Chiding the government over its failure to curb the prices of this crucial 'pealy' bulb without which the cuisine of the nation is hard to survive, many have applied for onion loans. Back in the vall ey, gossip on onion has assumed a new dimension. Many  people in Kashmir feel that onion exports from Pakistan have brought down the rates of onion by a good margin. When people came to know about Pakistani onions, curiosity caught their fancy. Purchases start- ed apace with Pakistani onions being given a special place in the Kitchen. Valley cui- sine, too like the Indian cuisine cannot sur- vive without the onion. Called in Gande Bagare, the fried onion on vegetables or meat makes average Kashmiri tingle his tongue. However in a little while, Pakistani onion lost its place of pride because valley house wife and the merchant, both found it sub standard. The onion dealers and hous e wives vouch for the quality of onions com- ing from Nasik and Karnataka. Hoping for drop in the prices of the domestic onions, they look expectantly to the Indian onion again to rule in their kitchen. Interestingly, only few truck loads from Pakistan have arrived, compared to 550 tons that have  been impo rted from Afgh anis tan . Curiously, the onion gossip in Kashmir has placed one earthly fact to the fore-if Pakistani onions are not tasty how many other things can be. Firings across the bor- der, export of terrorists in Kashmir and false promises made by Islamabad too are  bound to meet the fate their onions have met. Their drumming attracts people who come out of their misery holes to witness the Tamashsa. As a section of people is drawn towards one drummer, the other tries had to out- wit him. Soon the two drummers, who had come to the village togeth- er, fall apart. Enemies now, they curse each other for spoiling the  prospect of get ting a good amount of grain from the villagers, in lieu of their drum beating. Soon curses change into a violent verbal spat. Together they had come as friends, enemies now they leave on their dif- ferent ways. Eye witnesses say that after travelling on different course for a while, the two drummers were seen together beating their drums in another village. This is the script which the voters of the state are being forced to witness. Congress and National Conference (NC), the two poles in political parl- ance came together to form an alche- my. Like the medieval alchemists, they wanted to turn everything into gold. Now leave alone gold, daily  barbs hu rled at each othe r tell a dif- ferent story. It began with people like Mustafa Kamaal, NC’s wilder- ness politician who without a real  job has found one. Ogle daily the Congress, suspect its policies and attack even its philosophy and good intentions, is the common fare that the NC leader has dished out for the coalition partner. The oldest political  party in Kashmir in a poor show, with heads down, meekly submitted itself to NC innuendoes. When the limit was crossed, some determined attack from Congress spearheaded  by Sham Lal Shar ma, and Mohan La Sharma restored a little parity to the  NC’s sear ing attack. Now Cong ress MLA from Inderwal Ghulam Mohammad Saroori too has joined the NC basher’s camp by attacking the senior coalition partner on its failure to carry forward the “equi- table development agenda” the coalition had agreed to work on. Saroori is considered a big wig of Congress and close to Ghulam Nabi Azad. It is another matter, whether Saroori’s attack will do anything substantial to the working of the coalition but it leaves a lot to be explained. The coalition partners are attacking each other as a routine and will this augur well for the coalition is any body’s guess. It may not affect the political fortunes of the two alliance partners but it has brought to the fore, gross inconsistencies in the alliance, which have undermined the equitable development of the three regions of the state as per the mini- mum aspirations of the people. There is truth in Saroori’s statemen t, which was echoed time and again by other Jammu based Congress lead- ers. The issue of development on the south side of Banihal Tunnel is a big thorn, which will not go unless remedial measures are undertaken to address Jammu sentiment on a war footing. Roads, medical facilities in the premium Government Medical College, traffic woes, mismanage- ment of municipalities all over the region, electrical outages, employ- ment opportunities and disinterest to develop Jammu have not been addressed. Tourism is a pointer to the fact that there is a widely held  percept ion that NC is either not inclined to develop the province or is treating it like a back yard of Kashmir. On political front Delimitation is a  big disap point ment. Recen tly released Ganai Committee report for formation of new administrative units in the state is favoured towards Kashmir than Jammu. The anti Jammu mindset is one deriding fac- tor that has not allowed the coalition to function with full ste am. Jammu  based Congress leader s have not asserted as they should have. Criticising and cribbing does not help only effective opposition makes things click. Unfortunately that has not happened. With only a year left for the coalition to rule, it is unlikely that the Jammu based Congress lead- ership will do anything stormy to unbalance the NC’s apple cart. They too have stakes to continue in power. Rest is understood, their noises are only for public consumption other- wise they had opportunities to walk out of the government. Thus Coalition will stay but noises will be heard. In the meantime, the explo- ration for new partners is on the cards and who knows Congress might have finalized its strategy to change its partner. In all its political marriages, unfortunate ly it is bound to play a second role the lead will go to either NC of PDP while Jammu will continue to suffer. Deputy Inspector General South Kashmir Vijay Kumar identified the slain militant as Abbas Reshi and said that he was the district commander of Let outfit and was involved in various militancy related incidents. Reports said that after receiving inputs about the  presence of three militants from sources in Hushanpora hamlet, Army  personnel from 62 RR, SOG Imam Sahab and CRPF party jointly cordon off the village and started a search operation. Sources said that during search operation, militants fired upon joint party and during the ensuing gun- fight one militant was killed. Reports said that two militants managed to escape soon after the joint  party of Governme nt Forces cordoned off the area. However, DIG, South Kashmir said that there are apprehensions that one non-local militant is still present in the vil- lage and all resources are  being utilized to neutral- ize him. During the gunfight, one militant Abas Reshi son of Bashir Ahmed Reshi resi- dent of Alishapora was killed. Police said that the slain militant was directly involved in Awnera inci- dent where militants dur- ing an attack had killed a CRPF jawan. "We have pressed sniffer dogs into service to trace the militants and all resources are being put to neutralize these Lashkar militants," one of the  police offici al told. During the gunfight, one civilian from Alishapora Shopian was injured who was shifted to evacuated and rushed to hospital. The injured civilian has  been identified as Ghulam Muhammad Para son of Muhammad Akram Para. Search operation was going on when this news report was being filed. Narendra Modi's remarks made on

Friday in Jhansi where he attackedGandhi for saying that ISI was in

touch with Muslim youth of Uttar Pradesh's Muzaffarnagar and dared

himto reveal the i dentity of such per-

sons or apologise publicly for level-ling "serious allegations" and

"defaming" the entire community.

Modi has also been using "shahza-

da" to address Gandhi publicly in therecent past.

Dwivedi said fundamentalism of any

form gives rise to communalismwhich is not good for the country and

no one should rake up such issuesirresponsibly in national interest.

"We have been seeing for a long

time nowthat some people do poli-tics even on very sensitive issues,"

Dwivedi stressed, adding that

Gandhi had said communalism in

any formshould be opposed. Attacking the BJP, the Congress

general secretary said issues whichdo not have any meaning are beingblown out of proportion in a bid to

seek political mileage. The BJP haspetitioned the Election Commission

for Rahul Gandhi's attack against it

and for accusing the saffron party of spreading hatred in society by flaring

said, questioning if there was any-one who was not ashamed of 

Muzaffarnagar riots or other similar incidents.

 Accusing Rahul Gandhi of "inciting

riotous behaviour" through his

speeches at poll rallies, BJP has

lodged a complaint with the Election

Commission seeking action againsthim and Congress for "willful and

blatant" violation of Model Code. The

EC is currently scanning Gandhi's

speeches and have sought their copy alongwith a report from poll offi-

cials.

In a no-holds-barred attack on theBJPin rallies in Churu and Alwar in

poll-bound Rajasthan, Rahul allegedits "politics of anger and hate" was

fanning communal tensions and

damaging the country's secular fab-ric. The Congress vice-president

also invoked the recent

Muzaffarnagar riots in Uttar Pradesh

in which 62 people were killed to tar-get the saffron party, saying such

communal violence causes terror-

ism.

Party (BJP) lessons, but questionedif it had faith in Gehlot government,and if it did then why did Gandhi visit

an area hit by communal riots in2009 without informing the state gov-ernment.

"If he trusted their government, whydid he come to visit Gopalgarh with-

out telling anyone, without telling the

CM?" he asked

Gopalgarh in Bharatpur had seencommunal riots in 2009 in which 10

people were killed."Do you have faith in a governmentin which the Human Rights

Commission and MinoritiesCommission do not have trust?

Minorities Commission said that thisstate government cannot protectminorities. So can you trust this state

government?" he said."The governor of Rajasthan who isfrom Congress ... what did she say?

If you cannot implement tribal wel-fare schemes, then let me do it.

Would you like this type of govern-ment to stay in the state. They haveruined Rajasthan," he said.

Taking a dig at the Gehlot govern-ment on the number of inaugurationsof projects recently, Modi said that

no scissors were available in the lastfewmonths as the state governmentwas busy in cutting ribbons.

 Accusing the United Progressive Alliance government of misusing the

CBI, he said that when it became

clear that party leader and former chief minister Vasundhara Raje willwin in Rajasthan, the agency

became active against BJP's GulabChand Katara, the leader of opposi-tion.

He said a senior official directlyblamed Prime Minister ManmohanSingh for the coal scam, referring to

former coal secretary PC Parakh,who reacted to his name figuring in a

FIRby saying that if he was indicted,then the PMshould be too."If this kind of allegations would have

been levelled against me,

Vasundhara ji or (Madhya Pradeshchief minister) Shivraj ji (Singh

Chouhan), we would have run intoproblems.Modi also accused the central gov-

ernment of fooling people by attribut-ing the rise in onion prices to decline

and review the facility pro-vided to the patients. He alsovisited the emergency ward Gyne/OBST ward, childrenward, ENT ward, OPD unitetc and instructed the med-ical fraternity to provide the

 best treatment to the rural patients.He said after completion of the newly constructed 100

 panchs and sarpanchs duringhis tour of Lalyal Camp, BeliAzmad, Panjor, Dub Sudaan,Dab Karamd and adjoiningvillages in Marh Block of 

 border belt to review the situ-ation.Assessing the situation alongthe border areas, the Minister stressed for making immedi-ate arrangements for safe stayof villagers. Moreover, thestate government has also

 prepared a comprehensivecontingency plan to cope upwith the situation, he main-tained.Sadhotra said that people liv-

ing close to IB and LoC arefacing severe difficulties and as it was its prime responsi-

 bility of the government to protect the citizens.The Minister said that UnionHome Minister and Chief Minister also visited the bor-der areas and took stock of situation so that early rehabil-itation measures would beensured.  position," BCCI secretar ySanjay Patel said in a state-ment after the meeting.The Board said Sahara wasdue to furnish the guaranteeof Rs 170.2 crore in Marchthis year but has failed to doso despite five reminders."The BCCI working commit-tee today discussed the situa-tion regarding default by

Sahara Adventure Sports(Sahara) in not submittingthe bank guarantee for the the

Pune franchise of IPL for the2014," the statement read."As per terms of this fran-chise agreement this bank guarantee was due for deliv-ery in March 2013, more thansix months ago."Over the last six months, theBCCIs advisors have writtento Sahara on five separateoccasions (in April, May,June, August and October)requesting that the bank guarantee be put in place,with the final letter being senton October 8, 2013," itadded.

The Pune Warriors have beenon collision course with theBCCI after the Board 

encashed its bank guaranteefor the 2013 season due tonon-payment of franchisefee. After that, Saharaannounced its pull-out fromthe IPL even though it is yetto formally convey this to theBCCI.  proceedings could not comein the way of termination."In August 2013 and pendingarbitration, Sahara moved theHonourable Bombay highcourt, seeking an injunctionon the BCCI's rights to termi-nate the franchise agreementas a result of Sahara's defaultin not delivering the bank guarantee," the BCCI said."In its order of September 5,2013, the high court has con-cluded that only if Saharagave the bank guarantee as

required by the franchiseagreement, could BCCI notterminate the agreement," itexplained."In response, Sahara againrefused to put in place theguarantee as per the franchiseagreement."IPL governing council mem-

 bers were also present inworking committee meetingwhere the Board decided toterminate the contract of Pune Warriors.The BCCI said the termina-tion of Sahara was required to start the preparations for the next IPL season."In order to proceed with the

 preparation for the 2014 sea-son, it is important that theBCCI now has certainty as towhether the Pune franchisewill comply with the terms of its franchise agreement," theBCCI said. Pune, bought bySahara for $370 million(approx Rs 1702 crore) in2010, was the most expen-sive franchise on the IPL ros-ter and its termination would cause substantial financialloss to the BCCI.

Tamils in Sri Lanka’s Northern Provincehave struggled for over five decades tosecure grassroots devolution of power. SriLankan Tamil leader SJV Chelavanayakamwas able to negotiate agreements withPrime Ministers S Bandaranaike and DSSenanayake in 1957 and 1965. In the 1965Agreement, Sri Lankan Tamils agreed tothe devolution of limited powers to DistrictCouncils, with use of Tamil permitted inDistrict Courts. But, even these expecta-tions were not fulfilled. It was only after direct Indian involvement and facilitationthat meaningful powers were devolved toProvincial Councils in Sri Lanka under the13th Amendment of its Constitution. A per-sistent Indian diplomatic effort and grow-ing trust and confidence between NewDelhi and Colombo, eventually led toProvincial election being held in NorthernProvince last month.The ostensibly separatist Tamil NationalAlliance was swept to power. Thereafter,on October 7, the highly respected Tamil jurist and former Supreme Court Judge,Justice CV Wigneswaran, was sworn in asthe Chief Minister of Northern Province, inthe presence of President MahindaRajapaksa. It is, however, still imperativeto replace manifestations of Sinhala tri-umphalism in the ethnic conflict, by states-manship and reconciliation. The election inSeptember was considered internationallyas free and fair, despite efforts by the SriLankan Army to intimidate voters and can-didates. Moreover, the TNA has shownstatesmanship in the aftermath of the elec-tion. TNA spokesman MA Sumanthiranrejected separatism and reaffirmed com-mitment to a united Sri Lanka, whereTamils can live in freedom and dignity.Justice Wigneswaran made it clear that hedid not share objections of others aboutPrime Minister Manmohan Singh attendingthe Commonwealth Summit.

Interestingly, there are differences now between views in Jaffna and in Tamil Nadunot only regarding participation in theCommonwealth Summit, but also on theissue of fishermen from Tamil Nadu. Thereare still protests about the action taken bythe Sri Lankan Navy against Tamil Nadufishermen, intruding into Sri Lankan terri-torial waters, adjacent to Tamil-dominated  Northern Province. But, Chief Minister Wigneswaran blames Tamil Nadu fisher-men for inflicting misery on Sri LankanTamil fishermen. He bluntly asserted thatfishermen from Tamil Nadu, using bigtrawlers “came early into Sri Lankanwaters, caught all the fish and left the (SriLankan Tamil) people high and dry.” Headded that the Tamil Nadu Chief Minister “has a crucial role in addressing the issue

of Indian fishermen poaching in Sri Lankanwaters”. There now appears to be good  prospects f or dialogue between f ishermenin Tamil Nadu and Jaffna to address mutu-al concerns. The Jaffna Tamils and the SriLankan Government are making commoncause to deal with what they believe areillegal intrusions by fishermen from Tamil Nadu.External Affairs Minister Salman Khurshid  paid a brief visit to Jaffna recently after talks in Colombo. He exchanged viewswith Chief Minister Wigneswaran on the

substantial Indian assistance being chan-nelled to Northern Province, primarily for relief, rehabilitation and infrastructure.India has extended credits totalling $960million for upgrading rail communicationsand renovating and extending rail servicesfrom Colombo and across NorthernProvince. As part of the rehabilitation effortin the war-torn Province, India is renovat-ing the Palaly Airport and theKankesanthurai harbour. It is also financ-ing construction of 50,000 houses and has provided medical assistance, one millionroofing sheets and agricultural implements,for displaced Tamils. While in Colombo,Mr Khurshid finalised details for construc-tion of a coal-fired power plant in Sampur,through a joint venture between India’s National Thermal Power C orporation and 

the Ceylon Electricity Board. The primaryinterest of the regional leadership in Jaffnais to secure effective and enhanced Indianassistance and prepare for hard bargainingfor promised devolution of powers.India’s primary commitment to Sri LankanTamils is the implementation of the 1987Rajiv Gandhi-Jayawardene Accord, under which Provincial Councils were estab-lished and empowered under the 13thAmendment of the Sri Lanka Constitution.Sri Lanka has not fulfilled its commitmentsto India, as it has not empowered the

Provincial Government to administer keyareas like law and order and lands.Moreover, the massive presence of the SriLankan Army and its propensity to intimi-date the population, as it did during the provincial election, is a matter of s eriousconcern. Quite obviously, these are issuesthat can be addressed only if India missesno opportunity to get Sri Lanka’s partner countries and more importantly, it’s neigh- bours, on occasio ns like theCommonwealth Summit on November 15-17, to persuade Colombo to move in theright direction.The 53-member Commonwealth of  Nations is committed to discussing issuesincluding “democracy, human rights, good governance, and the rule of law, individualliberty, egalitarianism, free trade, multilat-

eralism and world peace.” TheColombo Summit is a forumwhere only one (Canada) outof 53 member Governmentswill not be participating. Theother Heads of State willmeet privately at a ‘retreat’,which will be a useful occa-sion to collectively persuadePresident Rajapaksa to fulfilhis commitments on the eth-nic issue. New Delhi faces a peculiar dilemma in the PrimeMinister attending the

Commonwealth Summit. Not only is the Sri LankanGovernment keen on Mr 

Singh attending the Summit, but Chief Minister Wigneswaran and his colleaguesin Jaffna are keen that he visit Jaffna, after the Summit, to discuss their concerns and developmental needs. A visit by India’sPrime Minister to Jaffna, symbolisingIndia’s commitment to the Tamil welfare,will boost the morale of the people of  Northern Province. But, strong voices inTamil Nadu, some influenced by well-endowed expatriate Sri Lankan Tamils,would like the Prime Minister to boycottthe Commonwealth Summit.In Sri Lanka, India’s commitment has con-sistently been towards securing the devolu-tion of powers to Northern Province inaccordance with the 13th Amendment of the Sri Lankan Constitution, and to thesecurity and welfare of displaced Tamils inSri Lanka. Emotive and partisan electoralconsiderations, rather than rational reason-ing about what really the Sri Lankan Tamilleadership in Jaffna wants from India,should not guide the conduct of India’srelations with Sri Lanka.More importantly, India’s policies in itsneighbourhood must be guided by its larg-

er national security interests and the pre-vailing regional and global realities. SriLanka is strategically located and Indianeeds a policy of diplomatic and economicengagement and not self-inflicted estrange-ment with Colombo, as China increases itsinfluence and naval presence across IndianOcean Region.

This past week, Rahul Gandhi addressed 

campaign meetings in Rajasthan and Madhya Pradesh. He brought up a wholerange of issues — his mother, father, grand-mother, the assassinations of 1984 and 1991, religious violence and terrorism, theMuzaffarnagar riots and the allure Pakistanapparently holds for sections of Muslims inUttar Pradesh, the BJP’s alleged commit-ment to “capitalism”, the Congress’s soli-darity with the poor, mosquitoes, stomachinfections and so on. Before moving into anassessment of Mr Gandhi’s speeches and his possible motivations, it has to be madeclear that, at least on the basis of evidenceavailable so far, his interventions inRajasthan and Madhya Pradesh are irrele-vant to the elections there.This would sound commonplace. After all, both of those States — as well as Delhi,Chhattisgarh and Mizoram — are preparingfor Assembly elections that will be contest-ed by local leaders on provincial issues. Anational leader has a limited role here, and cannot repel or attract voters more than his party and State-level colleagues. As such, if the Congress loses Rajasthan, the defeatwill be that of Chief Minister Ashok Gehlotand not of Mr Gandhi or of Mr ManmohanSingh. However, that is not the point beingmade here.The fact is Mr Gandhi’s interventions and speeches are not just unlikely to influencevoting decisions — which is to be expected in a set of State elections — they actuallyhave nothing to do with the campaign. Theyare on a tangent to immediate currents and  political discussion and debate. Quitefrankly, to use a colloquial expression, he ison his own trip.What is his trip? A facile analysis of Mr Gandhi’s several references to the assassi-nations of his grandmother and father, and to his recollections of October 31, 1984,and the run up to the murder of IndiraGandhi, would suggest he is trying to gar-ner sympathy. This may be unfair and 

untrue. Nobody believes, and certainly Mr Gandhi and his political confidants would  be strange to believe, that a tragic event in1984 will lead to an outpouring of sympa-thy and overtake all contemporary public

issues in 2014. Politics doesn’t work likethat.What Mr Gandhi was perhaps attempting todo was introduce himself to his voter, or would-be voter, with the 2014 election inmind. Of course, it is possible his timetableis different. In the past few days, admirersof Mr Gandhi and sections of the Congresshave helpfully pointed out that, “He isfocusing on the election after the next one.That is what he is playing at.” If true, this ismystifying. The general election after nextmay come in 2015 or may come in 2019; before that, there is a big, challenging elec-

toral battle in 2014. If Mr Gandhi is notconcentrating on this task, as some of hisacolytes argue, then it defies logic.Why is Mr Gandhi trying to introduce him-self to the voter? He recognises he is theleader and face of the Congress in 2014,even if not formally declared prime minis-terial candidate. He sees himself as some-one who is in politics for the long haul. Hesees it as useful and even imperative toestablish a connection with his voters and listeners. As such, he wants to tell themabout his thoughts and feelings, his emo-tions and inspirations, his hopes and hisfears, his personal background and hissocial experiences. Inevitably, family mem-ories come into the mix.

As a template, this is unexceptionable. Takea parallel political phenomenon. Mr  Narendra Modi is travelling around thecountry, introducing himself to voters. Hetoo is talking of his hopes and fears; he too

makes references to his personal back-ground, the struggles of his childhood, thefact that he sold tea in railway compart-ments as a young boy. So what then iswrong with Mr Gandhi taking a leaf fromMr Modi’s book and making emotional ref-erences to his adolescent years?The problem lies elsewhere. At a stage inMr Gandhi’s narrative, his story stops beinginteresting and mildly emotive or evencringing and banal. It ends up being just ter-rifying. That stage is reached when the lis-tener realises Mr Gandhi has almost noth-ing to say between the bookends of his

engagement with India: Between the storiesof two assassinations and a boyhood full of innocent tales of not eating spinach; and thetop-down poverty tourism of the past fiveodd years that reveals itself in homilies — ‘There are two Indias, rich and poor’; ‘I meta poor woman, she wanted her son to become an IAS officer’; ‘I met a youngman on a train, he had dreams’; ‘I slept in avillage’; ‘I drank water from a well’.When Mr Gandhi resorts to simplisticaxioms — ‘India is a country of inequality’;‘A few hundred people run political partiesin India’ — he actually says nothing thatthis listeners don’t already know or thatisn’t already patently obvious to them.Presuming Mr Gandhi means well and gen-

uinely wants to be liked and understood,why is this happening?The roots of the problem go back p erhaps tothe tragic assassinations of his early life. Itis never easy to lose a loving grandmother and a father in the manner in which Mr 

Gandhi did. One would not wish that grief and trauma upon one’s worst enemy. Thoseevents left Mr Gandhi with a sense of lega-cy and duty to the Congress and to India ashe imagines it. Paradoxically, they also cre-ated circumstances that left him unprepared for public life.The assassination of 1984 ended all hopesthat Mr Gandhi had of a semblance of anormal life in India. Security concerns shuthim in an ivory tower, surrounded by asmall peer group, many of whom were chil-dren of his parents’ friends. The paranoia of his grandmother — one that defined her  politics and was born of her conflict withher aunts, and memories of the condescen-sion with which Jawaharlal Nehru’s sisterslooked upon his wife Kamala — sublimat-ed itself, in Mr Gandhi’s case, into an ivory-tower aloofness.As a result, he perhaps honestly believes hisgrandmother and father were spotless politicians and victims of conspiracies, and that Kashmir and Sri Lanka and Punjabwere not of their making. This could well be his heartfelt perception, a centrepiece of the part-paranoiac, part-epic family legend he has embraced.To add to this is a long absence from India,from the time he left to study abroad to hiscoming into politics in 2004. It is not that people who study abroad don’t understand India. Yet, in Mr Gandhi’s case his engage-ment with India was peripheral between hischildhood — when he was engaged with asmall aspect of India — and his recent political ventures. The latter have amounted to a rapid-speed attempt to come to gripswith and sort of ‘invent’ an engagementwith India. This engagement has obviouslynot been organic. At its best, this ‘invented’engagement can be charming; at its worst itcan appear stilted and artificial. In a nut-shell, that is Mr Gandhi’s principal handi-cap.

War is worthless- there is no winner. After all , allwe need is 2 yards to be buried.Action not emotions are needed to upgrade theconditions in both counties, who are con-demned to live and die together. There have

Border tensions Dear Editor,With the intensification of the cross-border fir-

ing, the life of people living on the borders has been adversely affected. So has the cross-LoCtrade that was a much needed goodwill gesture.Already the shortcoming in the system of tradeincluding the barter arrangement for exchangeof goods including rice, jewels, sandals, fruit,carpets, shawls, dried fruits and spices was tooless and achievement. Added to that theincreasing size of the negative list for trade was

adding to the woes of the traders. Far fromresolving these tricky issues, the governmentson the two sides are not even doing much toresolve the ongoing tensions. Allegations and counter allegations have been used and over used by leaders from both sides and while thisis fanning the dangerous fires of jingoism and leading to a war frenzy, it is also not helping tocool the heat on the borders, the brunt of whichis being borne by poor soldiers and civilians onthe borders. This is sheer waste of precioushuman lives and time which is unproductive for everyone. However, long the hostilities last, atthe end of it India and Pakistan will have to sitat the table for a dialogue since the tricky issues between the two sides cannot be resolved mili-tarily. So, the sooner, this is understood, the bet-ter it is. Both sides must ensure that ceasefireviolation is respected so that people to peoplemovement and trade can be given a fillip.

As the campaign by so-called pro-Tamil groups to

dissuade Prime Minister Manmohan Singh from

 participating in the Commonwealth Heads of 

Government Meeting in Colombo gains strength, South

Block must remember that such a boycott will do noth-ing to either promote the welfare of Sri Lankan Tamils

or further Indian interests in the region. Up until now,

the Ministry of External Affairs has maintained a diplo-

matic quiet on the matter, choosing only to say that itwill take into account all issues raised by all parties

 before deciding on the Prime Minister's trip.

Such a considered approach is fine as long as it does not

 become an excuse to allow the parochial interests of a

few to hijack the country's foreign policy. Unfortunately,

this has already been the case twice — first in 2012 and then again earlier this year. Both times, New Delhi gave

into pressure from powerful Tamil groups and human

rights organisations to publicly censure Colombo at the

UN Human Rights Council for its supposed failure to

integrate its Tamil minority population in the post-LTTE

years. Like the proposed boycott of the CHOGM, theseare all symbolic gestures that achieve little else apart

from embarrassing Sri Lankan President President

Mahinda Rajapaksa globally. Yet, it is he who has to

take steps to help his country's Tamil minority popula-

tion. Alienating President Rajapaksa, therefore, serves

no purpose. Anybody who is serious about the welfare

of Lankan Tamils will recognise that the key to success

lies in supporting and encouraging — not undermining

 — the Government in Colombo to deliver on its promis-

es to the Tamil community.The Sri Lankan regime has already made significant

 progress. For instance, September's Provincial Co uncil

election, that was held for the first time in a quarter cen-

tury in the Tamil-majority Northern Province, is a big

step towards reconciliation, although this is hardly

acknowledged by the international community. The elec-tion swept to power in Jaffna the Tamil National

Alliance, which was once the de facto political arm of 

the band of separatist elements that called itself the

Liberation Tigers of Tamil Eelam, but is now a moderate

 political grouping committe d to a united Sr i Lanka. As

Jaffna and Colombo seek to reset their relations, New

Delhi must tread cautiously. While it must continue

helping Sri Lanka with post-war reconstruction work in

the Northern Province, it mustn’t forget that the welfare

of the Tamils is, ultimately, an internal matter of SriLanka. Also, New Delhi should remind detractors that

the Lankan Tamils have their own democratically elect-

ed representatives to take care of their interests.

The world is watching how India handles the issue, and 

that’ll determine if the latter has the potential to be more

than a regional leader. The beleaguered Congress-led UPA regime at the Centre has to date put up a poor per-

formance in this regard. It has capitulated before politi-

cal allies at home, given into the demands of bullies

abroad, let down friends in the neighbourhood and ceded strategic space to a regional powerhouse. While it

may not be possible for the Prime Minister to undo allof this with one high-profile visit to Colombo, Mr 

Singh’s trip is nonetheless necessary to contain the dam-

age.

PAK ISTAN HOPED FOR MU CH 

If Pakistan's Prime Minister Nawaz Sharif thought hecould persuade the United States to intervene in theKashmir dispute and overlook Islamabad's poor 

record in punishing the perpetrators of the 26/11Mumbai attack, he was pushing his luck too far. Hiswish-list remained just that, since, in his meeting withUS President Barack Obama, the Pakistani PrimeMinister failed to convince Washington, DC, on hisdemands. The United States, even before the meeting between the two leader s, had categorically said thatthere had been not an “iota” of change in the US's policytowards the Kashmir issue — which is that the matter isfor Pakistan and India to resolve bilaterally withoutthird-party intervention. Mr Obama seized the occasionto question Mr Sharif on the delay in bringing to book the culprits of the terror attack in Mumbai in November 2008. The US President also raised the matter of exportof terror, leading the Pakistani Prime Minister to agreethat no country's territory must be used to destabilise itsneighbours. It's a different matter that Mr Sharif, like his predecessors, does not appear to follow up on thoseassurances, since his Army continues to violate theceasefire along the Line of Control in a bid to providecover for militants to enter India. Having recentlysecured a generous military and non-military aid fromthe Obama Administration, despite continuing with its policy of ‘bleeding India with a thousa nd cuts',Islamabad must have thought that the atmosphere wasconducive to push the demand on third-party interven-tion in Kashmir. If that didn't happen, it's because theUS is aware of India's firm opposition to the idea. It'salso because Washington, DC, knows about Pakistan'sdevious game to destabilise India through the Kashmir route. The realisation has not, unfortunately, alwaysreflected in the continuing support that the US givesPakistan even when the latter needs ticking off. Perhapsthings will change post-2014 withdrawal of the US-led  Nato troops from Afghanistan.Mr Sharif faced more embarrassment on another front inhis meeting with the US President. Mr Obama told himthat drone attacks would continue inside Pakistani terri-tory as long they were needed. Drones have become atouchy issue in Pakistan. While its politicians from theruling party and in the Opposition have been spewingvenom on the attacks, claiming that they impinge upontheir country's sovereignty, leaked reports in sections of the US media have gleefully pointed out that Islamabad has for long given tacit though secret approval to theattacks. During the presidentship of both General PervezMusharraf and Mr Asif Ali Zardari, US drones struck targets within Pakistan with regularity in the full knowl-edge of Pakistan's senior leadership. It is unlikely thatthe US will oblige Islamabad by halting the campaign,although it may curtail the frequency of such attacks asa minor concession.

 builder Chandru Raheja and his twosons, Ravi and Neel, in a cheating casefiled by industrialist Nusli Wadia, whoclaimed to have suffered losses worthcrores of rupees because of the trio,

 police said on Saturday.A chargesheet in this case was filed bythe Economic Offences Wing (EOW) onOctober 22, Joint Police Commissioner 

(Crime) Himanshu Roy said.According to police, Mr. Wadia, in hiscomplaint in 2008, had alleged that hehad suffered monetary losses in theredevelopment of a land in suburbanMalad (W).In 1995, Mr. Wadia, who is the soleadministrator of the estate of the lateE.F. Dinshaw, has entered into an agree-ment with Rahejas through their compa-ny called Ivory Properties & Hotels Pvt.Ltd. for development of the lands inMalad. As per the agreement, theRahejas had taken possession of 1,70,656 square feet of land for develop-ment. The accused were required to con-struct Ivory Towers and sell or transfer 

the developed property to “third parties”and hand over 12 per cent of the sale

 proceeds to Mr. Wadia, police said.The agreement has also stated if theRahejas did not develop the property,then Mr. Wadia should be paid Rs. 3.75crore in the form of “minimum guaran-tee assurance” in 1997.Rahejas had been given permission bythe administrator to construct an eight-floor commercial building called ‘IvoryTowers’ but it was never built.The Rahejas have subsequently trans-ferred about Rs. 3.89 crore in Mr.

Wadia’s bank account, saying that IvoryTowers was ready. It was sold to a third 

 party and the amount transfer red was 12 per cent of the s ale amount as agreed, police said.“Rahejas have also fraudulently pre-

 pared nin e release deeds and signed asowners,” an officer said.On the same area, Rahejas then went onto construct a mall currently known as‘Hypercity’ in 2006 and also transferred 

the possession of the mall to HypercityRetail India Pvt. Ltd., without theknowledge of the administrator by false-ly claiming to be the “owner” of the said land, police alleged.The reason for suppression of facts relat-ing to construction of Hypercity wasonly to deprive the administrator of itsland. By doing this, Rahejas caused loss-es to the tune of crores of rupees to Mr.Wadia in between 1997 and 2006, policealleged. The Malad land is now a major commercial hub, comprisingMindspace, InOrbit mall and HyperCitystore. In 2008, Mr. Wadia filed a civilsuit in the Bombay High Court and lodged a complaint with the EOW.

 plice were held in Gurgaon, Haryana, for plotting to extort aransom of Rs 50 lakh from his father after staging his own"kidnapping", police said Saturday. Ankit Shrivastava, withan MBA degree from Pune and a resident of the posh VatikaCity in Sector 49 of Gurgaon, was arrested for conspiring in"kidnapping". His father Mahesh Shrivastava, who is thevice president of a multinational firm in Sector 32, Gurgaon,lodged a complaint with police on Friday that his son had 

 been kidnapped. He said that t he kidnappers had demanded a ransom of Rs 50 lakh. "A team headed by crime branchSector 46 chief Yashwant Singh was given the task of solv-ing the case," joint commissioner of police Vivek Sharmatold reporters. Ankit Shrivastava was arrested from Palwal-Sohna Road. He had been waiting in a car there for the ran-som amount to be delivered. Police said that the young manwas under a debt of Rs 45 lakh and had hatched the conspir-acy to pay off the debtors. "Ankit, a cement dealer, was run-ning a loss but pretended to be very successful in business,"

Sharma said, adding that he often held parties for friendsand gave expensive gifts to his wife. Two years ago he had received large sums of money from his father to clear hisdebts, the police officer said. Mukesh, 27, a resident of Alipur village in Gurgaon district, was also arrested alongwith Ankit Shrivastava. Mukesh, a security guard, had helped in the conspiracy and made the ransom call. He had 

 been promised Rs 1.5 lakh for his part in the cri me. The twomen were produced in court and sent to judicial custody onSaturday.

Delhi Metro gets Chinese-made rail carsBEIJING: A Chinese train manufacturing firm today said 

it has sold 21 rail compartments to the Delhi Metro RailCorporation (DMRC). CSR Zhuzhou Electric Locomotive, asubsidiary of major Chinese train manufacturer CSR Corporation, has supplied 21 cars to Delhi's metro rail sys-tem, the company said. The sale marked the company's sec-ond order from India as it had exported 15 metro cars to theDelhi Metro in 2010, state-run Xinhua news agency report-ed on Saturday. The locomotive company said the trainswould be more energy-efficient and be an industry model inIndia, which is affected by power shortages. CSR is theworld's largest manufacturer of electric locomotives and isChina's leading bullet-train maker.

Woman gang-raped in moving car in GhaziabadGHAZIABAD: A woman was gang-raped in a moving car in Sahibabad area of Ghaziabad on Friday night between

Arthala Peer and Hindon Bridge. Police said the woman, 22,who resides in Nand Nagri area of Delhi, lodged a com- plaint with the Sahibab ad police station in which s he said she came to offer prayers at Arthala Peer on Friday. Whenshe was waiting on the Grand Trunk Road for a tempo toreturn home, four people dragged her into a car and gang-raped her in the slow moving vehicle. They dumped her near the Haj house under construction and sped away fromthe spot. After regaining her senses, she rushed to the policestation and lodged a complaint in which she said Hemantand Lala, sons of Chandra Pal (the woman's landlord) and two other unidentified people outraged her modesty. "Wehave registered the complaint and sent the woman for med-ical examination but no external injury was found.Regarding sexual intercourse, she was found to be habitual.The married woman used to live in the house of the accused on rent," said Sahibabad police station officer UpendraYadav.

Pradesh, the sources said.India had decided not to go ahead with amemorandum of understanding on fur-ther simplifying visa procedures duringDr. Singh’s visit after the controversygenerated by the inability of two youngarchers from Arunachal Pradesh to go toChina to take part in a junior world championship last month because of their stapled visas.“The two archers are of my children’s

NEW DELHI, OCTOBER26: The Supreme Court onFriday expressed reservationin framing of guidelines for restricting hate speeches by

 politi cians and leaders of social and religious organisa-tions.“How can we stop peoplefrom making derogatoryspeeches? How can it beenforced? If it is an offencethen file a complaint under the Representation of People’s Act against the

 politicians,” a bench headed  by Justice B.S. Chauhan said.

The counsel appearing for  petiti oner NGO PravasiBhalai Sanghatan pleaded that the apex court should 

 pass order in this regard as noaction is taken on the com-

 plaint and referred t hat it had filed a plea in Maharashtra

 but nothing was done on it.The bench then asked the

 petitioner to file a copy of thecomplaint before it and adjourned the case for threeweeks.The apex court had earlier issued notices to the govern-ments of Maharashtra and 

Andhra Pradesh which wit-nessed incidents of alleged speeches. It had also soughtresponse from the ElectionCommission on the issue.The EC in its reply said that ithas no power to de-register a

 party on the ground of com- plaints of violation of the provisi ons of theConstitution.“Law in its present form doesnot empower theCommission to withdrawrecognition of a recognised 

 political party or to de-re gis-ter a party on the ground thatone of its leaders indulged inhate speech, particularlywhen the hate speech is notmade during the period and in place where Model Codeof Conduct is in force,” it

said in its response.The PIL said therewas a need for guidelines as hatespeeches destroythe fabric of democracy and violate the provi-sions of theConstitution.The PIL named 

Maharashtra and AndhraPradesh as respondents as thetwo states witnessed inci-dents of alleged hate speech-es.It referred to the alleged hate

 poll campaign and advertise-ments, asking them to strictly

abide by the model code of conduct. This regulation hascome into force in the interestof “maintaining transparencyand a level playing field dur-ing polls.”In a letter sent to Chief Electoral Officers of theStates and the UnionTerritories, and recognised national and regional politi-cal parties, the Commissionmade it clear that the order would be applicable to socialmedia sites such asWikipedia, blogs, microblogssuch as Twitter, content com-munities like YouTube, socialnetworking sites such asFacebook, and virtual game-worlds (Apps).As per the new order, everycandidate, at the time of fil-ing the nomination, has togive their e-mail Ids and accounts of their social net-working sites, if any, for monitoring by poll/expendi-ture officials. Contents of theadvertisements issued by par-ties/candidates in such web-

sites should be pre-certified  by the appropriate authoriti esand all expenditure madetowards suchcampaign/advertisementwould be included in theelection expenditureaccounts of candidates/par-ties.

The Commission clarified that the provisions of thecode of conduct and related instructions issued by itwould apply to the content

 being posted on the Internet,including the social mediawebsites, by candidates and 

 parties. “As far as the content

 posted by persons other thancandidates and political par-ties is concerned, theCommission is consideringthe matter in consultationwith the Ministry of Communication and Information Technology on

 practical ways to deal withthe issue, in so far as theyrelate to, or can be reason-ably connected with, theelection campaigning of 

 political parties and candi-dates,” the Commission’s cir-cular said.Payments made to socialmedia websites — for carry-ing advertisements, expendi-ture on development of con-tent, and spending on salariesfor staff hired to maintain thesocial media accounts of the

 parties and t he candidates — would be included in pollexpenses.The Commission’s order issignificant in view of theongoing election process for the Assembly polls in Delhi,

Chhattisgarh, MadhyaPradesh, Mizoram and Rajasthan. The SMS facility,availed of by candidates and 

 political parties during cam- paign, is already under thescanner of the Commission’s

 poll expenditure monitoringofficials.

The Northern ProvincialCouncil (NPC) will take updemilitarisation and land rightsas issues of top priority while pursuing its goal of democraticgovernance, said C.V.Wigneswaran, Chief Minister of Sri Lanka’s NorthernProvince here on Friday.Addressing the inaugural ses-sion of the Council, formed after the Tamil National

Alliance (TNA) recorded animpressive victory winning 30out of 38 seats in the recent NPC polls, Mr. Wigneswa ranurged the Sri Lankan govern-ment to confine the military to barracks.Attired in traditional costume — off-white silk kurta, whiteDhoti and angavastram (shawl) — Mr. Wigneswaran, in wh atcolleagues later termed “a powerful speech ”, said the NPC was willing to lend ahand of friendship to the

Centre and hoped that it would cooperate with the newly-elected Council.All the 38 Councillors, thechairman and secretary, senior leaders including TNA’s R.Sampanthan were seated insidethe red-carpeted assembly hallof the NPC complex. The NPCcomplex in Kaithady, near Jaffna, had been renovated for this important day — the his-toric, first ever NPC session.

The walls wore a new coat of white paint and tall posts withflags swaying in differentcolours surrounded the nowfamous building. Lanka Accord of 1987 — butthe 13th Amendment wasclearly inadequate to addressthe aspirations of the northern people. “It [13th Amendment]is like a vessel with a hole and seems good for nothing,” hesaid.It is also a matter of concernthat it did not pave way for theindependent functioning of theProvincial Council, he said.However, he expressed hopethat the Centre would work with the NPC towards peace

and reconciliation.Reaching out to the South —  populate d by Sri Lanka’sSinhalese majority — he said they must understand that theTamils have rejected sepa-ratism as an option. “We areagainst any form of violence,”he emphasised.Outlining some of the major tasks lined up for the NPCadministration, he said theCouncil would work towards

rehabilitating the Muslims whowere forcibly evicted from thenorth in the early 1990s.He called for a civilian to beappointed as Governor of theProvince — the presentGovernor was a Major Generalin the army. Mr. Wigneswaranalso urged the Centre toappoint Tamil-speaking police personnel in the north, whowould understand the people’saspirations, language and cul-ture.

July-September 2013 over Rs.1349.21 crore in the samequarter of the last fiscal, it said.The total expenses of the com-

LUCKNOW: Though theenrollment in UP govern-ment's technical colleges ishigher, when it comes to qual-ity, private colleges take thelead. This year, majority of meritorious students, accord-ing to Gautam BuddhTechnical University(GBTU), are from private col-leges. The toppers listannounced by GBTU showsthat 80% of the rank holdersin the top 20 students of each branch are studying in privatecolleges, 20% come fromgovernment institutions.Except for the UP TextileInstitute in Kanpur, no student

from any government collegehas been able to make it to thetop three positions in any of the 15 branches*, shows thetopper list. In fact, state's pre-mier government institute,Harcourt Butler Technological Institute(HBTI), Kanpur and Instituteof Engineering and Technology (IET), Lucknowhave taken backseat in pro-ducing toppers. Ironically,these are institutes in whichcandidates who top the state

entrance examination (SEE)take admission. Government-run institutions have, over theyears, emerged the first choiceof top SEE rankers.GBTU officials say the pref-erence is primarily for tworeasons-low fees and qualityeducation. The failure of gov-ernment institutions' studentsto secure the top positions,however, puts a question mark on the quality of education being imparted here. UP'sonly government Architecturecollege too seems to be losingthe medal this year with thetop two positions in B Arch being secured by students of 

 private colleges. The third comes from Faculty of Architecture, Lucknow - theonly government college inthe state. Gender-wise, thetoppers list shows girls taking

the lead in comparison to their male counterparts. Not only inthe traditional streams of edu-cation, girls show mettle inengineering sector too.Considering top three studentsin all 15 braches, i.e. 30 out of 45 students are girls, 11 of the15 gold medals were bagged  by them, despite the ratio of girls and boys in engineeringinstitutions in UP being 22:78.Academics attribute substan-dard education and lack of resources for poor perform-ance of government institu-tions. Officials said peopleoften point out quality educa-tion in private colleges.
