DELHI METRO
BACKGROUND
The Delhi Metro project gave Delhi a world-class mass rapid travel system.
More importantly, it stood out from most other public sector projects in
India in that it was completed on schedule and within the budgeted cost.
The case describes the organization and planning of the project and
highlights the steps taken by the DMRC to ensure the successful
completion of the project. It also explains how the DMRC managed the
various stakeholders like the central and state governments, the
contractors, and the citizens of Delhi, to ensure that the project was
implemented smoothly.
ISSUES
As the network has expanded, high rider ship in new trains had led
to increasing instances of overcrowding and delays on the Delhi
Metro. To alleviate the problem, orders for new 6 coach trains had
been placed and an increase in the frequency of trains had been
proposed.
There were uncommon, overcrowded and erratic feeder bus
services which connected stations to nearby localities. These were
also been an area of concern.
Another issue was the Yellow Line. In 2010, severe overcrowding on
the Yellow Line, which connects the north and south campuses
ofDelhi University, was reported to be a reason for students missingor reporting late for classes.
OBJECTIVES OF DELHI METRO:
The need to travel is a derived demand i.e. people do not travel just for
the sake of it but do so only when the need to move exists. The need to

move is dictated by user requirements like work, education, recreation,
health care, etc.
In the context of limited urban space, global warming, increasing incomes
and the consequent motorization, it is commonly agreed among urban
planners and city building professionals that safe and efficient public
transport is the best way ahead to make cities more sustainable.
Built at a cost that could provide free bus-based public transport and high
quality non-motorized transport facilities for years. The objective is to
reduced traffic congestions and pollution levels, Delhi is set to attain the
main objective behind the "Clean Delhi, Green Delhi" Campaign. The
DMRC aims to cover the entire city with a metro network by the year 2021
and provide world class services in terms providing commuters with a
safe, reliable, punctual, comfortable and affordable mode oftransportation. It promises to maintain full transparency in all decisions
and transactions. It guarantees that metro construction will not
inconvenience or endanger public life nor lead to ecological or
environmental degradation.
PLANNING THE PROJECT:
Following are the major constraints to project implementation:
Lack of Funds
Political Interference
Lack of professionalism
Accountability
Property disputes
Planning by DMRC which took care of above constraints:
1. Funding :
It was taken care of even before the project was commenced.
All the finances were taken care by Managing Director.
2. Political Interference :
DMRC sought complete autonomy on all major matters.

GOI promised to give autonomy.
3. Professionalism and Accountability :
Every individual was accountable for his/her role.
Every individual prepared detailed project report (DPR).
Track was maintained about each days work and was
submitted to respective supervisors.
Accountable for any deviations.
Targets were reviewed and revised.
4. Legal issues and property disputes :
GOI enacted the Delhi Metro Railway (Operation and
Maintenance) Act.
The Act surpassed the court stay orders and local municipal
laws.
5. Project Cost (manpower, energy and materials) :
1/3rd labour per kilometre as compared to Kolkata Metro.
To save energy cost DMRC entered into special agreement
with the Delhi Transco
Use of Primavera Project Planner 3.0 for monitoring resources
and work carried out.
Material usage for better results: broad gauge, ballast-less
tracks, etc.

CHALLENGES:
Delhi Metro Project is the biggest urban intervention in India sinceIndependence in 1947
Project had to be executed in very difficult urban environments.
Being in the capital city all actions under close scrutiny of VVIPs
The Project implementation period compressed from 10 years to 7years.
Metro being constructed to world class standards with frontlinetechnologies.
The expertise and technology not available in the country. Legal
cover needed for Construction and operations not in position.
BENEFITS:
Has a carrying capacity as high as 60,000 80,000 people (peak
hour peak direction traffic).
Requires 1/5th energy per passenger km. compared to road based
system.
Causes no air pollution in the city and lesser noise levels.
Occupies no road space if underground and only about 2 meter
width of the road, along central median, if elevated.
Carries same amount of traffic as 6 lanes of bus traffic or 26 lanes of
private motor cars (each way).
Is more reliable, comfortable and safer than road based system.
Reduces journey time by anything between 50% and 75%depending on road conditions.
LEARNINGS ARE :
Investigations Studies & Planning for the project should be perfectso that no midway changes are necessary.
The leader should be correctly chosen. Trust the leader and empower him to take all major decisions.

No change in the leadership for the duration of the project
Recognition of the importance of PR & Legal Affairs
Adequate funds made available in time. Fund projection should be based
on completion cost.
Governments commitment and support to the project is essential &should be quite visible.
No political interference in the project
