2014 CEV U19/U20 VOLLEYBALL
EUROPEAN CHAMPIONSHIP
1. INTRODUCTION
The European Volleyball Confederation is pleased to open the registration procedure for the 2014 CEV U19 Women and U20 Men Volleyball European Championship.
The organisers for the 2014 Final Round have been confirmed as:
Women – Estonia and Finland (dates 16-24/08/2014)
Men – Czech Republic and Slovakia (dates 23-31/08/2014) Starting from 2014 Championships only the organisers are directly qualified, All other National Federations will compete in qualifying round(s) scheduled for next year to eventually book their places in the Final Round of the 2014 CEV U19/U20 Volleyball European Championships.
The Drawing of Lots is fixed for Saturday October 26 in Luxembourg and we kindly ask all National Federations to work through the updated Official Regulations and return their Registration Forms.
This Championship will be almost entirely managed and processed via the CEV online database and therefore we ask all National Federations to apply the necessary accuracy while working with it.
It remains the sole responsibility of the NFs to respect the deadlines set by the Official Regulations and to guarantee the delivery of correct, accurate and complete data at any time these are required.
All documentation regarding the 2014 European Championship is, and will continue to be, available in e-book form. This is designed to ease the reading of all recipients as well as improve the presentation of our publications.

2. REGISTRATION PROCEDURE AND DEADLINE
U19 WOMEN / U20 MEN The registration deadline for the 2014 CEV U19/U20 Volleyball European Championship is:
October 15, 2013
All CEV registration forms
U19-CH-01w or U20-CH-01m (Team Registration)
must be returned to the CEV Competitions Department by this date, as well as the original having been sent to the CEV office by Registered Letter with a stamp date of on or before this deadline. Any National Federation looking organise in the 1st or 2nd Round must complete and return the relevant form below at the latest half an hour before the start of the Calendar Conference (which will take place after the Drawing of Lots on Saturday October 26, 2013):

3. COMPETITION PERIODS - U19 WOMEN/U20 MEN
The following information is applied separately to both the U19 Women’s and U20 Men’s 2014 European Championship.
COMPETITION PERIODS IN VARIOUS
ROUNDS The Competition Calendar of the 1st ROUND shall only be relevant if more than 30 teams of the same gender register for the 2014 European Championship. The 1st and 2nd Round will be played using the single Round Robin tournament format (maximum 4 teams per pool). The teams allocated to the 1st and 2nd Round will be determined by the CEV European Ranking (U19 and U20).
1st ROUND: January 3-5, 2014
2nd ROUND: April 24-27, 2014
3rd ROUND: July 10-13, 2014
In each qualification Round (1st, 2nd and 3rd) the last competition day must be on Saturday or Sunday.
FINAL ROUND – U19 WOMEN in Tartu (EST) & Tampere (FIN) on August 16-24, 2014 (tbc)
FINAL ROUND – U20 MEN in Brno (CZE) & Nitra (SVK) on August 23-31, 2014 (tbc)
SMALL COUNTRIES COMPETITION:
QUALIFICATION ROUND: Between December 15, 2013 to January 15, 2014 (Preferred dates from the General Assembly of the SCD on November 16, 2012 are: December 13-15, 2013; December 20-22, 2013; December 27-29, 2013)

4. AGE LIMIT
According to the Official Regulations, the 2014 CEV U19/U20 Volleyball European Championship will only be open to:

5. DRAWING OF LOTS / CALENDAR CONFERENCE
The 2014 CEV U19/U20 Volleyball European Championship Drawing of Lots to allocate the teams to the 1st, 2nd and 3rd Rounds, will take place in
LUXEMBOURG on Saturday October 26, 2013
starting at 10:00 am
This will be followed at 15h45 by the CALENDAR CONFERENCE MEETINGS for the Men’s U20 Competition (not including the Small Countries Division Rounds) to determine the organiser of each of the 1st and 2nd Round Tournaments. The Women’s Competition (not including the Small Countries Division Competition) meeting to determine the organisers of each of the 1st and 2nd Round Tournaments will follow this at 16h15.
The CEV urges all National Federations with teams participating in the 1st and 2nd Round to ensure their attendance at these meetings.
All matches involving teams of Federations not present at this meeting will be scheduled by the CEV and their opponents, without there being any possibility to change the match schedule at a later date.
Detailed information about the financial conditions for accommodation, the exact venue of the Drawing of Lots and the Calendar Conference are outlined on the invitation documents.
6. EUROPEAN RANKING
For the 2014 European Championship, the CEV European Ranking U19/U20 (as released in October 2013) will be used to list teams and subsequently place them into specific Rounds.
The updated CEV European Ranking Lists (U19/U20) will be also available on the CEV Website.
7. OFFICIAL COMMUNICATION DISTRIBUTION
For the 2014 European Championship edition we will no longer be distributing a paper copy of all Official Communications to all National Federations.

8. PARTICIPATION IN THE 2015 U20 WOMEN / U21 MEN WORLD CHAMPIONSHIP
For the 2015 edition of the FIVB U20 Women and U21 Men World Championship CEV will organize European Qualifications.
It is emphasized that, according to the pertaining FIVB rules, participation in the 2014 edition of the CEV U19 Women and U20 Men Volleyball European Championship is an absolute pre-condition to have the right to sign in for the 2015 FIVB World Championship.
9. COMPULSORY ANTI-DOPING EDUCATION
Following the recent decision of the CEV Board of Administration, and as announced at the 2013 CEV Congress, all players, coaches, team managers, physiotherapists and Doctors competing in any age group CEV European Championships are required to complete the FIVB Anti-Doping Education Program.
They must then present their completion certificate (diploma) at each Preliminary Inquiry, before they will be approved and entitled to participate in that match or tournament. Other team officials are welcome to complete the course if they wish to do so.

All first time visitors will need to first register and then on completion of the course, each individual that registers will be able to download a personal completion certificate (diploma), this will also be sent by e-mail (if that option is selected at the point of registration). All users can log in again at a later point (using the same e-mail address) to complete further modules, refresh their knowledge or re-print their certificate/diploma.
The on-line course requires a computer, preferably with audio, and takes approximately 1 hour to complete. It is available in 6 languages: French, English, Spanish, German, Russian and Portuguese.
Organising clubs are not be expected to have to provide computers for visiting teams to complete the course last minute, visiting teams must ensure that everyone involved in the match completes the on-line course before travelling.
No Certificate = Not eligible to go on the Scoresheet.
We thank you now for your commitment in helping to keep our sport clean. This significant step in Anti-Doping Education is a key component in maintaining the positive image and perception of our sport, which will further enhance the Fair Play. Volleyball Way. campaign which we launched recently.

1. 1ST ROUND TOURNAMENTS & SMALL COUNTRIES DIVISION FINAL ROUNDS
During the Drawing of Lots and the Calendar Conference which was held on October 26, 2013
in Luxembourg, the teams registered for the 2014 CEV U19 Women / U20 Men Volleyball
European Championship - 1st Round, have decided the organisers in their respective pools
following the instructions outlined in the Official Communication No. 1 (item 3) as well as the
guidelines released by the European Sports Organizing Commission Working Group.
However after the Calendar Conference the organiser of the 2014 CEV U20 Men Volleyball
European Championship - 1st Round tournament was changed. The initial organiser Norway
gave up the organisation and England took over the organisation and will now host the 1st
Round Pool 1.
From the 1st Round tournament, the 1st and 2nd placed teams will qualify to the 2nd Round.
In the Small Countries Division, both U19 Women and U20 Men will play directly a Final Round
due to the number of the registered teams i.e. U19 Women between 5 National Federations
and U20 Men between 4 National Federations.

4. PLAYER LICENSES
Players are only authorised to play after their right to participate has been confirmed on their respective team’s COLLECTIVE LICENSE, which follows their registration on the CEV online database. A minimum of 6 players licenses must be registered inside the 04 form by thirty [30] days before the first match/tournament (as mentioned in the Official Regulations under Chapter 1: Competition Regulations Article 3.2). All remaining players must be registered before twenty [20] days prior to the start of the tournament. In both cases all players must be submitted through the CEV online database. No license fees will be charged. All licenses that are approved for the 1st Round, 2nd Round or 3rd Round remain valid until the end of the Championship Final Round. New player licenses can only be applied for before each Round’s respective deadlines. The number of the licenses (04 form) that can be applied for is unlimited, however only 22 players will be retained on the 05 form and then 12 players will be selected on the 05bis form. When adding players to the 04 form, all players must be first searched for inside the CEV online database and already existing players chosen from here. Only completely new players should be inserted as a ‘new’ player. In order to be able to close the 04 form, all fields must be completely filled in accordingly (i.e. Nationality, Federation of Origin, Citizenship, Clubs History and ‘Data for this season’). Information about each player’s current club is also now a mandatory field.
5. TEAM COMPOSITION
As already mentioned in the Official Regulations, Chapter 1: Competition Regulations, Article 2.3 (Item 5), participating Teams are permitted to have a team delegation composed of a maximum of 17 members:
- 12 players - 1 team manager (speaking fluent English) - 1 head coach - 1 assistant coach - 1 doctor (with IOC, FIVB or CEV accreditation) - 1 physiotherapist (with IOC, FIVB or CEV accreditation) - 1 journalist or NF’s press officer (with proof), compulsory only in the Final
Round
The team manager cannot be entrusted with any other function. A medical doctor or physiotherapist without accreditation can still be part of the team delegation. In this case the doctor and physiotherapist has to show proof of their profession and will have to sit in the tribunes. Then only upon request of the CEV Technical Delegate, a non-accredited medical doctor or physiotherapist can intervene during the match in case of an injury.

Up to three extra officials (e.g. an additional trainer / 2nd assistant coach / statistician) may be added to a team delegation, but they will only be accredited when their local travel, accommodation and other necessary expenses are paid in advance by their National Federation to the Organising National Federation.
However, only the players and the following persons will be allowed to sit on the team bench: Up to 2 coaching personnel (i.e. 1 coach, 1 assistant coach) and up to 2 [accredited] medical personnel (i.e. 1 doctor and 1 physiotherapist). No other persons, regardless of their capacity, will be allowed to sit on the team bench in the 1st, 2nd and 3rd Round tournaments.
6. CONTRIBUTION FEE: FINANCIAL CONDITIONS
4.3.1 – Should no National Federation apply and the organiser is chosen by a drawing of lots at the Calendar Conference, among the teams in the respective pool. In this situation, the Contribution Fee is increased for the other competing teams of that pool. (Taken from Chapter 1 – Competition Regulations) 1.6.1 – Should no National Federation apply, and the organiser is chosen by a drawing of lots at the Calendar Conference, the Contribution Fee is increased by 50% for the other competing teams of that pool: 300.- EURO (tournament with 3 or 4 teams) The above fixed amount must be paid upon arrival of the team and must be settled even if the duration of stay is shorter. All National Federations participating in a 1st Round tournament are bound to register all the potential players by applying a players license (CEV 04 form) inside the CEV online database within the set deadlines.
An up-to-date digital national team photo, as well as an individual portrait picture of each player is required to be attached to the 04 form (see Chapter 2: Technical Organisation & Logistics Art. 3.2).

7.3.1 CEV 05 FORM
All participating National Federations are required to complete and close the CEV 05 form (TEAM REGISTRATION) inside the CEV online database.
This form is limited to a maximum of 22 players, out of which 12 will participate in the tournament. The 05bis will then be automatically created after the 05 form is accepted by CEV (see Chapter 1: Competition Regulations, Art. 3.1, 3.2 and 3.3).

7.3.2 TRAVEL TICKETS
Any National Federation organising a tournament shall ensure that the travel ticket(s), or at least comprehensive information regarding the:
flight schedule
flight reservation n°
date & place on/at which the ticket will be available
are in the hands of the CEV officials (CEV Technical Delegate, CEV Referee Delegate and Referees) (see Chapter 2: Technical Organisation & Logistics, Art 4.1.2.1) before this time.
UPON ARRIVAL AT THE COMPETITION
VENUE
Teams must plan to arrive by 18:00 at the competition venue, or as a minimum the persons participating to the Technical Meeting and Preliminary Inquiry must have arrived on time.
7.4.1 CEV 05bis FORM
Before the tournament’s Preliminary Inquiry, each participating team must complete and close inside the CEV online database the CEV 05bis form (FINAL TEAM REGISTRATION). The 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the 22 players list that is closed fourteen days before the tournament starts).
7.4.2 FIVB M-3 FORM & COMPULSORY FIVB ANTI-
DOPING EDUCATION PROGRAM DIPLOMA
All the participating teams must present during the Preliminary Inquiry the valid FIVB M-3 form (HEALTH CERTIFICATE) of each player applying to take part in this tournament. Form available only on the FIVB website. All participating teams must also present during the Preliminary Inquiry the DIPLOMA of the FIVB ANTI-DOPING EDUCATION PROGRAM of each delegation/team member (all players, coaches, team managers, physiotherapists and Doctors) applying to take part in this tournament. (see ‘Official Communication no. 1’, section 9) IMPORTANT: Players or Team Officials without M-3 Forms or Anti-Doping Diplomas will not be allowed to participate in the competition. Note - The M-3 health certificate cannot be issued earlier than one month prior to the competition, so for the 1st Round the date must be after December 3, 2013 (see Chapter 6: Medical Regulations, Art. 1.1).

7.4.3 COMPETITION HANDBOOK
Any National Federation organising a tournament is obliged to issue a Competition Handbook indicating:
the dates, times and venues of the preliminary inquiry
the dates, times and venue of the technical meeting
the time-table for transport

All National Federations participating in the Final Round tournament are bound to register all the potential players by applying a players license (CEV 04 form) inside the CEV online database within the set deadlines.
An up-to-date digital national team photo, as well as an individual portrait picture of each player is required to be attached to the 04 form (see Chapter 2: Technical Organisation & Logistics Art. 3.2).

8.6.1 CEV 05 FORM
All participating National Federations are required to complete and close the CEV 05 form (TEAM REGISTRATION) inside the CEV online database.
This form is limited to a maximum of 22 players, out of which 12 will participate in the tournament. The 05bis will then be automatically created after the 05 form is accepted by CEV (see Chapter 1: Competition Regulations, Art. 3.1, 3.2 and 3.3).
8.6.2 TRAVEL TICKETS Any National Federation organising a tournament shall ensure that the travel ticket(s), or at least comprehensive information regarding the:

are in the hands of the CEV officials (CEV Technical Delegate, CEV Referee Delegate and Referees) (see Chapter 2: Technical Organisation & Logistics, Art 4.1.2.1) before this time.

UPON ARRIVAL AT THE COMPETITION
VENUE
Teams must plan to arrive by 18:00 at the competition venue, or as a minimum the persons participating to the Technical Meeting and Preliminary Inquiry must have arrived on time.
8.7.1 CEV 05bis FORM
Before the tournament’s Preliminary Inquiry, each participating team must complete and close inside the CEV online database the CEV 05bis form (FINAL TEAM REGISTRATION).
The 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the 22 players list that is closed fourteen days before the tournament starts).
8.7.2 FIVB M-3 FORM & COMPULSORY FIVB ANTI-
DOPING EDUCATION PROGRAM DIPLOMA
All the participating teams must present during the Preliminary Inquiry the valid FIVB M-3 form (HEALTH CERTIFICATE) of each player applying to take part in this tournament. Form available only on the FIVB website.
All participating teams must also present during the Preliminary Inquiry the DIPLOMA of the FIVB ANTI-DOPING EDUCATION PROGRAM of each delegation/team member (all players, coaches, team managers, physiotherapists and Doctors) applying to take part in this tournament. (see ‘Official Communication no. 1’, section 9)
IMPORTANT: Players or Team Officials without M-3 Forms or Anti-Doping Diplomas will not be allowed to participate in the competition. Note - The M-3 health certificate cannot be issued earlier than one month prior to the competition, so for the Final Round the date must be after April 10, 2014 (see Chapter 6: Medical Regulations, Art. 1.1).

4. PLAYER LICENSES
The previously released text for ‘Player Licenses’ that was included in ‘Official Communication’ no. 3 is also valid for the 2nd Round, as well as for the SCD Final Round. In order to better present our sport, and ensure that all organisers are provided with all that they need from this point onwards all participating teams must comply with the following requirements and specifications regarding the photos needed to be uploaded into the 04 form. TEAM PHOTO:
An up-to-date team photo is mandatory and without such a National Federation is not able to close and sent the 04 form to the CEV. The team photograph must be 4000 x 2500 pixels in size and the resolution must be a minimum of 300dpi. Those in the photo should be dressed appropriately and wearing their official match uniform.

PLAYERS INDIVIDUAL PICTURES FOR LICENSES:
From now on, when a National Federation applies for a players licenses, they must also now upload the player’s photo in the 04 form. The photo must have been uploaded before the deadline of the 04 form. Without the presence of a suitable player photo, the player license will not be approved by CEV. The individual player photograph must be 1800 x 2800 pixels in size and the resolution must be a minimum of 300dpi. The player in the photo must be dressed appropriately and wearing their official match uniform. Individual photos must have a light background of only one colour. If possible, all individual player photographs should have the same setting (background, clothing etc…)
5. TEAM COMPOSITION
The previously released text for ‘Team Composition’ that was included in ‘Official Communication’ no. 3 is also valid for the 2nd Round, as well as for the SCD Final Round. In both SCD Final Rounds (U19/U20) a Team Journalist is not mandatory. Effective immediately in this competition, all participating teams are able to select team uniform numbers from 1 – 22. (For European Championships this was previously only 1 – 20). As a result of this change it has also now become compulsory for each National Federation to assign shirt numbers to each of the players that are selected on the CEV 05 form (deadlines for this are listed later in this communication). Following a recent decision of the CEV Board of Administration, Team Doctors are no longer required to attend their teams Preliminary Inquiries at all single matches and in all Qualification Rounds. (Note: They are still required at the Preliminary Inquiries of Final Rounds and all Qualification and Final Round Technical Meetings.)
6. CONTRIBUTION FEE: FINANCIAL CONDITIONS
There is a change regarding the Contribution Fee from previous editions so please pay particular attention.
2ND ROUND
1.6.1 – Each National Federation with a team participating in the 1st, 2nd or 3rd Round tournaments must contribute to the board and lodging costs of its delegation, by paying a unique fee to the organising National Federation for each member of its delegation (max. 17 [seventeen] persons). The amount of this unique fee (resulting from the number of days x 50,- EURO) is:

Should no National Federation apply, and the organizer is chosen by drawing of lots at the Calendar Conference, the Contribution Fee is increased by 50% for the other competing teams of that pool:

7.1.2 CEV 02 form
Each TOURNAMENT organiser is requested to fill up the CEV 02 form ‘ORGANISATIONAL CHART’ inside the CEV online Database before the set deadline.

14 [FOURTEEN] DAYS BEFORE THE
TOURNAMENT (08/04/2014)
7.4.1 CEV 05 FORM All participating National Federations are required to duly complete and close the CEV 05 form (TEAM REGISTRATION) inside the CEV online database.
This form is limited to a maximum of 22 players, out of which 12 will eventually participate in the tournament. The 05bis will then be automatically created after the 05 form is accepted by CEV.

7.4.2 TRAVEL TICKETS Any National Federation organising a tournament shall ensure that the travel ticket(s) and/or the information as to when and where the tickets can be collected are in the hands of the CEV Officials (Technical Delegate and Referee Delegate) and Referees at least two weeks before the start of the tournament. The referees’ arrival time must be before 15h00 day before the tournament starts.
The Organiser must provide the CEV Officials and Referees with flight tickets from airlines that fulfil the following criteria:
The company must have at least two classes of seating
The same company (or partner) must schedule all connecting flights
The company, in case of delay or cancellation, shall be able to immediately propose and reserve a replacement flight on the same day (where possible)
The company shall propose a global price without additional charges for CEV Officials and Referees for their luggage at the sole exception of overweight baggage at check-in
In case the proposed airline is found to not fulfil one of these conditions, the CEV Officials or Referees concerned will immediately inform the CEV Office. The Organiser will then be required to change the reservation.

If a CEV Official or Referee is required to travel to the competition by their own car, CEV approval is required first (please e-mail: [email protected]). The reimbursement amount must be fixed in advance and can not exceed the cheapest alternative fare rate (of the equivalent train or airplane).

UPON ARRIVAL AT THE COMPETITION
VENUE
Teams must be planned to arrive at the latest by 18:00 at the competition venue, or as a minimum the persons participating to the Technical Meeting and Preliminary Inquiry.
7.5.1 CEV 05bis FORM Before the tournament’s Preliminary Inquiry, each participating team must complete and close inside the CEV online database the CEV 05bis form (FINAL TEAM REGISTRATION).
The 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the 22 players list that is closed fourteen days before the tournament starts).
7.5.2 FIVB M-3 FORM & COMPULSORY FIVB ANTI-
DOPING EDUCATION PROGRAM DIPLOMA
All the participating teams must present during the Preliminary Inquiry the valid FIVB M-3 form (HEALTH CERTIFICATE) of each player applying to take part in this tournament. This form is only available on the FIVB website. Note - The M-3 health certificate cannot be issued earlier than one month prior to the competition.
All participating teams must also present during the Preliminary Inquiry the DIPLOMA of the FIVB ANTI-DOPING EDUCATION PROGRAM of each delegation/team member (all players, coaches, team managers, physiotherapists and Doctors) applying to take part in this tournament.

9. LIBERO NOMINATION PROCEDURE
The Board of Administration, during its last meeting in Luxembourg, has decided that for all CEV competitions, the final nomination of Libero(s) (if different from what was approved in the Preliminary Inquiry) must be communicated by the Team Manager / Head Coach to the Jury President / Supervisor at the latest 1 hour before the official start time of the match. Teams are also able to change any ‘regular’ player (from those approved in the Preliminary Inquiry) to be a Libero, and any previously nominated Libero to be a ‘regular’ player. Therefore teams are also able to change the quantity of Liberos that they have nominated within their team. (Note: in competitions or rounds where more than 12 players are permitted, and a team takes up this option, that team must nominate 2 Liberos out of the 13/14). After this deadline no more changes can be made. If no changes are requested before this deadline, the Libero(s) appointed during the Preliminary Inquiry will remain on the score sheet. If a modification of the Libero(s) is accepted, the Jury President/Supervisor immediately informs host broadcaster (TV), the organiser statistician and the scorer, who modifies the E-Scoresheet and prints the Final Team List, to be signed by the Captain and the Head Coach on their arrival at the court for the match. The Preliminary Inquiry will continue to be used to confirm the team composition, with information such as:
The number of players in the team
The eligibility of each player as well as their shirt number
The Libero(s) intended to be used in the match/tournament
Controlling of team uniforms which are presented by the teams according to the respective competition regulations
The implementation of this Board of Administration decision is compulsory across all CEV competitions from the 7th March 2014.

A Drawing of Lots was held on 09/05/2014 to determinate the organisers for the 3rd Round. In the U19 Women’s competition there were no applications received for Pool H, so a draw was conducted between all 4 teams to decide the organiser (SUI). For Pool I there was only one applicant (RUS), who will therefore organise. There were 3 applications for U20 Men Pool I, and none for Pool H. For this reason, first a draw was made to decide the organiser of Pool I (SRB). After this there was a draw between the remaining two applicants to move over to Pool H and organise (ITA). A final draw was made to decide which team from Pool H will move over to Pool I (GRE). 5. U20 MEN: FINAL ROUND DRAWING OF LOTS The Final Round Drawing of Lots will take place on 18th June, 2014 in Prague (CZE), invitations and all details were sent by the host i.e. the CZE and SVK Federation to all involved teams and persons.
6. 3RD ROUND AND FINAL ROUND: PLAYER LICENSES
The previously released text for ‘Player Licenses’ that was included in ‘Official Communication’ No. 3 is also valid for the 3rd Round, as well as for the Final Round.

Licenses that are issued remain valid until the end of the Final Round. Each team is able to add new players on their 04 form, even though the latter form will remain closed, such new players should be anyhow added according to the set deadlines (see under administrative deadlines of this Official Communication and mentioned in the Official Regulations).
7. 3RD ROUND AND FINAL ROUND: TEAM COMPOSITION
The previously released text for ‘Team Composition’ that was included in ‘Official Communication’ No. 3 is also valid for the 3rd Round, as well as for the Final Round. Please note: in both Final Rounds a Team Journalist is mandatory. All participating teams are able to select team uniform numbers from 1 – 22. (For European Championships this was previously only 1 – 20). As a result of this change it has also now become compulsory for each National Federation to assign shirt numbers to each of the players that are selected on the CEV 05 form (deadlines for this are listed later in this communication). Following a recent decision of the CEV Board of Administration, Team Doctors are no longer required to attend their teams Preliminary Inquiries at all single matches and in all Qualification Rounds. They are still required at the Preliminary Inquiries of Final Rounds and all Qualification and Final Round Technical Meetings.

request to the participating teams to communicate the list of their delegation with their arrival and departure times, etc…
The official Bulletin layout has to be used for all Competition Bulletins produced by the Organiser. (See Item No. 9: Marketing in this Official Communication).
The 1st Competition Bulletin can only be released after it has been approved by the appointed CEV Supervisor and the CEV Marketing Department.

CEV 04 form
All National Federations participating in a 3rd Round tournament are bound to register any new potential players by applying a players license (CEV 04 form) inside the CEV online database within the set deadlines. All the licenses issued so far are valid until the end of the Final Round.
The 04 form will actually remain ‘closed’ but each Federation is able to apply and insert any new players, until the above set deadline despite the fact that the form is closed.
An up-to-date digital national team photo, as well as an individual portrait picture of each player is required to be uploaded to the 04 form.

8.4.1 CEV 05 FORM All participating National Federations are required to duly complete and close the CEV 05 form (TEAM REGISTRATION) inside the CEV online database.
This form is limited to a maximum of 22 players, out of which 12 will eventually participate in the tournament. The 05bis will then be automatically created after the 05 form is accepted by CEV.

8.4.2 TRAVEL TICKETS Any National Federation organising a tournament shall ensure that the travel ticket(s) and/or the information as to when and where the tickets can be collected are in the hands of the CEV Officials (Supervisor and Referee Delegate) and Referees at least two weeks before the start of the tournament. The referees’ arrival time must be before 15h00 day before the tournament starts.

The Organiser must provide the CEV Officials and Referees with flight tickets from airlines that fulfil the following criteria:
The company must have at least two classes of seating
The same company (or partner) must schedule all connecting flights
The company, in case of delay or cancellation, shall be able to immediately propose and reserve a replacement flight on the same day (where possible)
The company shall propose a global price without additional charges for CEV Officials and Referees for their luggage at the sole exception of overweight baggage at check-in
In case the proposed airline is found to not fulfil one of these conditions, the CEV Officials or Referees concerned will immediately inform the CEV Office. The Organiser will then be required to change the reservation.
If a CEV Official or Referee is required to travel to the competition by their own car, CEV approval is required first (please e-mail: [email protected]). The reimbursement amount must be fixed in advance and can not exceed the cheapest alternative fare rate (of the equivalent train or airplane).

UPON ARRIVAL AT THE COMPETITION
VENUE
Teams must be planned to arrive at the latest by 18:00 at the competition venue, or as a minimum the persons participating to the Technical Meeting and Preliminary Inquiry.
8.5.1 CEV 05bis FORM Before the tournament’s Preliminary Inquiry, each participating team must complete and close inside the CEV online database the CEV 05bis form (FINAL TEAM REGISTRATION).
The 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the 22 players list that is closed fourteen days before the tournament starts).
8.5.2 FIVB M-3 FORM & COMPULSORY FIVB ANTI-
DOPING EDUCATION PROGRAM DIPLOMA
All the participating teams must present during the Preliminary Inquiry the valid FIVB M-3 form (HEALTH CERTIFICATE) of each player applying to take part in this tournament. This form

is only available on the FIVB website. Note - The M-3 health certificate cannot be issued earlier than one month prior to the competition.
All participating teams must also present during the Preliminary Inquiry the DIPLOMA of the FIVB ANTI-DOPING EDUCATION PROGRAM of each delegation/team member (all players, coaches, team managers, physiotherapists and Doctors) applying to take part in this tournament.

3. CONTRIBUTION FEE: FINANCIAL CONDITIONS
There is a change regarding the Contribution Fee from previous editions so please pay particular attention.

1.6.1 – Each National Federation with a team participating in the 1st, 2nd or 3rd Round tournaments must contribute to the board and lodging costs of its delegation, by paying a unique fee to the organising National Federation for each member of its delegation (max. 17

[seventeen] persons). The amount of this unique fee (resulting from the number of days x 50,- EURO) is:

Should no National Federation apply, and the organizer will be chosen by drawing of lots after the 8th May, 2014, the Contribution Fee is increased by 50% for the other competing teams of that pool:

All National Federations organising a tournament are obliged to issue a Final Bulletin indicating, all results (using Data Volley Statistics sheets) and the final ranking (using a CEV website print). The Final Bulletin should be distributed:

3RD ROUND TOURNAMENTS For the matches of the 3rd Round, the same conditions as stipulated in the Official Communication No. 5a are valid.
FINAL ROUND All graphics and layouts can be downloaded directly from the CEV ftp server as follows: ftp://nftp.cev.lu Username: CEV_marketing Password: 4marketing2010 OFFICIAL COMPETITION BULLETIN LAYOUTS are available for downloading on the ftp server. These must be used for all Bulletins produced by the organiser. For a detailed list of the required content in each of the Competition Bulletins and Handbook, please refer to the table in the document “CEV Organiser Regulations and Guidelines for National Team Competitions, page 48. (See: http://ebook.cev.lu/competitions/nforganiser/#48) COMPETITION LOGO FOR PRINT MATERIAL: To be used with age and gender denomination COMPETITION TITLE BANNER: To be used with age and gender denomination BACKDROP: The backdrop is mandatory and must be produced according to the official layout available on the ftp server. COURT LAYOUT: The organisers must produce the competition title banner (position 11), the “Fair Play” banners for the positions nr. 8 and 14. CEV floor sticker positions F1 and F6 are ceded for the Organisers of the Final Round. Flooring producer advertising is not used. PROMOTION OF THE 2015 CEV VOLLEYBALL EUROPEAN CHAMPIONSHIP - MEN / WOMEN In order to promote the upcoming 2015 CEV Volleyball European Championship – Men/Women, the following positions around the court will be used to promote these events: Position 4: 2015 CEV Volleyball European Championship – Men Position 17: 2015 CEV Volleyball European Championship – Women The respective organiser of the Final Round of the 2015 CEV Volleyball European Championship – Men/Women must bear all costs for providing banner, producing and shipment, if no other arrangement will be agreed.

8. TELEVISION
FINAL ROUND: We remind each Organiser to strictly apply the TV regulations, especially concerning the management of the TV Rights (second and third rights), the TV production and the TV signal availability. As a reminder, the Organiser shall send in the TV-01 duly signed by the host broadcaster and the National Federation no later than 15.07.2014. MANDATORY TV PRODUCTION: The organiser shall guarantee the mandatory production by the Host Broadcaster of the following matches:
