This document sets out the responsibilities that the Oceanan Civil Service has towards the Government,Parliamentary Committees, and the Parliament itself, as well as guidelines regarding Civil Servicepublications. These, once confirmed and published, can be considered an administrative regulation of theGovernment. These responsibilities may be altered at any time by the Government or the Executive as theysee fit, with Parliamentary notification and publication of the revised rules.
Section I: Roles and responsibilities of the Civil Service to the Government of Oceana
1) It is the responsibility of the Oceanan Civil Service to facilitate and implement the policy agenda anddirectives of the Government.
2) To that effect, the Civil Service must:
a) Implement Ministerial decisions, regulations, and statutes,b) Inform Ministers of any pressing business to be resolved,c) Provide information and draft plans as necessary and as asked for Ministers to make informeddecisions about legislation and policy,
d) Provide detailed briefings on subjects that the Minister wishes to be briefed on.
3) The Civil Service must as far as possible try to fulfill the above duties without unduly attempting toinfluence Ministerial decisions.
Section II: Responsibilities of the Civil Service to the Chairs of Committees and the Committees ofthe Parliament of Oceana.
1) The Chair of a Parliamentary Committee has the right to summon civil servants of any administrativelevel for the purpose of providing expert testimony on the area of their competence, or scrutinising them ontheir role, responsibilities, and effectiveness, with due cause.
2) The Committees of the Parliament of Oceana have the right to ask any summoned civil servant questions
regarding the area of their competence, or to scrutinise them on their role, responsibilities, andeffectiveness.
3) The Civil Service must provide information and draft plans as necessary and asked for Committees tomake informed decisions about legislation and policy.
Section III: Responsibilities of the Civil Service to the Parliament of Oceana
1) The Civil Service must facilitate and implement legislation passed by the Parliament of Oceana.
2) The Civil Service must provide information for Ministers to be able to effectively answer questions posedby Representatives in Parliament, if asked by the Ministers in question.
Section IV: Guidelines Regarding Publications of the Civil Service
1) Any written report, briefing, or plan for a Minister, the Parliament, or Committees is considered an official
publication of the Civil Service.
2) Any official publication of the Civil Service must, in a timely manner, be recorded and published by the
Oceana Stationery Office using a Civil Service reference code, excepting those which have been marked as
classified.

3) A Classified Publication will still receive a Civil Service reference code, and the code will be marked by
the Oceana Stationery Office, along with the general reason given for classifying the publication. Classified
Publications may be partly published with sensitive material excised if it is deemed appropriate.
4) Any written statement or reply to a Minister, the Parliament, or Committees on a particular subject or
question is considered an official communication of the Civil Service.
5) Any official communication of the Civil Service will be given a Civil Service reference code and filed
appropriately. It does not need to be published by the Stationery Office.
6) If official communications of the Civil Service are requested to be released into the public domain, the
Civil Service shall release them in a timely fashion, and they shall also be published by the Stationery
Office, excepting those which have been marked as classified.
7) A reason shall be given for refusing to release a Classified Communication, and it may be partially
released and published with sensitive material excised if it is deemed appropriate.
