NEW DELHI, OCT 28:Claiming that a specific alertwas issued to Bihar govern-ment about Narendra Modi'srally in Patna, BJP todayaccused the Nitish Kumargovernment of lapses that ledto serial blasts and charged itwas soft on terror due tovote-bank politics. The opposition party accusedthe state government ofadopting a "casual and cal-

lous" attitude and demandeda high-level probe and areview of security of itsPrime Ministerial candidate.

Leader of the opposition inRajya Sabha Arun Jaitleysaid at a press conferencehere that government needsto rethink on the security drillto be carried out for politicalrallies ahead of next generalelections and redefine its pol-icy."This is an attack of

Dengue was unheard of in Jammu

Samba and Kathua are reeling under the

dengue epidemic with many lives lost

and more than 400 cases registered.

Jammu city is also under threat. Many

young men have lost lives. Government

Medical College, the final destination of

dengue patients is ill equipped with the

measures to counter it. While the author-

ities ought to have been on war mode to

take all measures to control it, no con-

crete medical treatment is yet available

so that the patients could find some

respite. It is strange that facility of pro-

    viding platelets and blood constituents,

crucial for dengue victims is not avail-

able in the government hospitals and

where it is that is grossly inadequate.

Many patients after wasting hours in the

medical college for real time treatment

are told to deposit blood and then go to

SMGS Hospital where platelets will be

separated. This loses precious time. As a

result patients with deadly form of

dengue are forced to go outside the state

    in panic for immediate treatment.

    Jammu Municipality Corporation should

have embarked on large scale fumiga-

tion of the city, especially in low lying

areas where big drains are breeding

ground for mosquitoes. Promises are easy

to be made and it is easy to befool people

but it is different to take effective steps.RANASAHIB

At Patnas Gandhi Maidan, soon afterthe serial bomb blasts political fight ofthe lowest degree resulted into a rushfor statements, aimed at either creat-ing a false impression or making acurtain of haze around the blasts.Congress, SP, BSP and NiteshKumars Janata Dal (U) have perfect-ed the art of duplicity and deceit to alevel, where terrorists are made tolook innocuous men, rather victimsand BJP made into a villain. As ifModis Hunkar rally was the sole rea-son for the terrorists to target it.Otherwise, they are good men, who

believe in peace and welfare of thepeople of India! At the Hunkar rally, two disparate things happened, on onea dream of a prosperous, peaceful yetassertive India was articulated byModi and on the other blood, cries, death and pain was made to inflictupon the innocent people.

First dubious dart came from theJanata Dal (U)s Minister Sabir Ali,who raised a finger of suspiciontowards BJP for the blasts. His state-ment makes it amply clear that he sus-

pected something fis hy in t he matter.A peep into his statement is not out ofcontext, "When I checked it with the

district magistrate. He was not awareof the incident. Janata Dal-United(JD-U) leader Sabir Ali questioned

why "such incidents were happeningafter JD (U) parted ways with BJP."There is something suspicious. I canfeel. They will divide the nation;divide the people only for power."

A pernicious argument laced witha complete ignorance of terror philos-ophy is being propagated in the coun-try. This will eventually result in theweakening of war on terror and alsodivide the nation into various parcels, having their own political agenda to

pursue. Months earlier, another co-religionist of Sabir Ali, the unionminority affairs minister feigned totalignorance about the existence of a ter-ror organisation named IndianMujhaideen. He dropped a bombshellsaying any terror group of such namedoes not exist at all. Established moreor less as it is that it was IndianMujhahideen responsible for thePatna serial blasts will these political-ly scrupulous men revise their wis-dom on terror in the country?

Secondly, the statement of BiharChief Minister that enough securitywas in place and no intelligenceinputs were available before hand thatthe rally was to be targeted has comea cropper. This runs in total contra-vention to what the Bihar Police andother security agencies have said thatreports of the rally being targetedwere already given to the Bihar gov-ernment. One fact which rubbishesthe claim of Nitesh Kumar is that avery powerful bomb, timed to explodeat 2 PM was recovered close to the

stage where Modi and other top brassof BJP were to take seat.Unfortunately, the response of the

political leaders to terror is alreadysluggish and selective. If credibleintelligence inputs are ignored, itspeaks a lot about how serious theopportunistic political parties aretowards terror.

This lack of understanding on theterror philosophy and the indulgenceof many in the political class of India,to look the other way when blasts hap-

pen or create politically narrow mind-ed theories in order to weave a moti-vated confusion. Sadly, this spectacleof gross impropriety is reducing theresponse of the country towards thereal face of terror as weak, fractiousand selective.

Curiously, Indian Home Ministershave too displayed a lack of commit-ment and sensitivity to terrorism. In atypically dismissive way SushilKumar Shinde soon after the blastswent to attend a musical function heldin connection with the upcoming filmRajjo of Kangana Ranaut. What shallit be called, the lure of Bolly wood orto escape from the cries and pain ofthe blast victims. What an evil

prospect for India, its home minist erattends musical function when Patnais ripped apart with bombs. We hadyet another home minister Shiv RajSingh Patil who went to the sites ofterror attacks in immaculate suits andswanky dress. For such men what a

best way to exhibit the dress sense,

than the scene of bomb blasts wherebodies are scattered and blood isspilled.

Lastly the Digvijay tweet gives afulsome summation of the incident. He said BJP gains most from the

blasts. True, because if the responsi-bility of providing security at thevenue is abdicated, BJP will have asympathy undercurrent going in theirfavour. When Indira Gandhi was mur-dered Congress gained most from it.In comparison when Modi is hittinghard at the opposition on genuinecounts and his common sense con-cerns are brushed aside in the politicalarena of vote bank politics, it is butnatural that he has been able to createa significantly

large constituency across thecountry. Digvijay has again washedhis dirty linen in the open regardingthe bomb blasts. Saying BJP is to ben-efit most, points out to yet another

prospect, could be that he in a veiledway implicates the largest oppositionin the blasts. No hope for the situationto improve, when same poisonous

politics is in flow, despite being estab-lished that Yasin Bhatkals aides ofIndian Mujhahideen are involved inthe blasts. Unfortunately, with such aresponse from Congress leaders, thePrime Minister already in politicalhibernation and on silent mode, it is

doubtful whether the nation will everhave a consolidated policy to controland respond to religious terrorism.

Northern Ireland ...with powers to make laws on a range ofissues. The Chief Minister was angry at thePakistan army's attempt to "sabotage"

peace talks between Prime MinisterManmohan Singh and his Pakistanicounterpart Nawaz Sharif in New Yorklast month. He blamed Pakistan's army for theupsurge in cross-border attacks this yearand cited the infiltration of four insur-

gents who crossed into Jammu andattacked the police station and an armycamp killing a high-ranking army offi-cer and three soldiers. He saw that as anattempt by the Pakistan army to sabo-tage the Singh-Sharif talks. The newspaper recalled that Omar was

born in Essex in the UK and quotes himas saying that his British backgroundhad given him a "broader outlook onlife" although there were disadvantagestoo."There are those in my l ine of work whoquite happily use this against me, andsuggest because I was born here (theUK), I have no business being in poli-tics here (Kashmir)," Omar said.

LoC firing ...Jammu and Kashmir) will hold and

peace prevails," Omar said.He said the situation along the LoC andIB has been mostly calm for the pasttwo days.He said the incident at Uri, in which aJunior Commissioned Officer waskilled, seemed to be a localised inci-dent, which was not as worrisome as thelarge scale violations that took placealong the LOC and international borderrecently.

"Localised incidents keep on happen-ing. These should not worry us much.We were worried because the violationswere taking place along the internation-al border where there were no such inci-dents in past 10 years," he said.

JK Assembly ...24 issued a notice to Singh. "...He(Singh) has been asked to explain his

position regarding certain revelationsmade by him during the course of aninterview to a Delhi-based news chan-nel on September 23," an officialspokesman had said. The notice was issued in response to a

privilege motion moved against Singhby 15 ministers and MLAs and the for-mer army chief has been given 20 daysto explain his position in the matter sothat further course of action could bedecided under the rules of procedureand conduct of business in the Jammuand Kashmir Assembly.Singh did not reply to the message senton his mobile phone asking for his com-ments.He had alleged that money had been

paid to politi cians in Jammu andKashmir for several years. His com-ment came while he was responding to

an expose by an English daily that hadclaimed that Technical ServicesDivision, an intelligence unit of theArmy created during his tenure, had

paid Rs 1.19 crore to state ministerGhulam Hassan Mir allegedly to desta-

bilise the Omar Abdullah government in2010.The statement of Singh was severelycriticised by politicians after which

Nationa l Confere nce minist ers andMLAs moved a motion against him foralleging that some ministers in Jammuand Kashmir were paid money to getcertain jobs done since Independence.Mir had denied any wrong doing andChief Minister Omar Abdullah wrote aletter on September 25 to PrimeMinister Manmohan Singh seeking acredible probe into the allegation for

restoring faith of people in mainstreampoliticians in the s tate.

Mufti Sayeed ...Modi, its prime ministerial candidatefor the upcoming parliamentary elec-tions."I have experience of working withVajpayee when he was the PrimeMinister, but I have no experience ofworking with Modi," he said.

Nitesh's lies ...determination to fight these tendencies. The ministry of home affairs and gov-ernment of India should seriouslyreview the security of Narendra Modi,"he said.Jaitley, who was present at the Patnarally, attacked the Nitish government, saying "the attitude of Bihar govern-ment was casual and callous...In thisenvironment, are we going to be soft onsecurity because some state govern-ments want to be seen as soft on terrorfor obvious reasons"?Charging the state with "monumentalfailure", he said "this attack coming inthis backdrop clearly establishes theextent of radicalisation which took

place in the state."Refuting claims of Bihar governmentthat there were no alerts issued by theCentre about the rally, he said "this doesnot appear to be factually correct...Aspecific alert was sent to the Bihar

police by the central Intell igenceBureau on October 23, 2013 withregard to the rally to be addressed byShri Narendra Modi in Patna.""This alert was specific enough to men-tion that the IM modules could organizestrikes during Narendra Modi's Patnavisit. A reference to the arrest ofBhatkal, an information emanatingfrom another source was also men-tioned." The BJP leader said India can-not afford to be either soft on terror orsoft on security. "A policy against terrorand the need for the security cannot berelatable to the policy of vote bank pol-itics of a given government," he said.BJP President Rajnath Singh said therewas a "security lapse" at Modi's rallyand extra precautions should have beentaken. The party plans to make the rally blastsissue a political one and will be holdingconferences to highlight the incident inseveral state capitals tomorrow.

Ranchi module ..showed that the explosions at NarendraModi's rally in Patna on Sunday had aresemblance to the Bodh Gaya terrorattack, BJP leader Arun Jaitley claimed

the Bihar DGP had received an intelli-gence alert on October 23 about a pos-sible attack in Patna and wanted thestate government as well as the Centreto clarify on the issue.Jaitley's contention was countered byRavindra Kumar, ADG, Patna, who saidthere was no specific intelligence inputand that only general alerts were given. The death toll in the serial blasts, mean-while, rose to six after an injured persondied at the Patna Medical College andHospital (PMCH) late last night.Currently, 37 injured persons, many ofthem in critical condition, are beingtreated in the hospital.

Jharkhand ADG (law & order) S NPradhan said the probe so far showedthat Imtiaz Ansari, one of the two arrest-ed terrorists, allegedly had contactswith Tahseen Akhtar, an alleged closeaide of arrested top IM ope rative YaseenBhhatkal. The other terrorist was identi-fied as Tausim.Pradhan said after interrogations duringraids at Dhruva in Ranchi last night ithad emerged that Imtiaz, his nephewTophek, Tariq Ansari and NomanAnsari had gone to Patna on Saturdayand two others had joined them on theway. The four had, however, told people oftheir locality that they were going toKolkata but left for Patna on Saturday.Tariq died while allegedly handlingexplosives yesterday and Noman andTophek were absconding, while Imtiazwas arrested after the blasts in Patna,Police said. The home-grown IM haslinks with Pakistan-based terror outfitLashkar-e-Taiba (LeT)."The Ranchi module(of IM) has beenset up recently," Pradhan said, addingthe police also suspect that the same IMmodule might have been behind theBodh Gaya terror attack on July 7 asexplosive materials and digital timer

device found in Patna blasts were iden-tical. "A fail-safe connection has beenestablished between the two blasts," headded. Five people including twomonks were injured in the Bodh Gayastrike. The ADG said a National InvestigationAgency team had arrived here today toinvestigate links of the newly set upRanchi module of IM and further inves-tigations are on.Earlier in the day, three personsdetained in Ranchi yesterday in connec-tion with the Patna blasts were releasedafter interrogation last night.Raids were carried out in Jharkand soonafter Bihar Police tipped off their coun-terparts in Ranchi that some suspects inPatna blasts hailed from the state, policesaid adding black powder, materialsused to make IEDs, pressure cooker andextremist literature were seized.

Army to ...Radio and Cell Phone Jammer CounterIED systems for the army unitsdeployed in the state."These counter IED jammers will be putto use for service deployment and oper-ational usage for quick reaction teams,VIP protection vehicles, convoy

escorts, movement of troops and count-er insurgency operations," officials said. The procurement of jammers has

become important in view of increasi ngthreat of security personnel being tar-

geted by IEDs detonated by cell phonesand radio signals, they said. The "Sakriya" jammers are based onadvanced Digital Signal Processing(ADSP) technology with frequency

jamming of GSM, CDMA, DCS and 3Gbands of cell phones besides, fre quencymodulation (FM) and pre-initiator of136 MHz to 174 MHz frequency, theofficials said. The jammers would have a weight of 80kg along with its batteries, they said.

Ramdev not ...Narendra Modi and Congress vice pres-ident Rahul Gandhi.Ramdev said that one had entered poli-tics because of his family while theother had worked the hard way to earnall that was his due. Both the leaders have been holdingmajor rallies of their respective partiesin the run-up to five Assembly electionsand thenLok Sabha polls. He claimed that the Congress will losethe Assembly elections in MadhyaPradesh, Delhi, Rajasthan andChhattisgarh and that its strength afterthe next Lok Sabha polls would comedown to less than 100 seats.During his interaction with mediaper-sons, he also criticized Congress gener-al secretary Digvijaya Singh.

IM terrorist ...to arrest Yasin Bhatkal and his aideAsadullah Akhtar after they were pro-duced before it by NIA, Hyderabadwhich said the accused are not requiredfor custodial interrogation. The district judge asked special cellsleuths to produce Bhatkal and Akhtar

before the designated court for tryingthe cases being probed by the specialcell of Delhi Police for seeking theircustody. The accused were then produced before

additional sessions judge Daya Prakashwho remanded both the accused to

police custod y for 15 days tillNovember 12.Advocate M S Khan, appearing for thetwo, however, opposed the police cus-tody plea, saying the accused havealready been investigated by the NIAand the special cell has no locus standito seek their fresh custody.Bhatkal and Akhtar was earlier taken toHyderabad after being arrested onSeptember 21 and September 17 respec-tively by NIA's Hyderabad unit in con-nection with the Dilsukhnagar blastcase that claimed 16 lives. The blastswere triggered by IEDs planted nearKonark and Venkatadiri theatres onFebruary 21 this year. The court had earlier issued NBWsagainst Bhatkal and Akhtar in the illegalarms factory case, in which the specialcell had already arrested 16 alleged IMmen, as they were absconding sincethen. The special cell had in November 2011,

busted an illegal arms factory located inMeer Vihar area of Nangloi in OuterDelhi and several alleged IM suspectswere arrested. An FIR was registered against Bhatkal

in the case on November 22, 2011 andlater a non-bailable warrant was alsoissued against him for setting up thefactory.

NEW DELHI: He leavesIndian shores as one of thegreatest Formula One driversever but Sebastian Vettel wasa picture of humility as heacknowledged every personwho made a contribution tohis triumphant run, showedrespect to his critics and

became a showman for thefans. At 26, he is theyoungest quadraple worldchampion but showed matu-rity beyond his age in hiswords even though there waschildlike enthusiasm in hisactions and gestures. He knew that what he hadchosen to do after winningthe Indian Grand Prix willnot amuse the race stewards

but he did it.After being booed by Ferrarifans for his easy victories inmost of the venues, he got atremendous reception fromthe Indian fans and heresponded to that in the best

possible manner.Instead of parking his car asthe rules would suggest, he

performed donuts with hisRB09, named 'Hungry Heidi'.He then bowed, jumped on tohis car and threw his glovestowards his fans, making forunprecedented scenes at anyF1 Grand Prix.

He was expectedly repri-manded by the stewards andhis team Red Bull was fined25,000 euros. The Germansaid it was a spontaneous out-

pouring of emotions."Rocky, my engineer calledfor the usual procedure but Isaid 'yeah, not this time' andthere's so many people hereon the main grandstand that Ihad to do it. Usually we arenot allowed to -- but it felt soright at that time," he said.

"It is also a special place towin at and yeah, when myengineer called for the usual

procedure - parc ferm e, parkthe car - I said to myself Idon't care, I go there, thecrowd was great in the maingrandstand and I'll have somefun there which I enjoyed alot. "Unbelievable reception. It's a shame we are not racinghere next year."Just three days back, Vettelsaid being stubborn was his

biggest weakness a nd some-times he becomes more stub-

born than usual. In a sport which gives verylittle scope for display ofemotions, Vettel acted stub-

born to break the rules and letit flow in front of the fans lastevening. After the fans, Vettelacknowledged the contribu-tion of every person in theRed Bull garage and said hiscelebration was also for the

people who were inst rumen-tal in his incredible success."I spoke to the guys yester-day night... I'm not taking allthe credit myself. I'm verythankful for what these guysare doing. If you look at their

    pay check a t the end o f t hemonth, you'd be surprised if

you could do the amount ofhours that they do."I think it's better to work atMcDonald's than to do whatthey do! It's one hundred per-cent commitment. They lovetheir job, they love the factthat they are working on aFormula One car and get tosee technology like that. Ithink at the end of the day wecould... it's rockets in a way."It's a shame, in a way, thatwith modern circuits peopledon't get the excitement ofthe speeds that close anymore, but I think for safetyreasons there's no doubt...youdon't want to go back towhere we've been in the past,so I think the sport has pro-gressed but for sure you losesome of the excitement but Ithink for racing fans, such asthe mechanics, it's still thesame. It was just a gesture ofsaying thank you."Asked if he feels people have

been unfair to him by booing

him and saying that F1 hasbecome boring with him win-ning everything, Vettel saidhe understands the feelings ofthe fans of the traditionalteams."To be honest with you, I'mnot blaming the Ferrari fans.I tried to make the example,

unfortunately nowadays theworld is ticking so quicklythat people are not always lis-tening exactly to what I'msaying or what I'm trying tosay. I don't blame the peoplethat booed, you know."If I go to the football stadi-um, for example, I cheer forthe home team. The firstmoment you maybe don'tappreciate the outside or theaway team to score a goal, the guy who actually scored agoal you don't appreciate him

being an a mazing player andyou might boo because other

people boo," he said."Obviously it doesn't feelgreat but if you have a lovefor.. for example for Ferrarior McLaren... think if peoplethink about it they understand

but in the heat of themoment, you know, there'snobody really to blame. It'snot necessarily my fault. Ithink I'm mature enough tounderstand that."

"From our point of view thisis the game we want to win.We don't want to save it forthe last game on Sunday. Wewant to wrap up this game.Obviously from their(India's) point of view theyneed to win to stay alive andfrom that point, it is prettycrucial for them," saidDoherty."We would rather be 3-1 up

than 2-2 all. Both teams haveplayed some very goodcricket and it will be aboutwho is better onWednesday," he added. While conceding that

bowler s from both teamshave found the going tough, especially with the new ODIrule on field restrictions,Doherty averred that it was

    Dialogue with TalibanDear Edito r,

The US commitment of cooperating in talkswith the TTP is an indication of the CIA dronecampaign suspension for understandable rea-sons. Engaging the Pakistani Taliban in talkswould help facilitate in providing theAmerican containers a secure path to Karachiand Gwadar. Suspension in drone strikes can

provide Is lamabad w ith a two-way op portuni-

ty; to engage the Taliban in constructive dia-logue, and secure a permanent peace deal thatmay lead to a positive outcome that can ulti-mately result in a permanent halt in the dronecampaign beyond 2014. However, much willdepend on how the key players play their cardsin the coming months.

    PADMA AWARDEES

    Dear Editor,

It refers to welcome CIC-verdicts whereinUnion Ministry of Home affairs (MHA) has

been directed to rev eal names of pers ons send-ing recommendations for Padma awards.Earlier MHA had healthy practice of revealingsuch information which was later discontinuedon change of Public Information Officer, afterretirement of the earlier one. It is indeed a mat-ter of concern that transparency in a ministry

changes with attitude of changing PublicInformation Officers. MHA had acceptedinstructions dated 31.05.2013 of the then ChiefInformation Commissioner to make public alldetails about selection of Padma awardees onwebsite after announcement of awards inview of a number of RTI petitions being filedevery year on the subject. Not much comfortThe revelation that the Pakistan establishment not onlyknew in advance but had also endorsed drone strikes bythe U.S. on its territory has knocked the stuffing out ofPrime Minister Nawaz Sharifs U.S. visit. It is fairly obvi-ous why classified Central Intelligence Agency docu-ments on the strikes were leaked to the WashingtonPost while Mr. Sharif was in the U.S. This was his firstmeeting with President Barack Obama after assumingcharge as Prime Minister in June. Mr. Sharif would haveused this visit to demand greater parity in U.S.-Pakistanrelations. Drone strikes along Pakistans north-westernborder were a hot-button issue during the parliamentaryelections, and there was enormous pressure on thePrime Minister to call out this violation of sovereignty. In addition, Mr. Sharif hoped to elicit a favourable state-ment from the Obama administration on Kashmir. Whilethe U.S.-Pakistan Joint Statement does allude to theneed for uninterrupted dialogue on all outstandingissues between India and Pakistan, there is little elsethat Mr. Sharif can take comfort from. If anything, thePosts expos allowed the U.S. to blunt criticism fromthe Prime Minister and make it appear that drones werea mutually determined counterterrorism measure. The leak of CIAdocuments has ensured the U.S. retainsthe upper hand in its strained relationship with Pakistanahead of NATOs troop withdrawal from Afghanistan.

Drone strikes and covert military operations whichrequire a pliant administration in Islamabad will con-tinue to be a key instrument of U.S. policy after 2014.The U.S. would also like to see the Sharif governmentrein in its plans to pursue peace talks with the Tehreek-e-Taliban-e-Pakistan. The proposal to negotiate with theTTP has found support across Pakistans political spec-trum but serves little purpose other than to strengthenextremists hands. President Obamas seeking an expla-nation from Mr. Sharif on the delay in trying the 26/11Mumbai attack suspects must be viewed in this context.Although India and the U.S. share a goal in nudgingPakistan to fight terrorism, New Delhi should not hedgeits bets on President Obamas words. Mr. Sharifs visitpassed by without so much a murmur from the U.S. onthe killing of Indian soldiers at the Line of Control thisAugust. Whether on Kashmir or counterterrorism, thesubcontinents interests are best served by sustainedbilateral dialogue: if Pakistan would do well to stop pre-tending the U.S. is an honest broker, India must notbase its policies on Washingtons.

Regrettable and irresponsibleThe manner in which leaders of the principal politicalparties have traded allegations in the last few days overthe tragedy of the Muzaffarnagar communal clashesreflects an increasing trend of competitive irresponsibili-ty. This latest round started with the Congress vice-pres-ident, Rahul Gandhis reckless comments that some ofthe Muzaffarnagar riot victims were being cultivated byPakistans Inter-Services Intelligence Directorate. Hequoted Indian intelligence sources; this was a graveimpropriety in itself, raising the disturbing question as tohow a person outside government could have had privi-leged intelligence briefings. More damagingly, his wordshave had the effect of questioning the national loyalty ofMuslims. As is well known, the minority community hasbeen subjected to periodic tests of its loyalty, especiallyduring election campaigns when competitive communal-ism is on the ascendant. As the Sachar Committeereport on the status of Muslims pointed out, the commu-nity carries the double burden of having to prove its loy-alty to this country while being subjected to the unfairperception that it is the recipient of policies of appease-ment by political parties.Presumably, Mr. Gandhi meant to draw attention onlyto the unaddressed sufferings of Muslims post thecommunal riots in Muzaffarnagar and highlight theirvulnerability. Yet, by his awkward and ill-thought con-ceptualisation of this concern, he ended up offendingthe sensibilities of the very community he was trying toreach out to in the context of the upcoming elections tofive State Assemblies. The BJPs prime ministerial can-didate, Narendra Modis attempts to capitalise on Mr.Gandhis egregious mistake seemed to be designed tounderscore the theme of the national security risk byhis repeated references to this theme. While seemingto be sympathetic, Mr. Modis expressed outra
