    Obama Administration Report Finds That Health Care Costs For Pre-Existing Insurance Plan(PCIP) Participants Will More Than Double Initial Estimates. Medical costs for enrollees in thehealth- care laws high -risk insurance pools are expected to more than double initial predictions, theObama administration said Thursday in a report on the new program.
