INTRODUCTION As of April 2010, there are 47 designated CSBG entities in Texas. Of these, 36 responded to the Wage Comparability Survey distributed in March 2010. The following results provide an overview to the responses received by TACAA for a survey distributed in March 2010. Whenever possible, all responses were included; however, some surveys were only partially completed. Of the 36 respondents, the following percentages are based upon complete answers to the questions, and as a result, not all figures will add up to 100%.
PROFILE OF RESPONDENTS 31 respondents are private, non profit agencies; 5 are public agencies. 7 (19%) respondents represent metro regions (population 250,001 and above) 10 (28%) represent urban regions (population between 80,001 and 250,000) 19 (53%) represent rural regions (population of 80,000 or less) Overall agency budgets range from a low of $600,000 to a high of $178,000,000. The average budget is $17,917,000 and the median budget is $10,743,000. Paid Employee Profiles The average number of paid employees reported is 197 and the median is 114. The highest number of paid employees is 928, and the lowest is 11. The average number of full-time employees is 146 with a median of 89. The highest amount is 559 and the lowest is 6. The average number of part-time workers is 39 with a median of 13. The high is 479 and the low for those that employ part-time workers is 1. The average number of temporary employees utilized by respondents is 18. The highest number of temporary workers reported is 65, and the lowest, for those that employ temporary employees, is 1. Other Labor Sources Twenty-six respondents (72%) report using other labor sources including volunteers and subsidized labor. The average number of employees garnered from these sources is 266. The highest number reported is 2,800 and the lowest for those agencies that utilize other labor sources is 1. The average number of volunteers reported is 276. The highest number reported is 2,800, and the lowest number for those agencies using volunteers is 1. The average number of subsidized laborers per agency is 3. The highest is 9, and the lowest number reported by agencies using subsidized labor is 1.

Employee Classification The average respondent employs 48 persons in positions classified as exempt. The highest number reported is 276, lowest is 2, and median is 15. The average respondent employs 149 persons in positions classified as non-exempt. The highest number reported is 850, lowest is 8, and the median is 98. Raises Sixty-seven percent of respondents report offering employees salary increases as a reward for good job performance. Flexible Time Twelve Community Action Agencies (33%) report allowing their employees to have flexible time schedules. Educational Opportunities Twelve respondents (33%) provide employees with educational opportunities. Holidays and Leave The average number of holidays reported by respondents is 11. The highest is 16, the lowest is 1, and the median is 12. Thirteen agencies (36%) allow employees at least one day off of personal leave per year. Thirteen agencies (36%) responded that they allow employees to take their birthday off. Nine agencies (25%) responded that they allow their employees emergency leave. Twenty-seven agencies (75%) provide leave when a death occurs. The average duration of this leave is 3 days. Twenty-four agencies (67%) report allowing military leave. Thirty-two agencies (89%) report providing leave for jury duty. Twelve agencies (33%) respondents report offering administrative leave with pay to employees. Fourteen agencies (39%) offer administrative leave without pay. Other types of leave reported included:

Leave Policies Sick Leave:
Sick leave is accrued at the average rate of 11.6 hours per month based on full-time employment. The lowest number of hours earned per month is 5, and the highest is 20 hours per month of sick leave. Five agencies reported using Paid/Personal Time Off (PTO) in which the employee earns approximately ten (more or less based on longevity) hours per month to be used either for vacation or sick leave. The average carryover allowed on an annual basis of accrued sick leave is 450 hours. Outside of the agencies imposing no restrictions on carryover and those disallowing any carryover, the lowest amount of carryover reported is 24 hours and the highest is 1040 hours.

An employee must be employed, on average, 110 days, before they are eligible to take annual leave. The average carryover allowed of annual leave is 150 hours. Outside of those agencies allowing unrestricted carryover and those allowing no hours to be carried over, the highest carryover allowed is 520 hours and the lowest is 24. Trial Period The average length of trial time for new employees is 103 days and the median is 90 days. The lowest length of time for a trial period reported is 60 days and the highest is 180. Travel 77% of respondents report reimbursing employees for use of their personal vehicle for job related duties in-city. 97% of respondents report reimbursing employees for use of their personal vehicle for job related travel outside of the city.

The average percentage of an personnel expenses spent on fringe benefits is 24.7% and the median is 26%. The highest is 58% and the lowest is 5.3%. Use of Consultants Twenty-six agencies (72%) report using consultants. Accountant - Seven agencies (19%) report contracting with a bookkeeper. Auditor - Fifteen agencies (42%) report contracting the services of an auditor. Attorney - Eleven agencies (31%) report hiring an attorney on a contractual basis. Physician - Two agencies (5%) report contracting with a physician. Computer/Technology - Ten agencies (28%) contract the use of a computer consultant.

Grant Writer – Two agencies (5%) reported using contracted grant writing or development services. Other - Six agencies report utilizing consultants other than those listed above, including: mental health, human resources counselor, dentist, software training, nutrition, and federal application process.

WAGE COMPARISON REPORT In this portion of the report, wages for identified positions are broken down into various categories so that wages can be compared with similar agencies. Categories include: Agency Type, Designation, and Total Budget. When salaries were indicated as part-time, they were increased to reflect a full-time, year-round position. Unless the survey responses indicated otherwise, it was presumed that the salary reported was for a full-time, year-round position. Due to the fact that many agencies house programs requiring seasonal employees, it would be misleading to convert the salary figures into their annual equivalent. Therefore, all figures represent monthly wages.
