NTUA’s Tribal Broadband Overview: As of July 14 2016

• Established by the Navajo Nation Council first as a tribal department, then later as a self-sustaining tribal enterprise in 1959

• Today - continues to address the multi-utility needs of the Navajo Nation

• Service Territory – 27,000 square miles across the Navajo Nation

• Seven District Offices – serve as a central point for utility operations

• Extends – Electricity, Water, Wastewater Treatment, Natural Gas, Renewable Energy

• Recently added: Communications –Internet, Cell Phone, and Data Storage Services

Navajo JobsCurrently a large number of jobs associated with coal mining and running the Navajo Generating Station along with other coal fired power plants. As the United States has shifted away from coal based generation, a loss of jobs at the coal mines and power plants has been the result

The Navajo Tribal Utility Authority has over 700 employees, with over 95% being Navajo.

Navajo Nation Middle/Last Mile Project:Quality Broadband for the Navajo People

• In 2011, NTUA was awarded a $32 million grant under the American Recovery and Reinvestment Act through the US Department of Commerce.

• At the time of the award, the grant, entitled “Navajo Nation Middle/Last Mile Project: Quality Broadband for the Navajo People”,was the largest Broadband grant awarded throughout the United States and the first and largest within Indian Country.

• In 2014, NTUA completed the work under the grant and meet the closeout terms of the grant in 2015.

• As a result fiber optic network and microwave infrastructure has been installed to cover the majority of the Navajo Nation.

• Established a successful partnership with Commnet –experts in wireless communications

• Fiber optic cable extends over 550 miles

• Includes - strands of aerial fiber optic cable and microwave tower sites.

• Amplifies the existing NTUA microwave network to provide broadband access to major NN communities

• Offers 3G/4G LTE and provides fixed and mobile services

Successful partnership created a high quality, more reliable internet, wireless and broadband connectivity for benefit of the Navajo people

The ultimate goal and mission of NTUA Wireless is to reduce the lack of affordable, high quality wireless internet services

on the Navajo Nation – while establishing a sustainable Majority Navajo Owned retail communication business

NTUA WIRELESS

NTUA Wireless was granted the service territory of the entire Navajo Nation by the Federal Communications Commission, an area greater than 27,000 square miles.

Pursuant to the FCC, NTUA Wireless is the Eligible Telecommunications Carrier for all qualified residents within the Navajo Nation.

NTUA Wireless has three primary business units: 1) wholesale wireless; 2) retail customers; and 3) enterprise business.

The wholesale wireless unit provides primary roaming broadcast service for AT&T and is a secondary roaming provider for T-Mobile ( GSM base stations providing 2G/3G, GSM base stations for 4G service (AT&T Only)).

As well as primary roaming provider for Verizon and Sprint ( EVDO/CDMA/1X base stations 1G thru 4G service). NTUAW utilizes these base stations for its retail unit.

The retail wireless unit for NTUA Wireless primarily utilizes 3G wireless service for its customers. As of July 14th, there are currently retail customers.

customers take service through 4G LTE Broadband; customers utilize it for home phone service;

customers take 3G service; customers receive Federal Lifeline service; and

customers receive Federal Tribal Lifeline service.

NTUA WIRELESS

A total of 84 new jobs were created as a result of BTOP.

NTUA Wireless has 45 employees located in Chinle, AZ and its six retail stores.

As part of the Middle Mile support needed to operate NTUA Wireless' last mile service, the Navajo Tribal Utility Authority has a created a separate communications department that consistent of a total of 39 employees, with 20 at the Data Center and 19 within the general communications support.

NTUA WIRELESS:The Big Picture

• NTUA Wireless is 51% owned by NTUA and 49% owned by Commnet

• Created 84 new jobs, 81 of which are held by Navajo

• Of the Cell Sites, Sites were new builds under the BTOP Grant

• NTUA Wireless currently covers a population of 135,000 and 31,000 Households

• NTUA Wireless has just under 25,000 customers
