In addition, it was reported that only large construction companies conduct alcohol testing for

all workers at their construction site. No construction company in Serbia provides the test of

psychoactive substance abuse. Employers should not allow workers to work in high risk work

places without proper health screening, including a strict control of the use of alcohol and

psychoactive substances.

Some interviewees highlighted the lack of regulation within the construction sector in Serbia.

They stated that there are no minimum criteria for the registration of construction companies.

For instance, some small construction companies are established for a single use. They

typically employ unregistered workforce and are closed after finishing one project. It would

be hard to expect that such companies pay due attention to OSH.

15 A list of rulebooks related to occupational safety and health in construction is found in Reference. 16 The estimated number of employees per labour inspector was 11,500 in 2017 in Serbia. The level

exceeds the ILO benchmark for transition economies (20,000) and is close to the benchmark for

industrialized economies (10,000).
