tion of the city, especially in low lying

areas where big drains are breeding

Secondly, the statement of BiharChief Minister that enough securitywas in place and no intelligenceinputs were available before hand thatthe rally was to be targeted has comea cropper. This runs in total contra-vention to what the Bihar Police andother security agencies have said thatreports of the rally being targetedwere already given to the Bihar gov-ernment. stage where Modi and other top brassof BJP were to take seat.Unfortunately, the response of the

political leaders to terror is alreadysluggish and selective. If credibleintelligence inputs are ignored, itspeaks a lot about how serious theopportunistic political parties aretowards terror.

This lack of understanding on theterror philosophy and the indulgenceof many in the political class of India,to look the other way when blasts hap-

pen or create politically narrow mind-ed theories in order to weave a moti-vated confusion. Sadly, this spectacleof gross impropriety is reducing theresponse of the country towards thereal face of terror as weak, fractiousand selective.

Curiously, Indian Home Ministershave too displayed a lack of commit-ment and sensitivity to terrorism. In atypically dismissive way SushilKumar Shinde soon after the blastswent to attend a musical function heldin connection with the upcoming filmRajjo of Kangana Ranaut. What shallit be called, the lure of Bolly wood orto escape from the cries and pain ofthe blast victims. What an evil

prospect for India, its home minist erattends musical function when Patnais ripped apart with bombs. We hadyet another home minister Shiv RajSingh Patil who went to the sites ofterror attacks in immaculate suits andswanky dress. For such men what a

best way to exhibit the dress sense,

than the scene of bomb blasts wherebodies are scattered and blood isspilled.

Lastly the Digvijay tweet gives afulsome summation of the incident.He said BJP gains most from the

blasts. True, because if the responsi-bility of providing security at thevenue is abdicated, BJP will have asympathy undercurrent going in theirfavour. When Indira Gandhi was mur-dered Congress gained most from it.In comparison when Modi is hittinghard at the opposition on genuinecounts and his common sense con-cerns are brushed aside in the politicalarena of vote bank politics, it is butnatural that he has been able to createa significantly

large constituency across thecountry. Digvijay has again washedhis dirty linen in the open regardingthe bomb blasts. Saying BJP is to ben-efit most, points out to yet another

prospect, could be that he in a veiledway implicates the largest oppositionin the blasts. No hope for the situationto improve, when same poisonous

politics is in flow, despite being estab-lished that Yasin Bhatkals aides ofIndian Mujhahideen are involved inthe blasts. Unfortunately, with such aresponse from Congress leaders, thePrime Minister already in politicalhibernation and on silent mode, it is

the Bihar DGP had received an intelli-gence alert on October 23 about a pos-sible attack in Patna and wanted thestate government as well as the Centreto clarify on the issue.Jaitley's contention was countered byRavindra Kumar, ADG, Patna, who saidthere was no specific intelligence inputand that only general alerts were given.The death toll in the serial blasts, mean-while, rose to six after an injured persondied at the Patna Medical College andHospital (PMCH) late last night.Currently, 37 injured persons, many ofthem in critical condition, are beingtreated in the hospital.

The other terrorist was identi-fied as Tausim.Pradhan said after interrogations duringraids at Dhruva in Ranchi last night ithad emerged that Imtiaz, his nephewTophek, Tariq Ansari and NomanAnsari had gone to Patna on Saturdayand two others had joined them on theway.The four had, however, told people oftheir locality that they were going toKolkata but left for Patna on Saturday.Tariq died while allegedly handlingexplosives yesterday and Noman andTophek were absconding, while Imtiazwas arrested after the blasts in Patna,Police said. The blastswere triggered by IEDs planted nearKonark and Venkatadiri theatres onFebruary 21 this year.The court had earlier issued NBWsagainst Bhatkal and Akhtar in the illegalarms factory case, in which the specialcell had already arrested 16 alleged IMmen, as they were absconding sincethen.The special cell had in November 2011,

busted an illegal arms factory located inMeer Vihar area of Nangloi in OuterDelhi and several alleged IM suspectswere arrested.An FIR was registered against Bhatkal

in the case on November 22, 2011 andlater a non-bailable warrant was alsoissued against him for setting up thefactory.

In a landmark development,India andChina on Wednesday signed BorderDefence Cooperation Agreement

(BDCA) to maintain peace and tranquil-ity on the Line of Actual Control (LAC).Here are a few highlights of the borderdefence agreement between India andChina:

1. The two sides shall implement bor-

der defence cooperation by exchanginginformation-including informationabout military exercises, aircrafts,demolition operations and unmarkedmines and take measures conducive tothe maintenance of peace, stability andtranquility along the Line of ActualControl (LAC) in the India-China bor-der areas.

2. The two sides will jointly combatsmuggling of arms, wildlife, wildlifearticles and other contrabands.

3. Under the agreement, Indian andChinese sides will assist the other sidein locating personnel, livestock, meansof transport and aerial vehicles thatmay have crossed or are possibly in the

process of crossing the LAC.

4. Work with the other side in combat-ing natural disasters or infectious dis-eases that may affect or spread to theother side,

5. The BDCA says that the cooperationshall be implemented through flag

meetings and periordic meetingsbetween office rs of the releva ntMilitary Regions.

6. The Article VIII of the agreementsays that both sides shall exercise max-imum self-restraint, refrain from any

provocat ive actions , not use forceagainst each other if the border defenceforces of the two sides come to a face-

to-face situation in areas where there isno common understanding of the LAC.

7. The two sides, under the Article VII,also agreed that either side will havethe right to seek a clarification from theother side in case a doubtful situationarises with reference to any activity in

border areas.

8. The two sides agreed that they shallnot follow or tail patrols of the otherside in the India-China border areas.

9. Going by the border defence agree-ment, each of the two sides may invitethe other for joint celebrations on majornational or military days or festivalsand organize cultural activities alongthe border areas so as to enhance coop-eration and understanding.

10. The agreement also says that thetwo sides may establish BorderPersonnel Meeting sites in all sectors,as well as telephone contacts andtelecommunication links at mutuallyagreed locations along the LAC.

started last week and isscheduled to end onTuesday, a Navy releasesaid.A large-scale annual oper-

ational exercise of the Western NavalCommand of the Indian Navy will con-clude tomorrow off the littorals ofGujarat and Maharashtra. The exerciseDefence of Gujarat Exercise tested theoperational readiness of the Navy in rela-tion to littoral combat and the defence ofvital offshore assets in the northerncoastal states of Western seaboard of

India, it said. The Navy has deployedits frontline assets for the exercise includ-

ing large warships such as the Delhi classdestroyers, Teg and Godavari classfrigates operating under the Flag OfficerCommanding Western Fleet (FOCWF).

The exercise also witnessed intense fly-ing activity by the maritime surveillance

aircraft such as the TU 142Ms, IL-38SDs, Dorniers and Unmanned AerialVehicles Searcher and Heron.The exercise also involved a large num-

ber of vessels of the local fl otilla includ-

ing potent missile vessels of the 22ndKiller Squadron, patrol vessels andminesweepers operating under the FlagOfficer Commanding Maharashtra and

Gujarat Naval Area (FOMAG).Coast Guard patrol vessels, integratedinto the operations played a key part in

providing multiple layers of defensivesurveillance.

opment works in Kulgam andAnantnag districts.Chief Secretary along withDivisional CommissionerKashmir, Mr. ShalindraKumar and other senior offi-cers have been staying at themajor District Headquartersovernight and meeting scoresof deputations besides takingground appraisal of the supplyand stock position of allessential commodities for theensuing winter months in thevalley. In addition, ChiefSecretary has also askedDeputy Commissioners tochalk out a befitting snowclearance plan well inadvance, keeping men andmachinery ready.At the review meeting inKulgam, Chief Secretary was

people to come forward andtake advantage of theseschemes.Mr. Taj said a lot has beendone for the development and

enhancement of civic ameni-ties with the aim to improvethe living standards of peo-

ple. He said many flagshipprogrammes like NREGA,JNNURM, NBA, IHSDP etc.in Rural and Urban areas are

under execution in the areawhich have already benefit-ted a lot of people and efforts

are on to extend theseschemes to rest of the areasand people. As many as Rs.1.53 lakh were disbursedamong 51 beneficiaries ofUri Tehsil @ Rs. 30,000under the scheme.

struction work ofCommunity Hall atSokalipora near MirwaizManzil, the Minister said Rs.1.50 crore are being spent onthe project and its completionis expected by March nextyear.Various deputations called onMinister who had come fromvarious areas of Valley whichinclude Pampore, Pahalgam,Magam, Baramulla andapprised the Minister aboutvarious problems confrontingthem.The Minister gave patienthearing to the deputationistsand assured them that all gen-uine problems will be solvedin a phased manner.

SRINAGAR, OCT 28: TheDepartment of Fisheries J&KGovernment has initiatedvarious developmental pro-grammes to boost fish pro-duction in the state which hasreached to 19.95 thousandmetric tonnes. The Jammu &Kashmir State has alreadyachieved a breakthrough incommercial trout production

by the establishment of vil-lage Trout Farming Project,Kokernag being a mother

producing centre in J&KState which is one of the

biggest trout project in Asia.In 2005, the Department ofFisheries introduced carp fishculture in private sector byconstructing demonstration

ponds. Subsequently, during2005 the scheme was taken-up under Prime Minister'sEmployment Programmewhere more than 400 benefi-ciaries have been coveredand 236 trout raceways under

private sector have been con-structed till date. Owing tothe successful results of prop-

agation of fish culture in theprivate sector, the departmentcontinued it under variousstate and centrally sponsoredschemes. In 2009, theDepartment of Fisheries forthe first time in the history ofthe State successfully propa-gated Trout culture in the pri-vate sector to provide liveli-hood avenues to the educa-tion un-employed youth.Presently the beneficiariesare provided with a onetime

package of Rs.1.50 lakhs forcarp ponds which includesconstructed cost, provision ofinlet and outlet, feed, seedequipment etc. In the troutculture the beneficiaries are

provided with a package of

Rs. 2.40 lakhs which includesconstruction of one pair ofconcrete raceways, feed,seed, equipment etc. In orderto acquaint the selected bene-ficiaries with carp and troutculture, the department pro-vides technical expertise atvarious levels. In this regard,the department has devel-

oped Regional Fish FarmersDevelopment Agency(RFFDA), which acts as anodal agency in providing thetraining programme to the

beneficiaries and tour visitsprogramme.Chief Project Officer,RFFDA, Mr. M. M. Bazazinformed that the agency isan organized wing of thedepartment conducts training

programme in all districtsand on 28-10-2013, it is

being conducted at TrainingCum demonstration Centre,Pandach, Srinagar underRKVY (National Mission forProtein Supplement) wherethe private fish farmers ofDistrict Srinagar, Ganderbal

and Budgam were impartedtechnical-know-how aboutthe modern techniques of fishculture.In trout sector under thescheme National Mission forProtein Supplement (NMPS)a beneficiary incurs Rs.3lakhs out of which 2.40 lakhsis being provided by the

department (Rs.0.60 lakhs isbeneficiary's hare). In Carpculture under the scheme

NMPS a beneficiary incursRs. 2 lakhs out of which Rs.1.50 lakhs is being provided

by the department (Rs.0.50lakhs is the beneficiaryshare).The main objective of thetraining programme is toimprove the professionalskills of the fish farmersregarding the exponentialgrowth of their fish produc-tion.The training programmes areto be conducted in each andevery district as per theinstructions of Minister ofState Fisheries & Co-opera-

tives, Dr. Manohar LalSharma with the objectivesthat the fallow land shall beutilized for fish culture inorder to provide employmentavenues to the un-employededucated youths of J&Kstate. The Director FisheriesMr. R.K. Dogra also attendedthe function and is monitor-

ing the programmes meticu-lously. He welcomed thefarmers in the said training

programme and advised themto attend such programmes asit shall prove useful for them.He stressed upon that theconcerned officers to ensurethat all the farmers shall par-ticipate in the programme sothat it shall in turn increasetheir production manifoldafter acquiring latest techni-cal know-how from the lec-tures being conducted by theofficers of this departmentduring such events which are

being organized in every dis-trict. Bali, Joint DirectorFisheries (Projects Mr.R.P.Singh) and Joint Director

Fisheries Kashmir Division,Mr. R. K. Pandita also attend-ed the said programme.The interaction session wasalso conducted by the offi-cers of the department andthe private fish farms sharedtheir experiences and successstories with the achievementof high income.

personnel in the state.A Request for Proposal(RFP) tender was issuedrecently by the GeneralOfficer Commanding-in-Chief, Northern Command,for procurement of 22'Sakriya' Radio and Cell

Phone Jammer Counter IEDsystems for the army unitsdeployed in the state."These counter IED jam-mers will be put to use forservice deployment andoperational usage for quickreaction teams, VIP protec-tion vehicles, convoyescorts, movements oftroops and counter insur-gency operations," officialssaid.The procurement of jam-mers has become importantin view of increasing threatof security personnel being

targeted by IEDs detonatedby cell phones and radio sig-nals, they said.The "Sakriya" jammers are

based on advanced DigitalSignal Processing (ADSP)technology with frequency

jamming of GSM, CDMA,DCS and 3G bands of cell

phones besides, frequencymodulation (FM) and pre-initiator of 136 MHz to 174MHz frequency, the officialssaid.The jammers would have aweight of 80 kg along withits batteries, they said.

been directed to rev eal names of pers ons send-ing recommendations for Padma awards.Earlier MHA had healthy practice of revealingsuch information which was later discontinuedon change of Public Information Officer, afterretirement of the earlier one. It is indeed a mat-ter of concern that transparency in a ministry

Not much comfortThe revelation that the Pakistan establishment not onlyknew in advance but had also endorsed drone strikes bythe U.S. on its territory has knocked the stuffing out ofPrime Minister Nawaz Sharifs U.S. visit. It is fairly obvi-ous why classified Central Intelligence Agency docu-ments on the strikes were leaked to the WashingtonPost while Mr. Sharif was in the U.S. This was his firstmeeting with President Barack Obama after assumingcharge as Prime Minister in June. Mr. Sharif would haveused this visit to demand greater parity in U.S.-Pakistanrelations. Drone strikes along Pakistans north-westernborder were a hot-button issue during the parliamentaryelections, and there was enormous pressure on thePrime Minister to call out this violation of sovereignty.In addition, Mr. Sharif hoped to elicit a favourable state-ment from the Obama administration on Kashmir. Whilethe U.S.-Pakistan Joint Statement does allude to theneed for uninterrupted dialogue on all outstandingissues between India and Pakistan, there is little elsethat Mr. Sharif can take comfort from. If anything, thePosts expos allowed the U.S. to blunt criticism fromthe Prime Minister and make it appear that drones werea mutually determined counterterrorism measure.The leak of CIAdocuments has ensured the U.S. retainsthe upper hand in its strained relationship with Pakistanahead of NATOs troop withdrawal from Afghanistan.

Drone strikes and covert military operations whichrequire a pliant administration in Islamabad will con-tinue to be a key instrument of U.S. policy after 2014.The U.S. would also like to see the Sharif governmentrein in its plans to pursue peace talks with the Tehreek-e-Taliban-e-Pakistan. The proposal to negotiate with theTTP has found support across Pakistans political spec-trum but serves little purpose other than to strengthenextremists hands. President Obamas seeking an expla-nation from Mr. Sharif on the delay in trying the 26/11Mumbai attack suspects must be viewed in this context.Although India and the U.S. share a goal in nudgingPakistan to fight terrorism, New Delhi should not hedgeits bets on President Obamas words. Mr. Sharifs visitpassed by without so much a murmur from the U.S. onthe killing of Indian soldiers at the Line of Control thisAugust. Whether on Kashmir or counterterrorism, thesubcontinents interests are best served by sustainedbilateral dialogue: if Pakistan would do well to stop pre-tending the U.S. is an honest broker, India must notbase its policies on Washingtons.

Regrettable and irresponsibleThe manner in which leaders of the principal politicalparties have traded allegations in the last few days overthe tragedy of the Muzaffarnagar communal clashesreflects an increasing trend of competitive irresponsibili-ty. This latest round started with the Congress vice-pres-ident, Rahul Gandhis reckless comments that some ofthe Muzaffarnagar riot victims were being cultivated byPakistans Inter-Services Intelligence Directorate. Hequoted Indian intelligence sources; this was a graveimpropriety in itself, raising the disturbing question as tohow a person outside government could have had privi-leged intelligence briefings. More damagingly, his wordshave had the effect of questioning the national loyalty ofMuslims. As is well known, the minority community hasbeen subjected to periodic tests of its loyalty, especiallyduring election campaigns when competitive communal-ism is on the ascendant. As the Sachar Committeereport on the status of Muslims pointed out, the commu-nity carries the double burden of having to prove its loy-alty to this country while being subjected to the unfairperception that it is the recipient of policies of appease-ment by political parties.Presumably, Mr. Gandhi meant to draw attention onlyto the unaddressed sufferings of Muslims post thecommunal riots in Muzaffarnagar and highlight theirvulnerability. Yet, by his awkward and ill-thought con-ceptualisation of this concern, he ended up offendingthe sensibilities of the very community he was trying toreach out to in the context of the upcoming elections tofive State Assemblies. The BJPs prime ministerial can-didate, Narendra Modis attempts to capitalise on Mr.Gandhis egregious mistake seemed to be designed tounderscore the theme of the national security risk byhis repeated references to this theme.
