Welcome to open enrollment 2013

The following presentation will outline the voluntary benefit program that will take effect on September 1st. There are many exciting changes coming to your employee benefit program this year and this presentation should assist you in making an informed decision about which option is best for you and your family.

Open enrollment this year will begin April 22 and continue through May 24.

As most of you may be aware, the Affordable Care Act of 2010 was enacted and since 2010 has been requiring a gradual adherence to the different rules listed under the law.

This means that on January 1, 2014 the individual mandate will go into effect. The individual mandate requires that all individuals in the United States must have minimum essential medical insurance unless you qualify for an exemption or you will pay a penalty. Exemptions and penalties are listed at www.irs.gov.

This individual mandate going into effect on January 1 is not considered a qualifying event for enrolling in TRS Active Care, so you will want to be sure you explore your options now during our open enrollment time frame.

Also, in January 2014, you may be able to buy coverage that may be less expensive than TRS Active Care through the health care exchanges that will be available at this time. If you enroll in a plan through the health care exchange, you will be able to drop your TRS Active Care as long as you can show proof of enrollment in the other coverage.

What is new for the TRS Active Care plans is summarized here. Active Care 1 will be discontinued starting on September 1, 2013. Deductibles and out-of-pocket maximums will increase for both Active Care 1HD and 2. Premiums for all plans are increasing for September 1, 2013. Non-contracting providers will be paid at the BCBSTX allowable amount rather than at 50% of billed charges meaning you may be balanced billed more by using an out-of-network provider.

BCBS has also added a new benefit called the Benefits Value Advisors which are advisors in the call center that will assist you in understanding your benefits, provide cost comparisons for providers for a specific procedure, help you schedule an appointment with one of the providers, give you general health information regarding your condition and help with pre-authorization of procedures.

Lastly, you will see a uniform summary of benefits coverage to assist you in comparing benefits for all benefit plans. This summary is required of all insurance plans under the Affordable Care Act.

You will only get new ID cards if you make a plan change or are on the Active Care 1 plan currently. Remember you have a separate card from Express Scripts for prescription drugs.3TRS Active Care Plan Changes TRS Active Care Plan 1Plan no longer offered in 2013-2014Employees currently on this plan will automatically switch during open enrollment to Active Care 1HD unless election is made for another plan

As indicated previously, TRS Active Care 1 plan will be discontinued starting in the 2013-2014 plan year. Employees on this plan will automatically be moved to Active Care 1HD unless you go online and make an election.4TRS Active Care Plan Changes (cont.) For TRS Active Care 1HD, the family deductible is increasing from $2,400 to $4,800. The individual deductible will remain at $2,400. However, if you have family coverage, which is anything other than employee only coverage, you will have to meet the $4,800 family deductible before any benefits are paid by the insurance.

In addition, the individual out-of-pocket maximum is increasing from $3,000 to $3,850 and the family out-of-pocket maximum is decreasing from $5,000 to $4,200. This is the amount you will have to pay in addition to your deductible before the plan pays at 100%.

You also are eligible to participate in an HSA plan if you elect this benefit which helps you save money in an account for medical expenses. Wylie ISD does not offer an HSA option but your benefits specialist can assist you on the basics of an HSA and where to find information on an HSA.5TRS Active Care Plan Changes (cont.) For TRS Active Care 2, the individual deductible will increase from $750 to $1,000 and the family deductible will increase from $2,250 to $3,000. Also the individual and family out-of-pocket maximums will increase for next plan year. In addition, all prescription co-pays under this plan will be increased by $5.

This slide gives you the new Active Care plan rates for 2013-2014 after the $225 contribution from the state and district. You may be able to lower your premium by reviewing plan options, pooling funds if both you and your spouse work for the district or splitting your premiums if you and your spouse work for different districts. Your benefits specialist can provide more information on pooling or splitting your medical premiums. With the changes in the TRS medical plan this year, many employees will be faced with a very high deductible and the difficult coinsurance levels associated with Plan 1 HD

Buying up to Plan 2 offers an alternative, but comes with a very high monthly premium.

As an alternative to assuming the high deductibles and coinsurance levels of Plan 1HD or buying up to Plan 2, you have the option of purchasing a Medical Gap policy.

A medical gap policy bridges the Gap between the deductible and coinsurance levels of Plan 1HD and Plan 2, or plan 2 and plan 3. It gives you an affordable alternative to simply buying up to a higher plan to reduce your deductible and coinsurance exposure

The chart on the following slide will show you the savings associated with this plan compared to buying up to Plan 2 or 3.

This plan is guaranteed issue and does not include any pre-existing condition restrictions. If the claim is covered on your medical plan, it will be covered on the Medical Gap plan.

You do not have to be covered by TRS to purchase this plan but you do have to have medical coverage somewhere.

As you can see here if you are an employee age 43 on Active Care 1HD plan, then you will see a savings of approximately $1,089 with this example of a $18,000 hospital stay. As you can see here if you are an employee and family with the employee at age 43 premiums are based on employees age - on Active Care 1HD plan, then you will see a savings of approximately $2,858 . This example shows 3 different medical conditions or occurrences and the total amount you will pay out-of-your pocket for each occurrence without the medical gap and then with the medical gap. Even if you have the medical gap plan, you are still working towards satisfying your deductible even though you are being reimbursed for the amount by the plan.

This savings is in addition to the savings you will get on your premium deductions by not electing Active Care 2.

Lincoln will be the new carrier for your dental plan. We have structured the plans so you now will have 3 options.

The High option plan will include the same benefit structure as your current plan except for the following changes-

- Benefits for oral surgery, surgical extractions, and anesthesia will move from basic services covered at 80%, to major services coverage, covered at 50% and,

-out of network benefits will now be payable based on a usual and customary calculation rather than a MAC schedule. This means your claims for out-of-network providers will now be paid based on 90% of regular rates charged by dentists rather than based on the maximum allowable contracted rates set by Lincoln. This will improve your out of network benefits considerably, however, employees are always encouraged to utilize a network provider for maximum benefits.

Employees insured under the current plan will be fully covered under the new Lincoln plan. All work in progress will transition over to Lincoln on September first. Claims and expenses incurred prior to 9/1 will need to be submitted to Met Life for processing.

All employees currently insured will move to the high plan option plan unless you elect the new low plan option plan during open enrollment and you will receive a Lincoln ID card for your dental coverage sometime in August or September.

The Low option plan will provide a more basic level of coverage with lower benefits and no orthodontia coverage.

Preventative services will still be covered at 100% with basic services such as fillings covered at 70% and major services such as root canals and crowns covered at 40%

Low Plan out of network benefits will also be payable at the 90th% of usual and customary allowances but as with the high plan, employees are always encouraged to utilize a network provider for maximum benefits.

Employees wanting to move to or enroll in the low plan must elect the new low plan option plan during open enrollment. Again you will receive a Lincoln ID card for your dental coverage sometime in August or September if you elect this plan.

Lincoln Benefit will also be providing a new dental DHMO option. This option will replace the Safeguard dental plan currently in place.

Employees currently insured under the Safeguard plan will automatically move to the Lincoln DHMO plan on September 1.

A dental DHMO plan provides very rich benefits and does not limit your maximum annual benefit. It also does not have deductibles or coinsurance limits. A DHMO plan does however require you to access care from a network provider. You will have to select a primary care dentist and utilize that dentist for all of your dental care. Services provided by a non network provider or a dentist other than your selected dental provider will not be covered under a dental DHMO plan. If you are currently insured under the Safeguard DHMO plan you will need to select your dental provider under the Lincoln network of providers. Dental provider selections from Safeguard will not automatically transition over to the Lincoln plan.

Remember, a DHMO plan provides very good benefits, however, if you are an individual that wants the freedom to pick and choose their dentist, you might want to enroll in one of the PPO plans.

Again you will receive a Lincoln ID card for your dental coverage sometime in August or September if you elect this plan.

Block Vision will replace Superior Vision as the carrier for Wylie ISD on September 1st

In addition to improved benefits, the Block Vision plan also provides employees access to a much larger network of providers, including Walmart. The rates for this benefit will decrease for 2013-2014.

The disability coverage for Wylie ISD will continue to be offered by Standard Insurance.

Premiums and benefits will remain the same for the plan year 2013

Disability insurance allows you to protect your income against a loss due to a sickness of accident related disability. 1st day coverage for hospital confinements on the 0/7, 14/14, and 30/30 day elimination periods

Standard is offering an open enrollment opportunity for all employees on a fully guaranteed issue basis so every employee who wants coverage will qualify.

You can pick and chose any amount of coverage in $100 increments up to 66 and 2/3 % of your gross income

For employees who already have the coverage please remember that benefits do not automatically increase each year with a raise in pay, you will need to request an increase during open enrollment if you want to change your coverage.

Group term life insurance provides a very inexpensive opportunity to supplement your life insurance protection while you work.

Lincoln is offering an open enrollment opportunity for all employees of Wylie ISD this year which allows you to elect up to the guaranteed issue amount with providing proof of good health. If you already have coverage currently above the guaranteed issue amount, then you will not be required to submit proof of good health again unless you increase the amount. What you currently have will be taken over by the new carrier.

The rates on this coverage are age banded in 5 year increments and will increase as you grow older. In addition, your coverage will not decrease based on your age after age 65 as it did in the past.

Coverage is good only while you are employed with Wylie ISD but can be converted to an individual policy if you leave the district.16Fidelity Permanent Life PlanSame Carrier for 2013-2014Permanent, Guaranteed Issue, Life Time Protection, Term Life Insurance Policy.Plus- Long Term Care Rider equal to 4% of death benefit, payable for 75 months. Fidelity Life will once again be the carrier for the Permanent life insurance plan in Wylie ISD.

In addition to life insurance protection, the policy includes a Long term care benefit providing both life insurance protection and Long term care protection

All employees can enroll under a guaranteed issue open enrollment opportunity meaning no health questionnaire up to $100,000.

You can also purchase coverage on your spouse and children

Once you purchase this plan your rates will be locked in for life and your policy will build paid up insurance values allowing you to stop premium payments in the future and still have some level of paid up insurance and long term care coverage.

Unlike group life insurance, this policy is yours to keep even after you terminate your employment and your rates and benefits stay the same.

Colonial Insurance will be the new carrier for the Wylie ISD cancer plan

Colonial is offering a guaranteed issue product and providing full take over for individuals insured under the current Allstate policy. A guaranteed issue policy allows anyone, regardless of health, to apply for and receive coverage under this policy. Individuals currently insured under the Allstate policy will receive credit for time insured and will not be subjected to any pre-existing condition limitation if you have been insured for 12 consecutive months as of September 1.

Benefits and pricing on this policy are very competitive and the rates are the same for all employees regardless of age.

Should you leave your employment the policy is portable and you can continue the coverage on a direct billing basis.

18Flexible Spending AccountsMaximum allowable election amount per year is now $2,500 per participant for the medical FSAMaximum allowable election for dependent care FSA remains $5,000 per familyNew administrator will be TASC get a debit card, improved technology with smart phone app that allows you to take a picture of your receipt and file the claim immediately for reimbursement.

For the medical flexible spending account, employees can now only elect up to $2,500 maximum per year the minimum of $300 remains the same along with the $5,000 max for dependent care.

If you sign up for an HSA plan through your bank you can sign up for the Wylie ISD flexible spending account, but be sure you do not file the same medical claim under both plans as you are not allowed to double dip.

Total Administrative Services Corporation or (TASC) will be the new Flex Plan administrator. They will provide medical expense reimbursement, dependent care reimbursement, and a debit card for you to use to pay for qualified medical and dependent care expenses. This change will also bring you improved technology, faster claims service, and smart phone apps and capabilities to improve your access to your funds.

The new administrator for your 403b and 457b plan will be Omni. Omni will provide a much more efficient level of service, including 24 48 hour turn around on loan requests, transfer requests, and more. The Omni platform will provide a web based system of service, including smart form technology, electronic signature capability and more.

We are still finalizing all the details for the change and more information will be sent soon.20In-Roll for Online EnrollmentLog-In Instructions for In Roll Site Access- To access your employer on-line enrollment site, InRoll, you can click on the Employee benefit Website provided by your employer or simply log in to www.in-roll.com. Once at this location you will see a screen like the one shown below.

User Name- Every employee will have a system assigned user name to enable them to access the InRoll sight. Your user name will be the first initial of the legal name on record with your employer, followed by your entire last name, followed by the last 4 digits of your SS#. Ex: employee name- Robert Smith, SS# 123-45-6789User Name will be: rsmith6789Default Password- Your default password for the initial log in will be wisd

Beginning with your enrollment this spring, you will have access to a new online benefit administration system called InRoll. InRoll will provide you with a web based enrollment portal for all of your benefits and year round access to information and service associated with your benefit package. Each employee will be able to access this site 24/7 365 days per year. This screen shows how you will be able to log in initially with the first initial of your first name, then last name and the last 4 of your social security number. The password is wisd.

You will be prompted immediately upon log-in to reset your password.

21In-Roll for Online EnrollmentWelcome Page- Please read the information and instructions included on the Welcome Page. This page includes important information about your new benefits and how to enroll in the coverage. Once you have read the Welcome Page, click on the link at the bottom of the page to continue your enrollment.

The first page once you log in and change your password is the Welcome page which provides you brief information on your enrollment process and things you may need to know prior to enrolling. You will click on the HR Upcoming Enrollment button to continue.22In-Roll for Online EnrollmentVerify Information- This page contains information about yourself. Your name, address, date of birth etc. will be listed on this page. Please check for accuracy. This is also the page where you will enter dependent information. InRoll will not allow you to enroll dependents for coverage if you do not enter each dependents information. Once you have entered all required information and confirmed it for accuracy, click the link at the bottom of the page to submit and continue.

Dependent Enrollment- Many of your benefit offerings will include options to enroll your spouse and children for coverage. If you do not see an option to enroll your spouse or child, you have not entered their information on the Verify Information page in InRoll. You will need to return to the Verify Information page and enter the information for each dependent. Do this by clicking on the Add Dependent link and entering the RED items on the Dependents page. Once entered, click the Submit Information button at the bottom of the page. Repeat this process for each dependent. Once all dependents are entered, return to the enrollment screen you were on by clicking on the green plan name link on the left side of the page under the Status Bar.

After clicking on the appropriate enrollment button, you will be sent to the next screen to verify your information and you will need to enter your dependents. If you do not have an email in the system as shown here, then you will want to enter one if at all possible. This will allow you to receive your documents such as completed enrollment and completed proof of good health forms if required by email.23In-Roll for Online EnrollmentBenefit Enrollment- Your employer provides you with a selection of supplemental benefits that you can choose from, and pay for, on payroll deduction. Each of these benefits will be outlined in detail in the InRoll system with Plan Specific information on each benefit page. Simply follow the instructions on each page to enroll in or decline coverage. Once you make your choice, and submit your election, you will move to the next benefit page. Some benefits will require responses on multiple pages. This will typically be for verification of your benefit election, identification of insured dependents, or completion of any required applications.

Then you can start enrolling in your benefits. The first benefit that will show is your Basic Life Insurance which is paid for by the district. You must enter a beneficiary for your life insurance. 24In-Roll for Online EnrollmentConfirmation Statement- Once you have completed your enrollment, you will see a Confirmation Statement. This page shows you the benefit selections made, the cost of these benefits, and dependents entered into the system. Click the Print and Save button at the bottom of this page to create a printable version of this document. Once the printable version appears, click file/print to print a copy for your records. Note: If you have a valid email address in the system, you can also request to have a copy of your Confirmation Statement emailed to you. If the option to email a statement does not appear, return to the Verify Information screen and make sure you have a valid email address entered in InRoll. After this document prints, click the Exit link at the top of the page to close your enrollment site.

Once you go through each screen and complete your elections or waive coverage, you will receive a confirmation statement that can be printed, saved or emailed to you. You must have an email account in the system in order to get information via email.
