PROFILE
• Population of 104 million • Land area of 300,000 sq km • Island group of 7,600+ islands • Mountainous with 20 active
volcanoes • Earthquake prone (Pacific Ring
of Fire) • Often buffeted by typhoons
(20+ typhoons a year) • Still agricultural with economic
activity concentrated on 11 highly urbanized area (ex. Manila and Metro Cebu)
FUNCTION AND AUTHORITY OF ORGANIZATION
Article II, Section 15 of the 1987 Philippine Constitution
“The State shall protect and promote the right to health of the people and instill health consciousness among them.”

“It is the responsibility of the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health, and other social services available to all the people at affordable cost.”
FUNCTION AND AUTHORITY OF ORGANIZATION
Functions of the Division of Occupational Health:
• Formulate the policies, plans, and programs to promote and protect the health and well-being of workers
• Monitor the implementation of standards set for specific occupational hazards, investigative work, and researches
• Provide technical assistance and consultative services both to industrial establishments and health implementing agencies, and other stakeholders

• More fund for “sponsored enrolment” to the Philippine Health Insurance

The rich subsidizes the poor

The healthy subsidizes the sickly
