Respondents rated 58 of 60 metrics favorably (over 50%).

The highest rated metrics in 2021 were:

• Maintaining a work environment that is free of drug and alcohol abuse (92%)

• Maintaining a work environment that is free of violence (92%)

• Overall I feel positive about working for Pinellas County (88%)

• I know what is expected of me at work (88%)

The lowest rated metric in 2021 was:

• There is a connection between compensation and performance (42%) although this has improved from the 2019 rating of 36%.

Those measures with the greatest improvement include three measures relating to supervisor performance:

• Fostering an atmosphere of mutual trust and confidence (79%, an increase of 10%)

• Dealing with low performing employees (52%, an increase of 9%)

• Rewarding/recognizing high-performing employees (62%, an increase of 9%)

These are remarkable increases and likely an indication of the role supervisors have played during the pandemic.

The Executive Summary, which includes UPS-wide results, is posted at www.pinellascounty.org/hr/employeevoice. Appointing Authorities are committed to continuously improving their work environments and to ensuring Pinellas County is a top-choice employer in the Tampa Bay area.

Our HR team utilized many channels to promote the survey and we thank all those who joined us in the outreach: supervisors, department staff, EAC representatives and delegates and employees.

Annual Enrollment for 2022 has concluded. I have been delighted to see so many employees take advantage of our various virtual information sessions, where they were able to meet with vendors and obtain critical information to aid in making important decisions for themselves and their families.

We are excited to introduce you to our new benefit partners for 2022. Cigna will be the new plan administrator for medical, behavioral/mental health and EAP. While the plan administrator changes, your plan and your premiums remain the same for 2022. You will see significant enhancements as we welcome several Cigna on-site representatives who will provide claims assistance, health coaching and informational resources. Be sure to read December’s Pen where we will go into more detail. You can also view our UnitedHealthcare to Cigna FAQs. And please, be on the lookout for new insurance cards being mailed to your home!

The December 31 deadline for completion of the biometric screening and health survey is just over one month away. I encourage you not to wait another day to make your appointment for this important screening. That way you can be assured of getting an appointment, completing the blood draw, and having your results completed and submitted by the December 31 deadline. It’s quick and convenient – I was in and out in about 15 minutes – and received my results promptly.

The front page of this issue begins the reporting on the UPS-wide results of the Employee Voice Survey. I want to thank everyone who took time to complete the survey. Pinellas County’s most valuable asset is you. As Appointing Authorities, we are eager to continue the work within our individual organizations and collectively to make Pinellas County the place everyone wants to work.

I invite you to also read this month’s Employee Spotlights featuring a few of our employees who are veterans. To all of our veterans, we thank you.

I wanted to conclude by wishing all who celebrate a Happy Thanksgiving. I hope that you can reflect on all the good things in your life, whether it be health, family, or a job where you make a difference.

EBS (OPUS) Ready for Next Phase of UpgradesThe EBS/OPUS upgrade completed its initial roll out in July and we are quickly approaching Release 1 which is scheduled to be deployed end of year 2021 and beginning of 2022. We are very excited about this release as it will benefit employees by focusing on user friendly self-service features and other process improvements in the Financials, Payroll, HR, Benefits, Projects, and Procurement systems.

We are working closely with Stakeholders and Change Champions across the County to identify necessary training for the changes and enhancements.

Employees who complete an annual biometric screening and Rally health survey earn a preferred health plan premium which will save $500 in the upcoming year.

Annual Enrollment Wrap Up Annual Enrollment for 2022 Benefits has been completed and went very smoothly. Thanks to all those who contributed to its success!

To help employees make the best enrollment decisions, this year the Benefits and the HR Communications Teams provided:

• 16 virtual Employee Information Sessions with our Cigna and Aflac benefits partners and posted recordings of the sessions for those who could not attend

• a robust Annual Enrollment web page (in addition other collateral) which garnered over 16,000 views

• promotions via email, flyers, and reminders in the employee newsletters

• a mailer sent directly to employees’ homes• telephone support via 3 helplines supported by the Benefits Team,

Cigna, and the Benefits Enrollment Center staffed by benefits consultant Willis Towers Watson

The Information Sessions garnered nearly 450 attendees. In addition, we held two Retiree Information Sessions with over 100 retirees in attendance.

Describe your job in 25 words or fewer: As Election Administrators, we assist anywhere that we are needed to conduct elections. My primary focus is to assist with communications, administration and operations.

Best part of job: It is very rewarding to be able to serve alongside so many people who believe in what they do and to be part of an organization that is dedicated to ensuring equal access to voter registration and voting, as well as transparency in the electoral process.

Most challenging part of job: Leading up to a General Election, we work very long hours. We must make sure that we take care of ourselves and each other while not overlooking any of our critical responsibilities during these busy periods.

Most memorable moment? When the 2018 General Election was certified. There were multiple recounts for that election, and we were working long hours, including nights and weekends. It was such a sense of accomplishment for everyone when it was completed. It felt rewarding to be part of the process.

What do you do in free time? Read, draw, walk, ride my bike, work in the yard, and spend time with my family.

Which branch of the military did you serve? United States Marine Corps

Rank/duties/role: Corporal (E4), I was the Crew Chief on an Assault Amphibious Vehicle (AAV P7) Troop Transport Vehicle. It is a ship-to-shore vehicle used to transport Marine Corps infantry, supplies, etc.

When did you serve? 1987 - 1991

Where did you serve? California, Hawaii, Okinawa, Mt. Fuji, and the Middle East (Gulf War)

Anything else you’d like to mention about your experience serving your country? My parents instilled in me a love for our country, and serving in the Marine Corps, especially while I was in the Middle East, gave me an appreciation for our freedom that I will never forget or take for granted. Semper Fi.

Have you had any other positions with Pinellas County? I started my employment as a member of the BTS team in 2007 and joined HR 5 years ago.

Describe your job in 25 words or fewer: I develop and deliver learning opportunities for employees within Pinellas County. My hope is that they will gain from this knowledge and inevitably be placed in a position to successfully accomplish their career goals.

Best part of job: Sharing information and perspective with employees that represent every aspect of what we do for the citizens of Pinellas County.

Most challenging part of job: Successfully finding ways in the classroom to effectively meet everyone where they are with regards to their learning style.

Most memorable moment? Being invited to speak at an international learning conference about the success of our OTD Learning Paths program.

What do you do in free time? I am a proud member of the 501st Legion – Vader’s Fist. We are an international charity group that dress up like our favorite Star Wars characters. We offer our services, free of charge to worthy charities that raise money and awareness for a cause. Most weekends you will find me cosplaying one of five different characters I have. I also enjoy playing video games and watching sports on TV.

Which branch of the military did you serve in? U.S. Navy

Rank/duties/role: I was a Petty Officer 2nd class (E5). My primary role was to test and repair the avionic assemblies on the F-18 Hornet, F-14 Tom Cat, A-6 Intruder, and EA6B Prowler aircraft. I am also a certified Naval Instructor, so I taught electronics as well.

When did you serve? 1988 to 1998

Where did you serve? Mostly in Norfolk, Virginia. I was assigned to the USS Theodore Roosevelt (CVN-71) and the John F. Kennedy (CV-67) aircraft carriers. I also served a 3 year tour as an instructor in Virginia Beach, VA.

Anything else you’d like to mention about your experience serving your country? Enlisting in the US Navy and serving faithfully was by far the most important decision I’ve ever made in my life. The experiences I shared with trusted friends and the knowledge I gained has sustained me to this day. I am grateful every day for the friends I made along the way and the memories we created. For me, I am honored to have been given the opportunity to contribute selflessly to the ideals I support.

THE RECORD KEEPER49th St. Record Retention Center – Court FilesAs you may be aware, our 49th St. Record Retention Center has been closed. The entire Records Management staff is now working at our downtown Clearwater facility, located at 509 East Ave. S. The old 49th St. building is still functioning as an unmanned storage facility, but no staff members are working at that building.

A stretch of shoreline at the south end of Philippe Park in Safety Harbor was the site of the first step in a three-part plan to enhance the coast along the park and improve Old Tampa Bay’s water quality. At a volunteer event on Saturday, October 23, a total of 86 volunteers and Pinellas County staff worked in two shifts from 8 a.m. to noon to install approximately 800 bags of oyster shells and plant nearly 1,000 marsh grasses as part of a Living Shoreline project.

The goals of this project are to improve water quality, create additional habitat for wildlife, create a shoreline that is more resilient to storms, and

educate park visitors about living shorelines. A grant from the Tampa Bay Environmental Restoration Fund helped fund this project with matching Capital Improvement dollars.

Much of the southern shore is lined with mangroves, which help buffer the coast from wind and wave energy; however, adding oyster bags and grasses in front of the mangroves provides another layer of protection for the park. Additionally, the project increases the habitat diversity in the area. This results in more wildlife near the park, since salt marshes and oyster reefs attract a large variety of species.

There are currently oysters growing on the mangrove roots along the shoreline,

and the newly installed shell bags will provide more of the hard surfaces that oysters need to grow. Baby oysters, called “spat,” should attach to the oyster shell inside the bags, and within a year or two, the oysters will be large enough to each filter tens of gallons of water a day. Increasing oyster habitat is one of the initiatives of the Tampa Bay Estuary Program, intended to improve water clarity and aid in the removal of pollutants.

The second phase of the project will occur in Spring 2022 and will be a similar effort, just a bit north of the first phase. Volunteers will be again recruited to assist, so watch for the announcement or reach out to [email protected] for more information.

My name is Lora Kyle-Woodall. I am an Administrative Support Specialist for the Supervisor of Elections (SOE). Julie Marcus appointed me in January 2021 to complete this current Employees’ Advisory Council Representative term.

Prior to becoming an employee of the SOE office in March 2015, I worked as a Poll Worker. I signed up to work the 1992 Presidential Election thinking this would be something fun to do. Little did I know, this would be the start of a long-term venture. Through the

years, I worked various positions and eventually moved up to become an Election Day Advisor and Trainer.

Working in the Poll Worker Department as the Training Coordinator, I work with an amazing team who track legislative changes so our policies and procedures can be updated to keep us in compliance with the state law.

In my free time, I enjoy reading, traveling, being outdoors and spending time with my family. I must say, the only thing better than being the mother of four is being a grandmother of nine! I love doting over them and

going on adventures with them. On a personal level, nothing quite moves my heart and soul like strapping on my backpack and hiking in the mountains. 2010 provided an opportunity for me to spend two months on the Appalachian Trail.

As an EAC Representative, I have relished the opportunity to learn and understand the functions, policies and decisions that affect the employees of Pinellas County. I enjoy seeking out and sharing information for and with co-workers who inquire. I think it’s important for the classified staff to know that they, too, have a voice in the processes which govern their work lives.

Have you had any other positions with Pinellas County? Yes, I spent 8 years in Family Division, Child Support and started as a Business Analyst in Clerk’s Technology before moving to Infrastructure Services.

Describe your job in 25 words or fewer: My job is to install, update, and repair computer hardware and audio/visual equipment. Assist coworkers and some external partners with equipment, access and password management.

Best part of job: Getting to see all of the departments and employees of the Clerk’s Office.

Most challenging part of job: The office temperatures have been the most challenging, sometimes it’s 67 degrees or below, and sometimes the humidity level is a hot, wet 71%.

Most memorable moment? First day I disassembled a desktop and put it back together and it still worked.

What do you do in free time? I work out, watch movies and record music in my home recording studio. I’m also taking piano lessons at Guitar Center.

Which branch of the military did you serve in? Active Duty Army and Army Reserves.

Rank/duties/role: Staff Sergeant, Communications Active duty, Transportation Management Reserves, Coordination and Team Leader.

When did you serve? 1983-1992 Active Duty, 1996-2005 Army Reserves.

Anything else you’d like to mention about your experience serving your country? In the Reserves I became a Certified Army Master Fitness Trainer which allowed me to give fitness classes in the Wellness Center.

Consumer CornerFake COVID-19 Cards

From Pinellas County Consumer Protection

At some point, you may be required to show proof that you received the COVID-19 vaccine. Buying a fake vaccine card to bypass mandatory vaccination

requirements is not only illegal, but it can lead to having your identity stolen.

Scammers are selling phony vaccination cards online for hundreds of dollars. To sweeten the scam, they also promise to have your name added to the national COVID-19 vaccine database. All you need to do is provide your personal information for the registration and they’ve got it … your identity. Your name is never added and instead you don’t realize until it’s too late that your identity has been compromised.

Once the scammer has your information, they can access online accounts, apply for credit in your name, make unauthorized bank withdraws and even commit fraud using your identity.

If someone offers to sell you a vaccine card or promises to get your name added to a national vaccine database, don’t believe it, it’s a scam.

If you need a replacement vaccine card, contact the County or state health department. If you’ve purchased a fraudulent vaccine card online, you can report it to the FBI’s Internet Crime Complaint Center (IC3) at www.IC3.gov.

If you think you’ve fallen victim to identity theft, visit the Federal Trade Commission website at www.identitytheft.gov to learn how to report identity theft and get a recovery plan.

Henry Hayward, III, 67, of Clearwater, passed away October 18. He retired from Airport Facilities as a Trades/Field Services Worker in 2010 after 10 years of service. No obituary was located.

William Joyce, 78, of Tarpon Springs, passed away October 18. He retired from Utilities Engineering in 2007 after 9 years of service. Read his obituary.

Ross Neri, 80, of St. Paul, MN, passed away October 16. He retired from Utilities Finance as a Property & Stores Clerk in 2007 after 18 years of service. No obituary was located.

Jerald Wiglund, 75, of Brooksville, passed away November 4. He retired in 2013 from Public Works Construction Management after 28 years of service. Read his obituary.

Joseph “Jay” Thomas-Eugene Gajan. Born September 21 at 6:50 p.m., weighing 7 pounds, 14 ounces. He was 20.5 inches long. He has two older brothers Caleb (13) and Gabriel (10) and older sister Madison (4). Dad and Mom are Christopher and Kimberly Gajan (Safety & Emergency Service, Ambulance Billing & Financial Services). His aunt, Brook Gajan, works in Community Development.
