FEBRUARY BOARD HIGHLIGHTSTUESDAY, FEBRUARY 19, 2019

Approved mailing a letter/agreement for snowplowing to homeowners on Coquina Lane for the remaining winter season and again in the Fall.

Approved the ATI Development proposal of $3,965 for the installation of 103 snow guards on the Nettle Mill Clubhouse roof.

Approved the production and mailing of quarterly postcards as requested by the Communications Committee.

Agreed that Loudoun County should explore all options before the Stone Ridge Board of Directors makes a decision on accepting the maintenance of the two proposed streetlights on Millstream Drive at the commuter lots.

Approved the purchase of three 36” dining tables and nine sling chairs for the designated eating area at the Nettle Mill Pool, as proposed by NVPools.

Accepted the action in lieu of a meeting. This consent included: Award the irrigation repair proposal to Heritage Landscape Services for a cost Not To Exceed $155,000 with the two new pipe installations (#5 - $18,512 and #9 - $4,500) paid from Capital Reserves and the remaining project items to be paid from Replacement Reserves.

Accepted the action in lieu of a meeting. This consent included: Approve the Nettle Mill Clubhouse locker room showers repairs for a cost Not To Exceed $10,000 and award the repair contract to Sunband, Inc. The costs to be paid out of Replacement Reserves.

Approved the publication of Community Code No. 9B – “Pool Rules,” specifically pages four and five in the March newsletter as stated in Article X, Section 10.2(b)(1) in the Amended and Restated Declaration of Covenants, Conditions and Restrictions. Directors noted legal counsel confirmed the revisions on pages 4 and 5 are substantive and need to be published for community comment. The other rule changes were simple clarifications (i.e. delete deep water and reference as main pool) that did not change the rule.

Approved the Nettle Mill Clubhouse business rental to include: (1) establish business rental charges at 30% more than a private rental; (2) keep the business rental charge the same for resident and non-resident businesses; (3) require businesses to provide a participant list since public events are not permitted; (4) keep table set up, cleaning and agreement requirements the same as private rentals; and (5) limit businesses to two weekend rentals per year.

Approved the Amphitheatre rental fee at $100/hour and a $250 deposit.

Approved to write off to Bad Debt $1,131.67 due through foreclosure of a property in Section 36, as recommended by legal counsel and discussed and agreed upon in Executive Session.

Approved to write off to Bad Debt $853.74 due through foreclosure of a property in Section 44, as recommended by legal counsel and discussed and agreed upon in Executive Session.

Awarded contracts for (a) replacing the Alarm System at the Nettle Mill Clubhouse, (b) installation of panels at all pools, and (c) the purchase of 10 additional software licenses to SETEC for an amount not to exceed $16,000 to be funded from Replacement Reserves, as discussed in Executive Session.

ACTIVITIES COMMITTEE Edit Sherry, Events Coordinator

March 5, 2019

PRESENT: Chair Alton Bryant, Vice Chair Paul Henry, Patrick Donahue, Bari Brooks, Pam Garcia, Bridget Turner, and Events Coordinator Edit Sherry.

Members evaluated the Wine Tasting Casino Night event (February 22). Staff reported 85 people registered and 72 people attended. The added casino theme and table games were a hit this year with the attendees.

Members continued to discuss important details about Shocktoberfest/Fall Fest event.

Members discussed the Spring Egg Hunt (April 20). The event will be from 9 AM to 11 AM at the Nettle Mill Clubhouse. Brian Trace will provide his disc jockey services while children will hunt for the golden eggs and meet Mr. Bunny. New this year will be a donut food truck offering sweet bites.

Members discussed Art & Sweet (May 18) which is a painting event for children hosted by Painting with a Twist. Event will be 2 PM to 6 PM. Refreshments will be Golly Waffles.

Next Activities Committee meeting will be on Wednesday, April 17, 2019 at the Nettle Mill Clubhouse at 7:00 pm. It’s a meeting combined with egg hunt goodie bags stuffing. Volunteers are needed, come join us!

The Activities Committee plans, advertises, and executes social activities that provide opportunities for enrichment to Stone Ridge residents. Meetings are held the first Tuesday of the month in the Nettle Mill Clubhouse at 7:30 pm. Meetings are open to all Stone Ridge residents.

COMMUNICATIONS COMMITTEEBrandon Thomas, Communications Coordinator

Due to quorum not being reached, the Communications Committee did not hold a meeting in March.

Next meeting is Tuesday, April 2, 2019 at the Stone Carver Conference Room, at 7 pm.

The Communications Committee advises and assists the Board of Directors in planning and administering the communications needs of the Association. The meetings are held the first Tuesday of every month at 7 pm in the Stone Carver Conference Room. Meetings are open to all Stone Ridge Residents.

RECYCLING 101 IN STONE RIDGECONTAINER STORAGE

■ Stone Ridge Article 10, Use & Restrictions states “…trash containers shall not be permitted to remain in public view from the Community or another Lot except on days of trash collection.”

■ All trash and recycle containers are to be stored in the garage or behind an approved trash enclosure, on non-trash days.

RECYCLING COLLECTION ■ Service days: Thursday

■ All trash and recycling must be placed in the proper receptacle.

■ Your recycling toter is to be used for the sole purpose of collecting recyclables (rigid containers, cans, cardboard & paper). It is not to be used for the collection of household trash (non-recyclable waste consisting of food and food contaminated items, diapers, etc.) or yard debris (leaves, grass and brush).

■ Recycle all empty bottles, cans, paper, and cardboard.

■ Please keep food and liquids out of the recycling. Rinse before tossing!

■ Empty recyclables directly into recycling toter; Don’t bag them!

■ On days with high winds in the forecast, please don’t place out your recycling toters. If your recycling toter is full and must place on the curb for pickup, please follow these simple tips:

ASK ARC: CAN RESIDENTS BUILD/CONSTRUCT A TRASH ENCLOSURE ON THEIR PROPERTY?

Yes, trash enclosures are permitted but must be applied for. They are to be installed on the side yard with a setback of 4’ from the front of the home; size is generally limited to 4’ x 4’ x 4’ in dimensions. Contact the Covenants Administrator at the Association office for more details.

“BABY DOG DOO DOO DOO DOO…”

Pet waste stations are for dog waste only. Residents should not fill the bins with other trash (fast food containers and wrappers. soda cans, etc.) When waste bins become filled with other objects, pet waste is then left on neighbors’ lawns, common areas, and sidewalks.

Loudoun County Ordinance, Chapter 612.19, Sec. a(9), requires owners to clean up after their pets. Dog waste should not be left on the ground, it should be properly disposed of in one of the 52 pet waste stations installed throughout the community.

Be a pet friendly neighbor! Pet waste stations are emptied weekly by a private contractor. When you see a full waste station, please report it immediately to the Association Office at 703-327-5179 or use the “Submit a Request” feature on the new Stone Ridge HOA app!

IF YOU SEE SOMETHING, SAY SOMETHINGStone Ridge remains a highly sought-after community because of location, amenities, and sense of community. In order to continue that sense of community, all residents need to play an active role to keep Stone Ridge a safe place to live, work, and visit.

Last month, an unfortunate late evening confrontation occurred. Residents should beware of their surroundings, remain vigilant, and report suspicious activities. Please remember to notify authorities when you witness incidents where your neighbors may be/are in danger.

When reporting suspicious activity, describe specifically what you observed, including:

■ Who is involved,

■ What is suspicious or criminal in nature,

■ When/time

■ Where/location

HOW TO REPORT:

■ Call 911 for emergencies and when criminal activity is occurring. A voice call to 911 is always preferred because important information can be relayed to the dispatcher more quickly.

■ Text 911 is available in Loudoun. The County’s Emergency Communications Center has the capability to receive text to 911 messages and is available from all major carriers. When to text:

■ If you are deaf, hard of hearing or have a speech disability.

■ If you cannot speak due to an injury or medical condition.

■ If you are in a threatening situation and a voice call could increase the threat.

■ If you cannot make a call because your mobile phone reception is poor.

■ The “see something, say something” mobile app allows you to send suspicious activity as a photo or as written text directly to the Virginia State Police. In the app store search for “See Send.”

ARE YOU READY FOR POOL SEASON? The pools will open in just a few weeks! It’s not too early to start thinking about getting your records up to date! Make sure your Stone Ridge Membership Identification Card is ready for Memorial Day weekend. Save yourself time and avoid the long lines at the last minute. All residents, five (5) years of age and older are required to have an ID card in order to gain access to the swimming pools, fitness center and community events.

If you’re new to Stone Ridge, your ownership status may not be updated in our database. You will need the following in order to receive your Membership ID Card:

Proof of Residency and Identification - Acceptable forms of identification include a driver’s license, HUD-1 (for new owners), or current utility bill.

Completed Membership Application Form - All Stone Ridge household members must be listed on the Membership Application form. Owners or Tenants of

the property are required to complete a Membership Application, listing each member of the household.

Tenants/Landlords - Tenants must have their landlords complete and sign a Memorandum of Lease form (MOL). Tenants must complete and sign the Membership Application and bring both forms with them to receive an ID card.

Assessment accounts must be in good standing or the card will be deactivated until account is brought current. Membership forms are available on StoneRidgeHOA.org and can be completed, scanned, and emailed back to the Association at [email protected].

DESIGNATED EATING AREASThis summer, pool patrons, will notice new designated areas for eating at all three community pools. These specific eating areas are to assist with keeping the pool deck clean and pool water free of food, wrappers, and other food related items which can cause pool closures. Each pool will have highly visual, marked locations where residents and their guests can enjoy their pizza, ice cream, and other snacks. Eating in other non-designated areas will not be permitted. The following areas will be the designated eating areas:

■ Greenstone Pool: the far back, left corner and the inside snack room (when not scheduled for birthday parties)

■ Stone Carver: Front left corner near the air conditioning units

■ Nettle Mill: Under the trellis at the entrance of the locker rooms.

WHAT IS A COMMUNITY CODE?

Community Codes are simply the rules and regulations of the association. The Amended and Restated Declaration of Covenants, Conditions, and Restrictions introduce this new term. The Appendix One definition reads: “Community Codes refer to the rules, regulations, standards, and guidelines as may be promulgated from time to time in accordance with this Declaration and which, once promulgated, are as binding and enforceable as this Declaration.”

The revision process includes: (a) enactment of the proposed Community Code by the Board of Directors

pursuant to Declaration Article X, Section 10.2(b), (b) notification to the Members that the existing documents have been adopted as Community Codes, (c) wait thirty (30) days following the notification of Board’s adoption of the documents as Community Codes, and, if the Members do not call a special meeting to repeal the new Community Codes within those 30 days, (d) the new Community Codes are effective 30 days after the post-enactment notification.

The Board of Directors has reviewed Community Code No. 9B – Pool Rules. The proposed changes are published below for resident review and comment.

Please review the proposed changes for Community Code 9B-Pool Rules and forward questions and comments to the Association Office. Final action is anticipated at the April 16th, 2019 Board of Directors Meeting.

COMMUNITY CODE NO. 9B

POOL RULESGENERAL POOL RULES

Section 5. Food and Drink

a. Food, including ice cream, may be consumed in designated areas only.

b. Drinks may be consumed on deck, but only if persons are sitting back by the fence from pool edge. If any beverage other than water is spilled on the deck, a guard must be notified immediately.

c. All trash and recyclables must be placed in containers provided for this purpose.

Section 6. Prohibited in Pool Area to Prevent Injury.

a. NO smoking and of any type (i.e. e-cigarettes, vapes, JUUL, etc.) or and the use of tobacco products are not allowed in the pool area.

b. NO alcoholic beverages are not permitted. Persons suspected of possessing alcohol or being intoxicated will not be permitted in the pool area at any time.

c. NO illegal drugs, drug paraphernalia, and/or weapons are not permitted.

d. NO ice cream gum will be is permitted in the pool area.

e. NO glass containers and breakable objects are not permitted in the pool area.

f. NO playpens and wheeled vehicles are not permitted in pool area, except wheelchairs and baby strollers.

g. NO pets are not permitted in the pool area, except service animals.

h. NO Cotton T- loose-fitting or untucked shirts are are not permitted to be worn in the swimming pool.

i. NO running, pushing or rough play will not be permitted in the pool area.

j. NO physical or verbal abuse will not be tolerated. Violators will be subject to immediate ejection from the pool.

k. Dive sticks and dive rings are not permitted. NO hard-plastic dive sticks, dive rings, torpedoes, etc. permitted.

SAFETY RULES

Section 1. Main Pool

The following rules apply in the main pool area. Generally, when two guards are in the stands, conditions may be too crowded for the use of toys and their use may be allowed or disallowed at the discretion of the manager-on-duty.

a. Running on the deck is prohibited.

b. Dunking, splashing, snorkeling, use of swim masks and either standing or sitting on another’s shoulders is prohibited.

c. Somersaults, jumping in backwards, playing on pool ladders or other careless actions from the pool edge are prohibited.

d. Toys, with the exception of nerf balls are limited to the roped off shallow end. must be limited to unbreakable items that are soft, pliable, and/or foam-like. Lifeguards have the authority to require that all toys be removed from the pool on crowded days.

e. Improper use of any toy results in the person and toy removed from the pool pursuit to the policy for minor violations in Section 3 under Enforcement.

f. To avoid injury to others, see Section 6 under General Pool Rules.

g. Persons using approved floatation devices (i.e., water wings or USCG approved life vests) because they do not have adequate swimming skills must be within arm’s reach of a parent, guardian or other Responsible Person at all times. Pool noodles are not considered an appropriate flotation device for children.

h. Life preservers, Inner tubes, and rafts or play equipment are not permitted in the main pool except at the discretion of the pool manager.

i. Basketball rules include NO dunking, and NO hanging on the basketball rim and NO rough play.

j. Kickboards are for kicking use in the lap lanes only.

k. Children younger than three (3) years of age will be allowed in the main pool area only if under direct, constant supervision and within arm’s reach of the child’s parent, guardian, child care provider or designated Responsible Person.

l. Children who are not toilet trained are not permitted in the main pool.

m. Incontinent persons are required to wear swim diapers.

n. Persons of all ages must exit the main pool for ten (10)-minute breaks, every hour, to provide a rest period. Only lap swimming is permitted at this time. The lifeguards will control these breaks.

Section 2. Wading Pool Area

a. Wading pool use is limited to children five (5) years and younger.

b. Children who are not toilet trained must wear cloth

diapers with rubber pants or specifically designed swim-diapers underneath appropriate swimwear such as a bathing suit. Regular disposable diapers that are not specifically designed to be worn in water are not permitted. Non-compliance with this provision must result

in a requirement that the child in question and his/her parent,

guardian, child care provider or Responsible Person leave the pool

area until proper attire is obtained and worn at the pool.

c. No lifeguards are posted at the wading pool. Children using the wading pool must be accompanied by the child’s parent, guardian, child care provider and/or designated Responsible Person at all times.

d. Toys must be limited to small floating and unbreakable items that are soft, pliable, and/or foam-like.

e. All furniture must remain on pool deck and must not be placed in the water.

Section 3. Lap Lanes

a. Designated lap lanes are intended for daily use by persons who wish to swim laps. Priority will be given at all times to those who swim laps.

b. Swimming over or across lap lanes, or using the lane dividers in a manner that causes damage in any way is not permitted.

NPB: THE NOTORIOUS PLASTIC BAG!According to the Keep Virginia Beautiful campaign, American families takes home almost 1,500 plastic bags a year on average and 12 million barrels of oil are used to manufacture those notorious bags. World-wide the problem increases to 500 billion to 1 trillion plastic bags annually.

That’s a lot of oil usage making a plastic film made with polyethylene resins which may contain harmful toxins. The bags (sometimes called film) are used in retail stores, newspapers, dry cleaning services, food storage, and packaging wrap. Most of these bags are recyclable.

Where do all those plastic bags end up? The landfill? The ocean? The Environmental Protection Agency reports that only 5% of plastic bags are recycled and 1,000 years are needed to break down just one plastic bag.

In the past few issues of Etched in Stone, articles have been published regarding recycling to educate and encourage correct recycling practices. Single stream recycling programs are struggling due to contaminated recyclables, which is an item that hasn’t been rinsed. As more individuals participate in the community recycling program, the importance to rinse all containers before recycling is critical.

So, you may wonder if the notorious plastic bag is recyclable? YES, THEY ARE!

Can you place your plastic bags in your recycling toters for Thursday pickup? NO!

During the recycling process, plastic bags mixed with other recyclables cause the machines to stop which slows down the process and is known to cause machines to break down.

Where can you recycle them, you ask? Most grocery store and retail locations offer recycling bins near their entrances. Have you ever noticed them? Here is a list of local stores who participate:

■ Harris Teeter (Village Center Plaza, Ryan Road, Eastern Marketplace Plaza)

■ Food Lion (South Riding)

■ Wegmans (Leesburg & Sterling)

■ Target (Chantilly)

Ever thought about where to recycle the plastic wrap around a case of bottle water? How about the plastic wrap for bread, newspapers, dry cleaning, toilet paper/paper towels, or even the bags for fresh fruit and vegetables? And all those Ziploc® baggies?

They, too, can be recycled at those local stores! Don’t forget these bags must be rinsed and free of food! Most of the retail locations will then sell their collections of plastic bags to manufacturers such as Trex® which turn those bags into building materials.

WINE TASTING & CASINO NIGHT!A rather warm February evening enticed the spirits of nearly seventy-five residents who attended the annual Wine Tasting event. New this year, was the added casino theme. Guests sipped the wine and rolled the dice. Residents tried their luck on Blackjack, Texas Hold’em, and Craps! The professionals always say you should bet on black, however, this night the attendees surely won with Fleetwood Farm Winery’s red wine! Delicious appetizers from Bluewater Kitchen was paired with the wine! Fabian Rossini provided smooth, jazzy tunes on the saxophone! Everyone had a great evening!

For Single Family houses, a $110 charge will be assessed; for Townhouses, a $75 charge will be assessed if you do not bring the yard into compliance within seven (7) days. These charges increase by $25 each time the Association performs corrective yard maintenance in a twelve month period. This is added to your account and payable like any assessment.

What’s That On My Door?If you find a door hanger on your front door, it is the first notification that you have lawn maintenance issues that need attention. Community Code No. 5, Lawn and Yard Maintenance states:

A. Lawn & Grass.Members and residents shall ensure that any grass lawns on their Lots, including in the back of the residence, are regularly mowed so as to keep a neat appearance of the lawn and Lot. Grass height shall not exceed 6 inches. Driveways and sidewalks shall be swept clear of grass clippings. Members and residents are responsible for maintaining the health and good appearance of lawns on their Lots, which may include seeding, watering, weed removal and edging and other tasks, as required to properly maintain lawns.

B. Weeding & Pruning.Members and residents shall keep their properties free of weeds. leaves and overgrown or unsightly shrubbery or other plant growth. Members and residents shall undertake any weeding and mulching of planted beds, removal of leaves from lawns and planted beds, and pruning and shaping of shrubbery and trees which is necessary so as to keep a proper, neat and clean appearance of the Lot. Pruning of trees includes the removal of suckers and below lateral growth from ornamental trees; however, no trees with a diameter of more than four inches measuring two feet or more above ground level shall be removed without the express written authorization of the Covenants Committee or Board of Directors. Members and residents shall remove any and all dead plants and shrubs from their Lots.

C. Trash & Refuse.Members and residents shall maintain their Lots to be free from all litter, trash. debris and like items. It is the responsibility of the Member and/or resident to implement proper and appropriate trash collection measures for any item sought to be discarded, such as used appliances and other items which require special pick-up or removal, and to ensure that such item is promptly collected by the appropriate trash collection service.

D. Neat Appearance.No unsightly conditions shall be permitted to be maintained upon the Lot. Determinations as to whether the condition of a Lot is sufficiently neat and orderly shall remain within the sole discretion of the Covenants Committee. Board of Directors and/or Association Personnel.

The Door Hangers have been in use since May 2008 and have been successful bringing yards into compliance with the governing documents of Stone Ridge. However, we still receive questions on what this door hanger says. The door hanger on the right describes each section and its meaning. Stone Ridge is a great community with lots of ‘curb appeal’. Keeping a great looking yard is one way you can do your part in maintaining that appeal. Attention to detail is an important part. Please do not dump grass clippings in community areas! This is a violation of the Stone Ridge governing documents. Grass dumped on common ground does not quickly decompose and, instead, causes drainage problems and creates havens for rodents. Stone Ridge has weekly yard waste collection every Thursday. If you need assistance or have any questions regarding your lawn and what it means to be "in compliance", don’t hesitate to call the Association office during business hours.
