The Association’s fiscal year starts April 1, 2020 thru March 31, 2021. The proposed budget was presented to residents during the February 20th Board of Directors meeting. At the March 19th Board of Directors meeting the budget was formally approved. The Board wanted to remain sensitive to the fact that we desire to hold the current assessment rate, if at all possible, on the annual assessments. The Board is pleased to announce that it approved the budget with NO increase in assessments. The quarterly assessments will remain at $405.00 per quarter. The operating budget totals $1,132,061 which includes $216,000 added to the replacement reserve fund during the next 12 months. Because there is no increase in assessments that is not to say that we will not be focused on the continued maintenance and upkeep that has set our community apart from many others. Over the years, we have done a very good job in selecting and hiring quality contractors to serve the Tanoan Community Association, as a result we have been able to negotiate favorable contract terms with many of our vendors and contractor’s, thus allowing us to continue the high level of service without having any major increases in costs. Overall, the Tanoan Community Association is financially sound. It goes without saying that the Board of Directors continues to prudently manage expenses and protect revenues as we look forward to future projects. To All Tanoan Residents:FISCAL YEAR 2020-20121 OPERATING BUDGET

NO INCREASE IN ASSESSMENTS THIS YEARThe Board of Directors recently completed preparation of the budget for fiscal year 2020 – 2021. The Association’s fiscal year starts April 1, 2020 thru March 31, 2021. The proposed budget was presented to residents during the February 20th Board of Directors meeting. At the March 19th Board of Directors meeting the budget was formally approved.

The Board wanted to remain sensitive to the fact that we desire to hold the current assessment rate, if at all possible, on the annual assessments. The Board is pleased to announce that it approved the budget with NO increase in assessments. The quarterly assessments will remain at $405.00 per quarter. The operating budget totals $1,132,061 which includes $216,000 added to the replacement reserve fund during the next 12 months.

Because there is no increase in assessments that is not to say that we will not be focused on the continued maintenance and upkeep that has set our community apart from many others. Over the years, we have done a very good job in selecting and hiring quality contractors to serve the Tanoan Community Association, as a result we have been able to negotiate favorable contract terms with many of our vendors and contractor’s, thus allowing us to continue the high level of service without having any major increases in costs.

Spring Preparations

It is time to tune up the lawn mower and get ready for a busy spring renewal. Clean-up, paint-up, and fix-up are traditional springtime events we all look forward to. Please remember we are a covenant-protected community. Before you tackle that outdoor project, be sure that you have submitted a Planning Committee Application Request Form. If you are not sure that your project requires a request...do it anyway. It is always safer to get it in writing.

The Association office encourages residents to clean up their yards, sweep gutters, and sidewalks and to do their best to maintain/improve yards and neighborhoods as the growing season is upon us. Bringing the winter yard back to life again is a lot of work, but many residents certainly appreciate the hard work and devotion to keeping our community well maintained. I will also be working hard and devoted to keeping the common areas of Tanoan well maintained for your enjoyment and the enjoyment of all visitors.

Although most of the plants in our landscapes have been dormant for the last few months, we will soon enjoy the grass turning green, the flowers blooming and the trees showing off a wide variety of color and leaves.

During these months of dormancy, Leeco Grounds Management has been doing many things to ensure a beautiful landscape for the spring and summer. The crews have been pruning trees and cutting back the native shrubs and ornamental grasses to ensure healthy plants for the upcoming season. Although the visible portion of the landscape is dormant, the roots are still active and preparing for the growing season. Additionally, as our weather warms up, the weeds are not far behind. Leeco Grounds Management has also been taking preventative measures by applying pre-emergent weed control, which prohibits the weed seeds in the ground from germinating. All of this is done to ensure that come springtime, the common areas look their best.

While the common areas are an important part of the community, YOUR personal yards are just as important for a beautiful community. The following tips can be implemented now to encourage a beautiful landscape.

• Cut back native shrubs and ornamental grasses to control size and die out.

• Prepare your irrigation.

• Prune trees to eliminate branches that are dead, crossing, rubbing or cracked.

• Apply pre-emergent weed control on your gravel areas.

Watch for Late Frosts!

If our sunny days have tempted you into planting your flowers and veggies already, watch out for our notorious late frosts! When a freeze is predicted, cover those tender annuals with old newspapers, or worn out sheets and blankets. Plastic does not work well; the cold goes right through it.

On Saturday, April 25, 2020 from 10:00 AM to 12:00 Noon shredding of old tax returns, health records, or other sensitive documents will be done ONSITE at the Association office.

Wrought Iron Fences – Please Cut Back Overgrown Vegetation

We have noticed that many property owners have allowed vegetation to grow on, through or next to the fences. We need you to cut back by 12 to 15 inches all vegetation growing on or near the wrought iron fences. We need you to remove these obstructions especially if your yard borders a Common Area or sidewalk.

Hello everyone! I hope that this finds you all doing well in the “Year of Vision”. St. Patrick’s Day has passed; along with the first day of spring. Easter Sunday will be here soon, bringing with it the windy season.

Community Road Rules Reminder I addressed the issue of the road rules in Volume 40, Number 1 of the Tanoan Talk and, I would like to give everyone a quick reminder of the 20 MPH speed limit within the community. Also, directional signs are posted regarding safe travel around community islands; as well as stop signs. One last quick reminder there is no overnight parking allowed on the community roadways without approval. NOTE: Approval must be obtained before-hand. Please make every effort to inform any guests and or visitors; along with any contractors of the importance of observing all of community rules; as their actions while in the Tanoan Community are your responsibility.

Academy Gate As part of our continuing effort to be more efficient at the Academy Gate regarding visitor access; I would ask that any additions/deletions or up-dates to visitor lists, or resident contact information be relayed to the gate personnel, or myself. Doing so will greatly help our efforts to ensure a smoother, more efficient experience at the gate; as well as increased safety for the entire community.

Along with visitor, and contact information updates; I would like to stress to everyone the importance of vehicle registration within the community. Registration of all vehicles is the RESPONSIBILITY of every Tanoan resident. There may be a need for more frequent up-dates due to the fact that vehicles are sold and purchased on a regular basis. Updating this information will contribute to better control at the Academy Gate. One last issue that I would like to address is Gate devices. Gate devices are for residents of Tanoan only. Helping to control access to the community through the Ventura Gate should be a concern of every member of the community. Remember; we all benefit from a community effort geared towards creating a safer environment for everyone.

COMMUNITY ACCESS FOR GUESTS PLEASE HELP US TO SUPPORT COMMUNITY ACCESS

Tanoan is a gated, controlled and limited-access community. The following procedures are a REMINDER regarding guest/visitor registration.

ALL GUESTS/VISITORS (INCLUDING CONTRACTORS OR VENDORS)

MUST BE AUTHORIZED BY AN OWNER TO ENTER THE COMMUNITY

If a guest/visitor (including contractors or vendors) are not on your approved guest list, and do not have a work order authorization, the gatehouse will attempt to contact the Owner by phone for their approval. If a guest/visitor cannot be approved by an Owner they will be DENIED entry and turned away from the gatehouse. A visitor may be asked to provide a photo ID when entering to authenticate access.t

NOTE: For security reasons and accuracy, all Member-Owners are asked to contact the Community Relations Manager (505) 823-2307 OPTION #2 to make additions or deletions to their individual lists or via email at [email protected]. You may also notify the gatehouse of additions or deletions to your approved Guest access list.

Planning Committee

The Governing Documents for the Tanoan Communities include the Community Master Restrictions dated 09.25.1979, and consists of Covenants, Conditions, and Restrictions, Board Resolutions, including the Community Rules as revised. The Tanoan Association is charged with the duties and obligations to maintain and improve the subdivisions for the benefit of the lot owners. The following policies and guidelines regarding Landscape Maintenance have been enacted through the foregoing mentioned documents for the purpose of promoting harmony and ensuring aesthetic consistency within the Tanoan Community.

• Each lot and any and all improvements located thereon, including landscaping “Southwestern Style” and xeric landscaping shall be maintained by the lot owner thereof in good condition and repair. Reference: Master Declaration – Article 3.03 (d).

• All grass, mass plantings and other individual plantings shall be mowed, trimmed, and cut as necessary at regular intervals to maintain them in a neat and attractive manner. All living plant materials including but not limited to trees, shrubs, and turf should appear healthy and maintained so as not to look overgrown. Reference: Master Declaration – Article 3.04 (d).

• All dead vegetation shall be removed within 30 (thirty) days. Reference: Master Declaration Article – 3.04 (d).

• Landscaped areas, including xeric scape areas, flowerbeds, and vegetable gardens shall be kept free from weeds. Gravel areas should be free of plant debris

and weeds; no weed barrier or dirt shall be visible within the gravel areas.

• Sidewalks, streets, and driveways should be kept free of gravel and rubbish.

• The required minimum number and size of shrubs, trees and turf areas shall be maintained.

• Turf lawns (lawns) shall be green, reflecting adequate watering, fertilization and aeration with due regard to the seasons.

• Lawns shall be mowed as needed to maintain an attractive appearance with due regard to the seasons.

• Lawns will have minimal, or no weeds. Lawns shall not contain any patches of unwanted plants.

• Lawns will have no bare or dead spots continuing for more than three (3) weeks. Owners must re-seed or re-sod any bare or dead spots with due regard to the seasons.

• Trees have beautified our community for the last 40 years and warrant a special comment: Tanoan is blessed with many beautiful, mature trees. Periodic pruning and shaping of our trees is required by our Covenants, but also enhances the beauty and value of your property. Landscape maintenance includes tree maintenance.

TANOAN COMMUNITY ASSOCIATION POLICY RESOLUTION #26 (REVISED)

PLANNING COMMITTEE RULESThe following rules, effective 6/15/04 and revised effective 1/15/09, are enacted to ensure compliance with the City of Albuquerque Water Conservation, Landscaping and Water Waste Ordinance amended 3/11/04.LANDSCAPING

All yards, front, side and back, must be landscaped within six months of completion of a residential unit on the lot. Landscape plans and changes must be approved by the Planning Committee before implementation. Landscaping shall be in conformance with the following:

1. Forty percent (40%) of all front yards and forty percent (40%) of the side yards adjacent to the street on corner lots must be natural grass that is visible from the street. To determine the size of the yard, front yards and side yards shall be defined as that area between the back of the curb and the front and/or side façade of the dwelling excluding the driveway and the sidewalk adjacent to the curb (street walk). The intent of this rule is to comply with provisions in the City of Albuquerque ordinance that a property owner cannot be required to install high water use turf covering more than 20% of the total landscapable area of a lot. Should a property owner of a corner lot wishing to remove turf from the front and/or side yard determine that compliance with this policy may place them in conflict with the City Ordinance, the Planning Committee shall work with the property owner to consider a variance to the 40% front and side yard rule.

2. The grass should be placed so that it is adjacent to the street walk and furthermore, if two lots have adjacent front yards and if the grade difference is less than twelve inches (12″), the grass should flow from one yard into the next creating the visual impression of one large expanse of grass.

3. The remaining sixty percent (60%) of all front yards and side yards of corner lots shall include lead walks to the dwelling and the balance may be grass, flower beds, rock or other ground cover. If rock is used, it is recommended that the size range from crusher fines to river rock. Lava rock, cinder and white rock are not permitted. When laying a weed barrier under rock/gravel, it is recommended that a permeable landscape fabric be used in place of the less desirable black plastic. Any landscaping or re-landscaping plan, including xeriscape, must be submitted to and approved by the Planning Committee before implementing the plan.

4. All lots shall contain a minimum of one 2″ caliper or greater shade tree in the front yard and corner lots shall have a minimum of two additional 2″ caliper or greater shade trees in the side yard adjacent to the street.

5. All plant material must conform to the City of Albuquerque approved plant list.

6. If planters are built adjacent to the golf course wall and if dirt is to be placed against the golf course wall, it must be sealed from moisture by the use of mastic.

Spring Green Waste Collection!Residents can recycle their green waste for FREE! From May 4, 2020 – May 15, 2020The City of Albuquerque’s Solid Waste Management Department will pick up residential Green Waste at no additional charge. This year’s Spring Green Waste collection program begins on Monday, May 4, 2020 and end on Friday, May 15, 2020. Solid Waste customers should have their Green Waste at the curb by 7:00 AM on the day of their regular trash collection day.

1. Green Waste must be placed 5 feet from automated trash and recycling containers as well as any large items scheduled for pick up.

2. Solid Waste customers must place their Green Waste (leaves, grass, and brush in trash bags).

3. Each trash bag should not weigh more than 40 pounds.

4. Customers that have branches must cut them to four-foot lengths and bundle them securely.
