as a traffic ticket for failure to furnish a valid registration card. Continue reading the following subsections to learn how to replace your car registration by mail and in person.

Replacing Your Vehicle Registration in PersonReplacing an Oregon registration card through a nearby DMV office is a straightforward procedure comprised of several steps. First you will be required to fill out the Application for Registration, Renewal, Replacement or Transfer of Plates and/or Stickers (Form 735-268). When filling out the 735-268 form, you will have to check the box for the car registration replacement procedure. After completing the applicable fields, you can deliver the form to your DMV agent. You will be required to present an identification document and pay a fee of $5. You will receive your new registration certificate as soon as the division manufactures it.

Replacing Your Vehicle Registration by MailIf you are unable to make an office visit, you can also replace your Oregon registration card by mail. Note that the mail-in procedure includes the same requirements as those that apply when replacing your car registration in person. To successfully change your registration certificate by mail, you will be required to send the 735-268 form along with the $5 fee payment in the form of a check or money order to the following address:

Updating Your

Vehicle Registration

If you do not update your motor vehicle record within the time period prescribed by state law, you may be penalized by the state DMV. The following sub-sections will inform you how to update both your name and your address information on your car registration.

Changing Your Name

Visit a nearby DMV location.

You must complete the process to change your car regis-tration name in Oregon if and when your legal name chan-ges due to marriage, divorce or a court order authorizing the usage of a new name. However, before changing the name on your registration certificate, you will be required to update other government-issued documents.

The first step toward changing your car registration name is informing the Social Security Administration of your new name. To successfully get a corrected Social Security card, you will be required to complete the Application for a Social Security Card (Form SS-5). You can submit the SS-5 form along with proof of your lawful U.S. presence in person through an SSA office or by mail to your local SSA site. Once the administration processes your name change request, it will manufacture an updated card and mail it to your address on file.

After receiving your corrected Social Security card, you can proceed with updating your DMV-issued documents. First, you will have to update your driver’s license in person. For a driver’s license name of change, you will need to fill out the Application for Driving Privileges or ID Card (Form 735-173) and submit it through a DMV office along with your name change proof, proofs of identity and address and the fee payment. Once you get a corrected license to drive, you can proceed with changing the name on your car registration by following these steps:

As soon as the state DMV processes your name change request, it will manufacture and issue you new vehicle documents. Note that, if you are unable to make an office visit, regardless of the reason, you can also collect the items outlined above and mail them along with the fee payment to the following address:

Changing Your Address

Access the Online Change of Address Form by entering the following information:

• Your driver’s license number.

• Your date of birth.

• The ZIP code of your previous address.

Another important reason to update your vehicle registration is moving to another residential address in Oregon. Per state law, you are required to notify the DMV of your new address within 30 days of the change. Note that, after completing the address change procedure, the division will only update your motor vehicle record. If you would like to obtain an updated car registration, you will be required to complete additional steps. Therefore, the state DMV will charge you a fee only if you are obtaining a corrected vehicle registration. The following sub-sections will cover the methods available to change your address with the Oregon DMV.

Changing Your Address OnlineThe best method to change your address information is to submit an online request through the DMV online services section. Note that you can change only your individual address online. Business owners will be required to submit a paper address change application. To successfully change your address via the internet, complete the following steps:

Changing Your Address by Mail or in PersonIf you cannot utilize the online method outlined above, or you prefer to submit a paper application, you can always fill out the Change of Address Notice for DMV Records (Form 735-6438) and submit it through a local DMV office or by mail to the division’s principal mailing address:

The state DMV uses the same address information for all of your motor vehicle and driving credential records. Therefore, by submitting the 735-6438 form, you will update both your driver’s license and your car registration address information. With the address change form, you can change both your residential and your mailing address. You can also choose whether or not your voter registration record will be updated as a result of the DMV address change. After the division receives and processes your address change request, you have the option of replacing your registration card to show your new address.

Plates

After registering your motor vehicle in Oregon, you will be issued license plates and month and year stickers. Law enforcement officials can quickly check your registration record and whether or not you have a valid car registration through your license plate number and the attached decals. You can choose from a variety of license plates during the car registration process or at a later date. In addition to the DMV regular plates, which are available in different designs, the division also manufactures other special and custom plates. If you choose a plate type other than the standard Oregon design, you will be required to meet certain requirements and pay additional fees, in most cases.

NoteMost types of vehicles receive two plates, one for the back and one for the front of the vehicle. Certain vehicle types, however, such as motorcycles, trailers and antique vehicles will be issued only one plate.

The standard Oregon plate is the Tree plate, which features two mountain peaks and a green tree. This plate is available at no extra charge. However, if you would like to express your individuality, you can choose from various special plates that include a unique design in support of a certain organization, sports team, college or cause. Several of these plates utilize the standard plate design with an added message or emblem. However, a large number of the DMV special plates feature a unique background and color scheme.

In addition to special plates, the state DMV also offers custom tags, which are a type of plates that can be personalized with your selection of numbers and/or letters. Note that only the standard plate and several other plate designs can be customized with a unique message. To get special and/or personalized license plates in Oregon, you will be required to fulfill certain requirements, such as paying additional fees and proving your affiliation with a certain group or organization. The eligibility requirements for specialty plates and the availability of certain plates will also vary depending on the type of vehicle you own. For instance, motorcycle owners do not have access to a large number of unique plate backgrounds, which are available to owners of passenger vehicles. The following list outlines several types of specialty plates that include specific eligibility criteria:

Eligibility for Personalized and Specialty Plates

To get a special and/or custom plate in Oregon, you will be required to complete several steps, which will vary depending on the chosen plate type. Note that even if you do not obtain your preferred plate type when registering your vehicle, you can still do so at a later date. Also, while certain types of plates can be purchased both by mail and through a DMV office in person, other plate types can only be obtained in person. The standard application procedure for special and/or custom Oregon plates includes the following steps:

Applying for Personalized and Specialty Plates

Amateur Radio Operator plates – To qualify for this plate type, you must have a valid amateur radio license.

Antique Vehicle plates – These plates are only available to owners of antique vehicles.

National Guard plates – This type of plates will only be issued to active members of the National Guard.

Various Veteran Plates, such as Disabled Veteran or Medal of Honor plates – The DMV veteran plates can be obtained by ex-members of the military who have received a certain award or were part of a certain military group.

If you decide to obtain a custom plate with a personalized message, on the other hand, you will be required to have a qualifying vehicle, since the division does not offer personalized plates for every vehicle type. Currently, you can choose a unique character combination only if you have a passenger vehicle, motorcycle, motor home, travel trailer or a camper. Also, your chosen message must not be derogatory or offensive.

Fill out the Application for Title and Registra-tion (Form 735-226) or the Application for Registration, Renewal, Replacement or Trans-fer of Plates and/or Stickers (Form 735-268), depending on whether or not you have already titled your vehicle.

Complete any special application form, if requi-red to do so:

• If applying for Amateur Radio plates, for instance, you will be required to fill out the Application for Amateur Radio Operator Plates (Form 735-231).

Fill out the Custom Plate Application (Form 735-205), if you choose to customize your plates and you are allowed to do so.

Submit proof of eligibility for your chosen plate type, if required to do so.

If you are not planning on using your Oregon license plates any longer, you can either destroy them or surrender them to the state DMV. For instance, if you are moving outside of Oregon and your license plates are still valid, the state DMV recommends that you return them to a nearby DMV office along with the stickers in order to prevent their misuse. You can also destroy the stickers and surrender your plates to a local aluminum recycler.

You have the option of transferring your old license plates from a vehicle that you have sold or gifted to a new motor vehicle as well, since the state DMV issues license plates in the name of the owner. Note that you can utilize this option only if you are transferring your plates to the same type of vehicle class, the plate style is still available and the tags are readable.

When you lose or damage your license plates and/or stickers, you will be required to replace them with the state DMV in order to continue operating your motor vehicle legally. If a police officer stops you for driving without valid tags and stickers, you will be fined.
