16 | Pipeline & Gas Journal November 2016 Oil Production, Natural Gas Price Upticks Expected for 2017 ipeline & Gas Journal’s 36th Annual 500 Report features the industry’s most comprehensive listing of U.S. energy pipeline systems. As in past years, the report ranks the nation’s gas distribution, gas transmission and liquids pipe- lines companies. Gas distribution companies are listed by number of customers. Gas transmission companies are listed by miles of pipe and liquids pipelines by total of crude oil and products delivered. Additional statistical data for the report are based on operating revenues, gas sold, total throughput of natural gas, product deliver- ies and miles of mains and service lines. Approximately 95% of the data is based on information from calendar year 2015, completed through direct company contacts and statistics collected from the Federal Energy Regulatory Commission (FERC). While every effort is made to ensure that each company’s infor- mation is accurate, some companies no longer have to provide statistical data to the FERC and did not respond to our inquiries. As a result, some of the data is based on the latest figures avail- able. In the event your information is incorrect, let us know. We also need to know of any changes of address, contact information, mergers and acquisitions. Energy Trends The Energy Information Administration’s Short-Term Energy Outlook (STEO), released Sept. 7, warns about continued oil price uncertainties. As a result, EIA projects Brent crude oil prices to average $43 bbl in 2016 and $52 bbl in 2017. West Texas Intermediate (WTI) crude oil prices are forecast to average $1 bbl less than Brent in 2016 and 2017. The current values of futures and options contracts suggest high uncertainty in the price outlook as well. Therefore, EIA’s forecast for the average WTI price in December 2016 of $44 bbl should be considered in the context of NYMEX contract values for December 2016 delivery. Contracts traded during the five-day period ending Sept. 1 (Market Prices and Uncertainty Report) suggest the market expects WTI prices to range from $34 to $65 bbl (at the 95% confidence interval) in December. What could be a change maker for oil prices is the recent agreement in Algiers by OPEC’s 14 oil producing nations to modestly reduce oil output later this year in an effort to shore up sagging prices, The decision reportedly sent global oil prices up more than 5%. A second meeting is scheduled later this month in Vienna to firm up details on cutting OPEC’s 33 MMbpd production by 700,000 bpd. Nevertheless, recent news reports and analysts say the OPEC deal to cut oil production may provide a short-term support for prices, but most don’t expect a change in the supply outlook. Concerning production, EIA’s U.S. crude oil forecast is projected to average 8.8 MMbpd in 2016 and 8.5 MMbpd in 2017. Production levels in 2017 for this forecast are 0.2 MMbpd more than in the August STEO. The upward revisions to production largely reflect an assumption of higher drilling activity, rig efficiency, and well-level productivity than assumed in previous forecasts. On natural gas prices, the STEO shows the Henry Hub natural gas spot price averaged $2.82 MMBtu in August, unchanged from July. The report notes that a hot summer and production declines have put some upward pressure on natural gas prices, although prices remain low enough to support significant natural gas-fired generation. Natural gas prices are expected to gradu- ally rise through the forecast period. The forecast for average Henry Hub prices in 2016 is $2.42 MMBtu and $2.87 MMBtu in 2017. Futures contracts for December 2016 delivery traded during the five-day period ending Sept. 1 averaged $3.18 MMBtu. Current options and futures prices indicate that market participants place the lower and upper bounds for the 95% confidence interval for December 2016 contracts at $2.25 MMBtu and $4.51 MMBtu, respectively. In early September 2015, the natural gas futures contracts for December 2015 delivery averaged $2.91 MMBtu. Corresponding lower and upper limits of the 95% confidence inter- val were $2.18 MMBtu and $4.06 MMBtu. EIA’s natural gas marketed production in June, the month of the most recent survey data, averaged 77.5 Bcf/d, which is down 2.7 Bcf/d from the record-high daily average production in February 2016. Production increases are expected in the second half of 2016 and through 2017 in response to forecast increases in prices and in LNG exports. The STEO notes that natural gas pipeline exports to Mexico increased in 2016. That growth is expected to continue in order to meet the growing demand from Mexico’s electric power sector. Gross pipeline exports are also expected to increase by 0.7 Bcf/d in 2016 to an average of 5.6 Bcf/d before declining slightly in 2017. Liquids’ Top Ten. In terms of total deliveries (crude oil and products), a number of changes occurred in the ranking over the past year. Enterprise Crude Pipeline rose from second place to claim the No. 1 spot with 1,027,714 and Plains Pipeline moved from third to second with 1,010,289. Colonial Pipeline dropped from the No. 1 position to third with 961,876 and Enbridge Energy Ltd. Partnership reclaimed fourth place with 850,041. The fifth through eighth places were claimed by Magellan Pipeline, 802,187, Sunoco Pipeline, 801,729, ExxonMobil Pipeline, 759,479 and Marathon Pipe Line, 674,294. The ninth spot went to SFPP L.P., with 410,942 while LOCAP LLC claimed tenth, reporting 398,392. Gas Transmission’s Top 10. Few changes occurred in terms of miles of transmission pipeline. The first three spots were again claimed by Northern Natural Gas, 14,761 miles, Tennessee Gas Pipeline, report- ing 11,781, and El Paso Natural Gas at 10,225. The fourth through eighth ranked companies were: Texas Eastern Transmission, 9,648; Columbia Gas Transmission, 9,617; Transcontinental Gas Pipe Line, 9,245; Natural Gas Pipeline Company of America, 9,117; and ANR Pipeline, 8,882. Pacific Gas & Electric claimed the ninth spot, report- ing 7,055, while Southern Natural Gas placed tenth at 6,985. Distribution’s Top 10. In the ranking for total number of gas customers, nine of the 10 that claimed spots this year were ranked in the top ten last year. Southern California Gas kept its first-place ranking with 5,900,000 customers. The two through sixth spots were claimed by Pacific Gas & Electric, 4,550,000; AGL Resources, 4,496,901; National Grid, 3,514,949; CenterPoint Energy Operations, 3,403,766; and Atmos Energy, 3,094,540. This year’s seventh position went to the WEC Energy Group, formed by Wisconsin Energy Corp. following the acquisition of Integrys Energy. The new company reported serving 2,817,309 gas custom- ers. Oil Production, Natural Gas Price Upticks Expected for 2017

ipeline & Gas Journal’s 36th Annual 500 Report features the industry’s most comprehensive listing of U.S. energy pipeline systems. As in past years, the report ranks the nation’s gas distribution, gas transmission and liquids pipe-

lines companies. Gas distribution companies are listed by number of customers. Gas transmission companies are listed by miles of pipe and liquids pipelines by total of crude oil and products delivered.

Additional statistical data for the report are based on operating revenues, gas sold, total throughput of natural gas, product deliver-ies and miles of mains and service lines. Energy TrendsThe Energy Information Administration’s Short-Term Energy Outlook

(STEO), released Sept. 7, warns about continued oil price uncertainties. As a result, EIA projects Brent crude oil prices to average $43

bbl in 2016 and $52 bbl in 2017. West Texas Intermediate (WTI) crude oil prices are forecast to average $1 bbl less than Brent in 2016 and 2017. The current values of futures and options contracts suggest high uncertainty in the price outlook as well. Therefore, EIA’s forecast for the average WTI price in December 2016 of $44 bbl should be considered in the context of NYMEX contract values for December 2016 delivery.

Contracts traded during the five-day period ending Sept. 1 (Market Prices and Uncertainty Report) suggest the market expects WTI prices to range from $34 to $65 bbl (at the 95% confidence interval) in December.
