91 PROJECT
• Extends the 91 Express Lanes from the Orange County Line to I-15 in Riverside County
• Adds a new general purpose lane in each direction• Rebuilds several interchanges• Makes needed street and access improvements in the
City of Corona• Constructs a number of auxiliary lanes at key locations to
ease access on and off freeway
PROJECT NEED CONGESTION RELIEF
• 91 is main route between two counties
• 280,000 vehicles daily,140,000 more by 2035
• Second worst commute in U.S.; 8 hours of traffic congestion per day(Reference: INRIX National Traffic Scorecard 2010 Annual Report 100 Most Congested Corridors) SR-91 at Green River - Corona

• $1.4 billion – project cost– Three-legged funding stool• Toll revenue bonds• Federal loan
(TIFIA – Transportation Investment Finance Innovation Act)• Measure A sales tax (and other public funds)
• Funding approach– First, maximize use of toll revenue bonds and federal
TIFIA loan– Second, use Measure A funds to close any funding gap
