“ DEA evaluation of North American Class 1 freight railways: An update and extension”

Friday, November 22, 2019

Abstract: This presentation discusses our application of Data Envelopment Analysis (DEA) to evaluate the relative efficiencies of the nine North American Class 1 freight railways (five in U.S.A., two in Canada, and two in Mexico). Our research program consists of two parts. Part 1 (completed) develops and interprets efficiency rankings for the nine railways for the period 2011 to 2017. Part 2 (in early stages) examines the use of DEA in predicting the relative efficiency resulting from the merger of two railways. Issues in the applica-tion of DEA to railways, including identifying appropriate input and output variables and whether the often-quoted operating ratio is an appropriate measure of railway efficiency, are addressed. Although we will give a non-technical overview of DEA, our presentation focuses on results and includes more real-world information about railways than you will ever want to hear.

James Higginson joined the faculty at the Odette School of Business in 2001. He has a PhD in Management Science/Logistics from the University of Waterloo; a Masters Degree in Management Science/Operations Management from Waterloo, and a Bachelor of Commerce (Accounting and Operations Management) from McMaster University. He teaches courses in logistics and supply chain management, marketing channels, and domestic transportation and international shipping, at both the graduate and undergraduate levels. He has published several articles on related topics.

“History repeating? The role of accounting in the negotiation of contemporary im-pact and benefit agreements”

Friday, January 17, 2020

Russell Evans joined the Accounting faculty at the Odette School of Business in July 2016. He has a PhD (Social/Behavioural Ac-

counting) and Masters (Behavioural Accounting) from Queen’s University (Kingston), and a B.A. and M.B.A. from Brock University

(St. Catherines, Ontario). He is Board member of the Matachewan First Nation Limited Partnership (MFNLP), Kingston; served as

Board Treasurer for the Aboriginal Professionals Association of Canada (2012-2015), and as a Board Treasurer for the Native Canadi-

an Centre of Toronto (2013-2015). His research focuses on accountability from First Nations communities in Canada and the associ-

ated use of accounting technologies.

Abstract: Historic treaties negotiated between settler gov-ernments and First Nations populations have long been criti-cized for the imbalance of power which existed between the two groups at the time. The use of accounting as a technolo-gy of government has long been implicated in facilitating the codification of such imbalances. Contemporary Indige-nous populations are in much better negotiating positions for the negotiation of modern treaties than in the past. Im-pact and Benefit Agreements (IBAs) have emerged as a new form of treaty that Indigenous groups can utilize to gain political and economic independence. IBAs are quasi-legal agreements signed between development companies and Indigenous groups. Researchers have sought to understand the content of IBAs and what processes are followed when two groups enter into these contracts. The extant literature on IBAs has largely focused on content and process and found that they tend to be a win-win situation for both par-ties. Some research, however, has found that power imbal-ances are still present between proponents of development and traditionalists. This research seeks to better understand those power imbalances and to isolate the role that ac-counting techniques play in contemporary IBA negotia-tions.”
