  • Chapter 1

    Official Statistics Programme

    General Information

    1. Introduction

    The Official Statistics Programme, based on the Statistics Law of Turkey No 5429, has been prepared

    for a 5-year-period in order to determine the basic principles and standards dealing with the

    production and dissemination of official statistics and to produce reliable, timely, transparent and

    impartial data required at national and international level. A programmed period for the Turkish

    Statistics System has been launched with The Official Statistics Programme 2007- 2011.

    This Programme will enable to prevent repetitions in the production and dissemination of official

    statistics, decrease the burden on respondents, save on labour force and resources and enhance the

    confidence on official statistics. Furthermore, official statistics are standardized, responsible and

    related institutions are defined, data compilation methodology and the publication periodicity/schedule

    of official statistics are specified.

  • In relation to the implementation of the Programme, data identified to be produced by institutions and

    organizations other than Turkish Statistical Institute (TURKSTAT) in the Official Statistics Programme

    shall be considered as official statistics. Thus, in any field required, only one reliable official statistics

    will be produced.

    Statistics not foreseen, but required to be produced in the pragramme period, shall be considered as

    official statistics in case they are included in the Programme until the end of annual updating period in

    cooperation with TURKSTAT.

    In the context of the preparation of the Official Statistics Programme 2007- 2011, 28 working groups

    were established, a total of 108 meetings were held by the aforementioned groups and 906

    representatives from 324 institutions and organizations attended these meetings. The current

    situation of the statistical data produced by the stakeholders, data sources, data compilation methods,

    classifications, the publication schedule and the responsible institutions of official statistics were

    evaluated at these meetings.

    In the framework of the decisions taken at the meetings, the reports prepared by involved working

    group members were sent to the responsible and related institutions and organizations and their

    opinions and proposals are received in written form. The draft Programme prepared in accordance

    with the reports received from the institutions and organizations was discussed at the Statistical

    Council Meeting held on 29/11/2006 and accepted unanimously.

    Adoption of the Official Statistics Programme (2007-2011) prepared by TURKSTAT was decided by the

    Council of Ministers at 20/12/2006 in reference to the article 3 of the Statistical Law of Turkey number

    5429, regarding the Ministry of State Act No 858 of 14/12/2006; and put into practice after it was

    published in the Official Gazette No:26392 of 30/12/2006. The Programme has been revised by the

    decision of Council of Ministers in 2008 and also 2009, in accordance with the opinions and offers of

    the institutions in the scope of the Programme.

    2. The Content of the Official Statistics Programme and the Implementation Units The Programme gives information on the definitions, methods, contents, classifications, and the

    publication periodicity/schedule of the data and the institutions responsible for compilation and

    publication.

    Official statistics are produced and issued by TURKSTAT and the responsible institutions and

    organizations specified in the Programme. Data compilation, evaluation and dissemination

    responsibilities of the institutions and organizations are defined in the Programme. TURKSTAT; the

    responsible body for the coordination of production and publication of official statistics, is authorized

    to publish and disseminate the official statistics compiled by related institutions and organizations.

    These institutions and organizations are obliged to submit any compiled data to TURKsTAT on time,

  • upon request. The principle of confidentiality is duly observed in the maintenance and protection of

    data and information submitted to the Institute by determining the confidentiality principles in other

    legislative arrangements.

    Institutions and organizations responsible from the production of official statistics are as follows:

    • The Prime Ministry and Ministries, and their dependant, relevant and related organizations; • Local governments and their relevant and related organizations, as well as the unions and

    companies thereof;

    • Other institutions and organizations and professional organizations that have the status of a public institution which have legal entities and which have been established under names such

    as institute, enterprise, establishment, union, revolving fund, fund etc. including the Central

    Bank of the Republic of Turkey; Istanbul Stock Exchange Market and the Universities;

    • Professional organizations that have the status of a public institution

    3. Official Statistics Principles

    These institutions and organizations producing statistics within the scope of Official Statistics

    Programme are responsible to implement their duties in accordance with the following principles:

    • statistical confidentiality • impartiality • transparency • user orientedness • accuracy and reliability • up-to-datedness • timeliness • comparability • clarity • easy and equal accessibility

    The Official Statistics Programme aims to achieve the implementation of these principles. Each

    institution takes the necessary precautions needed in this context.

    4. Monitoring and Evaluation of the Official Statistics Programme In order to evaluate the implementation of the Programme, TURKSTAT shall prepare “Official Statistics

    Programme Annual Monitoring Report”.

    The level of implementation of the activities within the scope of the Programme executed by the

    responsible and relevant institutions and organizations will be determined, and if there is any,

  • precautions needed to be taken to remove the defects will be specified at the Annual Monitoring

    Report. Monitoring reports are evaluated through discussions in the Statistical Council.

    Organizations and institutions specified in the Programme are responsible to TURKSTAT for providing

    reports related to their performance annually.

    “Official Statistics Programme Information System” is developed by TURKSTAT in order to set up the

    database of the official statistics and to update this information. All of the studies performed in the

    context of the Official Statistics Programme will be monitored through this system.

    5. Data Quality Control in Official Statistics

    The institutions and organizations responsible for the production of official statistics have to take all

    kinds of measures to produce data in accordance with the classification and qualification standards

    determined in the Programme and to make quality control including whole process starting from data

    collection to publication. The control of compliance with the standards is conducted by Data Quality

    Control Board set up under the Law No: 5429. The institutions and organizations meet all type of

    demands of the Board or the working groups established by the concerned regulation in the specified

    time period.

    6. Data Publication and Dissemination Official Statistics Dissemination Principles: Determination of principles, standards and procedures related to publication and dissemination of official statistics and monitoring the compliance with those is performed by the Publication and Dissemination Board. Institutions and organizations specified in the Programme are obliged to conform to the Principles of Dissemination of Official Statistics in the publication and dissemination process. Those principles are as follows:

    • Equal and Easy Access: Official statistics are disseminated equally and simultaneously for all users. Easily accessible means (printed documents, media, internet etc.) are used in dissemination. The main purpose is to deliver all kinds of data with the related metadata on the web free of charge.

    • User Orientedness: Official statistics are composed in an understandable and easy manner to satisfy users’ needs. Different ways of presentations are developed for different user groups after monitoring their demands and needs related to publication and dissemination.

    • Impartiality: Any group or person shall not have a privilege related to the coverage, publication and dissemination time/method of official statistics.

    • Transparency: Data compilation method, time, methodology used in the data production process of official statistics together with the sampling method and size used for sampling studies are open to users’ access.

    • Timeliness: Dissemination is carried out by a calendar presenting conditions on which users can reach which data on what time. National Data Release Calendar is announced at the beginning of each year. The public shall be informed with appropriate means for the data not going to be published because of technical impossibilities beforehand.

  • Use of Individual Data (Micro Data): Micro data, the basis for the production of official statistics, shall be disseminated within the principle of confidentiality on charge. In case data providers demand their own data, those demands shall be met free of charge. All authorities responsible for the production of official statistics can enable the use of their data free of charge in case they take the necessary security precautions and they obey confidentiality judgments. Charging: Data put into service on the web-site is free of charge. Published data and information and other related documents can be charged to a reasonable extent independent from their production costs. A price cut shall be applied for the data and information so as to be used for education purposes and which are supposed to contribute to the production of official statistics. Printed documents are sent to all public institutions and university libraries free of charge. The authorities responsible for the production of official statistics shall announce their charging policies through suitable means. National Data Release Calendar: National Data Release Calendar, main tool stating data the responsible institutions and the publication periodicity/schedule of the data, is announced at the beginning of each year by TURKSTAT. Institutions and organizations specified in the Programme determine their data release calendar for the following year and send them to TURKSTAT until 15th of December to be figured in National Data Release Calendar. Any change on the date of release is notified to TURKSTAT with its justification two days before the foreseen date in the National Data Release Calendar at the latest. International Official Data User Inventory: Data dissemination of the organizations and institutions to the foreign institutions and international organizations is conducted via International Official Data User Inventory which will be prepared by TURKSTAT.

  • 1.1. THE NATIONAL ADDRESS REGISTRY SYSTEM

    In our country, the National Address Registry System is set up to standardize addresses, to monitor

    the address features up-to-date and to conduct the address-based public services more effectively and

    efficiently. As a first priority, national address standard is built for the address information which

    hasn’t any standard, by the collaboration with the General Directorate of Local Authorities, the General

    Directorate of Population and Citizenship Affairs, Turkish Statistical Institute (TURKSTAT) and Turkish

    Standards Institution. In every residence, the numeration studies are conducted in accordance with

    this standard and this address information is conveyed into the National Address Database developed

    by TURKSTAT over web in order to share this information with the public institutions and

    organizations of the National Address Registry System.

    Each address in Turkey will be recorded at the level of quarter, street and also the interior door

    numbers will be included. For each study which necessitates address information, the National

    Address Database will constitute the basic infrastructure. The address data recorded by many

    institutions at different forms and standards will be standardized and the address complexity will be

    concluded.

    Each quarter, street and avenue in the database will be given a constant presentation number; thus,

    monitoring of the retroactive changes in address components (e.g. name changes, divisions, unions)

    backswept will be possible. Each address will have a constant presentation number and compose the

    base of the Addresses Based Population Registry System.

    The data flow into the system is made by municipalities in the places where the municipalities

    authorized. In the villages, it is made by special provincial administrations. Each building constructed,

    each quarter, street and avenue built and renamed will be transmitted into the system instantly and

    by this way the address database will be registered up-to-date.

    Municipalities and special provincial administrations authorized will conduct the address information

    changes into the National Address Registry System and the system will be updated. Building

    permission license and the documents about aflame- destroyed buildings will be given over the

    National Address Registration System

    All the institutions and organizations, which records the corporations and persons, and provides

    residence based public services (e.g. the Ministry of Finance recording enterprises, the General

    Directorate of Population and Citizenship Affairs recording population log, municipalities, the Turkish

    Post), will compose their address information based on this system and make their transactions over

    it. The addresses which are not in the system can not be provided public services.

    Setting up of the National Address Registry System will be completed within the year of 2007 by

    TURKSTAT and handed over to the Ministry of Interior. The management, updating and sharing of the

    data included in this system will be provided by the Ministry of Interior then on.

  • 1.2. ADRESSES BASED POPULATION REGISTRATION SYSTEM

    In our country, Addresses Based Population Registration System (ABPRS) is set up by Turkish

    Statistical Institute (TURKSAT) in order to record updated population data by localities and to monitor

    population movements. Address Based Population Registration System will be established by setting

    up the National Address Database and matching usual residence addresses and the Central

    Population Registration System registers according to the Turkish Republic identification numbers.

    Usual residence addresses of foreigners residing in Turkey, and also the country and city information

    of usual residences of the Turkish Republic citizens living abroad will be included in the system

    Addresses Based Population Registration System will make it possible to determine updated

    population without application of curfew on the census day and risks of reputation as well as to

    conduct public services more efficiently and effectively.

    With the implementation of the system,

    • In public sector, time and resource savings will be provided by decreasing the bureaucratic procedures.

    • The repetitive studies conducted by many institutions will be terminated after the data of Address Based Population Registration System is used by all public institutions and

    organizations.

    • Services, provided by different institutions, will be realized with only an application after the population registration system used by all institutions.

    • The updated information in this system will be considered for the implementation of the laws including regulations related to the size of population like the budget allocation of

    municipalities, the distribution of parliamentarians by provinces, etc.

    • Migration and population movements existed intensively in our country will be monitored updately; more effective social, economic and administrative policies will be implemented.

    • Statistics on population size, sex and age characteristics of population by locality will be produced in detailed.

    In order to match persons and their usual residence addresses in the National Address Database, field

    study will be realized and Address Based Population Registration System will be set up in 2007 by

    TURKSTAT. After implementation, the address lists will be suspended in the offices of the head of the

    quarters (or head of the villages) and will be controlled in two months to make registers definite. After

    the study completed, the system will be taken over to the General Directorate of Population and

    Citizenship Affairs (GDPCA). Then the system will be updated by the GDPCA.

    Within the content of updating the system, persons will declare their address changes to district

    directorates of population or offices of the head of the quarters (or head of the villages) in 20 days.

    The addresses of persons in ABPRS will be taken into account for all judicial and administrative

    transactions.

  • 1.3. BUSINESS REGISTERS SYSTEM

    Business registers is a system including address, identity, activity, stratification (turnover, number of

    employees) and relationship variables of the organizations which act in our country and contribute to

    gross domestic product.

    Business registers system is set up based on administrative registers. With this system; statistical

    purposed, updated and reliable information is recorded in accordance with statistical units’ definitions

    by using public institutions and organizations’ registers. Business registers compose a framework for

    the researches to be held within the content of business statistics.

    Business registers system covers only the economic entities in the official registers of public

    institutions and organizations. Data derived from administrative registers are assessed as legal units,

    and for statistical studies it’s converted to statistical units as enterprise, local unit, local kind of activity

    unit, etc. afterwards.

    The main data source of business registers is the Revenue Administration Department’s registers. The

    registers of other institutions and organizations (e.g. Ministry of Industry and Trade, Ministry of

    Labour and Social Security, The Union of Chambers and Commodity Exchanges of Turkey…etc.) will

    also be used for updating purpose if they are suitable.

    For business registers, NACE is used for activity classification, while NUTS is used for regional

    classification. Address information is recorded in accordance with national address standards.

    All public institutions and organizations, especially Ministry of Finance, Ministry of Industry and Trade,

    Ministry of Labour and Social Security and the Union of Chambers and Commodity Exchanges of

    Turkey, will use the addresses in National Address Registry System for standardization in the studies

    of composing and updating the business registers.

    Public institutions and organizations will make the regulations covering tax identification number and

    also Turkish Republic identification number in order to provide a properly functioned system. In this

    register, the units, concepts and national classifications which are determined by TURKSTAT will be

    used.

    Statistics on business demography like birth, death, merger, split off will be acquired from business

    registers. For this purpose, Ministry of Industry and Trade, the Union of Chambers and Commodity

    Exchanges of Turkey will arrange the registers in accordance with business demography.

  • 1.4. AGRICULTURAL ENTERPRISE REGISTRY SYSTEM

    1. Coverage

    Agricultural enterprise registers is a database in which identity, address and typological features of

    agricultural enterprises (household and institutional) take place. This database will be build by the

    Ministry of Agriculture and Rural Affairs and TURKSTAT in collaboration, will be updated continuously

    and used as a framework for agricultural surveys.

    Built by the Ministry of Agriculture and Rural Affairs, the Farmer Registry System and the Animal

    Identification System will be the main source for updates.

    Installation of the Agriculture Information System, while The Agricultural Enterprise Registry System is

    prioritized, has been started in 2010 and will be continued according to the joint protocol made by the

    Ministry of Agriculture and Rural Affairs and TURKSTAT .

  • 1.5. CLASSIFICATIONS

    1. Coverage Statistical data is needed to be used in the analysis the economical and social structures of countries.

    It’s possible of reliable communication among users who speak different language and have different

    aims by means of a common language composed of classification and codification systems.

    The main framework of the classifications is developed by the authorized international organizations

    conducting specialty works like United Nations Statistics Division (UNSD), Statistical Office of the

    European Commission (EUROSTAT), International Labour Organization (ILO), International Monetary

    Fund (IMF), Organization for Economic Co-Operation and Development (OECD) and United Nations

    Educational, Scientific and Cultural Organization (UNESCO). Furthermore, countries can develop their

    own national classifications according to their needs provided that transition to international

    classifications is realized.

    An abbreviated name is generally used for classifications. For example; while ISIC Rev.3 is used for

    International Standard Industrial Classification of All Economic Activities Third Revision and CPC V1.0

    is used for Central Product Classification Version 1.0.

    Classification unit is the most fundamental unit classified in classifications. (For example, while

    classification unit is an institution or enterprise in an activity classification, it’s the work in the

    occupation classification.)

    The correspondence tables are connection instruments among the classifications. A correspondence

    table reveals that the categories of a classification can be under an other classification, or where and

    how much the same classification can be in anterior versions. Correspondence tables are of great

    importance in development and harmonization of the international classifications.

    The classifications used in the production of official statistics are determined by TURKSTAT in

    accordance with national and international needs. If the institutions use their own classifications to

    meet their own needs; they are responsible for transition to determined classifications in coordination

    with TURKSTAT.

    The Official Statistics Classification Server is open to use over the web site of TURKSTAT and it’s being

    continually updated in order to realize the implementation of the classifications needed for public

    institutions, organizations and other users; enable to be used only one classification for each area, to

    realize correspondence of the national classifications into the classifications used by European Union

    countries and the international classifications. The web site link for The Official Statistics Classification

    international standards will develop the required infrastructure for the transition of classifications in

  • 2.1. POPULATION AND DEMOGRAPHIC STATISTICS

    1. Coverage Population and demographic statistics are composed of vital statistics, population statistics based on

    administrative records, population and housing censuses and population projections produced by

    Turkish Statistical Institute (TURKSTAT), and Turkey Demographic and Health Surveys (TDHS)

    conducted by the Hacettepe University Institute of Population Studies.

    Vital statistics cover the social and demographic data on birth, marriage, divorce, death and suicide

    events occurring in a year.

    Population statistics based on administrative records contain the data on population size, age, sex and

    internal migration related to Turkish Republic citizens and foreign citizens residing in Turkey.

    In population and housing censuses, the information on demographic, social and economic

    characteristics of the population living within the boundaries of the country is collected by

    administrative division.

    The population projections are produced for short and long term periods according to the needs in

    administrative and planning issues; and they cover the information on population size and

    demographic indicators.

    The demographic and health data, which can not be provided by population registers and population

    censuses, is collected by the Turkey Population and Health Surveys. 2. Current Status The data related to birth, marriage and divorce statistics is collected from the Central Population

    Administrative System constituted within the Ministry of Interior, General Directorate of Population

    and Citizenship Affairs.

    The data related to the death events in provinces and district centers is collected through Ministry of

    Health.

    The data related to the suicide statistics is collected from the administrative registers of the Security

    General Directorate and Command of Gendarmerie.

    The population projections are calculated based on population censuses and TDHS.

  • For the population and demographic statistics, ISCED-97 is used for education level, ISCO-68 is used

    for occupations, ISIC Rev.2 and ISIC Rev.3 are used for economic activities, while International

    Classification of Diseases (ICD-8) is used for cause of deaths. This data is presented by NUTS Level 3.

    The marriage and divorce statistics included in vital statistics are compliant; while birth, death, legal

    abortion and late fetal death statistics are partially compliant with international standards.

    The results of population and demographic statistics are presented to the users as a publication, CD

    and on the web site (http://www.tuik.gov.tr). 3. Planned Outputs and Outcomes In accordance with the Law No 5490, the addresses of all people living in our country and Turkish

    Republic identification numbers will be matched and address based population registration system will

    be set up by TURKSTAT. In the scope of this system, the countries where the Turkish citizens living

    abroad will be also determined and this data will be continually updated by the General Directorate of

    Population and Citizenship Affairs.

    The basic statistics related to population size, sex, age, internal migration, birth, marriage and divorce

    by residence will be produced updately from administrative registers by using adress based population

    registration system as from the year of 2008.

    TURKSTAT will cooperate with the General Directorate of Population and Citizenship Affairs and the

    Ministry of Health as from 2007 in order to remove the deficiency of the coverage of death statistics.

    Methodological studies especially on legal abortion and late fetal death statistics will be completed by

    the end of 2009.

    Population and Development Indicators and UN Millennium Development Indicators will be produced

    gradually in regional level and presented to users over the web site by 2007.

    TDHS will be conducted in order to produce main demographic and health indicators which can not be

    obtained from the population cencuses and administrative registers in 2008.

    After the Address Based Population Registration System is set up in 2007, the population censuses

    conducted for 10-years period will be realized by using this system in 2010.

  • 2.2. LABOUR FORCE MARKET STATISTICS

    1. Coverage The labour force market statistics consist of labour force statistics, labour force cost and earnings

    statistics. Labour force statistics cover the data on number and various specifications of employed and

    unemployed persons gathered from survey results and administrative sources. The labour force cost

    and earnings statistics cover the data collected from the surveys on earnings of employees and their

    cost to employers. 2. Current Status The household labour force surveys which aim data collection on labour force statistics are carried out

    monthly through using sampling method by TURKSTAT. The data collected by the household labour

    force surveys is fully compliant with the international standards in terms of scope, variables,

    classifications, frequency, estimation level and dissemination of data. The household labour force

    surveys results that cover moving averages of three months are issued monthly as press releases.

    While monthly data is disseminated regarding country, urban and rural level; annual data has been

    presented by both NUTS Level 1 and Level 2 since 2004. The labour force data is accessible through

    press releases, time series tables and labour force survey database that are available on the web site

    of TURKSTAT.

    Active and passive insured numbers compiled by the administrative registers are available both on the

    web site of Social Security Institution (http://www.sgk.gov.tr) and in the annual publications of related

    Institution. Although there is no problem in terms of scope of this data, the classifications used by the

    social security institutions aren’t compliant with the international ones.

    The data related to the number of registered unemployed people is issued through the Monthly

    Statistical Bulletin by the Turkish Employment Organization (ISKUR). (http://www.iskur.gov.tr)

    Turkish Employment Organization collects data on job vacancies on limited basis and issues this data

    by Monthly Statistical Bulletin. However, this data only covers the voluntarily applications made to

    Turkish Employment Organization for private sector.

    Data on strikes and lockouts is collected and issued by the Ministry of Labour and Social Security.

    There is no problem with its coverage, however the data is collected according to the national

    economic activity classification and converted to international economic activity classification

    afterwards. The Ministry of Labour and Social Security issues the data on strikes and lockouts in the

    Labour Statistics Yearbook annually (http://www.csgb.gov.tr).

  • 3. Planned Outputs and Outcomes

    In addition to household labour force survey, the modular surveys aiming to collect detailed data

    related to the various fields of labour force market, will be applied by TURKSTAT as from the year of

    2007.

    TURKSTAT Presidency will apply structure of earnings survey in 2007 and the labour force cost survey

    in 2009. Besides these studies, the feasibility studies on labour force cost index for three months’

    period will be launched in the term of 2007-2008 and index will be produced in the year of 2010.

    Ministry of Labour and Social Security and the dependent institutions’ database will be harmonized to

    each other. Besides, the coverage of job vacancy statistics will be extended by Turkish Employer

    Organisation within the Programme period.

  • 2.3. EDUCATION STATISTICS

    1. Coverage Education statistics are composed of the formal education, non-formal education and higher education

    statistics besides the education expenditures and lifelong learning statistics.

    The formal education statistics cover the data related to education given to the individuals’ having the

    specific age group and being at the same level in a programme prepared for a purpose by a school

    frame.

    The non-formal education statistics cover the data related to education given for the individuals who

    have never had any formal education, or who are still attending school or have already completed it,

    by lifelong learning, the guiding and practical training activities made in various time and steps in

    addition to or except for formal education.

    The higher education statistics cover the data related to education of the higher education institutions

    after the secondary education besides at least two year higher education institutions.

    The education expenditures statistics cover the distribution of total education expenditures for service

    providers and financial sources. 2. Current Status

    The formal and non-formal education statistics are collected from the administrative registers of the

    Ministry of Education. The Ministry of Education has launched to collect online data for every

    education level by setting up National Education Authority Management Information System since the

    academic year of 2002/03.

    The formal education statistics have been issued as a publication and CD by the Ministry of Education

    since the academic year of 2005-2006.

    The non-formal education statistics, which cover administrative records of the Ministry of Education

    and the data related to Koran Courses within the Presidency of Religious Affairs, are issued annually

    as a publication and CD.

    The higher education statistics are issued annually as a publication and CD for every academic year by

    the Student Selection and Placement Center.

    Turkish education statistics are compliant with the main indicators at international level such as the

    enrollment ratio of education, the number of students by sex and age within the content of ISCED-97

    Classification.

  • 3. Planned Outputs and Outcomes A study will be held for the non-formal education activities of foundations, non-governmental

    organizations, municipalities, the institutions and organizations of ministries and the universities which

    aren’t placed in the context up to date by TURKSTAT in 2009.

    The data related to the education expenditures of the provincial administrations, municipalities and

    higher education institutions to be published by TURKSTAT will be collected from the analytical budget

    database of Ministry of Finance as from the year 2008.

    The deficient data in UOE (UNESCO, OECD and EUROSTAT) database about education expenditures

    will be completed by the Ministry of Education at the end of the year 2008.

    Within the content of lifelong learning statistics, Adult Education Survey field study will be held in

    2007 while Continuing Vocational Training in Enterprises Survey will be implemented in 2008 by

    TURKSTAT.

  • 2.4. CULTURE AND SPORTS STATISTICS

    1. Coverage

    The culture and sports statistics are composed of the statistics related to the fields of cultural

    heritage, archives, libraries, books, printed media, cultural and scientific activities, visual arts,

    performing arts, audio and audiovisual/ multimedia, religion and sports.

    The cultural heritage and the archive fields cover the statistics about historical works of art,

    archaeological heritage, museums, protected areas, national palaces, historical works of art of

    foundations, archives and the other types of cultural heritage.

    The books field covers making up, producing and dissemination of the books, periodicals, etc. and

    covers the statistics regarding printing houses, publishers and libraries.

    Cultural and scientific activities cover all the scientific activities and activities of exhibitions, fairs,

    bazaars, festivals, competitions, performances and presentations which are performed by institutions

    and organizations in our country.

    The visual arts field covers the statistics related to picturing, sculpturing, graphical arts,

    photographing, ornaments and handmade arts goods.

    The performing arts field covers the statistics on live music, musical, theatre, dance and other

    performing arts.

    The audio and audiovisual media field covers the statistics on cinemas, radios and televisions, videos,

    tape recordings and multimedia works.

    The religion statistics cover the statistics about religional buildings, hadj, umre, religional publications,

    number of religional changes and number of personnel by status, etc.

    The sports statistics cover the statistics about sports areas, sportsmen, technical staff, referees, sports

    facilities, the activities of sports clubs; sponsorship end sports/games regulations.

    2. Current Status The data related to museums, National Library, public libraries, opera, ballet and public theatres, the

    number of tax labels of the books and the non-book materials is compiled from the administrative

    registers of the Ministry of Culture and Tourism.

    The data related to the university libraries, state and the private theaters and movie houses is

    compiled annually by TURKSTAT Presidency.

  • The religion statistics are compiled and published by the Presidency of Religious Affairs.

    The sports statistics are compiled from the administrative registers of the General Directorate of Youth

    and Sport and Turkish Football Federation for every five years.

    The estimation level used for cultural and sports statistics is Turkey and NUTS Level 3.

    The cultural statistics are published annually; while the sports statistics are issued as a publication and

    CD for 5 years by TURKSTAT. 3. Planned Outputs and Outcomes A department within the Ministry of Culture and Tourism will be established to coordinate statistics. Furthermore, the Ministry of Culture and Tourism will keep the cultural statistics data in its database and TURKSTAT will access this database with the web based soft ware. The deficiencies of the coverage will be removed by the Ministry of Environment and Forestry, General Directorate of Nature Protection and National Parks, General Directorate of Cultural Assets and Museums, General Directorate of Foundations, Department of National Palaces of Grand National Assembly of Turkey under the coordination of TURKSTAT as from the year 2008. The producing works of statistics related to the General Directorate of State Archives, General Directorate of Land Registration and Cadastre, municipal archives, private archives and other institutions’ and organizations’ archives, which are open to research, will be launched by the year as from 2008 under the coordination of TURKSTAT. The General Directorate of Libraries and Publications will remove the deficiencies of the coverage of the data collected with International Standard Book Number (ISBN) and International Standard Serial Number (ISSN) Center by a web based software in the year 2007. The studies related to scientific activities and cultural facilities held by the related institutions and organizations in our country will be conducted by the cooperation of the General Directorate of Promotion, Department of Associations, Union of Chambers and Commodity Exchanges of Turkey, General Directorate of Foundations and TURKSTAT as from the year 2007. The deficiencies of coverage of the data related to the numbers of science and literary products, fine arts products, musical works, cinema works, processing and compiling, besides registration and the tax labels sold will be removed by the General Directorate of Copyright and Cinemas as from the year 2011. The deficiencies of coverage of the data concerned with painting sculpture museums, plastic arts and phonetic arts will be removed by the General Directorate of Fine Arts as from the year 2008.

  • 2.5. HEALTH STATISTICS

    1. Coverage The health statistics are composed of the health care services, health and safety at work statistics.

    The health care delivery, health status, health care physical infrastructure, health manpower, medicine

    (drugs), causes of death and health expenditure statistics are included in health care services

    statistics. Moreover, accidents at work statistics, occupational diseases statistics and the General

    Report of Labour Inspection information are included in health and safety at work statistics. All health

    statistics apart from safety and health at work statistics are collected from public and private health

    institutions.

    The health care delivery statistics cover water health statistics together with all of the preventive care

    and curative care services.

    The health status statistics cover physical and mental health status of all population especially mother,

    children and risky groups and the efficiency of the health care services supplied.

    The health care physical infrastructure statistics cover the physical status and the infrastructure of the

    institutions responsible for supplying health care services.

    The health manpower statistics cover the information of the active personnel in charge of health care

    delivery in health organizations and institutions.

    The medicine (drugs) statistics cover the information related to the permission, control, pricing,

    market surveillance and inspection of human medical products’ production, import, export, license and

    marketing types.

    The health expenditures statistics are composed of public, household and private health expenditures.

    Health and safety at work statistics cover the information of the systematic and scientific studies

    which are defined as the precautions to be taken to make employees work healthy and safely in order

    to protect the hazardous conditions stem from various reasons at work. 2. Current Status The data sources of the health statistics are the administrative registers of the Ministry of Health and

    the surveys carried out by the Ministry of Health and Turkey Demographic and Health Survey realized

    for every five years.

    ICD-10, suggested by WHO, is used for collecting the inpatient statistics; moreover, ICD-O-3 is used

    for cancer facts classification.

  • Data of the health care services statistics are collected according to NUTS from Level 1 to 3. Inpatient

    statistics are disseminated for whole Turkey,other statistics except inpatient statistics are disseminated

    according to NUTS Level 3 by the Ministry of Health (http://www.saglik.gov.tr). 3. Planned Outputs and Outcomes

    It’s necessary to constitute the National Health Accounts System in the framework of OECD Health

    Accounts System to draw the flow charts of various organization and institutions related with all the

    health expenditures. The calculation of health expenditures will be realized regarding the country level

    by Turkish Statistical Institute (TURKSTAT) Presidency in the year 2010.

    The deficiencies of the coverage of industrial accidents and occupational diseases notification forms

    will be removed and the classification used will be harmonized with NACE by the Social Security

    Institution until the year 2011.

    The deficiencies of the coverage of causes of death certification form will be removed and will be

    encoded according to ICD-10 classification as from the year 2009

    Turkey Health Interview Survey will be realized by TURKSTAT in the year 2008.

  • 2.6. CONSUMPTION EXPENDITURES, POVERTY AND INCOME DISTRIBUTION STATISTICS

    1. Coverage The consumption expenditures statistics cover the households’ purchases, the consumption from their production, employed members’ income in kind, goods and services which household purchases in order to present/aid in the survey month besides the expenditures for durable consumption goods and services in a year. The annual indicators related to poverty have been produced by Turkish Statistical Institute (TURKSTAT) Presidency since 2002. In the frame of the methodology used, besides the absolute (food and food + non food) and relative poverty limits based on expenditures, the poverty lines (1 dollars, 2.15 dollars, 4.3 dollars) used for international comparisons; the poor population ratio under these lines are calculated and the main characteristics of poor people are analyzed The survey including income distribution, relative poverty, social exclusion and living conditions has been made by TURKSTAT annually since the year 2006. The data enabling to measure the persistent poverty, monitor the net changes based on micro level within the time and make periodic observations is collected by the surveys in which the panel design used, as well as annual cross sectional questionnaires data. 2. Current Status In Household Budget Survey which is the data source of consumption expenditures and poverty statistics, the data related to the social and economic status of the household, the employment status of the members in the survey month, income received, etc. is collected by interviewing method, while the expenditure data is compiled from the records of households. The data source of income distribution, social exclusion and living conditions is the Income and Living Conditions Survey. COICOP is used for the classification of goods and service expenditures made by households. NACE Rev.1.1 is used for the classification of the economic activities of employed household members; while ISCO-88 is used for the classification of the household members’ works and occupations. The consumption expenditures, poverty and income distribution statistics are issued through news bulletin and internet (http://www.tuik.gov.tr) by TURKSTAT Presidency. The dynamic database of the household budget survey has been opened to use since the year 2006. Moreover, the annual table releases composed of detailed cross tables (CD and printed documents) and the CD s covering micro data, which is collected from the surveys by the level of household and members, are presented to the users. 3. Planned Outputs and Outcomes The sample size of the household budget surveys will be increased as from the year 2008.

  • 2.7. SOCIAL PROTECTION STATISTICS

    1. Coverage

    The social protection statistics cover the data related to the interventions of public or private

    institutions in order to alleviate the people’s defined risks and needs burden without any mutual or

    individual regulations concurrently. The risks and needs demanding social protection are illness and

    health care, disability, old age/retirement, survivors, family and children, unemployment, housing and

    the social exclusion not to be classified anywhere.

    The aids in the frame of social protection cover the cash payment to protected people, the back

    payment of the invoice costs of the expenditures made by the protected people and the aids in kind

    as goods and services provided directly. 2. Current Status

    Data source of the social protection statistics are the registers of the institutions and organizations

    displaying activity in this field.

    The social protection statistics are collected in accordance with the definitions and classifications used

    in ESSPROS (The European System of Integrated Social Protection Statistics) hand book. 3. Planned Outputs and Outcomes

    The social protection data to be issued by TURKSTAT will be collected from the Ministry of Finance

    analytical budget database as from the year 2008. In this content, the social protection statistics will

    be served to users over the web site annually after removing the all deficiencies until the year 2009.

  • 2.8. GENDER STATISTICS

    1. Coverage

    The gender statistics produced by Turkish Statistical Institute (TURKSTAT) cover the further analysis

    studies making visible the gender differences in social, economic and cultural areas, and the gender

    indicators.

    2. Current status

    In our country, individual based censuses and surveys are conducted providing data by gender. The

    data collected by surveys and administrative records are used for calculating the gender indicators. 3. Planned Outputs and Outcomes

    The areas where there are no indicators produced or the available indicators are insufficient will be

    determined and the studies to produce these data will be launched for the gender indicators that

    cannot be calculated from the available data in the year 2007.

    The Gender Pay Gap indicator will be calculated as from the year 2007.

    TURKSTAT Presidency will compose a database based on the surveys of the General Directorate on

    the Status of Women, which will be carried out in 2007 on the reasons and results of domestic

    violence against the women.

  • 2.9. LIFE SATISFACTION SURVEY

    1. Coverage

    The subjective happiness perception, satisfaction from life domains such as health, social security,

    formal education, work life, personal security and judicial services, personal development are

    measured and the changes in these indicators in time are monitored by the Life Satisfaction Survey.

    2. Current Status The Life Satisfaction Survey has been conducted annually since the year 2003. The results of the

    survey are given regarding country level, besides the urban and rural localities level.

    NACE Rev.1.1 and ICSE-93 classifications are used for the Life Satisfaction Survey.

    1. Coverage

    The crime and justice statistics are composed of case statistics, justice statistics, prison statistics,

    statistics on Juvenile Received into Security Unit and human rights statistics.

    The case statistics cover the data on incidents examined by the police and gendarmerie, coast guard,

    customs guard together with the suspects and victims in this incidents.

    The justice statistics cover the data related to the public prosecutor’s offices, courts, enforcement

    offices, notaries, forensic medicine, High Board Arbitration, military prosecutors, military courts,

    executive judgeship and justice personnel structure.

    In the prison statistics, the data related to convicts, detainees, the incidents occurred in prisons and

    detention houses and the data related to the controlled freedom services are collected.

    Statistics on Juvenile Received into Security Unit cover data regarding the children come and brought

    to security points affiliated to the police and gendarmerie.

    The human rights statistics include the data related to applications for human rights violations, the

    institutions complained of, the subjects of right claimed to be violated and the applicants. 2. Current Status

    The case statistics are collected from the administrative registers of the Security General Directorate,

    Command of Gendarmerie, Turkish Coast Guard Command and General Directorate of Customs

    Security. Within the content of justice statistics, the data related to prosecutor’s offices, courts (judicial and

    administrative jurisdiction), law enforcement offices and the executive judgeship is collected by the

    General Directorate of Judicial Records and Statistics. The data related to higher judicial institutions,

    notaries, forensic medicine, High Board of Arbitration and military prosecutors, military courts and

    justice personnel are compiled annually from the related institutions registers by Turkish Statistical

    Institute (TURKSTAT) Presidency.

    The prison statistics are compiled from the administrative registers of all prisons dependent on the

    Ministry of Justice. TURKSTAT collects monthly data on every convicts received into prison and

    convicts discharged from prison. The Directorate General of Prisons and Detention Houses collects

    monthly the aggregated data related to convicts and arrested persons.

  • Statistics on Juvenile Received into Security Unit are collected by security points affiliated to the police

    and gendarmerie monthly.

    The human rights statistics are collected monthly from provincial and district human rights committees

    through the Human Rights Violation Asserts Application Form by the Prime Ministry Human Rights

    Presidency.

    In the statistics produced within the context of crime and justice statistics, NUTS Level 3 is used for

    the case statistics, prosecutors’ offices, judicial and administrative courts, enforcement offices,

    notaries, convicts and statistics on Juvenile Received into Security Unit. The statistics except these are

    produced regarding country level. ISCED-97 is used for the classification of educational status of the

    convicts, while ISCO-88 is used for their career position.

    The publication of the Judicial Statistics, by the General Directorate of Judicial Records and Statistics,

    and Statistics on Juvenile Received into Security Unit, by TURKSTAT Presidency, are issued as a

    printed book, CD and on the web (http://www.tuik.gov.tr) annually. The human rights statistics are

    published as a news bulletin by the Prime Ministry Human Rights Presidency. 3. Planned Outputs and Outcomes TURKSTAT will prepare a new publication covering the case statistics collected by the Security General

    Directorate, Command of Gendarmerie, Turkish Coast Guard Command and General Directorate of

    Customs Security. The data collected by related institutions will be delivered to TURKSTAT in magnetic

    field by the year 2007. The geographical scope of the Statistics on Juvenile Received into Security Unit

    will be extended to 81 provinces in order to produce statistics for all over Turkey and the collected

    data will be delivered to TURKSTAT in magnetic field. The study will be launched by the Security

    General Directorate and the Command of Gendarmerie in the year 2007.

    Judicial Statistics publication, which is published by the General Directorate of Judicial Records and

    Statistics and TURKSTAT as two different publications, will be prepared by the General Directorate of

    Judicial Records and Statistics and the content of the publication will be determined by mutual study

    of TURKSTAT and the related institution. The Ministry of Justice, General Directorate of Judicial

    Registration and Statistics will revise the prosecutor statistics questionnaire by the year 2007 in order

    to collect the number of inquired people according to case types at the prosecutor stage.

    Within the content of Judicial Statistics publication, which will be published by the General Directorate

    of Judicial Records and Statistics by the year 2007, the data related to court, prosecutor and

    enforcement offices’ activities will be collected and published by the General Directorate of Judicial

    Records and Statistics. The data related to the Constitutional Court, Supreme Court, Council of State,

    Military Court of Appeals, High Military Administrative Court, Court of Jurisdictional Disputes, Ministry

    of National Defence / Military Justice Affairs Presidency, High Board of Arbitration, Council of Forensic

    Medicine and Turkish Notary Publics Association’s activities will be collected by TURKSTAT and will be

    sent to the General Directorate of Judicial Records and Statistics to be published.

  • The statistics related to Council of State works compiled within the content of judicial statistics will be

    revised for meeting the requirements. The collected data will be conducted to TURKSTAT Presidency

    in magnetic field annually as from the year 2007.

    The convict statistics, which are currently compiled by both the Directorate General of Prisons and

    Detention Houses and TURKSTAT Presidency, will be compiled and issued only by TURKSTAT. Within

    the content of National Judgment Network Project implemented by the Ministry of Justice and planned

    to be completed in the year 2008, , the data related to convict statistics won’t be collected in paper

    form because all data will be collected in magnetic field. After transition to new data collection

    methodology, the convict statistics will be published by the General Directorate of Judicial Records and

    Statistics.

    The content of the studies related to human rights statistics will be extended to contain the

    applications to all institutions and organizations throughout the country. A new study will be launched

    to remove the deficiencies within the content of human right statistics in the year 2007 by the Prime

    Ministry Human Rights Presidency, The data related to the discrimination type and the demographic

    characteristics of the person subjected to discrimination will be also collected with this study.

  • 2.11. ELECTION STATISTICS

    1. Coverage Election statistics, which are composed of general election of representatives and local administration

    elections, contain the data related to the number of registered voters, the number of actual voters,

    the number of valid votes, the numbers of votes received by political parties and independents

    participated in the election, voter participation ratio, the number of representatives, provincial general

    council members, municipality presidencies and mayors won by political parties. 2. Current Status

    The election statistics based on administrative registers are collected from the consolidated election records arranged according to election results by the provincial and district election committees of the High Council of Elections Presidency. The data on the level of electoral precinct is acquired without any changes from the results sent to High Board of Election by election committees according to election types and announced via the Official Gazette by High Board of Election; the data on the district, municipality and ballot boxes is acquired from the consolidated lection records arranged by district election committees and sent to TURKSTAT Presidency. The data produced within the content of election statistics is issued for the general election of representatives by provinces, districts, sub districts, villages and according to ballot boxes; for the election of local administrations, the data is issued at the level of province and district as urban-rural for the elections of provincial general council members; the data on election of mayor of metropolitan municipality, mayoral election and election of municipal council members are issued according to municipalities by TURKSTAT as a publication, CD and in the web site (http://www.tuik.gov.tr).

    3. Planned Outputs and Outcomes Within the content of the Computer Supported Central Register of Voters Project conducted by the High Board of Election, all information on the province and sub-province consolidated election records in paper form will be sent in magnetic form according to registry patterns meeting both institution’s needs and with the codes used in Computer Supported Central Register of Voters Project by the High Board of Election Presidency, provincial and district election committees. The project will be implemented in the general election of representatives to be held in the year 2007. In order to meet the information demands, the deficiencies of coverage will be removed and the studies related to the production of statistics for registered voters, actual voters, candidates and winners of representative, provincial council, municipality council mayor, mayor of metropolitan municipality by sex, age, education, occupation, etc. variables will be implemented under the content of Computer Supported Central Register of Voters Project by the High Board of Election. When Computer Supported Central Register of Voters Project put into practice, the election statistics will be presented to the users in the web site (http://www.ysk.gov.tr) by the High Board of Election.

  • 2.12. TOURISM STATISTICS

    1. Coverage The tourism statistics are composed of departing visitors survey, citizen entry survey, border statistics, real estates belong to foreigners study, accommodations statistics with certificate of tourism administration and local administrations, accommodation facilities with municipal certificate inventory, yacht statistics, the facilities with tourism certificated and charter statistics.

    The Departing Visitors Survey covers the determination of the profile and the travel type of the foreigners who are resident in abroad and departs after visiting our country besides the citizens who have the passport of Turkish Republic and the account of the tourism incomes of our country.

    The Citizen Entry Survey covers the determination of the profile and the travel type of the foreigners who are resident in Turkey and comes from abroad after visiting other countries besides the citizens who have the passport of Turkish Republic and the account of the tourism expenditures of our country.

    The border statistics are composed of the number of arrival and departures of foreigners and citizens with Turkish Republic passport by nationality and border gate.

    The accommodation statistics (tourism administration certificated, local administration certificated) cover the information related to the number of the arriving and overnights, the average staying time of the foreigners who comes our country and Turkish citizens attend to tourism in the accommodation facilities with tourism enterprise certificate and local administration and measuring of these facilities’ occupancy rate.

    The yacht statistics cover the distribution of the yachts entering our marinas by flags and lengths, the number of travelers and staff, the length of stay and the number of yachts distribution by years.

    The charter statistics cover the number of planes, nationalities and the number of entering and departing travelers related to the nonscheduled planes that lands and takes off our airports. 2. Current Status The departing visitors survey and the citizen entry survey is conducted four times a year as covering quarterly period by interviewing method. The border statistics are produced by compiling the numbers of arrival and departures of foreigners and citizens from borders gates monthly from the administrative registers of the Security General Directorate. For all accommodation facilities with tourism administration certificate and the accommodation facilities certificated by local administration in the content of the sampling (as the number of the months being active); the accommodation statistics are produced through the accommodation

  • facilities entry and overnight questionnaires sent by the Directorates of Provincial Culture and Tourism. This data is collected monthly. The Yacht statistics are compiled through the Directorates of Customs by the Ministry of Culture and Tourism. The statistics of the facilities with tourism certificate are compiled from the data in the tourism investment and tourism administration certificates, which are given when the applications for constructing or opening a tourist facility is compliant with to tourism facilities regulation, by the Ministry of Culture and Tourism. The Charter statistics are produced monthly by collecting data related to nonscheduled planes that lands and takes off our airports from the administrative registers of State Airports Authority by the Ministry of Culture and Tourism. EUROSTAT and World Tourism Organization recommend the data collection based on residency for the Departing Visitors Survey and Citizen Entry Survey although there is no administrative register based on residency. So the sampling study is conducted according to nationality for the Departing Visitors Survey, while it’s conducted according to the visitors who live in Turkey and have Turkish passport for the Citizen Entry Survey. However, the data is collected based on residency at the field study. The yacht statistics, charter statistics and accommodation facilities with local administration certificate inventory studies are conducted in order to meet only national needs. An international classification isn’t used. The international classifications accepted by EUROSTAT and World Tourism Organization are used for the facilities with tourism certificate statistics and accommodation statistics. The temporary results of the Departing Visitors Survey and Citizen Entry Survey are presented to users quarterly as news bulletins in the web site (http://www.tuik.gov.tr) by TURKSTAT and the Ministry of Culture and Tourism.
