This session will give you a brief overview of your body’s physiological response to hot environments and discusses how your employee’s daily habits will affect their body’s ability to react or adapt to hot environments. We will be discussing how to reduce the risk of them having a heat related illness and present proactive tips on how to keep your workers productive in hot environments. Not knowing can become life threatening.

Jeff Mullich Bakersfield Fire Department Jeff Mullich, has worked for the Bakersfield Fire Department for 22 years. As Captain on Truck 15, Jeff and his 7 man crew serve the Southwest Bakersfield area. Station 15 is the home of the Bakersfield Fire Department Hazmat Team. Captain Mullich instructs two Emergency Medical Technician classes and is a skills instructor for the Bakersfield College Paramedic Program. He is the Bakersfield Fire Department Paramedic Coordinator,

Exposure Control Officer and an instructor for the Bakersfield Fire Department EMT program. In addition to all of his work related duties, Captain Mullich tests and evaluates Confined Space Rescue teams for local oil producers and has also trained on-site ERT teams for local oil producers. As a fire captain he has extensive knowledge in incident management. As a firefighter in Bakersfield he has a great deal of experience managing and preventing heat related injuries.

Breakout Session #1D 9:00 - 10:00 AM Environmental Risk Management For The Safety Professional Erike Young The best EHS professionals understand risk management, and the best risk managers understand EHS. Enterprise Risk Management (ERM) is essentially the marriage of the two disciplines as it requires the risk and EHS managers to collaborate in identifying and controlling a broad array of risk exposures in support of the organization’s strategic plan and mission. EHS professionals must fully understand their roles in enterprise risk management and traditional risk management. If an EHS professional wants an integral role in supporting his or her organization’s mission, he or she must demonstrate the value of efforts beyond compliance. Enterprise risk management can provide this framework through the use of risk assessments and risk-based budgeting tools that consider a broad range of risks.

Erike Young is the Director of Environment, Health, and Safety for the University of California, Office of the President. As the Director of EH&S, Erike is responsible for providing system-wide direction, coordination, and assistance to the campuses, hospitals, and national laboratories in the development, implementation, and maintenance of policies, procedures and programs necessary to maintain a safe and healthy environment for faculty, staff, students, patients, and all UC visitors. Erike is a Board Certified Safety Professional (CSP) and has earned the Associate in Risk Management (ARM) designation. He is the past president of the American Society of Safety Engineers (ASSE) Sacramento Chapter and was recently elected to

the ASSE Board of Directors as the Regional Vice-President for Region I, which includes oversight for chapters in California, Washington, Oregon, Alaska and Hawaii. He is a recognized leader in the area of safety management and safety culture and has spoken at several national and regional conferences on the topic, including the Voluntary Protection Program Participants Association (VPPPA), ASSE, NSMS, UK USHA, and URMIA. Most recently, Erike was recognized by ASSE as the 2012 Edgar Monsanto Queeny Safety Professional of the Year and the 2011 ASSE Region I Safety Professional of the Year.

Ms. Culhane received her degree in administration in 1978, studied human resources in Great Britain through the Rotary International Group Study Exchange Program in 1992, and has been accepted by the courts as an Expert Witness in human resources-related matters. She received SPHR certification in 1991 and is lifetime certified. She received California certification in 2008 and became a licensed private investigator in 2008. She has published a number of articles in the HR field and her 60-second “Employment Essentials” updates aired for two years on KERNTALK AM radio.

Ms. Culhane's professional and community involvements currently include Youth for Christ/USA (where she serves on the National Board of Trustees), ECCU Board of Directors, Rotary Club of Bakersfield, Society for Human Resource Management, the Greater Bakersfield Chamber of Commerce (GBCC), the Chamber’s Political Action Committee, and International Christian Ministries.

She has worked in the health and safety field for over seventeen years. She is a Professional in Human Resources and holds a Qualified Applicators License from the State of California. Isabel graduated with honors with a Bachelor of Science degree in Business

Administration from California State University, Bakersfield with a concentration in Human Resources. Isabel was the Safety and Workers Compensation Manager at Sunview Vineyards of CA, Inc. for over seven years and worked at Grimmway Farms Enterprises Inc. as a safety coordinator and trainer for six years. Yarko "JJ" Sos CEO, Check-6, Inc. A highly decorated and distinguished aviator and businessman, “JJ” has consistently been selected for the most demanding and challenging leadership positions. “JJ” ran the United States Navy Fighter Weapons School, known worldwide as TOPGUN. He retired from the military as the Commander of the 119th Fighter Squadron, an F-16 fighter unit in the New Jersey Air National Guard, and previously commanded the 177th Fighter Wing Operations Support Flight. Widely acknowledged as the best F-14 fighter pilot in his generation, he was the operations officer of Fighter Squadron 154, and the chief Landing Signal Officer for Carrier Air Wing ONE. “JJ” amassed over 4000 flight hours in F-14s, F/A-18s and F-16 fighter jets, and successfully executed 746 carrier arrested landings, of which 250 were at night. He flew 27 combat missions in Operation

Desert Storm, 12 strike missions in NATO Bosnia operations, and participated in four other combat deployments to Iraq. As operations officer of Fighter Squadron 154, “JJ” led an incredible turnaround in morale and performance which resulted in the squadron winning the prestigious Battle Excellence and Clifton Awards for the best and most improved Fighter Squadron in 1998. His personal effort in the squadron’s turnaround was recognized in his selection as the 1997 Commander Naval Air Forces Pacific Pilot of the Year from hundreds of eligible Naval officers. Concurrent with commanding two Air National Guard Units, “JJ” began a new career relating his leadership and flying experience to corporate America. Dan Klingenberger is the Chair of Dowling Aaron’s Employment Law Group and Managing Partner of the Firm’s Bakersfield office. Dan has more than 25 years of experience representing large and small companies in all forms of employment litigation, including wrongful termination, sex harassment, overtime compensation, wage and hour violations, unfair competition/trade secret issues and many forms of discrimination. Breakout Session #3A 2:30 - 3:30 PM The Cal/OSHA Variance Process: Navigating The Shoals Of Equivalent Safety Joel Sherman The Cal/OSHA (and Federal OSHA) variance process exists to allow a petitioner the opportunity to operate outside the dictates of an existing safety order, so long as it can be demonstrated that an “equivalent level of safety” can be achieved through an alternative method of compliance. The process can be long and involved, incredibly expensive and labor intensive and even, at times, quite contentious. Come here how one local company decided to attempt to receive a permanent variance from the Standards Board, and spent two-and-a-half years navigating the rocky shoals of equivalent safety.

Joel Sherman is the Director of Safety, Workers’ Compensation and Regulatory Compliance for Grimmway Farms, a large vegetable grower/packer/shipper based in Kern County, California. Mr. Sherman oversees three departments responsible for the safety and workers’ compensation issues for more than 7,500 employees and contract laborers. A graduate of California State University Bakersfield, Joel has more than thirty years experience in the safety

and workers’ compensation field. He has served in a variety of capacities including claims adjuster, loss control consultant, policy services representative, and as the workers’ compensation liaison for a large industrial medicine practice. A certified self-insurance administrator, Joel presently teaches Introduction to Workers’ Compensation at CSUB. He was the Chairman of the board of directors of the California Coalition on Workers’ Compensation (CCWC) for 2009 and 2010 and was recently elected to the board of directors of the California Self-Insurance Association (CSIA). Actively involved in the comp reforms of 2004 and 2013, he continues to participate in legislative reform of the system, and is on the Workers’ Compensation Claims Committee for the Self-Insurance Security Fund. In December of 2010, Governor Schwarzeneggar appointed him to the Fraud Assessment Commission. Joel was also recently invited to participate in the Agricultural Sector of the NIOSH National Occupational Research Agenda, and is a member of the Cal/OSHA Advisory Committee.

Breakout Session #3D 2:30 - 3:30 PM Implementing Process Safety Management In Oil And Gas Operations Jeff Gurican Jeff will present an overview of Process Safety Management and a practical method of implementing PSM in oil and gas upstream operations. When OSHA promulgated the PSM regulation in 1992, oil and gas drilling, well servicing, and production operations were exempt because OSHA had failed to perform an economic analysis on the regulatory burden. Twenty-two years later, Executive Order 13650 has directed Fed OSHA to conduct that economic analysis and propose changes to “modernize” the PSM regulation. The presentation will address, what is on the regulatory horizon, a practical application of PSM in oil and gas operations, and challenges to implementation of PSM in upstream operations.
