TEMPORARY F ACILITIEs
This policy sets out guidelines for the siting of temporary modularunits. Its purpose is to allow the addition of limited temporaryspace while preserving the visual and architectural integrity ofthe campus.
Temporary structures are an inferior alternative to traditionalbuildings. At their worst, they are a visual blight. One needsonly to view the rows of deteriorated units at some of CSUH'ssister campuses to be forewarned. The installation of temporaryspace should be regarded as a last resort, to be used when no otheroptions are viable.
Elig:ibility Guidelines
All proposals for temporary space will be reviewed by the CampusPhysical Planning Committee. In reviewing proposals, the Committeeshall consider the following issues:
the program's relevance to the University's missionits consistency with the University's Master Plan andfive year capital improvement plan andthe practicality of leasing on campus or off-campus
facilities.

Temporary units are not to intrude visually upon Harder Road, EastLoop Road or West loop Road. Neither are they to be readilyvisible from Carlos Bee Boulevard or Hayward Boulevard.
At the discretion of the Campus Physical Planning Committee,landscaping may be used as a means of shielding units from view.

The Campus Physical Planning Committee shall forward approvedproposals and their recommended sites to the President for action.
Exception: The design of temporary modular facilities isundergoing an evolution toward improved esthetics.If the CPPC determines that a proposed temporaryfacility achieves a level of design and estheticquality that meets the standards usually applied topermanent structures, ad hoc exceptions to sitingcriteria may be recommended by the CPPC.
Facilit~ Acgyisition
When a modular unit is approved, a request to initiate the processof design and acquisition should be submitted to the FacilitiesPlanning and Operations office. Requests should include a fundsource.
Tenants will provide for and fund the following:
the temporary facility (trailer, modular unit, etc.
handicapped accessibility to the site and into thefacility
utility connections
landscaping, including irrigation
maintenance costs (interior and exterior)
