Chairman's MessageHome is where the heart is. The bedrock of our strong national identity has been our homes. I am pleased to announce that at Whampoa Towner estate and Potong Pasir, we will continue to upgrade existing facilities, and add new ones through the Neighbourhood Renewal Programme. We actively seek your feedback on proposed developments, to make sure that your needs are adequately looked into and addressed (pages 4 to 5).

Another hallmark of our national pride is the reputation we enjoy as a clean country. The Keep Singapore Clean movement this year aims to shift our mindset from 'cleaned city to a truly clean city'. Focusing on communal ownership, MPs joined residents to pick litter throughout Jalan Besar GRC and Potong Pasir (page 11).

We have also introduced a new article feature series showcasing cultural festivals and games for various ethnic groups in Singapore (pages 14 to 16). Read on to better understand their significance, and learn the values the communities hold dear.

I would like to take the opportunity to wish our Hindu friends Happy Deepavali in advance. Amid the festivities, let us remind one another to ensure that our neighbourhood stays clean and safe.

Sebuah lagi mercu tanda kebanggaan nasional ialah negara kita yang bersih. Kempen Menjaga Kebersihan Singapura tahun ini bertujuan untuk mengalih pemikiran kita daripada ‘bandar yang bukan sahaja bersih, tetapi benar-benar bersih’. Para AP bandaran bersama-sama dengan penduduk telah mengutip sampah di sekitar GRC Jalan Besar dan Potong Pasir (muka surat 11).

Kita juga telah memperkenalkan sebuah siri baharu yang mempamerkan pesta kebudayaan dan permainan untok berbagai kumpulan etnik di Singapura (muka surat 14 hingga 16). Teruskan membaca untuk lebih memahami tentang kepentingannya dan mempelajari nilai-nilai yang dipegang teguh oleh masyarakat.

Saya terlebih dahulu ingin mengambil kesempatan ini untuk mengucapkan Selamat Hari Deepavali yang bakal menjelang kepada semua masyarakat Hindu. Sepanjang musim perayaan, marilah kita saling mengingatkan antara satu sama lain untuk memastikan kejiranan kita tetap bersih dan selamat.

A Rejuvenating Facelift邻区更新计划,为家园注入活力

The Neighbourhood Renewal Programme (NRP) is a fully funded national initiative which involves active consultation with residents on new facilities and improvements. Through this inclusive process, residents feel a greater sense of communal ownership. Upgraded shared spaces also create more opportunities for bonding among residents. These twin factors – communal ownership and bonding – translate to a stronger national identity.

On 2 June 2017, MP for Jalan Besar GRC (Whampoa) Mr Heng Chee How launched the NRP Public Consultation and Exhibition for Blocks 101 to 107 Towner Road.

Among the proposed new developments are drop-off porches, covered linkways, playgrounds, jogging tracks and fitness corners. Residents can also look forward to new letterboxes and corridor lighting at the blocks they reside in. The Working Committee is studying all the feedback and suggestions received during the three-day event. Feasible ideas will be incorporated into the final proposal and exhibited at the Consensus Gathering planned for early 2018.

Potong Pasir residents living in Blocks 101 to 109 are a step closer to seeing their proposed facilities become a reality, as MP for Potong Pasir Mr Sitoh Yih Pin officiated the Consensus Gathering on 16 June 2017. This Consensus Gathering is a follow-up to the Public Consultation held last December. More than 80% of residents have voted “Yes” to the NRP. The Working Committee is fine-tuning the design proposal, and will call for a tender soon.

A resident, Mr Buan, 65, welcomes the introduction of the residents’ corner at Block 101.

“I can go to the residents’ corner to sit down and relax with my neighbours after work, instead of staying at home.”

Another resident, Ms Chia Shang Ya, 27, appreciates the installation of the bicycle rack system.

“I like to cycle around the precinct. I guess the bicycle rack system will bring more convenience and security to bicycle owners.”

One highlight of the NRP is the adoption of the Canna flower as the design motif, with the colour pink being chosen for this neighbourhood. With upgrading due to complete in about two years’ time, residents can aspire to have a more active and healthy lifestyle with the building of new fitness corners. Hardcourts and residents’ corners for residents to interact and bond with one another will also be constructed.

Engaging the youth in the movement: The younger generation chipped in to pick litter, alongside Mr Heng Chee How at Whampoa Road and Bendemeer Road on 27 May and 4 June respectively.

Embracing and sustaining cleanliness has been part of our country’s DNA. A nationwide initiative, the Keep Singapore Clean Movement aims to foster national pride through litter-picking activities. Responding to the movement, our MPs joined residents in a concerted effort to pick up litter in May and June this year. The reward? Having a clean neighbourhood!

中元节期间,负责任地烧冥纸农历七月十五中元节,对本地华人来说,是一个祭祀祖先鬼神的重要日子。节日的庆祝活动从农历七月初一开始,直到七月三十日,长达一个月。

新加坡道教总会行政秘书, 荘光棟 (惟義)道长说,“中元节是三元节其中的一个节日,主要是庆祝地官大帝的宝诞,祈求赦罪。上元节正月十五则是天官大帝赐福之日, 而下元节十月十五是水官大帝为人们解厄的日子。一般来说,人们可以为过世的亲人做法事,为他们在世时所做的恶事赦罪,让他们脱离苦海。我们本身也可趁这个节日反省自己的行为。”

他补充说,信徒也祭拜孤魂,让那些没有亲人或后人也同样能赦罪。荘光棟 (惟義)道长鼓励居民在市镇理事会提供的金属桶燃烧冥纸。他说,“我们既然居住在市区,应该尽量不为他人带来不便。焚化供品的时候,必须远离草丛树木,以防火患。”

佛教徒也称中元节为“盂兰盆会”,是拜祭过世亲人的节日。泰国佛教寺庙 Wat Ananda Metyarama 的荣誉秘书 Phramaha Rian Manone – Yang说,“我们鼓励人们在金属桶内燃烧冥纸,并等到冥纸烧尽才离开。这样会比较安全。”

我们也呼吁居民每逢农历初一和十五,遵守这些安全措施。 新加坡道教总会行政秘书,荘光棟 (惟義)道长解释中元节的由来。

在市镇理事会提供的金属桶里焚烧冥纸,既方便又安全。 燃烧冥纸时,应等到冥纸烧尽才离开。

Sukan Sepak Takraw mula dimainkan di Malaysia pada abad ke-15 dan kemudian meraih populariti di Asia Tenggara. Sepak di dalam bahasa Melayu bermaksud tendang, sementara Takraw pula bermaksud bola rotan dalam bahasa Thai. Serperti juga namanya, sukan ini tidak dibenarkan menggunakan tangan kecuali untuk mencampak bola ke arah pihak lawan.

Bentuk bola rotan ini sudah cukup untuk membangkit kenangan nostalgia daya tarikan desa. Suatu sukan yang sering dimainkan di kampong. Sepak Takraw kini dimainkan di banyak kawasan di Bandar Jalan Besar. Dengan keluasan 13.4m kali 6.1m persegi, ia sama dengan dua gelanggang badminton. Satu pasukan yang terdiri daripada tiga orang permain akan bertarung dengan tiga orang lagi pemain daripada pihak lawan di atas jaring setinggi 1.52 meter. Pasukan yang berjaya mendapat 21 mata akan memenangi set pertama. Pemenang yang mutamad adalah pasukan yang memenagi dua daripada tiga set.

Para remaja yang bermain Sepak Takraw berhampiran Blok 42, Beo Crescent mendedahkan bahawa sukan ini adalah satu cara untuk mereka terus mengekalkan berhubungan.

Daya Tarikan Abadi Sepak Takraw

Friendships have flourished through Sepak Takraw.

“Sepak Takraw telah mengajar kami tentang nilai bekerjasama, kesabaran dan komunikasi. Malahan, kami menjalinkan persahabatan dengan ramai remaja lelaki yang berfikiran serupa di dalam kejiranan melaiui sukan yang menyeronokkan ini” jelas Md Nadzif, 15 tahun.

Dialog bersama kumpulan ini berakhir dengan suasana keraihan setelah mereka berkongsi tentang masa di mana pasukan lain yang lebih tua dikalahkan mereka. Mereka menunjukkan teknik beraneka seperti memakai dahi kepala untuk menjolok bola takraw, dan tendangan bertahan di mana bola takraw akan dibaling ke udara. Nampaknya pasukan ini benar-benar luar biasa!

Selain daripada Blok 42 Beo Crescent, penduduk boleh pergi ke gelanggang Sepak Takraw berikut untuk bermain:
