Sector Strategic Planning Framework
The Water Sector Vision
A secure and resilient secure and resilient drinking water and wastewater infrastructure that provides clean and safe water as an integral part of daily life. How to Move ForwardRegulatory•Contigency plans required but limited guidance on performance expectation
• Make assessment of current plans and identify limiting factors
• Collaborative partnership with systems and regulatory to define necessary criteria
•Support for training/exercises•Audit and verification•Strict enforcement/fines
How to Move Forward“Market”•Insurance market could require greater performance to protect risk based on greater definition of norms/standards•Condition for various funding sources (e.g. Adaptation fund)•Condition for authority for permit to operate as supplier
How to Move ForwardVoluntary•Apply best management practices that have been identified regionally and internationally
• Such as Cardona, 2005 Indicators of disaster risk management.
•Provide mechanism for “full cost” pricing of cost of service that includes risk management needs
So what does it take?

2. Commitment to act and mitigate risks
