BOJO NO-GO?

For somebody who is now a mere backbencher Boris Johnsonhas been generating a lot of headlines since he resigned fromthe cabinet in July. And that, of course, is just what he wants.

Boris’s twin careers of journalism and politics have always givenhim a platform. Equally, both have exposed him to the risk ofcontroversy. The multiple love affairs are a matter of public

record, and do not seem to have damagedhis popularity. But then there have

been the articles which haveoffended Scousers and

.Muslims and many more.besides. More damaging.was his failure as Foreign

.Secretary to secure the.release of Nazanin Zaghari-

.Ratcliffe, and his statement in.Parliament which may even

have led to her sentence.being increased.

.Having said all that I

.can attest personally

.to the power Boris’senergetic campaigning style and massive charisma. I stood forthe Tories in Edmonton in the 2005 general election. Not surpris-ingly it was hard pounding, and I was largely met with eitherindifference or hostility. But when Boris turned up for a couple ofhours and we went to Edmonton Green Market – in one of thepoorest and most ethnically mixed wards in England - we (or Ishould say he) were mobbed by a clearly delighted crowd ofstallholders and shoppers.

Of course there is no vacancy now, but Theresa May will probably have to stand aside at some point after Brexit butbefore the next general election. If Boris can make it to the lasttwo the Conservative Party’s membership will almost certainlychoose him. Conventional wisdom has it that Tory MPs do notlike or trust Boris. However, if they feel that he is the best personto win the next election – and help them to hold on to their seats– they will probably put aside those feelings and allow his nameto go before the membership. After all, he won London twice –and London is a Labour city.

As a child Johnson famously stated that his lifetime ambitionwas to become ‘world king’. Since that title has yet to be invent-ed, he may have to settle for being Prime Minister and First Lordof the Treasury.

ST GEORGE'S HOSPITALwas founded in 1733 following a disagreement between medicalstaff and the Board of Governors over the expansion of theWestminster Infirmary. A mass exodus of medical staff left to setup what became St George's Hospital. The Board of Governorshad favoured a house in Castle Lane but the medical staff pre-ferred Lanesborough House at Hyde Park Corner. St George'swas the second institution in England to provide formal trainingcourses for doctors (after the University of Oxford). The medicalschool became a constituent college of the University of Londonsoon after the latter's establishment in 1836.

Lanesborough House, originally built in 1719 by James Lane, 2ndViscount Lanesborough, was at that time located in open countryside. The new St George's Hospital was arranged on three floors andaccommodated 30 patients in two wards: one for men and one forwomen. By 1744 the hospital had 15 wards and over 250 patients.

From the very beginning, the physicians and surgeons were permitted by the laws of the hospital to have a limited number ofpupils. A formal register of pupils was maintained from 1752. Theearliest recorded course of lectures at the hospital was that delivered by Sir Everard Home some time before 1803. Prior tothis, there were no lectures and little regular teaching at all in thehospital other than what the students could pick up from the physicians and surgeons on their way round the wards. Attemptsto remedy this situation were a cause of friction betweenrenowned surgeon John Hunter and his colleagues. In 1793 theydrew up a number of suggestions and regulations relating to theinstruction and discipline of the pupils of the hospital.

From the beginning of the nineteenth century medical trainingbecame more structured, and pupils at St George's were requiredto learn anatomy at either Hunter's, Lane's, Carpue's or Brookes'schools of anatomy, which were private academies set up for thispurpose. Chemistry was taught at the Royal Institution inAlbermarle Street in addition to the clinical subjects which weredealt with at St George's Hospital.

Samuel Lane's anatomy school was known as 'The School of

Pimlico & Belgravia Eye October 2018 4

Anatomy and Medicine adjoining St George's Hospital '. Due todisagreement between Mr Lane and other medical officers at StGeorge's, it was seen as essential to have a school of anatomyclosely connected to St George's and controlled by staff there. This led to surgeon Benjamin Brodie purchasing a house onKinnerton Street, which he then leased back to St George's foruse as an anatomy theatre, a lecture room and a museum. For 20years there were two rival schools associated with St George's.Attempts made to amalgamate the two schools were unsuccessful.

By the 1800s, the hospital was slipping into disrepair. The oldLanesborough House at Hyde Park Corner was demolished tomake way for a new 350 bed facility designed by architect WilliamWilkins. Building began in 1827 and was completed by 1844. By1859, a critical shortage of beds led to the addition of an attic floor. This was soon insufficient and led to the creation of a new convalescent hospital in Wimbledon, freeing up beds.

A medical school was established in 1834 at Kinnerton Street andwas incorporated into the hospital in 1868. The Medical School, now St George's, University of London, was built in the south-westcorner of the hospital site in Hyde Park, with the main entrance inKnightsbridge and the back entrance in Grosvenor CrescentMews.

In 1915, in response to wartime staff shortages, St George'sadmitted its first four female medical students and was the first

London teaching hospital to do so. Just before the outbreak ofWorld War Two, it was decided that Saint George's needed to berebuilt on its Hyde Park Corner site. The plan was abandoned bythe commencement of the war. During the War, against a background of the population shift from central London, discussionstook place which paved the way for Saint George's to be rebuiltand transferred out of the city centre. In 1948, the hospital becamepart of the Saint George's Hospital Teaching Group of the SouthWest Metropolitan Regional Hospital Board under the NationalHealth Service. Aneurin Bevan, the Minister of Health, decided thatthe new hospital should be built on the Grove Fever Hospital andFountain Hospital sites in Tooting.

HELICOPTERS FLYING OVER PIMLICOOver the summer several Pimlico residents have questioned the

increase in helicopters flying over Pimlico, and if anything can bedone about their noise. Westminster City Council have looked intothis problem and found aircraft are exempt from the legislationenforced by the Council. The only way to get action is by complaining via the Civil Aviation Authority. This has been done.

TUBE NOISEmentioned a few moths ago in this magazine continues to be a problem for some Pimlico residents. Cllr Jacqui Wilkinson was

pleased to have the opportunity to see works being carried out byTransport for London aimed at decreasing the impact of tube noise.

The noise from the tube passes through metal connectors betweenthe rail and the sleepers into the ground, generating noise externallyin the process. The purpose of the works is to detach and raise therail, so that dampeners could be inserted between the rail and connectors, and prevent noise from being generated. It’s said to bea slow process.

Currently we understand that there is no information from TfL aboutwhat they are proposing for the Victoria Line in Pimlico.

LETTERS TO THE EDITORWhile the content of Pimlico Eye is often extremely interesting, notto say fascinating, its presentation can only be regarded as sadlylacking in the kind of professionalism to be found in any good subeditor. Reading it jars badly on anyone who has had anything to dowith the world of print.

Take page 12 of the September issue. It completely disregards that“Fleet Street bible” Doing It in Style by Leslie Sellers. That says thatampersands “should be firmly banned from copy and headlines”(except only in the name of a firm eg Russell & Bromley). There areno fewer than three cases of the misuse of ampersands on thatone page.

The same guide to good practice suggests that except in the rarestof cases the word “and” takes the place of comma and therefore itis not normally necessary to write “something (comma) and” yetyou have no fewer than 13 example of this misuse of the comma onthis same page.

Your most frequent error over the last few months concerns figures.Doing It in Style says “Figures should be spelt out from one to nineand given in figures from ten upwards” and sure enough on thispage of the current edition the sixth paragraph starts “Sudell spent3 years.”

Your habit of having the headline start the first sentence is an interesting diversion from the normal but shouldn’t you be consistent and do it in every case? There are four instances of theheading not being the start of the story in the present edition. Andwhen it come side headings, they should surely be in smaller typethan that used in the main heading, otherwise it looks as thoughthey are heading a different story. (See two side heading wronglysized on page 12.)

What happened to the end of the story about the Biograph Cinemaon page 14? The end of the last sentence is missing but could havebeen accommodated by running two of the paragraphs abovetogether to make room for it.

And the last sentence of the Millbank story on page 14 is anappalling piece of grammar and should could been turned round inany manner of different ways to avoid 1. the phrase “the sameproblem that Millbank did” and 2. the repetition of the word Millbanktwice within four words….

I think I’ve said enough to make my point that a publication withexcellent content is being sadly spoilt by ignorance of the rules ofthe printing world.Yours sincerelyMrs Jan Prebble Pimlico SW1

VICTORIA TOWER GARDENS were created during the 1870s by Joseph Bazalgette, and waspart of a project for the Metropolitan Board of Works to provideLondon with a modern sewerage system. In 1879 a gift of £1000from the Rt Hon W H Smith was supplemented by £1400, voted byParliament, towards 'enclosing and laying out for the use of thepublic the ground to the south of the Houses of Parliament whichhas recently been embanked ’.

The park features: A cast of the sculpture The Burghers of Calais by Auguste Rodin.

A statue of the suffragette Emmeline Pankhurst

The Buxton Memorial Fountain – placed in its present position in1957 to commemorate the abolition of slavery in 1834.

In January 2015 David Cameron announced on behalf of theHolocaust Memorial Foundation that there was to be a new UKHolocaust Memorial and associated Learning Centre built in cen-tral London. Three particular sites were proposed including theImperial War Museum. Victoria Tower Gardens was not one ofthese sites but in July 2016 it was announced that Victoria TowerGardens had been chosen for both the memorial and undergroundlearning centre. A design competition was launched, in spite ofstrong opposition to the use of this small park. In October 2017 theUK Holocaust Memorial Foundation jury announced their chosendesign.

Those campaigning against using the gardens say its not anappropriate site for a Holocaust centre as the plan will change forever the use of a much loved and well-used local park into asombre, security patrolled civic space. Whilst not doubting thatthere is a need for Holocaust education, they are of the view thatthe Imperial War Museum Holocaust Galleries is more suited to it.

They are campaigning against the construction of a HolocaustMemorial and Learning Centre in the Gardens for following reasons:

1. SECURITYThe Demanding security will be needed for protecting theMemorial. The cost, and the impact on the rest of the neighborhood will be high. Further barriers and lighting will beneeded for access in the winter after park closing time.

2. BAD DECISION MAKINGGovernment chose the site on s back-of-the-envelope basis, withno public consultation, and no published evaluation of alternativesites. And the original announcement was that there would onlybe a memorial in VTG, with the Learning Centre to be located“nearby”.

Pimlico & Belgravia Eye October 2018 8

3. LOSS OF TREESPlease can we say Expert arboricultural advice is that excavation ofthe learning centre’s courtyard is likely to destroy the root system ofthe trees. Experts believe the trees will be harmed however thememorial foundation claim they have accounted for this so it will bebetter to say “likely ” instead of “will ”.

4. LOSS OF VIEWThe Entrance Gate building and memorial fins will obscure the wonderful view of the Houses of Parliament from the south end of the park.

5. TRAFFICThe projected one million visitors per year will generate enormoustraffic pollution, including coach-parking and dropping-off requirements, in an over-crowded, conservation area.

6. FUNDINGThe Government haspledged £50m of whichalmost £5 million hasalready been spent.Costs will inevitably behigher than that, and on-going running costswill be huge.

7. PUBLIC OPPOSITIONOver 6,500 people havesigned an online petitionopposing this plan and itcontinues to generateopposition from organisations and thepress.

8.BETTER SITES AVAILABLE.The IWM already has arenowned Holocaust exhibition, currently being expanded at a cost of £30m. Why dupli-cate resources less than a mile away?

9 INFORMATIONon the campaign, why they oppose construction in the park, aboutthe proposed memorial as well as news articles and letters from prominent people and organisations is on website:www.SaveVictoriaTowerGardens.co.ukThere are also quotes from the Mayor, and links to reports and publications on preserving green spaces in cities.

RICHARD SUDELLwas a landscape architect and author, was born on 22ndSeptember 1892. He left elementary school when he was 14 andworked as an apprentice gardener in a ten acre garden belongingto William Birley, a cotton mill owner. Sudell spent 6 years workingin the walled kitchen garden and glasshouses. The courtyard gardens at Dolphin Square is the work of Richard Sudell,

Sudell spent some of his spare time studying at the Harris Institutein Preston, passingBoard of Education cer-tificates in botany, chem-istry, and geology.Geology and moun-taineering were toremain lifelong hobbies. He also gave talks toPreston's GardenersMutual ImprovementAssociation. He joinedthe garden contractorsWilliam Addison & Co. ofLancashire and thengained a post as garden-er at the Royal BotanicGardens, Kew. In 1919

he set up in practice as a horticultural consultant. On 18th August1920 he married Emily Daisy Williams.

At the Royal Horticultural Society in the 1920s Sudell encountereda group of distinguished members who were involved more inlandscape and garden design than in pure horticulture. In 1928 theRHS hosted an international exhibition of garden design and conference on garden planning. The seeming 'lack of unity ' in theBritish camp spurred Sudell into convening a meeting to discussthe formation of a 'society of garden architects '. Sudell was electedchairman of the renamed British Association of Garden Architectswhich was changed to the Institute of Landscape Architects.

Sudell spent three years working on designing and maintain a roofgarden for Selfridges. It was opened to the public in 1930 with35,000 people a week visiting the gardens. Divorced from his firstwife, Sudell married, on 14th May 1931.

Sudell had meanwhile become a prodigious author of practicalbooks & articles on gardens, gardening, and the design of gardensand landscape. He was appointed garden editor for Ideal Homemagazine (and later also for the Daily Herald, Ideal Home &Gardening, Practical Home Gardening, and Landscape Gardening). His book Landscape Gardening, which was aimed at garden own-ers, town planning committees, students and teachers of horticul-ture. He urged the development of gardens and landscape in facto-ries, hotels, on roofs, for airports, and as part of new estates.

Pimlico & Belgravia Eye October 2018 10

Spring 1934 saw the first issue of Landscape and Garden, a journal devoted to garden design and landscape architecture, which he edited in association with the Institute of LandscapeArchitects. Until the mid-1950s, he was producing at least onebook a year, practical books, well illustrated and with clearly presented information mostly on aspects of his real passion: creating educated gardeners.

Sudell was a radical voice on the council of the Institute ofLandscape Architects, especially during the Second World War.

He was outspoken onpossible mergers proposed with the TownPlanning Institute and theRoyal Institution of BritishArchitects. His own termas the institute's president, from 1955 to1957, was largely uneventful and he stooddown from institute activities in 1961.

With less work in privategarden design after the

war, Sudell became involved with designing memorial gardens, including these at Frimley, Oxford crematorium, and Silver Town. Most notable was the City of London cemetery and crematoriumnear Manor Park, one of the few known surviving examples of hiswork. He designed a sequence of hedged enclosures with geometric beds planted predominantly with red roses, but alsotrees and shrubs and annuals, arranged in grass or paving andsurrounded by larger trees. A straight path connects the gardens,

terminating in a shelter. He specialized also in sports grounds, pavilions, allotment gardens, and playgrounds.

Sudell died in Kuwait on 18th November 1968, on his way toPakistan trying to find work on a low-cost housing project.

FLORENCE NIGHTINGALE MUSEUMis devoted to the lady of the lamp who did so much to move thepublic’s opinion of nursing and war — sits under the pedestrianplaza at St Thomas’ Hospital.

Roughly half the museum space is devoted to her legacy, to thechanges she encouraged in the nursing profession. The museum space is laid out as a series of zones, each with their

own design layout, from the garden maze for home life, to theVictorian tiled rooms, the wooden rooms, the war rooms.

Within the rooms, small glass boxes with collections of itemsfrom the life or times, of Florence Nightingale. It touches on thefamily life, born to a well off middle class family, with sisters, expected to marry and become a good wife.

Florence Nightingale was motivated by the social reformerElizabeth Fry who opened a training school in 1840 and spurneda good marriage to go into nursing instead.

From the display it is not clear why Florence was asked to lead

a team of nurses to Crimea to help the war effort. The government asked, and she went. During the Crimean War,most of the nurses were nuns, and their religious differences, aswell as concern that they were more interested in saving soulsthan saving lives caused problems.

Pimlico & Belgravia Eye October 2018 12

Florence’s hospital was built above a sewer. Instead of carrying alamp she carried a large Turkish design lantern, the fanoos.

She returned a hero, but a reclusive one. Few portraits of herexist, and a few on show her could well be the first time you willhave ever seen Florence the bed-ridden old lady.

She campaigned for better health care, but was known to be a bitdifficult to work with. Poor, she was financially supported by herfather.

Open daily 10.00 am - 5.00 pm. Entry is £7.50 for adults, £3.80 kids.Florence Nightingale Museum, Lambeth Palace Road, SE1
