(c) The successful applicant must have

(1) Experience in the operation of full scale municipal water treatment plants.

(2) Matriculation level pass in Chemistry together with laboratory working experience.

(3) Proven aptitude for working machinery and instrumentation systems.

(4) A current driver's license.

He will also be on call-out outside normal working hours as required.

(d) Applicants must be prepared to be stationed anywhere within the State, including the North-West. The appointeewill be responsible for his own transport to the District to which he has been allotted. Housing can be provided in mostcountry areas.

(e) Successful applicant will not be appointed until 29th September, 1972.

(f) Junior Certificate and aptitude for field and laboratory work.

(g) Assist in surveys of reserves and with research programmes related to reserve acquisition and management.

(h) Must be a qualified Tradesman Fitter. Must have at least 3 subjects towards a Diploma in Mechanical Engineeringand be currently continuing his studies.

(i) Diploma in Electrical Engineering or substantial progress towards this qualification, or an approved equivalentacademic qualification in Electrical Engineering. Applicants must be qualified tradesmen in electrical fitting.

(j) A Diploma in Electrical or Electronic Engineering or equivalent, or progress towards this qualification with sub-stantial practical experience.

ORA qualified tradesman or technician with experience in electronic and electrical equipment. Appointee must be skilled

in the use of hand tools and able to satisfactorily operate workshop equipment such as lathes, drills, welders and benders, etc.and produce work of a high quality.

(a) A Leaving Certificate an advantage plus a pass in Surveying I at the Perth Technical College or its equivalent. Someexperience in the construction industry or in irrigation and drainage would be an advantage.

(t) Junior Certificate including English, Mathematics and Science. Preference given to applicants with these subjects atLeaving level or progressing towards a Certificate in Architectural Drafting.

(u) Applicants must have served an apprenticeship to Mechanical Fitting and have experience as a tradesman and exten-sive experience in field supervision of installation and maintenance of diesel engines and pumping plant. Current driver'slicense essential. Headquarters in Perth but country inspection trips necessary.

Salary: $5,355 to $5,555 per annum.

Duties: Examine and report on all aspects of thesuitability of school buses used to convey child-ren to Government schools.

Qualification: Membership of the Institute of Auto-motive and Mechanical Engineers is prefer-red, although equivalent qualifications will beconsidered.

In addition, practical experience concern-ing truck and bus chassis and bodywork isdesirable.

Location: Head Office Perth—Considerable countrytravelling is necessary and milage allowancefor private car or a Government vehicle isprovided.

THE HARKNESS FELLOWSHIPS OF THECOMMONWEALTH FUND OF NEW YORK

AWARDS FROM AUSTRALIA-1973.THE Harkness Fellowships for education and travelin the United States are offered in differentcategories to candidates from the United Kingdom,Australia, New Zealand and Western Europe.

Five Fellowships in all are to be offered in opencompetition in Australia and New Zealand.

Candidates should be not more than 30 years ofage on September 1, 1973 (consideration may begiven in exceptional circumstances to a candidateabove this age). They should have an honoursdegree or eqiuvalent, or in the case of PublicServants, an attested level of professional com-petence and they must show that in addition tooutstanding ability clearly demonstrated in theirown fields, they have concern for the broader in-terests of their community.

PART I.-PRELIMINARY.1.1 This Town Planning Scheme may be cited

as the Shire of Gingin Town Planning Scheme No.2, hereinafter called "the Scheme" and shall comeinto operation on the publication of notice of theMinister's final approval thereof in the GovernmentGazette.

1.2 The Scheme shall apply to the whole of theShire of Gingin. The Council may prepare guidingplans in respect of any townsite which it shalluse to assist it in the use of its discretionarypowers under the Scheme.

The Council may prepare detailed Town PlanningSchemes to cover townsites or other defined areaswithin the Shire, and such Town Planning Schemes,when approved in accordance with the Town Plan-ning and Development Act 1928 (as amended) shallreplace the Scheme within those areas.

1.3 The responsible authority for carrying outthe Scheme is the Council of the Shire of Gingin,hereinafter called "the Council".

1.4 Arrangement of the Scheme: The Scheme isdivided into the following Parts:-

Part I-Preliminary.Part II-Reserves.Part III.-Zones.Part IV.-Non-conforming use of land.Part V.-General provisions.Part VI.-Administration.

The Scheme documents comprise this Text andthe Scheme Map.

1.5 Interpretation:(a) Subject to the provisions of subclause (2)

of this clause, in this Scheme the termsused will have the respective interpreta-tions set out in Appendix D of the TownPlanning Regulations 1967, unless specific-ally stated herein.

(b) In this Scheme, unless the context requiresotherwise, "major roads" means the roadsdesignated as such on the Scheme Map.

PART II.-RESERVES.2.1 Land set aside under this Scheme for the

purposes of a reservation is deemed to be reservedfor the purposes indicated on the Scheme Map.

2.2 Where land reserved as Unalienated CrownLand under the Scheme is transferred in leaseholdor in freehold such land shall be deemed, as longas it is so held, to be in the Rural Zone, and theprovisions of the Scheme relating to land in thatZone shall apply.

PART III.-ZONES.3.1 The Scheme area is divided into the following

zones:UrbanRural

3.2 All land within the Scheme Area is dividedinto the zones mentioned in Clause 3.1 aboveand the zoning of any portion of land may beascertained by reference to the Scheme Mapand the legend thereof.

3.3 Table No. 1 appended to Clause 3.4 of thisPart indicates the several uses permitted bythis Scheme in the various zones, such usebeing determined by cross reference betweenthe list of "Use Classes" on the left hand sideof the table and the list of "zones" on the topof that Table. Where a use is not mentioned inthe list of "Use Classes" it shall be deemed tobe not permitted in any zone.

3.4 The symbols used in the cross reference inTable No. 1 appended to this clause have thefollowing meanings:

"AA" = A use that is permitted only ifapproval is granted by theCouncil.

"IP" = A use that is not permittedunless such use is incidental tothe predominant use as decidedand approved by the Council.

"X" = A use that is not permitted.

PART IV.-NON-CONFORMING USE OF LAND.

4.1 No provision of the Scheme shall prevent-

(a) the continued use of any land or buildingfor the purpose for which it was being law-fully used at the time of coming into forceof the Scheme; or

(b) the carrying out of any developmentthereon for which immediately prior tothat time, a permit or permits requiredunder the Town Planning and Develop-ment Act, 1928 (as amended), or any otherlaw authorising the development to becarried out, had been duly obtained andwas current.

4.2 Where in respect of land zoned under PartIII of the Scheme a non-conforming useexists or was authorised as mentioned inclause 4.1 of this Part on that land, buildingsmay not be extended for that use except bywritten permission of the Council.

4.3 Discontinuance of Non-conforming use:(a) Notwithstanding the preceding provisions

of this Part, when a non-conforming useof any land or building has been dis-continued, such land or building shall notthereafter be used other than in con-formity with the provision of the Scheme.

(b) The Council may effect the discontinuanceof a non-conforming use by the purchaseof the affected property, or by the pay-ment of compensation to the owner or theoccupier or to both the owner and occupierof that property and may enter into anagreement with the owner for thatpurpose.

PART V.—GENERAL PROVISIONS.5.1 Signs, Hoardings, Billboards:

(a) No sign, hoarding, billboard, advertisingdevice or like structure shall be erectedwithin ten (10) chains of the centre lineof a major road without the writtenapproval of the Council.

(b) The Council will not approve the erectionof any advertising sign for a service orcommodity which is not offered or pro-duced or sold on the lot on which the signis to be erected.

(c) In exercising its discretion under this sec-tion the Council will consider the designof the sign, hoarding, billboard, advertis-ing device or like structure, its effect onthe scenic attraction of the area and thedistractive effect that any such structuremay have on motorists.

(d) Clause 5.1(a) of this part shall not applyto cautionary road signs and other signserected by public authorities.

(e) Council may specify an area on theapproaches to an Urban Zone whereapproved signs may be erected.

5.2 Overhead Wires:(a) No overhead wires or appurtenances

thereto shall be erected within two (2)chains of the centre line of a major roadwithout the written approval of Council.

(b) Clause 5.2(a) of this part shall not applyto the State Electricity Commission whenexercising its powers pursuant to the StateElectricity Commission Act.

5.3 No person shall without the written permissionof the Council erect any temporary structureon any Reserve within that part of the Shireof Gingin between high water mark and thePerth-Lancelin Road, where such Reserve isunder the control of the Council.

5.4 The Council may order the removal of anystructure which has been erected contrary tothe provisions of this Part, and such structureshall be removed within 30 days of the issueof an Order of Removal.

5.5 Where a person fails to act upon an Orderof Removal, the Council may execute the workand recover from the person in default suchcosts as the Council has incurred in the execu-tion of that work.

PART VI.—ADMINISTRATION.6.1 The Council may by an authorised officer

enter at all reasonable times any building orland for the purpose of ascertaining whetherthe provisions of the Scheme are beingobserved.

6.2 Any application to develop required under anyprovision of the Scheme shall be in writingaddressed to the Shire Clerk of the GinginShire Council and may be approved by theCouncil or approved subject to conditions, orrefused.

6.3 The procedure for the lodgment and deter-mination of appeals by persons aggrieved bya decision of the Council exercising its dis-cretionary power pursuant to the provisionsof this Scheme shall be as laid down in Part Vof the Town Planning and Development Actand the Regulations made under that Act.

6.4 Any person who fails to comply with any ofthe provisions of the Scheme is guilty of anoffence and without prejudice to any otherremedy given herein is liable to such penaltiesas are prescribed by the Act.

Rights in Water and Irrigation Act, 1914-1964.NOTE.

1. Section 33, among other things provides asfollows:

(a) Plans of proposed works to be prepared,and a description thereof published in theGovernment Gazette and a local news-paper.

(b) The plans, descriptions, books of reference,and estimates so deposited shall be opento inspection by any person interested, andevery such person shall be allowed tomake copies of and extracts from thesame free of charge.

(c) If within a period of one monoth aftersuch publication a petition against theproposed works is presented to the Minis-ter, signed by persons who constitute amajority of the owners of irrigable landwithin the district, the Minister shall notcarry out the proposed works.

(d) If no such petition is presented, legalformalities may be concluded, and theMinister empowered to undertake the con-struction of the works.
