FASt Lane Objective: Cuts the time it takes to get specific new innovative IT suppliers on Schedule 70 as well as the time it takes for changes to be made to a current contract. The FASt Lane program ensures our government customer agencies have quicker access to emerging technologies and innovative suppliers. Implementation: 4 Branches in Schedule 70 with dedicated personnel for FASt lane processing

o  Reducing the time to get on Schedule 70 from 110 days to as little as 45 days

Startup Springboard Objective: Allow highly qualified businesses an alternative to the current 2-year professional experience requirement. This means we can bring startup companies offering emerging technologies onto Schedule 70 and into the hands of customer agencies faster. Implementation: Now, prospective industry partners lacking two years of corporate experience can complete their proposals for an IT Schedule 70 MAS contract by: ➢  Using the professional experience of their executives and key personnel as a

substitute for having two years of corporate experience ➢  Using the project experience of key personnel as a substitute for having relevant

corporate past performance ➢  Providing financial documentation that demonstrates the company’s financial

responsibility in lieu of submitting two years of financial statements

IT Schedule 70 Plain Language Roadmap Objective: Develop a clear and concise way that explains the Schedule 70 offer process for new vendors in discrete and simple terms. Implementation: We talked with vendors about their experiences with the IT Schedule 70 process, what they had the most trouble with, and what information needed to be clarified. We also talked with contracting officers to see where they saw the most mistakes being made as they reviewed the offers submitted by vendors. In the end, we took all of the information we gathered and developed a step by step guide to what people need to know when submitting an offer for an IT Schedule 70 contract. §  Commercial Satellite Communications program is in partnership with the Department of Defense to help civilian and defense agencies support our nation’s military men and women in uniform, as well as humanitarian relief, disaster-response, counter-terrorism efforts, and more.

●  Alliant is the most COMPREHENSIVE and FLEXIBLE IT contract in the federal IT marketplace. It allows for a total solution for large complex IT requirements, including those aspects of the IT solution that aren’t IT in and of themselves, but are integral and necessary to the solution – those ancillary products and services needed.

Ordering period of performance: April 2009 to April 2014, with one five-year option from April 2014 to April 30, 2019* (Basic Contract expiration date). *Task Order performance can be performed up to April 30, 2024, which is past the Basic Contract expiration date, only when (1) orders are issued before April 30, 2019; and (2) options are included at initial issuance of the Order. The FAR Clause 52.217–8 Option to Extend Services cannot be used to extend work past April 30, 2024. (Refer to Alliant Contract Section F.3)

Enterprise Software Category Team (ESCT), co-managed by the GSA and DoD, will guide the development of Government-wide software license agreements for mandatory agency use, and OMB will encourage direct use of existing software licensing agreements.

Workstation Category Team (WCT), standardized laptop and desktop configurations, consolidated the number of contracts to those considered best-in-class, and develop and modify demand management processes to optimize price and performance

Requirement that agencies report 1) usage and eliminate unnecessary inventory/service on a quarterly basis, 2) reduce the number of contracts for mobile devices/services and transition to Government-wide solutions, and 3) modify demand management practices to optimize pricing and refresh schedules.
