The new Police Commander will be expected to work with the Command Staff to develop and train our younger department members for succession planning. The Police Commander will assume the leadership of either the Operations Division or Support Services Division of the department. The City of Grover Beach compensation and benefits include: Base Salary: $9,872 - $11,999 monthly. Placement within this range is dependent upon the selected candidate's qualifications and experience. *Incentive Pay: Education incentive is 5% for Bachelor's Degree. 7.5% for Master's Degree. Cumulative total up to 7.5%. An additional 2.5% for completion of either FBINA, Command College, SPI Administrative Officers Course or CalOES Emergency Management Specialist Program. Retirement: CalPERS Classic Members: 3%@ 55 formula; CalPERS New Members: 2.7%@ 57 formula. Health Insurance: Employee choice of CalPERS HMO/PPO medical plans. The Department

The Grover Beach Police Department is supported by an annual operating budget of more than $4.7 million and proudly serves the community through the service of 21 full-time sworn, 2 part-time sworn and 9 professional employees. The Grover Beach Police Department operates its own dedicated dispatch center and handles an average of 21,000 police calls for service annually. The department is deeply committed to the philosophy of community oriented policing and subscribes to a progressive outlook, utilizing contemporary law enforcement theories and methods.

The Grover Beach Police Department is a fun, fast-paced environment that provides all employees opportunity for professional career growth and development. Under the leadership of Chief John Peters, the Department is organized across two divisions - Operations and Support Services.

The Operations Division consists of the Patrol Bureau, Traffic Officer, Reserve Officers, Field Training, SWAT, Special Enforcement Team, and Volunteers. The Support Services Division includes the Detective Bureau, Dispatch / Records Bureau, and the Property / Evidence Bureau.

The Position

Under administrative direction, administers the activities of one or more Police Department divisions; provides expert professional assistance to the Chief of Police and other City management staff in areas of expertise; develops and implements departmental policies, procedures, goals, and objectives; develops and administers assigned budgets; fosters cooperative working relationships with citizen groups and other agencies on police matters; assumes departmental command as assigned; performs other related duties as required.

The Police Commander is the management level class administering one or more Police Department divisions such as Operations and/or Support Services. The incumbent exercises considerable judgment and discretion in the administration and direction of assigned responsibilities. Incumbents may assume departmental command when necessary. This class is distinguished from the next higher class of Chief of Police in that the latter has ongoing overall responsibility for the Police Department.

The Ideal Candidate

The City of Grover Beach is seeking a passionate, energetic individual with strong communication skills to assume the role of Police Commander. The ideal candidate will understand policing principles, practices, and techniques within contemporary municipal law enforcement agencies. The Police Commander should be familiar with patrol operations, investigations, and administrative duties associated with a police management position.

The new Police Commander must be able to communicate openly and have an honest and strong understanding of the principles of leadership. The Police Commander will be expected to serve as an example amongst colleagues and subordinates alike, and to promote teamwork within the Department.

The Police Commander must be a candidate with the desire and ability to develop personnel, and establish positive relationships within the Department, the community, and allied agencies. It is highly desirable that the candidate have a strong working knowledge of the principles, practices, methods, and procedures associated with community oriented policing, media relations, risk management, and employee supervision and training.

Qualifications:Education and/or Experience: Any combination of education and experience that provides the knowledge, skills, and abilities necessary for a Police Commander. Typically, a Police Commander would possess three years of increasingly responsible experience equivalent to that of a City of Grover Beach Police Sergeant and a Bachelor's degree in Police Science, Criminal Justice Administration, Public Administration, or a related field.

License/Certificate: Possession of, or ability to obtain, a valid Class C California driver's license prior to appointment. Possession of a P.O.S.T. Supervisory Certificate and a P.O.S.T. Advanced Certificate. Possession of a P.O.S.T. Management Certificate is highly desirable, but must be obtained within two years of appointment.
