Subject: Grant in aid under the Centrally Sponsored Scheme of Multi sectoral Development Programme for minorities to Government-of Uttar Pradesh for the year 2010 -11 for Rampur District.

Sir, In continuation to this Ministry's sanction letter of even number dated 12/02/2009 for the

release of 1 st instalment, I am directed to convey the sanction of the President for release of ap amount of Rs. 7,37.50,000/- (Rupees seven crore thirty seven lakh and fifty thousand only) for the construction of anganw.adi centres. as, 27 d instalment (5no of.total .central share) of the toll sanctioned amount of Rs. 14,75,00000/- (Rupees fourteen crore and seventy five lakh) for the year 2010711 to the Govt.. of UP for implementing the scheme "Multi Sectoral Development Programme for minorities" for .Rampur. district as per. details enclosed at A.nnexure- 1.. The non-recurring grant may be released to the Govt. of UP through CAS, Reserve Bank of India. Nagpur.

2.. The expenditure is debitable to Demand No.66, Ministry of Minority Affairs Major Head- "3601" Grant-in-aid to State Government, 04- Grants for Central Plan Scheme (Sub Major Head), 378 -General-(Welfare of Schedule Casts/Schedule Tribes and Other Backward Classes) -other grants; 04 - Multi sectoral Development Programme for minorities, 04.00.35 — Grant for creation of capital assets.

3. A copy of the 'Utilization certificate of 1 s' instalment which was sanctioned vide Ministry's letter of even no. dated 12.02.2009 is enclosed.

4. Utilization Certificate for this grant should be submitted by the grantee in the prescribed format within 12 months of the closure of the financial year. As per the conditions contained in para 15.4 of the guideline of Multi sectoral 'Development Programme, (i) Quarterly Progress Report, (ii) Photographs of the works completed from earlier releases and (iii) work plan for the requisitioned amount may also be furnished.

5. The State Government should ensure that a board containing information of the date of sanction of the project, likely date of completion, estimated cost of the project, source of funding i.e. MsDP (Government of India), contractor(s) name and the physical target is displayed. After completion of projects. a permanent display would he installed.

6. Funds should be released by the State Govt. to the implementing agencies immediately upon receipt of the same from Govt. of India and as per the directions of Govt. of India, Ministry of Finance; parking of funds at any level is strictly prohibited.

7. Utilisation of the above mentioned amount by the State Government is subject to the terms and conditions at annexure-II. •

8. This sanction issues with concurrence of IFD vide their Dy. No. 604/IFD dated 13/09/2010. It is noted at S. No. 20 in the Grant-in-aid Register.

5. Utilization of the above mentioned amount by the grantee is subject the following terms and conditions:

Grantee will maintain a separate account of the funds released by th Mi nistry under this scheme/programme.

ii. The expenditure incurred by the grantee shall be open for inspection by the • sanctioning: .authority/ . Comptroller & Auditor General (if.. India/Interal Audit by the Chief Controller of Accounts of the Ministry of Minority 'Affairs. .

iii. The grantee will ensure that it has not obtained or applied for grants filo. .• the same purpose or activity from any.other Ministry or Department oc
