October 2008 GREETINGS FROM THE PRESIDENT… Goodbye Summer, hello Fall. Less sunshine but more pumpkin pie - that’s fair to me. The Redwood Empire Section hosted our joint dinner meeting on 9/11 at Scott’s in Oakland, where we were treated to a presentation by Federal Park Ranger Elizabeth Tucker who works with the Rosie the Riveter/WWII Home Front NHP program in Richmond. Her presentation included information on ship building during WWII, which tied in nicely with the tour of the USS Hornet that preceded the meeting. Our next SFBS dinner meeting is scheduled for 10/2 at Hs Lordships in Berkeley. Steve Moore, San Francisco Bay Regional Water Quality Board, will lead a discussion on Bay Area regulation topics including enforcement & reporting changes. Here’s a quick recap of our recent training events: the O&M Committee held a tour at the San Francisco Oceanside plant on 8/20, the Collections System Committee held a Competent Person training in Foster City on 9/3, and the Student Activities Committee held the Students & Young Professionals School Year Kick- Off Dinner at Jupiter in Berkeley on 9/17. All three events had full houses and great feedback. Please see the calendar towards the end of the newsletter for the upcoming training events and refer to the fliers included in this newsletter and the SFBS and CWEA web sites for additional details. Thanks to everyone that attended and volunteered at the 2008 Northern Regional Training Conference in Sparks. The Bay Section will be co-hosting the 2010 NRTC, so please contact one of the SFBS Board members if you’re interested in helping out with the event. GREETINGS FROM THE PRESIDENT… Goodbye Summer, hello Fall. Less sunshine but more pumpkin pie - that’s fair to me. Greetings! The District’s Pollution Prevention Week has turned out to be a great success!! We have (so far) exchanged over 50 mercury thermometers for digital ones. I think one reason was the FREE digital thermometer. Everyone likes free stuff. Hopefully, the message on pollution prevention was realized as well. We have also received about 75 pounds of batteries to properly recycle and dozens of fluorescent lamps. The partnership with Rodeo Hardware did not end with the conclusion of Pollution Prevention Week; it will continue indefinitely. Many thanks to my colleagues in the Bay Area Pollution Prevention Group that helped the District set up our first pollution prevention program! Last month I informed ya’ll of good news in a new sewer lateral condition ordinance the District passed in August. YIKES!! Well, it is developing into a great success but I have just added a lot of time to already a busy week. Ya, I know, cry me a river!! I just didn’t realize I would be getting a bunch of calls from realtors needing information. I guess it is an indication that the program is working. Hopefully, after a few months the information will be out there and the calls will slow. It looks like we will be assessing at least 100 laterals in the coming months. Speaking of collection systems, DON’T EVER CONSTRUCT IN BACKYARDS!! Who ever decided to do this in Rodeo, well let’s just say I would like to have a few words with them. We just completed over 17,000 feet of smoke testing in…you guessed it…our back yard lines. Nearly all of the lines have severe defects. Problems were expected but not at this level (mostly from root intrusion). Additionally, most of the laterals are in bad shape and those lucky residents will soon be getting a nice note from the District. So now I am jumping into high gear to address some of the worst problems so they can be corrected before the heavy winter rains hit. Also, we even found old brick manholes, missing bricks, and crappy fiberglass liners, another bad idea… Hope you all have a great day! Steve

Student and Young Professional Night a Hit!

On September 17th, the Student Activities Committee (SAC) joined forces with the Professional Development Committee/Young Member Forum (PDC/YMF) to hold a Student and Young Professional School Year Kick-Off Event Jupiter Restaurant in Berkeley. The event was a huge success attracting 28 students from four local universities and 25 professionals. The evening was structured similar to the Bay Section monthly dinner meetings and emphasized the importance of networking with professionals in the industry while increasing student and young professional awareness of CWEA and Bay Section activities.

The evening featured a presentation from Jenny VanCalcar of CDM, on Pure Home Water (PHW) and sustainable water treatment in the developing world. PHW is a social enterprise and non-profit organization founded in Ghana in 2005 through the efforts of MIT with the funding of the Conrad N. Hilton Foundation. Ms. VanCalcar’s presentation focused on her recent trip to Northern Ghana to research local water quality to be added to a Google Earth Layer and work with Pure Home Water staff.

Keeping with the water treatment theme, members of the UC Berkeley Environmental Engineering Team that won the 2008 “Water Treatment from your Kitchen Sink… and Beyond” competition were also in attendance to talk about the upcoming 2009 competition and recruit professionals to assist with developing the event rules, judging and promotion. In 1998, this competition was started by the ASCE student chapter at UC Davis who realized that student members interested in environmental engineering were left out of traditional civil engineering competitions, such as the Concrete Canoe and the Steel Bridge. Since then, the competition has been held annually, hosted each year by the school that won the competition the previous year. The competition requires students to design and construct a water treatment system that will contain, treat, and discharge a sample of water contaminated with organic and inorganic matter.

This year CWEA will be assisting the UC Berkeley Environmental Team with developing the competition and promoting more involvement by other schools. If you are interested in assisting with developing the competition rules, judging the competition, or promoting the event at your alma mater please contact the Bay Section Student Activities Committee via the contact information on the website and they can put you in touch with the event organizers. The SAC and YMF plan to host more student and young professional events during the academic school year. For more information about this event and future events please contact the SAC and the PDC/YMF Chairs and request to be added to the distribution list.

Awards are given at the local section level, and winners advance to state competi-tion to be held at the Annual Conference in Palm Springs, CA between April 28 to May 1, 2009.

CWEA has announced two new AWARDS!

Outstanding Young Professional of the Year and Public Education Person of the Year.

Both awards will be given at the local level with the winners competing at the state level to be awarded at the annual conference in April.

The Outstanding Young Professional Award recognizes the up and coming talent in the wastewater industry including, but not limited to, operators, engineers, and laboratory staff. The Public Education Person of the Year Award acknowledges the hard work and accomplishments of any CWEA member who has helped to develop or implement education programs for personnel in the water pollution control field or who has implemented or participated in public information/education activities. Dennis GellermanRMC Water and EnvironmentDennis Gellerman is a principal with RMC Water and Environment in San Jose California. He has 29 years of experience in wastewater treatment plant evaluation, planning, design and construction. He has been the project manager for a number of nitrification/ denitrification capacity evaluations, studies and design for oxidation ditch, SBR, MBR, and conventional activated sludge processes.

Randall Gray – Truckee Meadows Water Reclamation FacilityRandall has 32 years of work experience operating and managing advanced wastewater treatment facilities and has been a certified operator since 1974. This work experience includes serving as the facility manager of the Truckee Meadows Water Reclamation Facility for 15 years. This facility was one of the first treatment plants in the U.S. to have a very stringent TMDL based permit for total nitrogen.

Stephanie HughesConsultantStephanie Hughes is a consulting engineer and university lecturer with 18 years experience. Stephanie served 6 years as Source Control Manager for the City of Palo Alto Regional Water Quality Control Plant and has been active in CWEA and the Bay Area Pollution Prevention Group. A skilled trainer and lecturer, Stephanie is currently a faculty member at both San Jose State University and Santa Clara University.

Rhea Williamson California State University, East BayRhea Williamson is the Associate Vice President for Research and Sponsored Programs at California State University, East Bay. During the past four years, she served as San Jose State's Associate Dean of Graduate Studies and Research. She has developed water quality monitoring plans for nutrients, sediments, and other potential contami-nants to streams, creeks, rivers and reservoirs.

Diane Lawver is the President and owner of Quality Assurance Solutions, LLC since 1999. Quality Assurance Solutions is a quality system consult-ing company for both public and private environmental testing laborato-ries who wish to continuously improve their quality systems. Ms. Lawver has been a member of WEF since 1989 and was selected for the Quality Assurance award in 1997 by the San Francisco Bay Section of CWEA.

Larry is an Operations Specialist with Carollo Engineers. He has 30 years of experience in wastewater treatment plant operations, maintenance and management. Larry Parlin

William (Bill) Ray

Bill currently serves as the State Board Quality Assurance Officer Man-ager. He develops the Board’s Quality Management Plan, reviewing data quality issues, and assessing quality systems in the various State and Regional Board programs. Bill worked for the Colorado River Regional Water Quality Control Board in their one-man laboratory. He then trans-ferred to the Sanitation and Radiation Laboratory in Health Services before eventually moving over to laboratory certification. He was in ELAP for 5 years before transferring to the State Board.

Music McCall

Music McCall joined the City of San Diego Mayor’s Office of Ethics and Integrity in April 2006. In her role as Assistant Deputy Chief of Ethics and Integrity, she is involved in coordinating, monitoring and directing a variety of ethics programs, including ethics training and the employee ethics hotline. Before joining the City, Music held the position of Media Relations Supervisor for San Diego City Schools, serving there as the first point of contact for international, national and local media where she responded to media requests and proactively pitched media to gain positive coverage of school and district initiatives.

Roberta Larson

Ms. Larson is a shareholder with Somach, Simmons, & Dunn, a Sacra-mento law firm specializing in environmental law. Prior to assuming her current position in 2002, Ms. Larson was an advocate with Michael F. Dillon & Associates, where she represented clients before the California Legislature and State regulatory agencies. Ms. Larson’s practice at Somach, Simmons & Dunn emphasizes water quality law including, regu-latory advocacy, Clean Water Act citizen suit defense, NPDES and recy-cled water permitting, and total maximum daily load issues.

Tess Dunham

Theresa “Tess” A. Dunham is a shareholder with the law firm of Somach, Simmons, & Dunn in Sacramento. Prior to her current position Ms. Dunham provided environmental consulting services to public agencies and private entities, and was Director of Water Resources for the California Farm Bureau Federation, the state’s largest farm organiza-tion with more then 94,000 members in California. and is vital for all wastewater professionals entrusted with pro-tecting the water environment. Come to the training and learn how to win and keep the public’s trust. This training is targeted for all wastewater employees, from collection systems to laboratory to operations to supervisors and managers. The training will give you real world insight and examples that show the link between ethics and public percep-tions of our jobs and how being in the public eye can make a difference in how you, your agency, and the industry are valued today and in then future. This workshop will include realistic work-related scenarios in order to encourage participants to reflect on their own thought processes as they deal with an ethical dilemma. Through facili-tated discussions and multi-step models, participants learn about recognizing important decisions and a six-step ethical decision-making process Many laboratories don’t know what constitutes their legally de-fined requirements and what would constitute data defensible in court. You will be able to view cases where data played a part, discuss the concept of “case law” and look at several state and federal laws relating to laboratories and their data. There will be a focus on ethical and legal issues raised in waste-water operations, monitoring, and reporting, including both obli-gations of agency personnel as well as procedural and other rights. Other discussions will include examples of the last 10 years of California prosecutions and civil penalties. You will earn more about environmental testing data which re-quires the highest level of integrity. This presentation will dis-cuss proper data handling practices for environmental testing and explicit examples of what not to do as well consequences for improper practices.
