I am delighted to write this message for the bullen of the 9th
edion of the IAAF World Youth Championships, Cali 2015.
The IAAF World Youth Championships (15-19 July 2015) give
Cali, the sports capital of Colombia, its rst opportunity to im-
press on the internaonal athlecs stage since it hosted the
1971 edion of the Pan-American Games.
There is certainly no doubt that Calis Olmpico Pascual Guerrero
Stadium will be an atmospheric seng for the championships.
As well as being the track and eld venue in 1971, nearby in the
now defunct Stadium Galilee in the Versailles neighbourhood
the rst naonal athlecs compeon was held in 1928.
An impressive total of 153 of the 212 IAAF Member Federaons
sent delegaons to the last edion of the IAAF World Youth
Championships in Donetsk, Ukraine in 2013, oering the pros-
pect of a bright future for our sport.
If Athlecs is to remain the number one individual sport in a changing world then we must encourage and at-
tract the youth of every generaon. The IAAF World Youth Championships which began in Bydgoszcz, Poland
in 1999 are a central part of our strategy to inspire kids around the world.
Since that inaugural edion in Bydgoszcz, the IAAF World Youth Championships has proved to be a winner,
not only with our Member Federaons and young athletes but also cies who appreciate the unique qualies
of the World Youth.
The IAAF World Youth Championships are not just another compeon but an opportunity for youngsters togain valuable experience, improve personal bests, and to build friendships with their rivals from every corner
of the world.
I wish the local organising commiee all the very best in its preparaons for what I know will be on outstan-
ding fesval for our sport in 2015.

Colombia keeps beng on sport through the support to
internaonal events of great magnitude, reecng the
commitment to the construcon of a country that trans-
form in a posive manner through sports. This year, with
the IAAF World Youth Athlecs Championships Cali 2015,
Cali keeps consolidang as a desnaon with a world le-vel, and as the cradle of the new gures in the base sport.
Aer the successful eorts that we made last year with
the World Games 2013 and the UCI Track Cycling World
Championships 2014, we are ready to receive more than
180 countries and more than 1.600 athletes that represent
the future of orbital sports, certain that once again we will
fulll all expectaons placed upon Cali and Colombia.
THE MOST IMPORTANT DATE FOR NATIONAL SPORTS
The Naonal Government headed by the President Juan Manuel Santos has transmied the trust and su-
pport that he has on the city for the hosng of this event, the most important in the history of the city, which
will leave as legacy the devolvement of athlecs in a naonal level.
Between July the 15th and the 19th, the city that welcomes us with open arms will once again be new center
of aenon for sports, and we will all be please to return to the Sports Capital of America.

We nd ourselves in a key year for sport in our city. While we
prepare for the IAAF World Youth Championships Cali 2015,
the whole city lls with joy and enthusiasm to once again be
the host for great sports events.
The people of Cali are excellent hosts and as such we have
demonstrated it since 1971, year in which we organized the
Pan American Games. This event le in Cali a sports culture
that last to this day, which has placed us an enthusiasc city,
example of infrastructure development and internaonal
leader in the organizaon of sports events.
We will be welcoming more than 1.600 athletes, their coa-
ches, delegates and human sta that make possible that the
World Youth Championships be the most important date ofour base sport, with the warmth welcome that characterizes
us, and the open arms of our Cristo Rey that welcomes all his
own and visitants with a smile.

Dear Friends
On behalf of the Colombian Athlecs Federaon we welcome you
to the IAAF WORLD YOUTH CHAMPIONSHIP IX that will be held in
Cali Colombia 2015.
The whole city is ready to welcome all the athletes and event o-
cials, the stadiums and training centers are ready and the prepa-
raon for the championship has been completed.
We are proud to announce that the renovaons that were plan-
ned and executed for both the compeon stadium (Pascual Gue-
rrero) and the warm-up stadium (Pedro Grajales) exhibit many
advances and modicaons. A third track was constructed in Cali
for this event along with a High Performance Training Center in La
Escuela Nacional del Deporte.
The best thing about Cali is our people, especially for athletes. Our city has a passion for sporng eventsas you will see in the El Estadio soon enough. Our people love to be hospitable and kind, for any stranger
to their country. With a posive and joyful energy that they project throughout the day, when you see the
stadium full of supporters you will remember Cali for the powerful cheers and the smiles on their faces. As
Caleos, our aenon and happiness in the best credenal, we can oer to the competors parcipang in
our event.
We will demonstrate that Colombia and South America have talented athletes at a very compeve level.
We hope that you will enjoy this event and compete hard. We believe that this will be the best compeon
yet in youth athlecs. For Cali and for Colombia it is an honor to have the IAAF bestow upon us the privilege

Is an old colonial neighbourhood that
was an extension of downtown Cali,
and a fashionable neighbourhood, is
now a place where locals dine at some
very nice restaurants that arent always
on the tourist maps. Its narrow colonial
streets oer a glimpse at what Cali
used to be like.
Is a neighbourhood that was once very
residenal, but has become one of the
most popular desnaon spots for a
night out in Cali. It is loaded with great
restaurants, and nightclubs.
The Cali Zoo is considered one of the
top ve zoos in South America. There
is a spectacular collecon of birds,and an amazing buery habitat. To

A small river that wanders through
the west part of town is bordered by
the neighborhoods of El Peon and
Normandia. Its a nice place to take a
walk as well as take in a meal in one
of the quiet plazas that make up the

OUTSIDE FROM CALI
Cali is beauful, but if youve travelled a
long way to get to Colombia, there are many
regional areas here that are well worth the
me and money to visit. Colombia is lled
with biodiversity, pre-Colombian culture,
and breathtaking scenery. Colombia is what
you want it to be. You can explore virgin
territory lled with exoc wildlife, watch
pink dolphins swim in the Amazon, or just
lay back and enjoy a cocktail on one of the
many beauful beaches that line the Atlanc
coast from Panama to Venezuela.
VALLE DEL CAUCA REGION
The department of Valle del Cauca oers
many aracons from the natural, cultural
and scienc point of view. Among its
numerous tourist sites, it is highlights
the arcial lake of Calima, where water
sports are held, and on the Pacic Coast
the Malpelo Island and the beaches of Juan
Chaco, La Bocana and Ladrilleros. Cultural
and arsc social acvies are represented
by the Fesval of Mono Nuez in Geneva and
The Song Fesval in Buga, this municipality
also stands out as a place of pilgrimage for
Catholics, where is located the Basilica of
the Lord of Miracles. At the northern part
of this Region can be found some beauful
natural landscape ll with planted vines.
POPAYAN
This town is well-known because of its
beauful colonial architecture and its
contribuons to Colombian cultural and
polical life. It is also known as the white
city due to the color of the most of colonial
houses and places in the city downtown,
where several churches are located, such
as San Francisco, San Jos, Beln, Santo
Domingo, San Agusn, and the Cathedral
Basilica Nuestra Seora de la Asuncin,
known locally as La Catedral.
The Coee Growing Region (El Eje Cafetero)
This is the heart of Colombias coee
producing region. It is known as the coee
triangle as well, since the area joins the three
states of Risaralda, Quindio, and Caldas. Its
lush landscape and temperate climate oer
the visitor a refreshing escape from the heat
of Cali.

PUBLIC TRANSPORTATION
If you plan on vising some sites on your
own, and not using any of the transportaon
provided by the LOC, there are a number of
dierent opons available for travel within
Cali.
Travelling by taxi in Cali is very popular. Your hotel will be able to recommend a reliable taxi provider.
Depending on the length of your trip, you will pay between $ 4 USD and $ 35 USD, from the minimum
charge to a trip to the airport respecvely.

THERE IS APUBLIC TRANSPORTATION SYSTEM
Integrated for the enre city with capacity of 450.000 persons per day. The city has approximately 800 buses,
and now it has ve electric buses running, zero emissions to reduce the environmental impact of carbon
footprint. The MIO is Calis new transit system. It is a network of bus routes that are very convenient andreliable for the main routes in the city. The card is $ 2 USD to buy, and a trip will cost about $ .90 USD.

IAAF WORLD YOUTHCHAMPIONSHIPS CALI 2015
The IAAF World Youth Championships are
an IAAF World Athlecs Series event and are
the most important global compeon for
athletes of the under 18 year-old age group.
In 2015 Cali, our Sports Capital of America is
going to host the IX edion from July 15th to19th, at the facilies of the Olympic Stadium
Pascual Guerrero.
Pascual Guerrero Olympic StadiumCompetition
The Olympic Stadium, Pascual Guerrero,
is the main stadium for the IAAF World
Youth Championship Cali 2015. It has a
seating capacity for 35.694 viewers.

Warm Up
The International Athletics Stadium PedroGrajales E., will be for warm up and
training, it has a capacity for 4000 seats
and is located 3 minutes away from the
main stadium by car. Track: 400mts, 8
lanes.

ENTRY RULES
Only athletes aged 16 or 17 on 31 December
2015 (born in 1998 or 1999) may compete.
A maximum of two athletes from any one
Member can compete in each event (with
the excepon of the Relays).
Three athletes can inially be entered per
event, provided each has achieved the 2
Entry Standards, but only two will be allowed
to compete.
The maximum number of events that an
athlete can compete in is two individual
events plus the Relay. If the two individual
events are Track Events, only one of these
two individual races may be longer than
200m.
There are no entry standards for the 4x400m
Mixed Relays so every Member may enter
one team for each relay race, composed by
a maximum of six athletes. Any four athletes
(two boys and two girls) among those enteredfor the compeon, whether for the relay or
for any other event, may then be used in the
composion of the team for the rst round.
Unqualied athletes:
Members who have no male and/or no
female qualied athletes whom they wish
to enter may enter one unqualied male
athlete or one unqualied female athlete in
one event of the Championships (except the
Combined Events).Member Federaons who have no male
and/or no female qualied athlete but
whose best athlete excels in a eld event,
may submit to the IAAF, by the me of the
Preliminary Entry deadline, the name of
their athlete plus performance they would
like to enter in the eld event. The Technical
Delegates will make the nal decision and, to
do so, may seek the opinion of the relevant
Area Associaon.
Names of unqualied athletes must be
submied to the IAAF by 31 May 2015. If
another athlete then achieves the entry
standard before the end of the qualicaon
period, it will be possible to change the entry
accordingly.
If the host country of the World Youth
Championships does not have an athlete
qualied in an event, it may enter one
athlete in this event regardless of any entry
standard.17

All performances must be achieved during
the period 1 October 2014 to 6 July 2015
All performances must be achievedduring an ocial compeon organized in
conformity with IAAF Rules.
All performances must be achieved during
compeons organized or sanconed by the
IAAF, its Area Associaons or its Member
Federaons. Thus, results achieved at
school compeons must be cered by the
Member Federaon of the country in which
the compeon was organized.
Performances achieved in mixed compeons
in track events will not be accepted (except
for Race Walks).
Wind assisted performances (over 2m/sec)
will not be accepted.
Indoor performances will be accepted
however, for the running events of 200m
and over, performances achieved on over-
sized tracks will not be accepted.
In the case of race walks:
Road performances (5km or 10km)shall be accepted
Results achieved in compeons conductedwith the Pit Lane Rule shall be accepted

Federaons directly or by
Manufacturers with the endorsement of a
Member Federaon, by February 28th 2015,
and if supplied to the LOC free of charge. All
such implements must have IAAF cercaon
and must be approved by the IAAF Technical

AIRPORT
Airport procedures
Arrivals and Departures to Colombia for
the IAAF WYC Cali 2015 will be through the
Internaonal Airport Alfonso Bonilla Aragn
(Located in Palmira and providing its services to
Cali) which is the ocial airport. The Internaonal
Airport El Dorado in Bogot and the ocialairport in Cali will be given preferenal aenon
in order to ease the procedures for the arrival and
departures. The teams, delegates, Internaonal
Federaons, Judges, Referees, Medical crews,
and VIP/VIIP guests will be received and
transferred to and from Alfonso Bonilla Aragn
airport to the ocial hotels only. There are no
transfers arranged from other internaonal
airports in Colombia
Arrival of passengers to El Dorado Airport in
Bogot
The main logiscs at the El Dorado Airport will
be a informaon desk. Those passengers arriving
in Colombia rst at the El Dorado Airport, will
be received by volunteers who are going to help
them nding the gates for domesc departures.
Note: There will be no ocial shules from
Bogota to Cali. Each passenger must buy their
air ckets with Cali as their nal desnaon. The
support in Bogotas airport will be only for the
connecons.

VISA
The Local Organizing Commiee together
with the Ministry of Foreign Aairs and
Colombian Migraon Authories aiming
to facilitate the arrival to Colombia of
athletes and ocials of The World Youth
Championships Cali 2015 have agreed to give
a temporal permit for entering and staying in
Colombia without Visa to athletes and sta
of WYC Cali 2015. Countries will have to apply
in an electronic format lling the required
informaon: country origin, desny, arrival,
departure and airline.
The organizaon will produce a document
to authorize the entering of people to thecountry. The underage athletes will need
authorizaon permit of their parents.
