SALLY Welcome to the ESRC funded ‘Safeguarding Adults and Legal Literacy’ or ‘SALLY’ seminar series investigating the impact of the Care Act 2014. The theme for the seminars in the first year of this three years series is 'Making Law'. We aim to theorise the process of law reform, exploring the interplay in making law between research and practice evidence, policy, advocacy and political debate. The first seminar, ‘Building the Care Act: Evidence-based Policy or Policy-based Evidence?’ provided an opportunity to reflect on law-making contributions of researchers, civil society organisations, pressure and advocacy groups, statutory health and welfare agencies and judicial decision- making. Key speakers were: Gary Fitzgerald, Lynne Phair, and Claire Crawley The second seminar, ‘”New Categories of Abuse & Neglect’ considers the construction and conceptualisation of categories of abuse, including the inclusion in the statutory guidance of ‘new’ categories of self-neglect, domestic violence and modern slavery. Speakers for seminar two are: Professor Suzy Braye, 'Self-neglect', Rod Landman 'Mate crime and self-harm', and Professor Gary Craig 'Modern Slavery' The third seminar, ‘Safeguarding & Devolution: UK Perspectives’ comprises a comparative perspective to consider how new rules in England came to diverge, why settlement in Scotland was earlier and included different legal powers and how debates in Northern Ireland concerning law reform might unfold.
