    Using money still in play from President Obamas 2009 America Recovery and Reinvestment Act, TheDepartment of Housing and Urban Development (HUD) released $1.9 billion in funds for a second round ofthe Neighborhood Stabilization Project (NSP2) that went to 56 entities across the nation.

    HPD received $20 million from HUD to spur the creation of solution-based programs designed specicallyfor the city.     NYMC, working within the constraints of the NSP2 guidelines, decided to specically tackle high-cost hurdles tohome ownership that depress and plague the citys poorest areas. Focusing squarely on 95 areas in Brooklyn,Queens, and Staten Island that were hit hard by foreclosures, NYMC created the NSP2 Buyer AssistanceProgram to widen the pool of people able to buy homes in those areas by using the bulk of $4.2 million toincrease the buyers purchasing power.

    Specically, the Buyer Assistance Program, which helps in the purchase of single family, condo units and 2-4family buildings, offers accepted applicants pre-market access to selected foreclosed homes, below-marketpries fr seeed hes, edai ad seig hep keep he affrdae, ad p $80,000 fr apriipe redi f he he a.

    Those who act now on this time-sensitive program will reap the most benet from a revitalized housingmarket, said Inadomi. Combining NSP2 with purchase-rehab loans makes it easier to nance a xer-upper,handyman special, and it requires only a three-and-a-half percent down payment.

    The NSP2 Buyer Assistance Program also helps provide more affordable rentals. Buyers of multi-unit homes

    through the NSP2 program are required to adjust rents to tenants incomes. Low-and moderate-income rentersrarely benet from programs that support homebuyers.

    The program provides generous subsidies, but its not for everyone.

    Purchasing a distressed property is not for the faint of heart. It can take longer, cost more upfront, and befrsraig. Hweer, here are grea deas here ad his prgra wi reae ew pahs hewershipfor homebuyers who are willing and able to put in extra effort, said Adam Marcus, NSP2 Program Director.

    Prospective homebuyers in the program must come from households that earn no more than 120 percent ofaverage median income (AMI) or about $98,000 for a family of four. This makes working and middle classfamilies the main beneciaries of this program.

    The NSP2 Buyer Assistance Program is a thoughtful approach to help families in need of homes to ndand purchase homes they can actually afford for the long term. Part of reducing the hurt inicted by theforeclosure crisis involves helping to increase a purchasers nancial aptitude and laying bare the detailsha edei he yig ad aiaiig pars f hewership. t hep wih his riia par nYmc hasteamed with neighborhood non-prot organizations from across the city.     damage. Enterprise Green Communities Criteria is the first national framework for

    healthy, efficient, environmentally smart affordable homes. Optional criterion 7.16 -
