Fisheries on Dispensing of Subsidized Fertilizers to farmers.

Hon. Njiraini: Thank you Mr. Speaker sir, I beg to move the Motion on adoption of the Report

by the Committee on Agriculture, Livestock and Fisheries on Dispensing of Subsidized

Fertilizers to farmers.

Mr. Speaker Sir, you realize that Agriculture is the backbone of our County, and therefore there

is need to support our farmers because there has been a major outcry and as a result, the

committee on Agriculture being mandated by S.O 186, to ensure that issues on Agriculture run

smoothly Mr. Speaker, so as to increase the production of our County. We do understand that if

we don’t get subsidized fertilizer reaching farmers in good time, the result could be food

insecurity in the county. We are supposed to make sure that our farmers are in a position to

successfully fight with anger. The National Cereals and Produce Board Is present in our County

Mr. Speaker. We have one in Olkalou, Lereshwa and another one at the far end, actually it is not

even in Nyandarua County Mr. Speaker, but in Naivasha and another one in Nyahururu. I

understand that our farmers travel for long distances Mr. Speaker, but if we had operating

cooperative societies, and have a revolving fund to support the societies, the Societies will be in

a position to purchase the fertilizer from the Cereals and Produce Board, and supply to their

members at subsidized prices, and leave the farmers with only transport cost, it will do good to

the farmers. Mr. Speaker, a farmer from Magumu for instance travelling all the way to Naivasha

to purchase fertilizer, that is a substantial distance and a farmer will have to spend the whole day.

In a place like Geta, the farmers travel to Lereshwa, a distance of about 45 Kilometres, the

farmer will use about ksh.500 so as to get one bag of fertilizer to the farm. The farmer should

need to provide a situation where they can easily and affordably get fertilizer. If we really mind

about our farmers, we should support them by making fertilizer easily accessible to them, and

ease them the pain of wasting time and unnecessary cost. That is the reason why we came up

with this report, we actually visited the different areas as shown and majority of the members

were involved, and even the Governor himself Mr. Speaker. The committee decided to venture

into this matter because there was a major public outcry Mr. Speaker in Olkalou. Mr. Speaker,

this Hon. Members will therefore be remembered for having come to the rescue of the public.

Let us serve our people so that they can really enjoy devolution and with those few remarks, I

beg this Honorable house to adopt this report. Thank you Mr. Speaker and I call upon Hon

Tizianah to Second Mr. Speaker sir.

Hon. Tizianah: Thank you Mr. Speaker sir for giving me this chance to second the Motion on

adoption of the Report by the Committee on Agriculture, Livestock and Fisheries on Dispensing

of Subsidized Fertilizers to farmers. According to the report that has been tabled by the

chairman, I wish to support the report in its totality. Farming being the backbone of Nyandarua

County, we need to support farmers one hundred percent because everything that we consume

comes from them. The farmers have suffered so much because of the procedures involved so that

they can access the subsidized fertilizers. We get from the farmers that they undergo a long

process that involves the assistant chief, the Agriculture officer, and then go all the way to where

they can find cereals board. The farmers are therefore incurring a lot of loses before they can

finally get the fertilizer. We have co-operative societies which are operational and I think the

recommendation by the committee that this societies be revived and handle farmers affairs is one

of the best resolution, and the best thing to go by. It recommends that they should be revived and

I think it’s a noble idea because they are close to the farmers, they can be funded by the

revolving fund that shall be set aside, and the co-operative societies can by the fertilizer from the

cereals board and then give it maybe on credit or check-off to farmers to enhance productivity.

So Mr. Speaker, I second and support the report and I hope also that the members will also

support it. Thank Mr. Speaker sir.

Speaker: Hon. Members, that motion having been moved and seconded successfully, I now wish

to propose the question that the report by the Committee on Agriculture, Livestock and Fisheries

on Dispensing of Subsidized Fertilizers to farmers, and dated June 2014, be adopted as a report

of this house. Yes member for Wanjohi.

Hon. Gichini Mumba: Thank you Mr. Speaker sir, I rise to support the report but with an

amendment, on the first recommendation, on section four where in Kipipiri Sub- County, they

have just put Miharati, Turasha and Geta but I would like to have the inclusion of Wanjohi

Cooperative because as you are all aware, wanjohi is the second biggest ward in Nyandarua

County, it is also one of the wards with the highest population. It is my humble request that this

ward should be considered and added to the list. Thank Mr. Speaker sir.

Speaker: Hon Githinji.

Hon. Githinji: Thank you Mr. Speaker sir for giving me this opportunity to contribute to the

motion by highlighting one or two issues. First, I wish to congratulate the committee and their

very able Chairman for doing a recommendable job. This is actually the opportune time that our

people should feel and enjoy the benefits of devolution. Mr. Speaker Sir, one of the

recommendations of the report is that the County Government should purchase Soil Sampling

Machines. The committee has actually touched the heart of the common Mwananchi. Our people

are spending a lot of money because they are buying fertilizer at the cost of ksh.4, 500 while the

subsidized fertilizer costs only Ksh.2, 500. Mr. Speaker sir, having in mind that soil sampling

will be done in various wards, through the use of the machine, it will be determined the best type

of fertilizer to be used in a specific area. Thank you Mr. Speaker Sir and I support.

Hon. Dorcas Kihara: Thank you Mr. Speaker Sir, I rise to support this report having in mind

that farming is the core activity of our people in Nyandarua, and also aware that Agriculture is a

devolved function. If we don’t support our farmers by establishing points where they can get the

low price fertilizer, or the subsidized fertilizer, we won’t be helping them. We can do the roads,

well, but if the farmers don’t get the low cost fertilizer to do their farming, Mr. Speaker, we

won’t be helping the farmers. We also need to establish a suitable process through which the

farmers can get access to the low price fertilizer. Mr. Speaker, this is a process and being aware

that some people without goodwill may get letters from the chiefs and the Agriculture officers

purporting that they are farmers and consequently, they may get the fertilizer and later sell it to

the farmers at an exorbitant price Mr. Speaker, and make handsome profits from it. This issue

needs to be critically looked into because some people are not faithful. Mr. Speaker, I applaud

the committee for recognizing that Agriculture is a devolved function and consequently trying to

identify areas where the farmers can get fertilizer and that is through going the cooperatives way.

This will encourage our farmers to come together; this will give them a high bargaining power

Mr. Speaker, even when it comes to selling of their produce, that is high bargaining power to sell

all that they are producing. On the issue of soil sampling and testing Mr. Speaker, it is sad to note

that our farmers buy fertilizer and use it in their farms irrespective of the type of soil in their

farms. It high time that our farmers become digital and do things digitally Mr. Speaker, our soil

need to be tested so that our farmers can buy the right fertilizers, and do the right farming Mr.

Speaker. By so doing Mr. Speaker, we are going to reduce the poverty level Mr. Speaker and

consequently reduce the number of people requesting for bursaries Mr. Speaker, that way, at

least one or the other burden will have come down the shoulders our Honorable members Mr.

Speaker. If we do that Mr. Speaker, we are going to make our County a rich County Mr.

Speaker. With those remarks, I rest my case by supporting the report Mr. Speaker.

Hon. Kimani Moses: Thank you Mr. Speaker, I rise to support the motion brought by the

chairman and I actually don’t have much to say but we should ensure that as much as we want

the fertilizer availed to the farmers, let us remember that the soil are no longer productive so as

much as we have great plans for the people of Nyandarua, we should the relevant docket that is

the ministry of Agriculture to make sure that the farmers are enlightened on the same. Mr.

Speaker, I would like to state that Agriculture and Roads and infrastructure are much related, as

we struggle to uplift Agriculture, we should ensure that the roads are passable for products to

find their way to the market. Thank you Mr. Speaker sir.

Speaker: Yes Hon. Kairu.

Hon. Kairu: Thank you Mr. Speaker, I want to thank the Committee and its able Chairman for

work well done. Let me say that there are these centers that have been suggested to be the stores

where fertilizer will be kept. That is a noble idea Mr. Speaker because if you were to consider

people coming from Kenton to Kwa Haraka, they use more money on transportation cost as

compared to the money they use to purchase the fertilizer. I would suggest that since we have the

Cooperatives in our area, before we come up with a center where the fertilizer will be stored, I

humbly request the committee, since the Cooperatives that we have like The Karate Farmers

Cooperative and Githioro Farmers Cooperative are already in existence, they can be used to

distribute fertilizers to the farmers. That’s my take, thank you Mr. Speaker Sir and I support the

report.

Speaker: Hon. Leader of Minority.

Hon. Githinji Ngumba( Magumu): Thank you Mr. Speaker, I also rise to support and also raise

my views and contribution. In part for, the committee has suggested that CBO be the centers for

the collection of fertilizer but in clause 4, they have not mentioned anything to do with the CBOs

yet in some parts we do not have cooperative societies. Since we are talking about devolving the

Agriculture functions where the issue of fertilizers falls, so as to bring services concerning the

same closer to ‘Mwananchi’ we should also recognize the CBOs and blend them with this report.

Mr. Speaker, I concur with Hon. Kairu because in Magumu, we have cooperative societies which

are already have stock of fertilizer as we are talking, that is Mwenje Cooperative society and

Marurume cooperative society however the two are not in the report that has been presented by

the committee. I support by saying that this is a relevant move but all matters should be done

inclusively having inclusion of all the areas. Thank you, Leader of Majority.

Hon. Mwangi Gichuki: Mr. Speaker, I agree by all means the findings of the committee, I also

want to state that this is completely long overdue. If I am to speaker on behalf of the people of

Kinangop, I would say that it is long overdue. I also want to note that it is not fair for some parts

of Nyandarua County to be enjoying the Subsidies given by the Government while others are left

out Mr. Speaker. If you were to take Kinangop as an example and compare what is produced

there and what is produced is produced in the Northern parts, and then you come and tell these

people that if you want to get fertilizer you have to go far away to get it, let me give this

example, when there was the distribution of the free certified seeds it was done in Engineer but

when it came to the distribution of the subsidized fertilizer, the people had to come all the way to

Olkalou Mr. S[speaker. As a matter of priority, before any further engagement, the Ministry of

Agriculture under the leadership of the CEC Agriculture Madam Agatha, that the Kinangop

Sub- County which is actually very big and a major producer, must be given with immediate an

outlet for the subsidized fertilizer. I have always complained about the failure by the

Government to give an outlet to Kinangop on the pretext that there is no security. We went as far

as engaging the Deputy Commissioner who gave us a house next to the offices, where the

fertilizer could be kept and therefore there should be no excuse whatsoever. The committee has

recommended that we should engage the Cooperative societies, and I have no issue with that, the

only issue I have is if for example you were to settle for Tulaga Cooperative Society, the

Cooperative has a membership of persons who have prescribed to the ideals of this particular

Cooperative, this is more of a private entity, how do we bequeath such an important task as

distribution of the subsidized fertilizer? Many people might not necessarily be members of this

Cooperative. I think the right thing will be to get an independent body where regardless of

whether you are a member or not, you will be able to access the facility without intimidation.

How will intimidation come in? I don’t foresee a situation where a society will give me the

benefit of doubt and give me the number of bags. We do not want a situation where anybody will

need to beg and will not be given priority, I would suggest that the CEC member should be made

aware that this is an urgent matter but again we should agree on what we should be looking at is

not which Cooperative society is active but that which will take care of all the farmers because

we are actually supposed to assist the farmers we need to look at which is the most central place

where the Cereals can have its outlets so that all the farmers can use the cheapest means of

transport to the place where we have placed the outlets. In my judgment, if we are asked,

especially the people from North Kinangop, we will suggest the DC’s building which has already

been given. We have space, security and the people who are going to utilize the subsidies in this

particular area. I support the recommendations minus the cooperatives aspect. Thank you Mr.

Speaker, and now reading the mood of the house, I wish to call upon the mover to respond.

Hon. Njiraini: Thank you Mr. Speaker sir, I understand that all of us are farmers. Farming is

part of us and we realize that fertilizer should be within the reach of the farmer. To support the

cooperative societies we need more funds allocation in the budget through which we can have

the revolving funds that can be given to the cooperative societies which can then sell the

fertilizers to the farmers at a lower price, they then remit the money to the county government.

One of the members has said that the cooperatives should not be given a priority, he needs to

understand that if we come up with a very good policy where by the cooperatives will be able to

disburse the fertilizers all the farmers will be able to access the fertilizers. The cooperative

societies are the best channels to be used to disburse the fertilizers to the farmers. Every area,

just as hon. Githinji has said has a cooperative society, but we have to look for the active

cooperative societies to be funded. We can identify one or two to help us see whether the project

was successful. We shall consider areas like Wanjohi. I know that all of us have come from

different sub-counties and we have our own input when making policies of how to distribute the

fertilizers and how to recommend the best cooperative society. Where there is a disagreement,

the members have the mandate to have all the cooperatives included in the report.

There can be no limit to the number of cooperatives because they are the ones that assist our

farmers. The Ol’kalou National cereals and produce board is still under the national government

but because agriculture is a devolved function, we can have the cooperative buying fertilizers

from the cereals board and then distribute the fertilizers to their members and for a person who is

not a member can be charged something extra. I believe that this will be for the benefit of

Wanjiku. We should support our people so that they can have a feel of devolution.

There is a member who asked about the CBOs since there are some places where we do not have

the cooperative societies but we have the CBOs. It is also very important for the farmers to know

the type of soil in their farms so that they can be able to know the correct type of fertilizer to use.

There is consultation in high voices Mr. Speaker.

Hon. Gachari: The members are consulting in very high tones yet the chairman’s contribution is

very healthy.

Mr. Speaker: Members, let us consult in lower tones. Continue chairman

Hon. Ngotho: Point of order Mr. Speaker, can we say that the honorable member is anticipating

tomorrow’s debate? He has just said that a report will be tabled tomorrow.

Hon. Njiraini: Thank you Mr. Speaker. I meant to say that it is good to listen to one another. I

want to mention of an issue concerning implementation. If we table reports on the floor of this

house and there is no implementation of what we have tabled we shall be going round in circles.

It is like 10 preachers preaching to themselves. It is good for the implementation committee and

this house to be serious in the area of implementation. We could be coming up with very good

reports but after tabling them in the house, that becomes the end of it. The county executives

should perform their mandate. We give them reports and their duty is to follow up and

implement. I thank all the members for their contribution. I want us to support our farmers so

that they can be in a position to produce more and reduce food insecurity in Nyandarua. In

Leleshwa there are about 4444 bags that have stayed for more than ten years in the store. It is our

duty to safeguard the health of our people. The produce should be tested so that it can be known

whether it is healthy to be consumed by our people. With those few remarks I beg to move.

and Public Service under the standing orders number 119 (4), the chairperson to the sectoral

committee, that is the committee on justice, legal affairs and public service, to which the Bill has

been committed shall present the Committee’s report to the Assembly within twenty days of such

committal and upon which such presentations, or if the Committee’s report is not presented when

2014 at 2.30 I will make a communication from the chair and it will, Hon. Members be on the

way the introduction of the bills is done, that is looking at article 21 and the provisions of the

standing orders that there is a lot of transgressions on the law in the way the bills are being

introduced. You will note that none of those bills were ever forwarded to the office of the clerk

or the office of the speaker before they were published so that the input of this house could be

captured formally that is per the County Government Act or the Standing Orders. Members you

will also note that the bills also lack the memorandum of purpose and objective. Since it is

already published, there is not much that we can do but the memorandum should accompany the

bill when it is being brought into the assembly and I think that all these bills have been missing

on that one. I will make a very comprehensive communication on behalf of the County Assembly

and the county executive on how we introduce bills on the floor of this house. Next order

Clerk: Tabling of the County Assembly Quarterly Financial Report

Mr. Speaker: Leader of majority

Hon. Gichuki: Thank you Mr. Speaker I wish to table the Nyandarua County Assembly

Quarterly Expenditure Report 2013/2014 financial year.

Mr. Speaker: Having been tabled, I think we can allocate time when you can move the motion

for the adoption and when the members can have an opportunity to comment on the same before

the adoption. So when will it be sufficient for you to do that leader of majority?

Hon. Gichuki: The motion for adoption

Speaker: We agreed on three days so I think we can move to next week. The motion for the

adoption of that report will be on Tuesday 17th June 2014 at 2013 PM. Members I am reminded

that being a financial report is should be committed to a committee. It is a committee that should

bring the report to the house. When it deals with expenditure then that is the jurisdiction of the

committed on PIC/PAC. The chairman, can tell the assembly when you are likely to table the

report.

Hon. Kagiri: Thank you Mr. Speaker sir. I stand to be guided because I thought I would join it

with the expenditure of the executive and bring them at the same time.

Speaker: Actually I think there was a lapse because members, I thought that when the quarterly

expenditure report for the executive was brought those issues would be raised. The assembly

should forward its report to the executive so that they are consolidated and brought together as

one document. Since you have both of the reports you can work on them and have a joint report.

Hon. Kagiri: We had realized this Mr. Speaker my committee shall be able to do the report and

join them. The date we had set for both of the reports will be appropriate.

Speaker: I am told that you have fixed the date to be 8thJuly 2014 at a time to be allocated by the

house business committee.

Hon. Kieru: Thank you Mr. Speaker. I want to rise on a matter of urgency that is very important

to this county understanding order 33 and I do request that this house agrees with the motion that

the minister or the docket responsible for water does furnish this assembly

Mr. Speaker: Member for Gatimu you are obviously out of order

Member for Gatimu you understand that you require to move a motion to adjourn this house to

discuss a matter of county importance, secondly the motion of adjournment must be given two

hours before it is moved. Therefore having exhausted the business of today, obviously there is no

window to give you a chance to move a motion of adjournment. Not unless you do it tomorrow,

It is not possible to do what you are intending to do. Next order
