• Extended dates for Stage III P Compliance • 0.10 mg/L by November 16, 2010 • 0.02 mg/L (or other limit) by December 31, 2015
• Recognized that P limit not conclusively established
• WEP evaluates treatment to 0.02 mg/L (estimated cost up to $700,000,000!)
• Recent improvements evidenced in Lake • Lake model development • Ongoing TMDL analysis, GI, and FCA • Requires Optimization Analysis of P Treatment

• NYSDEC TMDL July 2012 • Pre-implementation studies for optimization
• PAC temperature dependency • Metro effluent bioavailability using PAC • Refine Cross Channel isolation wall design • Mixing modifications
• SPDES Permit currently in ENB • Design and construction • Current completion date: January 2015
Lessons Learned

• This can be a long journey, 1998 ACJ to May 2013 SPDES, to proposed 2015 Construction
• Intense receiving water monitoring • Utilizing green and innovative solutions to
build broad community support • Use of an FCA to help build the case. • It still isn’t cheap! $5,900,000 for
construction, $3,000,000+ in O & M.
