Three-Year Strategic plan
2015 - 2018
Statement of Strategic Intent
The Office of Student Affairs (OSA) at the University of Balamand (UOB) formulated a
Strategic Plan with an emphasis on enhancing student success, student learning and the
overall quality of campus-life and campus services for students. The Strategic Plan for the
Office of Student Affairs was developed based on a participatory planning approach and
invited input, and thoughtful work by the Student Affairs Team, students, faculty members,
staff members, partners from the community and parents of students. This Strategic Plan
provides a “road map” for the continued collective commitment of the Office of Student
Affairs to developing the potential of each student (undergraduate & graduate) at the
University.
The OSA Team will play an important role in engaging students in learning experiences and
developing partnerships that result in student success.
Introduction
The Office of Student Affairs at UOB is committed to assist the University accomplish its
mission stated in its mission statement as follows: The University is dedicated to graduating
professionals who are well-rounded, critical thinkers, life-long learners, and active citizens
in their respective societies. As such, this Strategic Plan first outlines the Student Affairs
mission, vision, core values, goals and strategies to help achieve UOB’s mission.
Mission
The Office of Student Affairs (OSA) contributes to the educational mission of the University
by offering services, programs and opportunities to students that nurture personal growth and
help them towards the fulfillment of their needs and ambitions. Above all, the Office provides
an exemplary living and learning environment that fosters engagement and innovation,
enabling students to have a positive impact and act as agents of change in their respective
communities.
Vision
The Office of Student Affairs (OSA) provides a model platform that offers a university
experience for students that is focused on self-development, preparing them to be active
citizens and leaders both in their local community and in global society.
Values
The OSA employs dedicated people who serve student needs and support their activities. In
addition to honoring the campus values of knowledge, openness, excellence, collaboration
and caring, OSA workers are guided by the following principles:
Maintaining high standards of ethical behavior and personal integrity
Respecting diversity and serving all students without discrimination
Fostering innovation and leadership
Encouraging teamwork, especially partnership with students
Promoting civic engagement and supporting projects that increase public awareness
The OSA Team comprises full-time and part-time faculty and staff members distributed
among the following divisions: Athletics, Campus Life and Student Development (including
Creative Team and GIS APP), Career Services, Counseling, Dean’s Office, International
Students, Student Housing, Student Newspaper and Student Work Program.
The organizational chart of the Office of Student Affairs is shown in Appendix A.
Goals
The Strategic Plan is guided by the following goals:
Enriching campus life by promoting extra-curricular activities
Providing opportunities for students to develop their talents
Attracting, welcoming and retaining active students, with the aim of optimizing their
engagement and commitment in events outside the classroom
Developing human and physical resources to improve the quality of student life at the
University
Developing the soft skills and critical thinking of students by engaging them in real
life projects
Soliciting feedback from stakeholders and helping students adapt to changing needs
and new horizons
Strategic Plan
The Strategic Plan of the Office of Student Affairs is developed following the engagement of
the Office of Student Affairs in a United States Agency for International Development
USAID funded project entitled “Expand Your Horizon” in partnership with AMIDEAST,
Knowledge and Development Center and World Learning. The project followed a
Participatory Institutional Analysis (PIA) from which a comprehensive and detailed PIA
report was published*. Furthermore, an Operational Development Plan (ODP) was prepared
(included in Appendix B) and incorporated in this Strategic Plan.
For pre-planning, a two-day Retreat that engaged students and faculty and staff members
from four campuses (Koura, Akkar, Souk el Gharb and FHS Achrafie) was organized
(agenda attached in Appendix C). The two feature sessions of the retreat were: (1) SWOT
Analysis and (2) Strategic Planning where the initiatives of the SWOT (Strengths,
Weaknesses, Opportunities, and Threats) Analysis were developed into Strategic Objectives.
The Strategic Plan tackles various issues in technology, branding, marketing, media,
communication, campus life, campus services, exchange programs, international exposure,
corporate social responsibility, merit, innovation, success stories and others.

The Strategic Plan mainly comprises four bold objectives identified as follows:
1- Enriching campus life by promoting extra-curricular activities
1.A Define a space to be viewed as a focal point for students gathering
1.B Initiate clubs associated to non- governmental organizations (NGOs) or Industry
Corporate Social Responsibility (CSR) programs
1.C Improve the after-hours campus life (at night and weekends)
1.D Encourage students active involvement in student life and student committees.
1.E Enhance opportunities of collaboration with faculties and faculty members in all
UOB campuses and other organizations to positively impact the student learning
experience.
a. The Athletic Department organizes interfaculty games and involves students,
staff and faculty members
b. The Counselling Center organizes workshops and focus groups in
coordination with faculty members to discuss topics such as: drug awareness,
managing stress, study habits, healthy life style, social skills and socializing,
internet addiction, etc.
c. The Career Services Center organizes workshops and focus groups in
coordination with faculty members and leaders from the industry to develop
students technical and soft skills needed in the market, job search techniques
and prompt them to benefit from internship opportunities.
d. Organizing events where all UOB students and faculty and staff (from various
UOB campuses) gather together
e. Organizing events that engage parents of students
f. Foster Co-curricular societies involving academically oriented events
g. Encourage international and professional societies
h. Obtain University of Balamand TEDX license and organize an event.
2- Attracting, welcoming and retaining active students to optimize their
engagement and commitment in events outside the classroom
2.A Reward qualified and skilled students engaged in campus life through
scholarships and by giving them the chance to compete locally and internationally to
enhance the yield of and meet a higher percentage of need for all students.
The athletic scholarship and the outstanding performance model have been
developed. Most Varsity Teams and performing clubs (music, oriental choir,
folkdance) travel abroad throughout the academic year to participate in international
competitions and tournaments.
2.B Provide a support system to ensure students’ academic and personal success
through mentoring.
This objective will be realized through developing a peer mentorship program. This
will include an alumni mentorship platform which gives students the opportunity to
form meaningful relationships with alumni who will feel satisfied by giving back to
the University. Mentors can assist students with information and tips on topics such
as: Academic Guidance (what emphasis to choose), Career Advice (résumé critiques,
interviewing tips, general career guidance) and personal development advice (Skills
needed in the job market).
2.C Improve awareness of campus support services to all students and provide
programs that offer common experiences that help students identify themselves as
part of the UOB community.
a. Designing an OSA application linked to GIS
b. Working on updating the current website and making it more interactive
c. Reinforcing the social media
2.D Follow up with supervisors to ensure students are developing while working on
campus (student work and assistantship programs).
2.E Explore expansion of community service and service-learning opportunities for
students, and encourage faculty involvement and recognition for these activities.
a. Organizing sports events for the community (such as bike races, cross campus
races and others)
b. Organizing awareness campaigns for the community and for high school
students
2.F Incorporate courses related to student affairs in the curriculum.
a. Develop courses that help to evolve the quality of work of active students and
staff members that can be counted as credits towards graduation
b. Develop a degree in student affairs in affiliation with faculties at UOB and
other Universities
2.G Prepare students for the job market
a. Develop an online course that contains a variety of subject areas designed to
prepare students for life-long careers
b. Initiate Career Seminars for all registered senior students to ensure their
career preparation for the work force
c. Launch Mentor Mentee Programs to act as a support system for UOB students
wishing to enhance their awareness of the professional world
3- Developing human and physical resources to improve the quality of
student life at the University
3.A Provide facilities and environments that foster human interaction and that are
supportive of student needs:
a. Develop plans to expand and upgrade existing facilities (residences, athletic
complex, dining halls, student recreation areas, student lounges, etc.) to
encourage faculty-to-student, student-to-staff and student-to-student
interaction.
3.B Promote a culture for Student Affairs personnel that rewards efficient and
effective collaboration, trust and a shared commitment to institutional goals and best
practices by:
a. Providing on-going training and incentive programs that reinforce core
values and emphasize the importance of achieving goals
b. Initiating a self-assessment and evaluation process (yearly or bi-yearly) that
support OSA staff and assist them to achieve their goals (developing a
Management by Objective performance evaluation form)
c. Assure that Student Affairs personnel are well-trained, approachable and
highly diverse through mentoring and shadowing programs
3.C Provide up-to-date and standardized technology tools that are needed to enhance
service delivery for students
a. The Career Services Center and the Counselling Center administer a
personality test that consists of standardized tasks designed to determine
various aspects of the personality or the emotional status of the student
examined
b. The Athletic Department will assign a physiological test for new comers, plus
a VO2 max test in order to determine an athlete’s capacity to perform
sustained exercise. It is generally considered the best indicator of
cardiorespiratory endurance and aerobic fitness
c. The Campus Life and Student Development unit will develop an electronic
form for planned events in order to facilitate the approval process
d. The Student Work Office developed an on-line application process
e. On-Campus housing units will develop an on-line application process
3.D Validate student committees
a. Develop a process that ensures student engagement in University Committees
at the Faculty and University wide levels
4- Soliciting feedback from Stakeholders and helping students adapt to
changing needs and new horizons
4.A Determine the needs, concerns and expectations of the University of Balamand
students to achieve its vision, mission goals and values.
The Office of Student Affairs is committed to student-centered education. This
commitment extends to the provision of quality support and development services that
assist students to persist and achieve their potential in their academic endeavors, to
engage with other students and staff in their learning community, and to successfully
manage their academic and graduate careers. The quality of student support services
has a strong influence on student retention, and has been associated with students’
learning, their willingness to recommend the institution to friends, and their
expressed desire to contribute to it in the future.
The Office of Student Affairs will:
a. Develop a comprehensive on line survey to evaluate the services and
programs provided to students at the Office of Student Affairs
b. Assess students’ needs and expectations
c. Solicit students to complete the survey
d. Form focus groups with stakeholders (alumni, parents, community, staff and
faculty) for feedback
e. Develop Key Performance Indicators to measure performances and
engagement at various levels
f. Analyze results of the survey and compile it in a report with recommendations
to ensure that students are satisfied and their expectations are met
4.B Develop and identify external funding sources for all Student Affairs divisions.
a. Apply for projects funded by international entities (Erasmus+, USAID, British
Council and others)
b. Encourage students to apply for Exchange Programs (NESA, MEPI, Fulbright
and others)
Implementation and Reviews
The Office of Student Affairs started implementing the Strategic Plan since June 2015. This
Strategic Plan is subject to revisions and modifications when necessary. Reviews to the plan
will be conducted bi-annually. The OSA Team will evaluate each of the four bold objectives
separately based on feedback, online surveys and key performance indicators. Each division
will also conduct a self-assessment to examine its performance and the workability of
proposed initiatives. New initiatives will be proposed during the review to replace those that
have been implemented.
In June 2018, this Strategic Plan will be re-evaluated thoroughly. A report summarizing the
workability and performance of the plan will be submitted. The Strategic Plan will be
updated afterwards by adding new objectives and deleting those that were found irrelevant. It
will also be expanded to other campuses based on their specific needs and geographic
location.
Acknowledgment
This plan contains a series of recommendations and a mechanism pointing toward
strengthening future SMART (specific, measurable, applicable, realistic and time oriented)
actions. Words of thanks to the “Expand your Horizon” Team, specifically Ms. Mirna
Shedrawi (Training Coordinator), Mrs. Dana Shdeed Sayyour (M&E Specialist) and Ms.
Samantha Abou Jawdeh (Logistics and Administrative Officer).
