    Over 130 elected ocials, policy experts andcommunity organizers rom twelve citiesattended the day-long convening at the New

    York University School o Law. Everyone in

    attendance came away energized by the daysspeakers who talked about their respective citiesordinance with a sense o promise and urgency.

    I just want to thank ANHD and the advocatesin this room, said Council Speaker ChristineQuinn who spoke at the convening. Becausethe truth is, were we worried about issues o howbanks interact with our neighborhoods and thecouncil? Yes. Were we worried about oreclosure,

    worried about small businesses? Yes. Had wereally thought about this vehicle, this idea onour own? No. It came out o collaboration. Te

    best ideas come rom collaboration.

    In addition to Speaker Quinn, ANHD wasthrilled that Council Members Al Vannand Domenic M. Recchia, the bills two co-sponsors, along with Council Member BradLander, provided stirring remarks. CouncilMember Vann said the Council was lookingat ways or the City o New York to use itsdeposits to collaborate with, not conrontthe banks doing business with the City. Allour members o the New York City Councilspoke passionately about how many banks havebeen ailing their communities, small businessowners, and homeowners acing oreclosure.

    Indeed, or many years, increasingly largebanks have been unresponsive to meetingcore community credit needs. ANHDhas documented the decreases in lending,investment and services in our State o BankReinvestment in NYC reports, which areavailable at www.anhd.org.

    Te day-long conerence, jointly organizeby ANHD and the National CommunityReinvestment Coalition (NCRC), gave electedocials, advocates and community organizers

    a platorm to exchange their achievementssetbacks and strategies related to creatingand administering local tools to resuscitatecommunity development, aordable housingsmall business lending and retail bankingservices in their communities.

    In so doing, the conerence made clear thatmomentum or municipalities to pass loca

    versions o the Community Reinvestment Acis growing not only in NYC, but also in citieslike Boston, Chicago, Los Angeles, KansasCity, Minneapolis, Pittsburgh, St. Louis, and

    San Diego, all o whom were represented athe convening. Additionally, Oakland, SanFrancisco, San Jose, and Seattle are pursuingthis strategy.

    We began the process to get our responsiblebanking bill passed because we saw the eectiveexamples o Cleveland and Philadelphia, twoleaders that have laws in place, said ANHDExecutive Director Benjamin DulchinReplicating their models really seemed excitingto us and it is an honor to have Councilmember

    Im encouraged when I see so many organizingeorts here in New York, said Council MemberRichard Alarcon, the lead sponsor o the LosAngeles ordinance. Id like to thank ANHDand NCRC in particular because taking this onat a municipal level is like herding cats. Its onething to ocus on the ederal government but

    Councils that are best suited, the need that isgreatest to send the most powerul message.For the City o Los Angeles, the story o itsresponsible banking ordinance began nearlythree years ago ater Alarcon introduced theResponsible Banking Investment MonitoringProgram as a motion into Los Angeless CityCouncil. It had been dead in the water saidAlarcon, until the Occupy Movement gave itlie again.

    Te Occupy LA Movement has debrillatedthe banking responsibility ordinance. It wasthey who reignited the fame, because they cameand testied. Heck, they were right outside the

    door as they camped at City Hall. Tereore,the LA story provides at least one very tangibleexample o how the Occupy Movement has hada positive impact.

    For the City o Boston, the political environment

    is somewhat more receptive but the path topassage seems just as steep. Councilor Felix G.Arroyo, having just received the second largestnumber (35,465) o votes during the citys2011 municipal elections, spoke during theconvening about his citys challenges in passingthe Invest in Boston initiative. Weve hadone hearing on the bill, said Stuart Rosenberg,Chie o Sta or Councilor Arroyo. Duringthe hearing, a banking lobbyist said our bill wasa solution looking or a problem. We knowthat the industry is going to push back hard.

    o gauge the strength o the political support,

    the Massachusetts Aordable Housing Alliance(MAHA) surveyed all 13 candidates or localoce. According to MAHA Executive Director

    Tomas Callahan, the results seemed avorable.We conducted a poll among the candidates tosee which were in avor o the idea o an Investin Boston. Eight out o the 13 candidates saidthey were in avor. Te other 5 didnt respond.

    During the convening, Callahan said he didnt

    believe the survey set anything in stone, butdoes create a solid platorm signicant enoughto steer uture candidates and hold accountablethe current roster o ocials whove expressedsupport o the bill.

    Speculation on when these local CRA bills willpass into law is anyones guess. But the growingmomentum supported by organizing eortsand the Occupy Movement suggest that 2012may be a breakout year.

    Speculating on a timeline or passing the billin Boston, Rosenberg says, Were probablygoing to see passage o the bill in 2012 and itsrst implementation in 2013. Ditto or LosAngeles, whose City Council has marked theend o this year as deadline or moving the billsignicantly closer to a ull vote.

    As or the New York Citys bill, SpeakerQuinn committed to no exact date during theconvening but let the ate o the bill be clear.One way or another, it [Intro 485] will becomethe law o the City o New York very soon.

    And as NYC goes, so too may go othermunicipalities, as expressed by Alarcon.

    I agree i New York passes this ordinance itwill be a powerul message or the entire UnitedStates o America. I Wall Street is burdened

    with this banking responsibility I think then allthe ships will ollow and hopeully all the ships

    will rise.
