I. County Activities *Projects= Members enrolled may take one project book per horse. Horse related projects such asHorseless Horse, Vet Science, and Self-Determined (#365) are appropriate to enroll in as a horse project member. All horse project members must complete an Equine Record #190 for horse project/s OR records as specified. Member’s completed records will be reviewed at the skillathon interview along with project books. For project members in their 2nd year and beyond and wish to exhibit more than one horse, the member must enroll in a separate project for the second animal and must keep records on all project animals (permissible in one record book or records specified). It is highly recommended that a member take no more than 2 horses maximum. An A or B grade is required in order for the member to be eligible for placing at the county fair show/s. The member’s final grade is the combination of: 51% skillathon score and 49% in selected class grade. *(If the member does not wish to exhibit at fair, final grade will be calculated using the skillathon score). Premiums are paid to those members who exhibit and will be awarded per horse/one grade. Non-horse exhibitors who exhibit a poster or display of their project will receive a still project premium. Skillathon scoring information may be found in the “Detailed Information” section of this packet. *Demonstrations=Members are to present a demonstrations on a topic within their project for thecurrent year. *Skillathon Judging= Members are to wear horse show attire for their skillathon interviews.

Equine Safety & Ethics Program= The goal of this program is to reduce liability risks on our volunteer leaders and to keep our youth and their parents better informed and safer. This Ohio 4-H required program consists of…

FIRST YEAR IN HORSE PROJECT MEMBERS: 1.) Every NEW (FIRST YEAR in project) horse project 4-H’er and their parent MUST read the safety booklet (Circular 191-R Horses, Safety & You)- parent and member must sign off that they have read it. The form must be turned in by April 1st. One booklet per family is needed; copies of the sign off form are being provided to the clubs for each member. 2.) the youth and parent/guardian must view two videos: “Every Time Every Ride” and “Horses, Kids & Ethics” before the member may ride (by May 1st) at a club meeting. ALL HORSE PROJECT MEMBERS>>> the parent and youth sign the Permission to Participate in 4-H Horse Activities Disclosure and Release of Claims form which is included in this packet>>>> this release (waiver) form YEARLY as per the Ohio Liability Law. ALL members are asked to turn in the WAIVER form along with their 4-H enrollment form by May 1st and first year member items 1 above as well. The form is included in this packet.

*Skillathon= All horse project members are required to complete a horse skillathon interview prior toexhibiting at the Ottawa County Fair. Member must have an A or B grade prior to fair in order to be eligible for placings in Junior Fair shows. *(If the member does not wish to exhibit at fair, final grade will be calculated using the skillathon score, demonstration and a member evaluation). Members may check-out a horse skillathon kit prior to skillathon judging. Each check-out is $2.00 (non-refundable). Skillathon requirements are included in this packet under “Detailed Information” (kits revised 2011)

*4-H Horse Advisory= Recommends policies and procedures for the 4-H Horse Program. Consists of4-H Horse Club advisors and club member representatives from the county. 4-H member reps are selected by the 4-H clubs as determined by the club membership. This council provides input/suggestions only to the Junior Fair Board. Council strives to provide quality educational programming for the 4-H’ers. Members and parents are invited to attend the council meetings if they desire; please contact Kathy Booher if you wish to be placed on the agenda to speak.

*Horse Shows= 4-H Horse Club members may decide to hold a horse show as a club activity. All 4-Hclub sponsored shows must adhere to the 4-H Uniform rules for 4-H Horse Shows and those rules established by the club or 4-H Horse Council. PAS shows are judged according to the standards set forth and also the 4-H Uniform rules for 4-H Horse Shows.

Honors for… *Extra Mile Award= Form included in this packet; award provided per 4-H Horse Advisory. *State Fair Participation= An award is presented to each State Fair qualifier at the Superintendent’s Meeting on move-in day of the fair. Provided by the 4-H Horse Council.

II. Ottawa County 4-H Horse Program Rules & Deadlines *Establishment of Ottawa County 4-H Horse Program Rules: County rules for the 4-H Horse Program may be established by the 4-H Horse Advisory. Any changes to rules & regulations and/or show classes must be submitted by November of current year. *The Ohio 4-H Uniform Horse Show Rules is utilized for 4-H Horse Shows and events. ALL 4-H HORSE PROEJCT MEMBER FAMILIES NEED TO SECURE A COPY OF THE UNIFORM RULES FOR 4-H HORSE SHOWS book through their club book order or by purchasing it directly at the Extension Office. *All 4-H members must have their own project animal/s. They may be leased or owned by the member. A. Equine Safety & Ethics Program (see above under County activities) completion is required prior to members riding at any 4-H club or county activities. Deadline is May 1st for this to be completed. Waivers due on May 1st. B. MANDATORY Protective Headgear Rule for Ohio 4-H: (page 6 of Uniform Rules for 4-H Horse Shows) “All youth age 19 and under, participating in any 4-H equestrian activity, are required to wear properly fitted protective headgear which meets or exceeds current ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards with the chin harness securely fastened at all times while riding or driving an equine. …”

*Horse Public Speaking Contest= Share your knowledge of horses by speaking in one of three categories: Public Speaking, Individual Presentation or Team Demonstration. Must pre-register; Contest is as indicated on the horse-related calendar of events.

*4-H Horse Bowl= State contest is in the spring. Rules are available through the Extension Educator, 4-H. *Hippology= Clinics and contest planned and carried out at the state level. Dates are indicated on the Horse-Related calendar of events; pre-registration required. *Judging Team= Members who wish to learn how to evaluate horses may opt to join a horse judging team in the county. Contests are held in various counties with a State 4-H Horse Judging contest being held the Saturday before the Ohio State Fair Junior Fair Horse Show (2014). Must pre-register. *State Sponsored Clinics= 4-H Horse project members are encouraged to ask their club advisors or officers for the availability of such educational opportunities. *State Competitive Trail Ride= Held in September. Must pre-register by Sept. 1st. *Groom & Clean Contest= A State 4-H level contest that tests the skills of a team of horse groomers. Must pre-register for this event.

You Might Be a 4-H Horse Project Member If…

• You have a pony/horse and want to learn how to care for and enjoy your animal. You’ve heard 4-H offers these opportunities and your friends are in a club and get to go to the Fair.

• You find a 4-H Horse Club that suits your needs. There are several clubs that you may visit to check if they meet your needs before you make your choice. Contact the Extension Office for a list of horse clubs and advisors to contact. Enrollment is due April 1 of the current year.

• You own or lease your project animal and don’t know which Project to select. The current year 4-H Handbook, which is available from your advisor (after mid-January) or the Extension Office, lists the project options with an explanation of each project requirement. Work with your parents and advisor to select the project book that suits your skill level.

• Now you are going to hear about meeting requirements, work sessions requirements, Fair requirements, PAS, mandatory Skillathon attendance and Fair responsibilities, etc., etc.

ARE YOU WONDERING WHAT YOU GOT YOURSELF INTO YET?!

Don’t worry, we’ve got you covered! Let’s define some of the above activities and it won’t be so overwhelming. This a good time to mention that you can complete your 4-H horse project without taking your horse to the Fair. We strongly recommend that you attend the Skillathon judging even though you may choose not to exhibit your horse at the Fair. Your advisor can judge/approve your participation as a club member and completion of your project. Participation at the Fair is on option you have, not a requirement, but you need to discuss this with your advisor early in the year.

• Club meeting requirements are covered in your club’s Constitution and By-Laws. Your advisor and seasoned parents and members can answer questions.

• Work Sessions with your pony/horse are the individual club’s responsibility. In general, each club has the option to hold work sessions during the summer months to help you prepare for Fair. These are held at the Fairground’s arena when weather permits and might include any and/or all of the classes offered for 4-H judging. You must have transportation for your horse to be able to attend these practices. This could be hitching a ride with another club member or being lucky enough to own your own rig.

• PAS Shows – Performance Against the Standard – Ohio State Fair 4-H Horse Show participants must attend and qualify at the local PAS shows in order to show at the State Fair. Ottawa County offers one PAS qualifying show.

• Skillathon – If you are bringing your horse to the fair you are required to attend Skillathon judging in early July. This is the time your completed project book is judged, you are interviewed about your project, and you work through and are rated at several Skillathon stations. Skillathon kits will be set up at the Extension Office so members can practice prior to the actual Skillathon date. Your advisor will let you know these dates.

• Ottawa County Fair – You found all the entry forms in the Jr. Fair Handbook, submitted them before the deadlines, attended work sessions, inspected and cleaned your tack, conditioned, clipped, and trimmed/shoed your horse and are really ready to move in to the Fair. Before that happens, club members are responsible for decorating their stalls, making sure the stalls are in good repair so your horse doesn’t get hurt while stabled, and maybe even helping prepare the arena for your riding pleasure. Be willing to help as much as your schedule allows. The more you are involved, the easier it is to see how things come together to make our Fair successful.

o During the Fair, the Jr. Fair Horse Superintendent is in charge of the 4-H horse judging events. You will be asked to attend a meeting on move-in day of the Fair to review rules, show plans, and other important items. Your advisors meet with the Superintendent prior to Fair time to make sure everything runs smoothly when we get to the Fair.

SUMMARY Match your project animal to your skill level.

o Inexperienced horse + Inexperienced Rider = Unpleasant Experiences in many cases. A seasoned equine partner will help make your 1st year of horse club and Fair experiences

memorable in a positive way. The Horseless Horse project is designed to help you learn about horses, attend Skillathon, and

take part in the Fair (Horseless Horse Showmanship) if you can’t have a horse your first year. Make sure you begin, or continue, a health program for your horse.

o Basic immunizations and tetanus to protect your horse can be recommended by your veterinarian.

o An equine dentist can examine and correct any dental issues. You and your farrier will be able to set up a regular trimming/shoeing program.

o Food, water and exercise should be consistent and adjusted to how your horse is being used. Body scores do matter! If your horse is thin and in poor condition, ask your vet or advisor to help guide you to an acceptable body score for your horse. Start early in the season so you have time to make improvements before Fair time.

o Remember – A Healthy Horse is a Happy Horse. Your road to success can be made easier by working with the teams mentioned above.

Written information necessary to keep you on track and avoid missed deadlines are: o 4-H Family Newsletter – published quarterly by Kathy Booher, is delivered via e-mail or

snail mail. o Ottawa County 4-H Handbook – handed out at the beginning of the year at your 4-H

meeting. This has a calendar of 4-H and Jr. Fair events; Ottawa Co. Policies and Guidelines; 4-H Projects and Resource materials; and the Extension Office address information. (This is distributed in CD form.)

o Ottawa County Jr. Fair Handbook – handed out at your 4-H club meeting or can be picked up at the Extension office. This book has your Jr. Fair Horse ID Form, Jr. Fair Horse Judging Entry Form.

o Ottawa County 4-H Horse Member Packet – This is distributed at the Family Fun Night and includes a calendar of events as well as all the forms we can gather together in one spot!

o Uniform Rules for 4-H Horse Shows – may be purchased from Extension Office. A must read if you plan to show!

The path to a successful 4-H horse project is measured by the dedication and cooperation put forth by each member to make the best better.

One purpose of 4-H horse projects is to teach young people how to feed, fit, show, and care for their animal(s). The more important purpose is to provide an opportunity for personal growth and development of the young person. Ohio 4-H realizes that some youth are unable to have an actual horse for their 4-H horse project. Options available to these individuals include: Lease a horse from another individual Horseless Horse Project (project number 173)

What Is The Purpose Of Leasing A Horse As A 4-H Project? A lease program is appropriate in the 4-H program when one or more of the following

conditions exists: 1. Youth does not have the financial ability to purchase a horse. 2. Youth has a horse but it is unable to be used (lameness, pregnancy, too young, etc). 3. Youth has a horse but it is the wrong type for the educational experience the youth wishes to

obtain. What Are Expectations Of The Horse Owner? An individual (lessor) who leases a horse must be willing to: 1. Relinquish all rights to train, handle, and care for the horse in order for the youth to complete

the requirements of a 4-H horse project. Potential owners should not lease horses they want to ride or show on a regular basis during the term of the lease.

2. Not take the horse back prior to the end of the lease unless the youth agrees to return the horse.

3. Have the youth (or parent/legal guardian) sign whatever agreements they decide upon in regard to care of the animal.

4. Allow the youth to transport and show the horse in 4-H, open, or breed shows. What Are Expectations Of The 4-H Participant? An individual (youth) who leases a horse as a 4-H project: 1. To be responsible for the care of the animal in whatever manner is mutually agreeable to both

the owner (lessor) and youth (lessee). 2. To complete a horse identification form as required by local counties to identify the horse as a

4-H project. 3. As a part of the educational experience of leasing a horse, to work in consultation with the

owner (lessor) to develop a lease agreement on the horse selected for the Ohio 4-H program (see attached suggestions for developing a lease agreement).

4. Prior to any deadline date established by your local County Extension Office, to submit to the local County Extension Office a completed copy of the horse identification form and lease agreement for verification purposes ONLY.

What Should Be Included In A Lease? Every lease is unique in the items that must be covered to protect both the owner (lessor) and

the youth (lessee). A lease should be drawn and signed by the owner and the youth to insure adequate care of the animal, protect the investment of the lessor, and to detail the responsibility of the youth in regards to caring for the animal. It is wise to have a written lease agreement any time you are using someone else's horse, even if the owner is a family

member. A lease can assist in preventing misunderstandings and unhappiness between the horse's owner and youth leasing the horse.

We suggest the following issues, but not limited to these, be addressed in a lease: 1. Identification of the horse (name, registration number if registered); the name, address, and

phone number of the youth (lessee) leasing the horse; the name of parent/guardian if the youth is under 18 years of age; the name, address, and phone number of the owner (lessor).

2. Who is responsible in case of injury or death to the horse. Who pays veterinarian bills, and what would be the maximum amount you are expected to pay in veterinarian costs if injury costs are your (lessee's) responsibility. In addition, if the animal is injured and unusable, who has to nurse the animal back to health? An owner (lessor) may require you to take out insurance on the horse with the owner as the beneficiary to cover possible loss due to the death of the horse.

3. Where the horse will be housed and who is responsible for the daily care of the horse; any feed, health care (i.e. deworming, vaccinations, etc), foot care, and/or special stabling requirements made by the owner.

4. The purpose(s) for which the horse will be used, and that it can be transported at the youth's discretion to shows.

5. Any limitations that would be placed on the owner's use of the horse. Refer to the current Uniform Rules for 4-H Horse Shows (Circular 179) for limitations caused by the animal being a 4-H project and include them or reference them in a statement, and make a copy of the rules available to

1. the owner of the horse. 6. A statement on the time period covered by the lease and under what conditions and time

frame the lease can be discontinued. 7. The owner should have a statement included relieving them of liability in cases of property

damage, injury to the youth, or injury to a third party while the horse is under the lessee's supervision.

8. A place for signatures for the owner (lessor) and the youth (lessee) with a line for parent/guardian if the youth is under 18 years of age. The above mentioned issues are only suggestions, and we can not advise you as to specific terms or wording in a lease agreement. You may even want to consult an attorney.

Dept. 8: SADDLE HORSES AND PONIES Monday, July 17, 2017 Tuesday, July 18, 2017

Wednesday, July 19, 2017 Each show day begins at 9:00 a.m.

Opening Ceremony begins at 8:30 a.m. on each day

Read all of the Ottawa County Rules & Regulations & Abuse/Harassment Policy RULES AND REGULATIONS: 1. Ownership – the date established for having possession of a horse by an Ottawa County Jr. Fair participant is May 1,

2017. The Ottawa County rule for replacement of animals is as follows: 2. Jr. Fair horse show participant may replace his or her animal after the stated date (Horse-May) if loss is due to

injury, death, or extreme sickness. Those who choose to show the replacement animal at the Fair are eligible for an A, B & C grade only. They are only eligible for Showmanship awards.

3. HORSE ID CARDS: (located in forms packet) All horses will be identified by completing a horse ID form. All horse ID forms must be postmarked or turned into the Jr. Fair Coordinator by June 15, 2017. Exhibitors returning the horse ID Form after the June 15, 2017 deadline will be charged a $50.00 late fee. If the ID card is turned in after June 30, 2017, the exhibitor will NOT be eligible for county awards or to be an Ottawa County Rep. to the Ohio State Fair 4-H Horse Show. A copy of the lease must accompany the ID form if the horse is not owned by the exhibitor or the exhibitor’s family.

4. JUDGING ENTRY FORMS: Classes will be chosen the night before the event. Forms will be available at the Entry booth the day before so you can enter for the following day. Once filled out, you turn in the forms at the Entry Booth. You can ONLY turn in the form the night before the event. No other days forms will be accepted. Sunday the booth will be open from 6:00-8:00 pm, then for 2 hours after the shows on Monday and Tuesday.

5. A member must exhibit and participate in the Ottawa County Jr. Fair to be eligible to compete at the Ohio State Fair.

6. 4-H horse exhibitors are limited to stall two equine for the week of the fair. (This is subject to change.) 7. An exhibitor may show one saddle horse per class. Equine reproduction and Draft may have two per class. 8. An exhibitor may not show in both a pony and a horse class with the same animal. 9. For those horses exhibited at the Fair, the member must show their horse in at least two classes. The second horse

(if applicable) must be shown in at least one class. Choice of classes is optional. This does not apply to Equine Reproduction, which will show in appropriate Production Class.

10. Organizing and conducting of the Jr. Fair Horse show is the responsibility of the Jr. Fair Horse Superintendent and Assistant Horse Superintendents. The Horse Superintendent reserves the right to combine, cancel or split classes. The Ottawa County Jr. Fair Horse Judging will follow “Uniform Rules for 4-H Horse Shows”.

11. The Judge’s decisions will be final. 12. An entry fee of $10 per animal will be collected with the Horse ID form, due June 15, 2017. 13. Please make checks payable to the Ottawa County Ag Society (non-refundable). 14. You may not scratch any classes unless there is a safety issue or if there is an injury or illness to the exhibitor or

horse. Scratches are discouraged, once you sign-up for the event, you are signed up. An unexcused (as determined by the Superintendent) scratch from a 4H show will cause you to not place in your next class.. 2 scratches on the same horse in the same day will cause you to not place in your next 2 classes. 3 scratches in one day on the same horse, you will not be able to show the remainder of the week.

15. Showmanship: There will be Showmanship for Contesting Horses. You must compete in 3 classes with the same horse to be eligible for showmanship. The patterns will be the same as those in Western. Rope Halters are permitted. Western wear is acceptable. Refer to the rulebook for more information.

16. Showman of Showman: The top 2 in each of the following classes will compete; Senior English Showman, Senior Western Showman, and Senior Contesting Showman

17. Outstanding Exhibitor: Will use Showmanship, Skillathon and your top class score. You must choose 1 showmanship class, and 1 class, and the horse that you want to count towards your score. H. If showing more than 1 species, you must choose your species at skillathon that will count towards your outstanding exhibitor.

OVERNIGHT POLICY

Junior Fair livestock exhibitors wanting to stay overnight in the barns must: A. Be enrolled in a livestock project in that barn. B. Have a parental permission slip completed and on file in the Jr. Fair Office and permission from the Jr. Fair

Committee. You will need an overnight wristband given at the Jr. Fair Board office. C. Sign up daily in the Jr. Fair Board Office. Policy stipulates that one adult (over 21 yrs. old), and up to a maximum of

five (5) Junior Fair exhibitors, per adult, may stay overnight in one livestock project area.

LIVESTOCK AWARDS

Ribbons and Rosettes: Participation ribbons will be awarded for showmanship classes as well as any other extra classes. Rosettes and ribbons will be awarded as follows:

A. 1st-5th place rosettes will be given for all livestock areas. B. Any exhibitor that is not eligible for county show awards is eligible for showmanship awards.

GRIEVANCES

1. The Junior Fair Rules Committee will govern any circumstances regarding Junior Fair activities not covered by theserules and regulations (refer to the Jr. Fair Grievance Procedure).

A. The Jr. Fair rules committee will consist of the Jr. Fair Committee, two (2) Jr. Fair Board delegates, and one member from each livestock department, small animals, horses, still projects, and pre-fair judging.

2. Rule Violations:A. In the question of a rule violation, the following due process will be used: The Junior Fair Board will

question the exhibitor and/or parties involved. If it is felt a violation has occurred and the Junior Fair Board can find a resolution with the parties involved, their decision will be final.

GRIEVANCES

B. Jr. Fair Grievance Procedure: 1. The purpose of the Jr. Fair Grievance Procedure is to serve as a means to resolve any grievance arising from Jr. Fair

participation whether prior to the fair or during the fair and after all alternative solutions have been exhausted. 2. The Grievance committee will consist of at least five (5) members with no more than thirteen (13) and will always

contain an odd number. From the Jr. Fair Advisory Committee and Jr. Fair Board officers to act and resolve any grievance.

3. By Jan. 1 of each year, the Sr. Fair Board will appoint the co-chairpersons. Co-Chairpersons will not have a vote. 4. If a chairperson is involved the other chairperson will run the process. 5. The Exhibitor can only file the grievance. 6. A grievance is to be submitted at the Sr. Fair Board Office addressed to the grievance committee chairpersons in

writing within thirty (30) days of the occurrence prior to the fair or within two (2) hours of the occurrence during the fair, in a sealed envelope.

7. The complaint must contain the following information: • The Complete problem including the names of all involved. • The steps taken to solve the grievance prior to submitting the grievance. • The action required if found in favor of the submitter. • A fee of twenty-five dollars ($25.00) in cash must accompany the grievance. If the decision is made in favor of

the grievant, the twenty-five dollar fee will be returned. If money is not returned, it will be placed in the building or beautification Jr. Fair Fund.

• The committee will discuss the grievance and determine if all means have been exhausted to solve the grievance or give the grievance to the appropriate group to determine if a resolution can be met. Should the appropriate group not be able to resolve the problem, it will then be returned to the Jr. Fair Grievance Committee with a reason why it cannot be resolved. The committee will notify the Party(ies) which the grievance is against and afford them the opportunity to reply in writing within seven (7) days of the notification prior to the fair or within two (2) hours of the notification during the fair.

• Should the committee determine to meet and render a solution; both parties will be notified of the time and place and will be given an opportunity to present their position at that time.

• A grievance will be taken under advisement within 7 days of notification of grievance if prior to the fair or within 24 hours if during the fair.

• All parties will be expected to abide by the decision(s) made by the committee and their decisions will be final. • The meetings will be taped for clarification purposes only. • Once the grievance is filed, the chairperson will contact the Committee and set a meeting date and place. • Solutions to the grievance will be submitted to the committee in the form of a motion and vote will be by secret

ballot.

ABUSE/HARASSMENT POLICY

Abuse / Harassment Policy

No verbal, physical abuse or harassment of Directors, Judges, Ring Stewards, Superintendents, Exhibitors, Volunteers or Employees of the Ottawa County Fair will be tolerated. Any person found to be in violation of this rule will be escorted from the fairgrounds and premiums will be forfeited. Upon the committee’s decision, said person or exhibitor may not be allowed to exhibit at the Ottawa County Fair for a period of up to two (2) years. On the event that this rule is violated by a Parent or Guardian of an exhibitor, upon the committee’s decision, penalties may be enforced against the Exhibitor. The committee’s decision shall be final. The committee will consist of the following: President of the Ottawa County Ag Society or (a designee of the President), the Senior Fair Board Department Representative of the department involved, and three (3) additional board members, chosen by the President.

Please read the guidelines and requirements for the application carefully. The application MUST be returned to the OSU Extension office no later than March 1, 2017. In order to be considered for the scholarship, you must include the following.

1. The guidelines for application with your initials in front of eachnumbered line. You must meet every requirement to be qualifiedfor the scholarship.

2. The completed application. This includes the cover sheet, theapplication, and the essay questions. The application must be signedby your parent, your advisor, and yourself.

3. Proof of acceptance at your chosen college or university will berequired no later than November 1, 2017. This will allow you time toreceive your acceptance letter. Proof may include a copy of youracceptance letter, a copy of a receipt showing tuition paid, atranscript of your first year grades, or a copy of your college ID.

The Ottawa County 4-H Horse Scholarship Committee will review the application and determine which ones qualify. A panel of non-4-H judges will determine the winners. The judges will not have access to the personal information included on the cover sheet. Applicants will be selected according to their qualifications. OTTAWA COUNTY 4-H HORSE SCHOLARSHIP Guidelines for application

_____ 1. The Ottawa County 4-H Horse scholarship guidelines are

based on the 4-H year (Jan. – Dec. 2017). _____ 2. Applicant must be enrolled as a freshmen or sophomore in

college for the 2017-2018 school year. _____ 3. Applicant must be currently enrolled in the Ottawa County 4-H

Horse Program. _____ 4. Applicant must have at least five years membership in the 4-H

Horse Program. _____ 5. Completion of projects, attendance, and participation in club

activities will be considered. _____ 6. Activities outside of the 4-H program such as church, sports,

clubs, organizations, and work experience will be considered. The applicant’s GPA will also be considered.

_____ 7. Applicant must be enrolled in a two-or-four-year college program in any field (proof or acceptance will be required).

Ottawa County Fair Versatility Class

Thursday, July 20, 2017 - 9:00am

Any Ottawa County 4-H horse member is eligible to show in the Versatility class! Versatility encourages

horsemen to expand their knowledge to more than one discipline and to even step out of their comfort

zone a little bit.

Format

- Seniors will exhibit in their four classes first, followed by the Juniors. They will not be

rotating or run concurrently.

- Four classes will be shown in each division; those four classes will be randomly drawn

from a hat. The four classes shall consist of:

o English riding class (Equitation, Hunter Under Saddle, etc.)

o Western riding class (Horsemanship, Western Pleasure, etc.)

o Individual pattern class (Showmanship, Trail, Reining, etc.)

o Gymkhana class (Barrels, Poles, etc.)

- The order of the four classes drawn will be chosen by drawing from a hat.

- Classes to be shown and their order will be drawn during the Superintendent’s meeting

on Sunday evening, and will be posted at the entry booth immediately after.

- Judges will place each class 1st place – 10th place (10 points for first place, 9 points

for second place, etc.). Points are totaled for all four classes to determine the overall

placings, which will have awards for 1st – 5th. All placings will be announced after

the last class in each division.

- In the event of a tie, the exhibitor with the highest individual pattern score will be

determined the winner.

Rules

A. Each exhibitor must show all four classes and must use the same horse in each class.

B. Exhibitors will have a five minute period to change tack and apparel between classes.

C. Exhibitors may have one adult and one 4-H age helper to assist them between classes.

D. Exhibitors and their horses must stay in the show arena at all times.

E. Any tack or apparel changes not completed within the five minute window will be

disqualified.

F. All classes will be judged according to the Uniform Rules for 4-H Horse Shows Rulebook.

2017 Horse Skillathon Study GuideAge divisions for Skillathons are as follows: (Your age as of January 1, 2017): Juniors 8-10 Intermediates 11-13 Seniors 14-18

The Ottawa County Fair Horse Skillathon will take place on Friday, July 14, at the Fairgrounds.

This Study Guide describes each station that will be in the 2017 Horse Skillathon.

Station 1: Project Book (20 points)

Present your completed 2017 Livestock Project Book to the judge. The judge will review your records and completed project book. Point values will be assigned to sections (to be determined) and the judges will award points recognizing the degree to which the book has been completed. Sections to be complete in the book may include: Feed Records, Treatment Records, Inventory of Animals, Project Activities, Medication Label and Insert, etc.

Station 2: Interview Station (20 points)

You will have an interview for each horse project you are enrolled in. You will be asked 5 questions, by an interview judge, based on your project book(s). You will earn 4 points for each correct question. Sample interview questions are included with this study guide. All questions are based on your project books.

Station 3: Safety & Ethics (15 points)

You will have an interview from project book 191, pages 19-21 and the Safety & Ethics Videos. You will be asked 5 questions by an interview judge. You will earn 3 points for each correct answer. Sample questions are included in this Study Guide. The Horses, Safety and you project book #191 is available from OSU Extension to buy or borrow.

Station 4: Breeds & Tying (15 points)

Juniors: You will be asked to identify 10 breeds of horses. For more information, refer to the Beginning Horse Management project book on pages 69-71or view a power point file that is on our web site at: http://ottawa.osu.edu/4-h-youth-development/skill-a-thon-study-guides. If you do not have Microsoft Power Point on your computer you may download a free power point viewer program from Microsoft.com.

Intermediates & Seniors: You will be asked to make a bow knot and quick release knot. You will be asked to demonstrate tying the horse to a fence. This information can be found on page 22 of the Beginning Horse Management project book.

Juniors: You will be asked to identify 15 parts of the horse. You will randomly select 15 part labels and be asked to correctly place them on the horse. You will not know which 15 parts you will draw so you should study all parts. A horse parts diagram is included in this Study Guide.

Intermediates & Seniors: You will be asked to identify the 15 parts of a Western Saddle. Parts are found on page 23 in the Beginning Horse Management project book.

State 4-H Horse Communications Contest Rules (1/1/2017)

GENERAL RULES: 1. Eligibility – Youth can only participate in one division per contest year. Each contestant must be currently enrolled

in a 4-H Horse project in the county they represent. Junior contestants are eligible to compete in this contest in subsequent years. Senior contestants are eligible to compete in this contest and in the same division in subsequent years as long as they were not the high individual overall (Public Speaking or Individual Presentation) or a member of the high team overall (Team Presentation). Senior Contestants that were high individual overall in their respective division are not eligible to compete in the same division in subsequent years. The only exception would be if they were also on another champion team the same year. In that case, youth must choose which event they will represent Ohio in at the Eastern National Contest and could repeat the same division of this contest in subsequent years. Senior Contestants that are high individual overall in their divisions are expected to represent Ohio at the Eastern National 4-H Horse Roundup. As this contest determines which contestants will represent Ohio at national contests, ONLY senior 4-H members are allowed to compete on a senior team to comply with national eligibility requirements.

2. Age – Senior contestants must be 14 years of age, but not yet have achieved their 19th birthday on January 1st of thecurrent year. Junior contestants must be at least 8 years of age and in third grade and under 14 years of age as ofJanuary 1st of the current year.

3. Divisions – Public Speaking; Individual Presentation; Team Presentation. A “team” will consist of two members.

4. Speeches – Speech topics must pertain to the horse industry, be horse related, and be original and factual. Visualaids of any kind will not be allowed (posters, items, equipment, etc).

5. Individual & Team Presentations – Two tables and a chalkboard to display posters will be available for contestants.All presentation subjects must pertain to the horse industry, be horse related, and be original and factual. Because ofthe indoor facilities, presentations must not involve the use of live animals; however, model animals may be used. ALCD projector and screen will be available. Internet access via Wifi is not available.

6. General Rules – Brief notes may be used if desired; however, excessive use of notes may penalized at thediscretion of the judges. A public address system will not be used during the contest.

State Hippology Contest (1/1/2017) GENERAL RULES:

1. Team and contestant eligibilityA. Each county may enter two (2) junior and two (2) senior teams of four (4) contestants. If four

contestants are designated, all will participate and the lowest scoring individual will be automatically designated as alternate. The alternate’s scores will not be included in team scores but alternates will be eligible for individual awards. The team may be selected by any procedure that the county deems to be appropriate. Team members must be currently enrolled in a 4-H horse project.

B. Senior Contestants must be at least 14 years of age on January 1st of the current year, and not be more than 18 years of age on January 1st of the current year.

C. Junior Contestants must be at least 8 years of age and in third grade and under 14 years of age as of January 1st of the current year.

D. Contestants may not have participated in an official, post secondary Hippology, Horse Bowl, or Horse Judging contest, nor have been in training in preparation for one of these contests.

E. Junior Contestants are eligible to compete in this contest in subsequent years. F. Senior Contestants on the Champion team are not eligible to compete in this contest in subsequent

years. The only exception would be if they were also on another champion team or champion speaker(s) in the speaking contest the same year. length of saddle, etc may be required.

C. Judging Phase – approximately 200 points. Contestants will be required to place at least four classes consisting of conformation and/or performance classes. Every effort will be made to use the same horses used in the judging contest, with placings to be simultaneous to the judging contest. In extreme emergency, pictorial, video and/or movie classes may be used, in which case they would be especially prepared for the event.

D. Team Problems – approximately 200 points.

All teams must complete the same team problem per division. Each team will have equal time to discuss among themselves the problem, immediately after which they will have to present an oral solution or series of suggested procedures relative to the problem. Each member of each team is encouraged to contribute to the oral presentation. Evaluation will be based on the understanding of the problem, completeness of the logic used in making the oral response. The official may ask questions of any or all of the team members to clarify the presentation. Examples of possible team problems might include: 1. Balancing a horse’s ration 2. Farm management recommendation for specific (i.e., breeding, training, boarding, nursery, lay-up, etc)

horse operations. 3. Considerations for the establishment of a new horse facility (stable to be used for a specific purpose). 4. Recommendations for selecting, locating and purchasing horses for specific uses. 5. Behavior problems-causes, management of and corrections. 6. Training & conditioning problems: equipment, schedules, methods, nutrition, problem avoidance. 7. Breeding and/or leasing contracts – specific clauses for insurance, liability, payments, care, termination,

transport, etc. 8. Teaching lessons in horse management (specific subject to be announced) to a group of 9-11 year old

beginner 4-H’ers where, how long, how much information, hands-on experiences, reinforcement, testing evaluation.

9. Explanation of use or assembly of specific equipment will be considered. 10. Demonstrate skill or ability to use specific equipment.

Team problem scores will not be included in determining the rank of individuals in the contest, but will be added to the team scores of the other three phases to determine overall team standing.

4-H HORSE JUDGING CONTEST GENERAL RULES (effective 1/1/2017)

General Rules: 1. Registration forms MUST be in by the deadline date. Absolutely no late entries

will be accepted. Registration forms must be signed by appropriate the Extensionprofessional or FFA instructor to be eligible for competition.

2. If approved by the 4-H educator or FFA instructor involved, adjoining countiesmay combine their youth to produce a team if either county does not have enoughyouth to make a team and if these youth have participated in training workoutstogether.

3. All electronic devices are prohibited and any youth caught using one will beexcused from the contest.

4. Contestants will be divided into groups for the contest and will remain with their assignedgroup throughout the contest and taking of oral reasons. While the contest is in progress, thereis to be no conferring between contestants or between a contestant and anyone else except asdirected by the Superintendent or his/her representative. Offending contestants may bedisqualified.

5. Contestants will be allowed 15 minutes to judge each class.6. Hats, flip flops or sandals that do not cover the toe, shorts or any clothing bearing

identification of contestant or county affiliation is strictly prohibited. Professionaldress pertaining to horse show judging attire is encouraged.

7. Contestants may use clipboards, notebooks, plain paper, score sheets and anymaterial pertaining to horse judging while at the contest. Please note that thisrule differs from national contest rules.

1. Any bona fide 4-H member who has not participated in the National 4-H HorseJudging Contest at Eastern or Western National 4-H Roundup and has notparticipated in official post secondary course work or training in the subject areaof the national 4-H competition shall be eligible to participate. Junior Division: 1. Each county may send two teams (or one or two individuals, or one team and one

In that case, youth must choose which event they will represent Ohio in at the Eastern National 4-H Horse Roundup and may repeat this contest in subsequent years. 2017 State 4-H Horse Poster Contest Rules (1/1/2017)

1. Any youth currently enrolled in a 4-H horse project may enter a poster. 2. Age divisions will be as follows: Senior Contestants must be at least 14 years of age on January 1st of the

current year, and not be more than 18 years of age on January 1st of the current year. Junior Contestants must be at least 8 years of age and in third grade and under 14 years of age as of January 1st of the current year.

3. Each poster must be made by the 4-H or FFA member. 4. Posters must be made using size 22” x 28” poster board, displayed horizontally. Poster boards are not to be mounted on any type of stiff backing. Shadow boxes, overlays, or three-dimensional posters are not permitted. Stick on letters and stickers are permitted. Posters need not be laminated or covered with a thin plastic material; however, lamination will help preserve the poster. 5. Each poster must be clearly labeled in the lower right hand corner with the exhibitor’s name, county, and age as of January 1 of current year. 6. Posters will be judged on Educational Content (50 pts.), Neatness/Appearance (30 pts.), and Originality (20 pts.). 7. The top ten posters in each age division will be displayed along the Gilligan Complex center wall during the State Fair Junior Horse Show. All posters that place will be displayed throughout the Horse Show. Additional posters will be displayed as space allows. 8. Ribbons will be presented to the top five individuals in each age division on Wednesday, July 26, in the Coliseum prior to the grand championship classes. 9. First place winners in each age division can exhibit every year provided the age requirements are met. 10. Each youth must complete an entry form and send or bring the completed entry form along with poster to Poster Contest, 222 Animal Sciences Building, 2029 Fyffe Ct, Columbus, Ohio 43210. 11. Posters must be postmarked by July 1. Posters postmarked after this deadline will not be judged; however may still be displayed. 12. COMPETITIVE TRAIL RIDE RULES (Effective 1/1/2017)

REGISTRATION: 1. Upon arrival at the horse camp on Friday, stop at the registration table. You will

receive a time card with the time you arrived on it. You have one hour to prepare your horse and to present it to the horsemanship and veterinary judges. Pulse must be lower than 48 bpm or must return for recheck at 10-minute intervals.

2. At registration, you will draw a number to determine the order you leave camp on

the morning of the ride. You will also be asked to present your Conditioning Record, covering at least a 30 day training period. (You MUST use the conditioning record provided on the Competitive Trail webpage at horse.osu.edu). Your advisor and extension educator must sign off on the conditioning record in order to participate. You will have 0-10 points subtracted from the Conditioning Record for the ride based on completeness and quality of your Conditioning Record.

3. At registration, you will also receive a copy of the Conditioning Scorecard. If you

have any declarations that need to be made, you may do so at this time on the declarations portion of the scorecard. This scorecard will be taken to the veterinary check-in and will be kept by the veterinary judge. (See project book, page 45, for help if you do not understand declarations).

4. A short meeting will be held on Friday evening at 7:00 pm to review these rules

and share any additional information to the riders. 5. Horses should be tied to trailers or picket lines where they will be inspected by

the horsemanship judge during the Friday evening meeting. Horses should be tied with a quick-release knot. Please refer to the Trail Riding book (page188) for guidelines on stabling area. Failure to get to the ride Friday evening will result in a deduction of horsemanship points given for how well the horse is stabled on Friday evening. Exceptions to this rule may be granted for academic reasons only if you have contacted the Extension Equine Specialist or Associate prior to Wednesday, September 6th by 12 noon. A limited number of exceptions to this rule may be granted due to academic commitments and the distance that some participants must travel.

6. On the morning of the ride, you may lunge your horse; however, you may not ride

the horse until you have been told to mount as you prepare to leave camp. You and your horse are being judged by the horsemanship judge when you mount and begin the ride.

7. Wounds may have salves on them. NO leg wraps or protective leg wear is

allowed. If the horse loses a shoe, they may continue as long as the animal is sound. NO liniments are allowed until after the last veterinary check has been performed.

COMPETITIVE TRAIL RIDE RULES (Effective 1/1/2017)

THE RIDE:

1. The trail will be clearly marked with flags and tape. First Loop –

JUNIOR & SENIOR RIDERS: must trot/easy gait or faster as you finish the loop and pass the designated marker, which is approximately ¼ mile from the finish line.

Second Loop – SENIOR RIDERS ONLY: At end of the ride (from 1 mile out), no stopping of forward progression. As you pass the designated marker (approximately ¼ mile from the finish line) you must trot/easy gait or faster all the way to the finish line. *Seniors may be riding a different loop for the second half of the ride.

2. You may not lead the horse forward on the trail. If you must get off and walk, you must go in a manner to not progress forward on the trail.

3. Water – there may be creeks, ponds or lakes along the trail. For your safety and

the safety of your horse, please do not use ride in the water other than in designated crossing areas. There will be water available at each of the PR Stops for you to use to cool your horse.

4. Obstacles- only one horse/rider may attempt an obstacle at a time. Each

obstacle will receive an obstacle score. Riders are limited to a maximum of two (2) minutes to successfully navigate the obstacle. If rider fails to complete the obstacle in the time allowed, the obstacle judge will ask the horse/rider team to move on. Riders are encouraged to attempt an obstacle, as no attempt will equal zero (0) score. Riders have the option of not attempting an obstacle.

Each obstacle is judged on how the horse and rider work together as a team. The team should negotiate each obstacle with calmness and patience, moving safely through the obstacle. Horses should show awareness, be attentive and not spook, shy or spin. Horse should not stumble, tick or clip obstacle(s). Credit will be given to teams negotiating the obstacle with style and appropriate rate of progress, providing safety and correctness is not sacrificed.

5. Help – you may have help, but at PR stops you are on your own. If you need to

use a rest room, you may have anyone available hold your horse. At the ½ way stop or finish, you may have someone hold your horse and to refill water buckets. They cannot advise you or help you care for your horse. There should be NO TALKING between the handler and competitor. Talking will result in penalties from the horsemanship judge. Place water in containers inside the designated area before you leave in the morning. There should be no talking between shadow riders and competitors.

6. PR Stops- SENIOR RIDE: There is one unannounced PR stop on each loop, one 30 minute stop at the halfway point and one final PR check (60 min) at base camp.

JUNIOR RIDE: There is one unannounced PR stop on the trail and a final PR check (60 min) at base camp. YOU ARE RESPONSIBLE TO KEEP TRACK OF YOUR TIME, TO REPORT TO PR TEAMS WHEN NEEDED AND TO TURN IN THE TIME CARD TO THE TIME KEEPER WHEN YOU LEAVE.

Unannounced PR stop – pick up time card from the Time Keeper when you arrive. Go to an available PR team and have your horse’s PR checked. Return to a PR team in 10 minute intervals until told to turn card in to the Time Keeper and leave. You can go to any available PR team; however, try not to go to one that has your parent or advisor on it if possible. You do not need to return to the same team for subsequent checks. If PR total is over 150,or if the horse is inverted you will be held for an additional 10 minute intervals until horse is ready to go on. Additional hold times come out of your ride time.

Halfway stop – pick up time card from the Time Keeper when you arrive. Go to an available PR team and have your horse’s PR checked. Report at 10 minute intervals to PR teams for checks. At 30 minute check, be tacked up and ready to go. If the horse is okay, turn in time card and leave.

THE HORSE MUST STAY IN THE DESIGNATED AREA AT ALL TIMES DURING THE ½ WAY STOP. Juniors – halfway will be your final. See #9 for additional information.

Final – Same as the halfway except after 20 minute check, you can take the horse back to your trailer until one hour after you finished the ride. At that time, you will present your horse to the veterinary and horsemanship judges for a final check.

7. Conditioning Penalties:

COMPETITIVE TRAIL RIDE RULES (Effective 1/1/2017)

“Helpful Hints” for Competitive Trail Horsemanship (1/1/2017)

Grooming (10 points total)

• Good body condition • Feet/shoeing: Feet should be clean and in good condition. Should be properly trimmed.

Deductions for loose or missing shoes. • Grooming: Horses must be clean! Should not have any sweat marks or stains. Mane and

tail free of tangles. Muzzle/nostrils and ears should be clean. Special attention to poll, between jaw/under chin, throatlatch area, under mane/tail, girth area, between chest, behind elbows, along belly, udders/sheath, point of hocks and inside lower legs, etc. Horse should be free of any bot eggs.

Tack & Equipment (6 points total) • Tack must be properly fitted. • Must be in good repair/leather properly conditioned. • Tack should be clean. Stable Area (10 points total) • Area should be clean and free of any manure. • Horse should be properly tied…with a “quick release knot” (with the end pulled through

so the horse cannot untie itself) and at or above the height of the withers. An additional neck rope is optional.

• Hay and fresh water (full bucket) available where the horse can easily reach it but not where the horse can get its legs tangled in it (not on the ground).

• Organized area with tack stored properly and grain in a secure area. • Optional blanket for the horses comfort if the weather will be cool at night • Free choice salt (salt block) where the horse can reach it. • Optional portable “corral” instead of having the horse tied to the trailer; however, this

method does NOT give the competitor any advantage over a competitor who correctly ties the horse to the trailer. There are NO “bonus points” for a “corral” enclosure!

In-Hand Presentation (15 points total) • Horse should stand quietly and willingly accept examination during veterinarian checks,

“PR” checks, during presentation to horsemanship judge, etc. • Horse should work easily on a free rein. • Handler should follow correct guidelines for safety while leading and handling horse. • Handler may be asked questions regarding the information found in the Trail Riding book

(Bulletin 188) and may also be required to perform simple “hands-on” activities (ex. Demonstrate how to check the horse for dehydration or check a pulse, etc.).

• Handler should be courteous to all officials, volunteers and peers. Ride Care (20 points total) • May remove bridle and have the person holding the horse use a halter/lead rope. • NO TALKING between the person holding the horse and the ride participant. Talking

will result in deductions from the horsemanship judge! • It is okay to offer the horse sips of water and allow the horse to nibble a small amount of

grass (if the bridle was removed or a grazing bit is in place).

COMPETITIVE TRAIL RIDE RULES (Effective 1/1/2017)

• There are 2 acceptable ways to “cool down” the horse: Loosen the girth and leave the saddle in place while the horse is walked (10 minutes for every 10 miles ridden)…OR…loosen the girth or remove the saddle and sponge on water and then almost immediately scrape off the now heated water with a sweat scraper. Special attention should be given to the inside of the legs, under the tail/between the buttocks, girth area, between the chest, udders/sheath, etc.

• Equipment should be properly cared for and put in an area where the horse will not step on it.

• Walk the horse to help it cool down. • Pick out the hooves to check for any rocks, loose or missing shoes, etc. • Be sure to do “PR” checks on time.

Equitation & Trail Care (15 points total)

• Horses should stand quietly for mounting and not “step out” until asked to do so by the rider.

• Rider should check to make sure the girth is tight before mounting. The horsemanship judge will want to see that you have done this immediately before you mount.

• A “fresh” horse that is under complete control of the rider will receive little or no deductions but a horse that “circles” when the rider attempts to mount or displays any unsafe behavior (biting, bucking, kicking, rearing, etc.) or is out of control will receive substantial penalty points.

• Should loosen girth slightly at “PR” checks. Be sure to tighten and check the girth before remounting.

• Should pick out the hooves. • Should offer the horse sips of water. • Sponge the horse in the pond to help it cool down. • Be sure to do “PR” checks on time. Trail Safety & Courtesy (24 points total) • Riders should have good trail etiquette. Should have a safe distance between horses.

There should be NO TALKING between riders except to let other riders know you are going to pass them, etc. Should lean forward off the horses back when going uphill and lean back when going downhill to make it easier for the horse. The “trail judge” will be watching all of the riders!

• Horses that kick should have a red ribbon tied in their tail to alert other riders. • Riders will have 3 obstacles to negotiate. Rider has the option to bypass an obstacle but

no points will be rewarded for that obstacle.

GROOM & CLEAN RULES FOR CONTEST (1/1/17)

GENERAL RULES • Horses must be at least 13.2 hands or taller.• Horses must meet a minimum Body Condition Score (BCS) of 4 in order to participate inthe Groom and Clean contest. • Show sheen or products that make it easier for dirt to be removed from the haircoat arestrictly prohibited prior to being muddied. • Grooming of any horse participating in the contest after muddying and prior to thegrooming portion of the contest by any person will result in the disqualification of the team associated with that horse. • Judges have the right to substitute any horse prior to the beginning of the contest. If thehorse is not sufficiently muddy at the start of the competition, the team may be penalized.

WRITTEN TEST • The written test may be given while the judges are doing the evaluation of the groomedhorses/ponies or whenever determined to be convenient. • All three members of each junior and senior team will take a written test coveringinformation from the appropriate 4-H books. • Junior Resources: Basic Horse Management (174) and Horse Safety (191R)• Senior Resources: Basic Horse Management (174), Light Horse Selection (175) andHorse Safety (191R) . • Total time for the test is 15 minutes. Teams are told when 10, 5, and 2 minutes remain.• SCORING = 30 points (10 points per team member)

CONTEST SCORING:

EQUIPMENT: 1. Placed well behind horses/ponies on ground cloth.2. Three complete sets of grooming equipment are desirable. Only one bottle of water, flyspray and optional chain lead are needed. 3. Tools need not be new, but should not be ratty, dirty, or wet.4. Tools should be placed on ground cloth with bristles facing up. If hats are worn, theyshould be removed before grooming and placed with tools.

TEAMWORK: 1. Teams should work smoothly together.2. Members should not stop grooming until time is called - unless there is a question ofsafety.

SAFETY: 1. 4-H rules of safety handling should be observed. 2. Do not kneel or squat. 3. Do not crawl under horse/pony. 4. Do not reach across to other side 5. Do not go under neck. 6. Do not put head or face where it can be kicked. 7. Do not put tools on ground, under or on horse/pony. If tool can't fit in pocket, it should be returned to ground cloth. 8. If tool is dropped, use foot to move it to a safe distance from the horse/pony before picking it up. 9. Someone should stay near the head. 10. If horse/pony is upset, calm it before continuing. 11. If it becomes obvious that a certain procedure cannot be safely completed, such as handling rear legs, notify the judges. 12. Never get into a position that you can't get out of immediately. 13. Don't all bunch up at one end or one side of the horse/pony. 14. When feet are being cleaned, all should be aware. Unless there is a problem, it is not necessary to stop grooming. METHOD: 1. Do not rush at horse/pony. 2. Groom from front to back and top to bottom. 3. Use tools in proper order - curry first then body and/or bristle, then dandy brush and rag. 4. Do not tear at mane and tail. 5. Use one tool at a time - free hand can steady the horse/pony. 6. Curry - do not use on head or below knees and hocks or on tender parts or on mane and tail. 7. Body brush - Do not use on head. 8. Stiff bristle brush - do not use on head. May use on lower legs, mane and tail. 9. Dandy brush - May use on entire horse/pony except hooves. 10. Hoofpick - may use edge to scrape mud from outside of hooves. Carefully. Pick feet in order, starting with near front, then near rear, off rear, and off front. 11. Water - use on cloth. Do not spray or apply directly on the horse/pony. 12. Fly spray - use with care. If it is absolutely necessary to use while grooming, all grooming should stop. Try to wait to fly spray horse/pony until the ten minute practice time. 13. Cloth - may use on entire horse/pony. Do not shake cloth near horse/pony. 14. NO TRIMMING ALLOWED - Hair will not be clipped or cut. 15. Halter cleaning will be part of the finished animal condition score.

• Only participants that compete in the contest will be eligible for credit for state year-end awards.

• For county contests, each 4-H, FFA, or OHC Organization may enter as many junior

(9-13 years) and senior (14-18 years) teams of three (3) members each as permitted by that county. (These ages are to comply with the 4-H age rules).

• Teams may use a member from another club if needed to fill a team. A junior can be used on a senior team but you can not use a senior on a junior team. If a junior fills in on a senior team, the junior may return to the junior division the following year if the youth still meets the age requirements for that division.

• All team members MUST WEAR boots or heavy leather shoes and long pants. Long skirts for religious purposes maybe permitted. Safety helmets are acceptable throughout

• Winning teams from county may substitute youth as needed to maintain the team for state competition.

• Back numbers that are large enough to be seen from a distance must be worn at all times.

• Clothing cannot be worn that will identify a team or youth by county or club.

• No gloves or coveralls may be worn. Gloves or dust masks may be used while grooming if for medical reasons.

• Each team will provide its own grooming tools (see grooming kit). No electric or battery powered equipment may be used.

• Winning members and teams may return to compete in subsequent years.

SHOWMANSHIP:

• Teams are given 10 minutes to work with their groomed horse/pony to prepare for showmanship.

• No attire change will be allowed. You must start and finish the competition in the same outfit. Hats may still be optional during showmanship; however, must not be worn during the grooming portion. 4-H rules will apply in showmanship.

• The only equipment change allowed for the showing will be a chain lead strap to replace the tie rope used while grooming. NO halter change.

• All three members will be judged on their ability to show the horse/pony. Each member will show the horse/pony as instructed by the judge. The team members will decide which one will do each part of the pattern.

• The showmanship pattern will be determined by the judges and posted one hour prior to the contest.

• Scoring = 15 points, 5 per team member. There is no time limit for this section of the contest.

OHIO STATE UNIVERSITY EXTENSION

REQUIRED GROOMING KIT (ONE OF EACH BELOW)**

Equipment does not have to be new but should be clean, dry, and in good condition.

1. Curry comb (hard rubber or plastic) 2. Stiff bristle brush 3. Body brush (medium stiff bristles) 4. Dandy brush or soft bristle brush 5. Mane and tail comb OR regular hairbrush (not both) 6. Hoof pick (standard type- without a brush) 7. Grooming cloth (no larger than a hand towel) 8. Quart of water (can be bottle or spray bottle or bucket) (NO GLASS) 9. Ground cloth (use your good judgment on size) 10. Fly spray can be used if needed. (NO SHOW SHEEN OR HORSE FINISH) 11. Chain lead - A chain lead must be displayed on the ground cloth which will be used

during the showmanship part of the class. Another chain lead may be used to hold the horse during the grooming.

**This kit should be tripled for numbers 1-7 to give each member his/her own set of equipment to use. However, when these items are tripled they need to be identical in type and appearance.

HORSE/PONIES

• Each team must provide a safe horse or pony for the contest. The horse/pony does not need to belong to any team member. Each team must bring one safe horse/pony (13.2 HH and taller).

• Horses/ponies may be switched prior to the beginning of the contest, at the discretion of the judges.

• Each horse/pony must arrive wearing a PROPERLY FITTING NYLON OR LEATHER HALTER (No silver show halters allowed) AND TIE ROPE. The horses/ponies should be reasonably groomed. NO show sheen is to be used before mud is applied.

• At least two hours before the scheduled start, team members will apply the mud uniformly over the horses/ponies under the supervision of the superintendent. Allow more drying time if the weather is damp.

• The horses/ponies will be dirtied using mud (sandy mud does not work). Never put mud in body openings or in cracks or tight places (i.e. between the rear legs).

HANDLERS

• Handlers will have control of the horses/ponies at all times and line the teams up in numerical order. They will maintain a safe distance between horses/ponies and move horses/ponies (after telling team members) only as needed for safety.

• Handlers will not coach the team members in any way. They will speak to team members only when necessary to maintain safety.

• ANY COACHING from the handler or spectators will result in the disqualification of the team.

JUDGES

• The recommended number of judges for the number of teams participating in the contest is: one (1) judge per six (6) teams

• Judges should have a copy of all current rules and 4-H booklets prior to the contest.

• At least two judges from outside of the county should be secured. No one with a team or who has coached a team in the contest may be a judge.

• At the end of the contest the judges will total the scores of the three contest sections and determine the winners.

Location: Marmon Valley Farm – 7754 SR 292 Zanesfield, OH 43360 Each team is responsible for muddying their own animal and must bring a handler, 18 years or older, to hold their horse/pony. Horses/ponies need to be a

minimum of 13.2 hands or taller. Junior and Senior teams will furnish their own horses. NO SHOW SHEEN MAY BE USED PRIOR TO MUDDYING. AT THEIR DISCRETION, JUDGES MAY SWITCH HORSES BEFORE CONTEST BEGINS.

(1) As 4-H or FFA instructor, I verify that the 4-H member is in good standing in the club or chapter and is enrolled in the project in which s/he has entered. (2) As Extension Professional, I verify that the youth is a 4-H member in good standing in the county and is enrolled in the project in which s/he has entered. Any photographs taken of me or anyone over whom I am legal guardian become the sole property of the Ohio 4-H Horse Program.
