Concern over the shortage of applicants in the special education field led to the development of HB 1233. Designed to create a way for individuals, who do not have a degree in education, to enter the special education teaching profession.

HB1233 will allow Non-Traditional Route teachers to complete their certification while they are in the classroom (earn while they continue to learn). In a few minutes we will explain how.

Items to be submitted to OSDE Teacher Certification after completion of the Boot Camp:

1. Boot Camp completion certificate 2. Application for provisional teaching certificate 3. $50 fee4. Official transcripts5. Fingerprint background check (OSBI and FBI) and $59 fee

Issuance of a One Year provisional teaching certificate in Mild-Moderate Disabilities or Severe-Profound Multiple Disabilities

The One-Year provisional Certificate may be renewed two times for a total duration of three years validity

How to renew: Provide OSDE Teacher Certification with

official transcripts verifying at least 6 semester credit hours earned toward meeting the prescribed special education coursework during the validity of the One-Year certificate

1. Issued one or more provisional certificates via the Non-Traditional Route

2. Successful completion of prescribed special education coursework or a Master’s degree in special education.

3. Pass the appropriate Oklahoma Subject Area Test (OSAT), Oklahoma General Education Test (OGET) and Oklahoma Professional Teaching Exam (OPTE)

4. Submit application/fee for new certificate to OSDE Teacher Certification

Special Education teachers do not need to be H.Q. if they are in a setting where they do not provide initial instruction (i.e. resource room/lab assistance in a content area)

Mild-Moderate Disabilities teachers may co-teach. Core content certified teacher would be teacher of record.

Other avenues will continue to be explored and viable options will be addressed during the next legislative session and/or rule promulgation period.
