The Dutch offshore wind industry The Dutch government has the ambitious objective of creating large-scale offshore wind farms in the next few years. By the year 2020 about 6.000 MW of wind power should be installed in the Dutch sector of the North Sea. At this moment already two offshore wind farms, in total 228 MW, are operational.

In view of The Netherlands central location and the infrastructure it already has, the region North-Holland is an excellent base from which to conduct production, assembly, operations and maintenancefor the offshore wind industry.

Page 5: Offshore Wind in Holland North

The Port of Den Helder already plays an important role in the offshore oil, gas and wind industry. Furthermore the region has a significant concentra-tion of wind power-related companies and knowledge institutes. For example The Netherlands Energy Research Centre’s Wind Power Unit (ECN), the ECN Wind Turbine Test Farm Wieringermeer and the testing centre for wind turbine materials and constructions (WMC).

About 200 leading service companies, suppliers and main contractors to the offshore wind, oil and gas industry are based in the region. They cover all categories of the supply chain: R&D, detailed design, environmental assessment and monitoring, geotechnical and site survey, project management, insurance, legal and procurement, metal construction and metal works, electricity and cabling manufacturing, transport, delivery and logistics, onshore (pre) assembly, onshore & offshore installation (including heavy lifting), commissioning and testing, operation, maintenance & services and emergency servicing.

North-Holland is a leading centre for development, production, assembly, operations and maintenance of offshore wind farms in the North Sea.

Offshore wind production, assembly, operations and maintenance from Den Helder and TexelThe Den Helder region has a already a strongposition in offshore (oil & gas) activities. In fact about 90% of all offshore logistics and O&M activities is done from Port of Den Helder and Den Helder airport. Companies like PetersonSBS, Vroon, CHC, DHTC, NAM, Weatherford, Winter-shall, Gaz de France, and others are already located in the region.

Furthermore top knowledge institutes like ECN, Imaris, TNO, ATO, WMC, NIOZ en MCN are located in the region. The test centre WMC is available for testing turbines, blades and other materials according to international standards. Together with the availability of highly motivated and trained offshore and other technical personnel, Den Helder is determined to play a significant roll in the offshore wind industry.

To accommodate the offshore wind industry in Den Helder we offer:> Well equipped transhipment facilities with deep water quays in Port of Den Helder> Available inland industrial areas with space for reasonable prices (Kooypunt and RHB)> Offices available> 24/24 hours services (D-OWES) > Optimilization O&M process with know-ledge institute MCN, ATO.

Combination offshore wind location RHB, Port of Den Helder and NIOZ harbour TexelOn short term a combination of the Port of Den

Helder (production and maintenance) and the NIOZ harbour at the nearby isle of Texel (assembly). The industrial area RHB is suitable for production and maintenance of turbines, blades, foundations and towers. This 50 ha inland location has access to open water through the Noordhollands canal. As a location for assembly the NIOZ Harbour on the Isle of Texel is being prepared. Here the assembly of blades on turbines to the bunnies will take place.

The Den Helder region and North Holland offer a number of unique facilities for the develop-ment and testing of wind turbine systems. The Knowledge Centre for Wind Energy Materials and Constructions (WMC) is equipped to test the dynamic qualities of wind turbine blades with a length of up to 60 metres. The nearby Wind Turbine Testing Park Wieringermeer (EWTW) allows manufacturers to test offshore wind turbines in the 3 to 6 MW range. ECN and TU Delft are both closely involved in these facilities, each of which has a solid international reputation.

Den Helder AirportDen Helder Airport is fully equipped for helicopter flights to offshore plat- forms as well as being suitable for fixed-wing aircraft. At this moment the airport accommodates around 25.000 helicopter flight per year. More information www.denhelderairport.nl.

FurthermoreA long term development plan of Port of Den Helder foresees in an extension of the port and extension of deep- water quays. This long term develop- ment is projected for 2015-2025.
