It has been my pleasure to serve you this past year as CCAC President. It has also been crazy, funny, hard, and probably a million other things; but the sentiment that rises to the top is humbling. CCAC is not carried by it’s president. The fulfillment of the CCAC mission is because of the hard work of the board members, committee members, the volunteers who graciously come back year after year, and the entire membership that makes it the strong and thriving organization that it is. Each president walks in the footsteps of those who came before and boy were those some big, (and in the case of Shirley Concolino) sparkly, fancy shoes to try and fill. No president is here solely of his or her on volition, it is the faith and trust of the mem- bership that put them in this role. Thank you for your confidence, I hope that I have left a positive and enduring mark for the better on our organization. On the chance of forgetting anyone I hate to send out individual “thank yous” because so many people made this year possible. That said I will risk it and first thank the unbeatable team in the Sacramento Clerk’s Office that made my travel possible and endured my gen- eral craziness. It has been a blast serving with Vice Presidents Stephanie Smith and Patrice Olds – I wouldn’t have wanted to do with anyone else. Thank you so very much to Jose Jasso who was the best immediate past presi- dent and dispenser of advice a girl could ever ask for. Finally, as I said no one gets here on their own so to those who planted the seed – Byron Pope and Shirley Concolino – thank you for having the confidence in me and en- couraged me to throw my name in the hat. It is now time to turn over the presidency to Stephanie Smith. That means that things are going to be amazing. From there I know things will only keep getting bigger and better as those who are coming next are talented and care deeply about our profession. CCAC could not be in better hands. It is the rare occasion, as you know by now, that I am short of words. The only funny story I have to share is from this morning. In an email I apologized to our fabulous Communi- cations Director, Mitzi Ortiz, for being late with this article (again) – I ex- plained that I had been knee deep in processing a petition, but that I would get my article to her asap. I think she believed me because the subject line of my email was: I know I owe you an argument… (not article). Good grief. Treasurer’s Notes The Board approved the FY 18-19 Budget, while some items remain the same, there were some great changes. Previously $39,000 was allotted to scholarships for the various educational opportunities. The Board approved an overall increase to $52,100. This will allow for additional scholarships to the Annual Conference, TTC, MMCA, Nuts & Bolts, New Law and up to 48 Free registrations for the Athenian Dialogues. We have been working hard the past few years to increase these, while re-

maining financially stable and are excited to do so this year! Additionally, funds have been allocated to redo the website and provide a con-ference app for members use. These are in the planning stages and more information on roll out will be available soon. The Fundraising Committee will be ramping up to soon, to help increase scholarship funding, so if you have any great ideas, email me at [email protected].

Region 4 Director’s Message - Yvonne Spence, MMC Region 4 held its first workshop of the year in the City of Bakersfield at the Rabobank Arena Theater Center. The City Clerks were surprised with a visit from the City of Bakersfield’s Mayor, Karen K. Goh. She welcomed us to the City and read some information about a Clerk in the 1600’s and stated that the Clerks were valua-ble in the 1600’s and they even more valuable today. Mayor Goh is a ball of energy and we all en-

joyed her and appreciated her visiting with us. There was a variety of cities represented at the workshop to include Bakersfield, Tulare, Shafter, Kingsburg, Fresno, and Arvin. Diane Gladwell was our presenter and our topic was “How to Get Funding/Increase Your Budget”

Diane was a great presenter with a wealth of knowledge in all the tasks a Clerk performs. This workshop was a fun, interactive session that led to a lot of discussion regarding setting goals, benchmarking, identifying unmet needs or non-compliance and identifying the budget decisions markers and developing a relationship with them. We learned that it is also important to have your message ready and share it with the budget decision maker. We also learned that it is important to keep an eye out for unspent funds. Upon reviewing the evaluation forms, it is evident that the Clerks in attendance have the ammunition they need to get those dollars that they want for the projects, staff or other tools that need to become successful.

Region 11 Director’s Message As I did not run for re-election, this is my final month serving as the appointed Region XI Director, and I have to say, it has been a pleasure to serve as the representative for so many wonderful clerks in the Los Angeles County region. An overview of our region training was provided by one of the clerks who attended, served as a region committee member, and one who was willing to provide input to cre-

ate this unique training. On July 12, 2018, City of Glendale hosted a Region 11 (Los Angeles) Educational Workshop on the subject of “The Confident Clerk – Looking and Feeling Like the Professional Leader You are and Want Others to See”,

presented by Ms. Maureen Kane. The workshop was designed to help attendees explore how they can be comfortable and confident in their professional and per-sonal life without appearing arrogant. Group discussions included defining and assessing self-confidence, personal and professional assets and skills, types of barriers to self-confidence, and feedback from the group on overcoming self-doubt and negative talk. Attendees walked away with a draft Personal Ac-tion Plan to help identify new ways to s h o w c a s e their values and put barri-ers in per-spective. – Peggy Kuo, Temple City City Clerk

Technical Training for Clerks participants are eligible for 2 distinct credentials upon graduation of the program. Gradu-ates receive a TTC completion certificate issued jointly by TTC, CCAC and UCR indicating a total of 120 IIMC educa-tional hours toward a Certified Municipal Clerk designation. A second certificate from the University of California River-side is an optional offering indicating completion of Califor-nia specific professional development course work. Until June 2016, participants received 2 units per series. The September 2016 TTC session was the first class eligible for 3 units. (Cost for 3 units is $150 payable directly to Regents UC.) You receive a letter grade for each series completed. After 4 TTC series, you have the 12 units required for a CPMC Certificate. The expectations for UCR registrants are consistent with TTC policies for successful course com-pletion. Grades are determined by 100% and prompt at-tendance, class participation, engagement, professionalism, and completion of all required assessments. To accommodate the many TTC graduates who attended prior to September 2016, UCR is offering a unique way to complete CPMC requirements. Prior to 2016, each TTC series earned 2 units so you are a few units short of the required 12 units. You may register for either in-house or on-line UCR Extension courses to earn these additional units. Courses must be related to clerk duties/skills and

approved by me as Instructor of Record. There are numer-ous choices available and I am confident you can find con-tent appropriate for your personal needs. Remember to access your UCR transcript to verify the units you already have completed. Transfer of units from other universities is not accepted. UCR is also extending a limited-time offer to any graduate who did not register for TTC credit at time of attendance. You may register for any completed TTC series during this period. This offer will expire September 30, 2018. For regis-tration assistance, contact Stacy Sweeney at: [email protected]. Send her all dates and TTC series you completed. Please cc me on your correspondence. I urge you to take advantage of this generous window of op-portunity. This deadline is only for registration of past TTC sessions, not completion of UCR units. SPOT LIGHT Our Highlight Clerk of the month is Peggy Kuo, City Clerk for Temple City. Peggy began her career in public services after 10 years in the private sector. She started with Temple City in 2004 as the Public Works Sec-retary supporting the animal control, roads and utilities, trees and parkway, and the code en-forcement division. In 2006, Peggy joined the City Clerk's office as a Deputy City Clerk and was promoted to the City Clerk position in 2014. Working for a small city has given her the opportunity to wear many hats (i.e., cared for injured animals, provided guided tours of city facilities to foreign dignitaries and elemen-tary school children, hosted citywide special events, conducted City’s stand-alone elections, and provide support to the City’s Youth Com-mittee). Peggy is thankful for the opportunity that was offered to her many years ago to join the City Clerk profession and for the professional devel-opment offered through the City Clerk associa-tion. She earned her CMC in 2014 and MMC in 2016 with support from CCAC, her mentors, coworkers, friends and family. Peggy is a proud mother of three children and happily married for 20 years.

Some of Peggy’s accom-plishments as City Clerk include, conducted 5 stand-alone elections, implemented the elec-tronic content/document management system –

Laserfiche (we scanned and published records from 1960 to current) in about 6 months, with

help…she updated the city’s outdated retention schedule (over 10 years) and purged over 750 boxes in the last 3 years, but she is most proud of supporting the City’s Youth Committee. See their video links here: Discussion with the Mayor Youth Engage in Temple City Temple City Youth Committee The City’s Youth Committee is comprised of eleven young men and women, ranging from grades 9th through 12th. The primary goal of the Committee is to give these students insight into how local government works and to be a voice for their peers in the community. Supporting the Youth Committee has allowed the Clerk’s office to exercise our creativity and resource-fulness. Peggy and her Deputy worked with the students to promote the City Council’s strate-gic goals of Economic Development, Public Health and Safety, and Quality of Life. The Committee also brought The Little Free Li-brary to the city, they now have Little Free Libraries in the local elementary schools, high school, city hall and in one of our parks. The Youth Committee also hosted the City’s first ever Teen CERT training workshop in 2016.
