Looking back

• Following consultation, the preferred options identified a regional approach to ILW storage and FED treatment

• Put on hold until new Magnox/RSRL PBO was in place

• Key inputs from stakeholder workshops remain valid

• Previous input has been considered

• Magnox believes that the consolidation strategy is appropriate

• However – there are some changes to the direction of travel

May 14th 2015 3

Our learning from engagementKey points taken on board:

• Strategy needs to look at the big picture and not at sites in isolation

• Transfers should be made on a regional basis where practicable

• The use of rail transport should be maximised where possible

• The amount of construction work undertaken should be minimised where possible

May 14th 2015 4

Current position - strategy reviewed

• The new contract requires the PBO to review all Magnox strategies and demonstrate value for the taxpayer

• The ILW strategy review considered:

– stakeholder feedback from previous engagement– progress and learning from delivery of previous strategies– development of new waste routes/options– new ideas and operational experience brought by the PBO– introduction of two new consolidation options for waste management

Scope of review

Plans still require further approvals and stakeholder engagement

1. ILW packaging

2. ILW interim storage

3. FED management

4. ILW pond skip management (new)

5. IONSIV cartridge management (new)

May 14th 2015 6

1. ILW packaging

Changes in packaging strategy:• Hinkley• Berkeley (for some waste)

Delivering value to the taxpayer

New encapsulated self-shielding waste packages available:

- 6 m3 concrete box, TRU-Shield package - Same benefits as ductile cast iron containers but present a significant saving

May 14th 2015 7

2. ILW interim storage

Changes in interim storage strategy:

• Consolidation of ILW from Sizewell and Dungeness in the existing ILW store at Bradwell

Making best use of assets on a regional basis

May 14th 2015 8

3. Fuel element debris

Management options considered

• package for LLW disposal• package for ILW disposal • decay storage for LLW disposal• treatment by dissolution

Informed by:• some sites are well progressed in delivery of some options (eg

Bradwell and Trawsfynydd)• new waste routes have potentially become available

May 14th 2015 9

3. Fuel element debris continued

Pursuing opportunities for new waste routes where appropriate

• Sizewell and Oldbury - change to LLW disposal

• Hinkley - FED characterisation indicates majority of waste is likely to be ILW - intention to package to allow interim storage on site

• Bradwell - continue with dissolution and investigate additional waste routes to reduce volume to be dissolved

May 14th 2015 10

4. ILW pond skips (new)

• Central skip treatment facility for all skips from Dungeness, Sizewell and Oldbury (approximately 175 skips)

• Hinkley as a possible site for the facility. Facility could be mobile and move to other sites

• Trial work ongoing at Hinkley to inform decision making

Reviewing best options for decontamination of ILW pond skips

May 14th 2015 11

5. IONSIV cartridge management (new)

• Transfer of Dungeness and Sizewell IONSIV cartridges to Oldbury for retrieval and packaging (less than ten movements)

• Onward transfer to Berkeley for interim storage

Benefits include:– reduces dose to the workforce– enabler to waste consolidation strategy– saving for taxpayer

Avoid the need for three waste packaging projects

• Berkeley – combination of DCICs and 6 m3 concrete boxes, possible second ILW store, receipt of ILW packages from Oldbury
