Ford Motor Company has launched an Internet website – www.oeairbags.com – to assist auto insurers and the National Insurance Crime Bureau (NICB) in reducing the growing trends of airbag theft and inappropriate repairs to vehicle airbag systems. The website includes a database of serial numbers for all replacement airbag mod- ules purchased by Ford and sold to its authorized dealers in the U.S. and Canada since Feb. 1, 2002. Authorized Ford, Lincoln and Mercury parts wholesaling deal- ers subsequently sell the replacement modules to collision shops. Participants in the program obtain from the collision repairer the serial number of the module specified for the repair, access the website to verify the legitimacy of the module and check off the serial number so that its disposition is noted in the data- base. Serial numbers for modules installed in new production vehicles will not be in the database, thereby alerting investigators to the potential of stolen modules. Fastener kits – consider them the tasty, golden fries in a Ford bumper fascia value meal – are available for several high-volume Ford, Lincoln and Mercury bumper fascias, and they are as easy to order as saying, “I’llhave fries with that!”

Ford offers 27 fastener kits for fascias on its high-volume, current-model vehicles, and additional kits are in development.

Offering fastener kits for sale alongside fascias is a move that’s been discussed industry-wide, and anotherexample of Ford listening to collision repairers to better the repair process. While the kits – which are currentlyincluded in the ADP and Mitchell estimating systems – can help cut cycle time by eliminating the search for thecorrect fasteners for the job, the service numbers allow repairers to include the part on the estimate for insurance-paid repairs.

INSIDE THE INDUSTRYState Farm Verdict OverturnedAfter more than two years of deliberation, the IllinoisSupreme Court has overturned the $1 billion judg-ment against State Farm Insurance Co. that originallyheld the company liable for defrauding approximately4.7 million of its policyholders by not returning vehi-cles to their “pre-loss condition.”

The 1999 lawsuit centered on State Farm’s use ofaftermarket replacement crash parts in repairs, asopposed to OEM parts, which were argued during the case to be of superior quality. The judgment wasoverturned on the grounds that differing language in the insurance company’s policies means there canbe no single class of customers to sue State Farm,thereby eliminating the case’s class-action status.The Court also found that the plaintiffs had failed toprove any breach of contract or fraud, partly becausethe corporation never promised the replacementparts would be as good as the original factory-specified parts.

State Farm suspended its use of aftermarket crashparts immediately following the original ruling, and a spokesman said the company has not decidedwhether to begin use of the parts again.

TYC, DEPO & Eagle Eyes Join CAPACAPA’s certification program has gained three newparticipants with the recent additions of top after-market lighting manufacturers TYC, Depo and EagleEyes. The companies committed to following thecertifier’s standards for lighting, which include specifications for form and fit, appearance, composi-tion, coating performance, mechanical properties,adhesives, fasteners, hardware, photometrics andelectrical performance.

The certification program’s standards were designedfor compliance with Federal Motor Vehicle SafetyStandard 108 as implemented by the NationalHighway Transportation Safety Administration(NHTSA), and cover headlights, taillights, turn signals, brake signals, reflectors, and high-mountedbrake lights. CAPA doesn’t say when it expects the first certified lights to be available.

MQVP Offers Supplier Choice to InsurersReplacement part certifier MQVP has launched anenhancement to its web-based parts traceability sys-tem. Called the Participant Preference Profile, thenew tool is said to allow insurers to create a uniqueprofile that lists specific part manufacturers and distributors who are authorized for their repair orders.

Through the profile, insurers can identify and sanc-tion their best performing suppliers. Future updates– scheduled for late 2005 – will allow participants tosort suppliers by part type and part number level.

NCOIL Rejects Latest CAPA ModelThe National Conference of Insurance Legislators(NCOIL) is working on a new Certified AftermarketCrash Parts Model Act, after turning down the most recent CAPA proposal at its July meeting in Rhode Island.

That version would have, among other things, pre-sumed certified parts to be “of like kind and qualityto car company parts,” instead of merely “suitablereplacement parts,” as the original model states.After hearing opposition testimony from severalgroups, however, including the Automotive ServiceAssociation (ASA) and the Society of Collision RepairSpecialists (SCRS), the group’s Property-CasualtyInsurance Committee opted against passing theCAPA substitute, and instead voted to form a specialsubcommittee to further examine the issue.

The eight-member panel has been receiving inputfrom interested parties and is expected to present its recommendation at NCOIL’s annual meeting,November 17-20 in San Diego. For the latest infor-mation, visit the NCOIL website, at www.ncoil.org.

Keystone Resumes Saleof Suspended HeadlampsIn April, Keystone resumed selling the headlights that were tagged as faulty in last year’s CAPA testprogram. President and CEO Richard Keister madethe announcement during the company’s fiscal year-end earnings call, saying that the company receiveddocumentation from a lab that works with NHTSAthat the lamps met government requirements.Keystone suspended sales of the four lamps made byboth TYC and Depo last October, a couple of monthsafter CAPA released the results of its studies.

Allstate Requires I-CAR Training for Adjusters; I-CAR Offers RepairersOnline TrainingAllstate has become the first major insurer to requireall of its auto adjusters to obtain I-CAR Platinum designation. The insurer says the move will help its adjusters stay up-to-date with rapidly changingtechnologies, materials and engineering concepts,and allow them to deliver a faster, more efficient and hassle-free claims experience.

The company says one quarter of its 2,500 adjustershave already achieved the Platinum status, and the goalis to have the remainder so trained within the next 24to 36 months. New hires will be required to earn thedesignation within their first two years on the job.

Meanwhile, I-CAR has begun offering online trainingsessions that supplement its education foundation’slive training classes and provide select material thatisn’t available anywhere else, including interactiveexercises, activities, quizzes and an online post-test.Currently, I-CAR is offering a complimentary demo ofthe online training program with "2002 Saturn VUELower Front Rail Partial Replacement" at www.i-caronlinetraining.com.

New Technical Service BulletinsFord Motor Company has released a number of new collision repair-related TechnicalService Bulletins in recent months, including F-150 front door trim appliqué removal and instructions on Freestar glove box latch replacement. Here’s a brief rundown:

TSB 04-26-18 – Front Door Trim Appliqué RemovalStates that the door trim appliqué may be difficult to remove from the rear of the door on some 2004 –2005 F-150 vehicles. The bulletin outlines the service procedures required for removal and reinstallation of the appliqué.

TSB 05-2-1 – Glove Box Latch ReplacementAnnounces that should the glove box latch on2004 – 2005 Freestar and Monterey vehiclesrequire service, a new service part is now avail-able. The latch can now be serviced separatelyand it is no longer necessary to replace theentire glove box assembly. The article outlinesthe service procedure required to replace theglove box latch.

TSB 05-8-3 – Headliner SaggingAlerts repairers that some 2004 – 2005 Escape and 2005 Escape Hybrid and Mariner vehicles may exhibit a sagging headliner around the rearhatch perimeter edge. It includes the service procedure required to adhere the headliner to the underside of the roof panel.

TSB 05-9-21 – Water Leaks at MoonroofInforms repairers that some 2003 – 2005 Expedition and Navigator vehicles built before December 8th,2004, and equipped with a moonroof may exhibit water leaking at the roof opening panel. A new thickerroof opening panel weather strip has been released for service to address this concern and the part numberof the new weather strip is listed in the article.

TSB 05-11-9 – Rear Bolt-In GlassOutlines the removal and installation procedurefor the rear bolt-in glass on 2001 – 2005Explorer Sport Trac, F-150 and Ranger vehicles.The bulletin procedure supplements theWorkshop Manual to prevent both damage to theglass and body during the removal process andleaks after installing the glass.

TSB 05-15-13 – Front-Side Marker LampStates that some 2005 Mustangs may be vulnerable to the front-side marker lamp retainer tab breaking dueto an impact. It may be necessary to repair the side marker retainer tab. It contains the inspection andrepair procedure if repair is required.

“Clip” Repair ProcedureNot Recommended by FordFord Motor Company has released a position statement against the use of front and rear “clips” – a repair practiceperformed on vehicles that have sustained major damage. The procedure involves replacing an entire section of avehicle with a similar section from a “donor” vehicle – most frequently one that has been declared a total loss.

The statement was developed to answer frequent questions about “clipping” that Ford receives from collision repairers.

“Repairers need to know that performing a clip repair on a vehicle voids many Ford warranties and, in some states,requires the re-titling of the vehicle,” said Steve Nantau, Ford’s collision repairs & service chemicals supervisor.

Currently, Ford has multiple collision-related position statements on topics including the use of aftermarket andsalvage airbags and other parts, the repair/replacement of seatbelt assemblies, and the remanufacturing/refinish-ing of steel and aluminum wheels.

The use of a “clip” to repair collision damage voids Ford’s New Vehicle Limited Warranty and any variety of Ford’s Extended Service Plan, as well as Ford’s new vehicle service part and corrosion warranties for each part in the “clip.” Use of a “clip” also voids any variety of Ford’s Extended ServicePlan, new vehicle service part warranty and corrosion warranty for any damage to individual compo-nents, assemblies or systems on the original vehicle caused by individual components, assemblies orsystems in the “clip.”

Ford strongly recommends that repairers and insurers considering the use of a “clip” carefully checkstate collision repair laws and regulations to determine whether the vehicle must be re-titled as “rebuilt”or “salvage” if the “clip” procedure is used. Ford also strongly recommends that repairers advise andobtain the written repair authorization of the vehicle owner, in advance, if the “clip” procedure is to beused and re-titling is required.

Ford has adopted this position because it cannot be confident “clip” repair procedures return vehiclesto pre-accident condition. Because every “clip” repair is unique, it is impossible to test whether therepair technique affects the safety, performance or durability of the vehicle. Other factors weigh heav-ily in this position, including:

• Hidden damage to individual components, assemblies or systems in the “clip” that may not be read-ily apparent to the repairer.

• Improper removal techniques and exposure to weather that may degrade the performance charac-teristics of individual components, assemblies or systems in the “clip.”

• Mismatching of individual components, assemblies or systems. Individual component, assemblyand system modifications occur throughout the production life of new-model vehicles. It is possible a “clip” component, assembly or system will not be compatible with the vehicle it is beingused to repair.

Ford recommends that only genuine Ford replacement parts be used for collision repair to protect all parties – vehicle owners, repairers and insurers – involved in the collision repair process.

Ford also is working diligently to control the cost of major collision repairs. After research and test-ing, it has developed several frame sectioning procedures – and unique frame sectioning repair parts– that have been proven not to affect the safety, performance or durability of the repaired vehicle.Ford recommends repairers and insurers consider these procedures as a practical and cost-effectivealternative to “clipping.”
